My name is Madeleine Paul, Chief of Eagle Village First Nation, and on behalf of Eagle
Village First Nation we welcome you to Algonquin Territory and our beautiful area. We
live in harmony with our neighboring two Municipalities of Kipawa and Temiscaming
and Wolf Lake First Nation, based out of Temiscaming.
As you explore and get to know the neighborhood and surrounding area, you will see
there is much to learn. Please feel free to visit our community Eagle Village within the
Municipality of Kipawa. In addition, included in this package is a service guide, which
includes a listing of all services in our respected communities.

It is with great pleasure that I welcome you to our Municipality of Kipawa. I am sure
you will find great joy living here as you are surrounded by unique landscapes and scenic
beauty for you to discover year after year. Kipawa offers a living environment that is
both welcoming and open.
Founded in 1985, Kipawa is one of the youngest municipalities in the county of
Témiscamingue. The territory of Kipawa covers 46,98 km2 and got its name from the
magnificent lake located to the east of its territory: Lake Kipawa, a real jewel marked by
hundreds of islands and deep bays covering more than 300 km2.
Please don’t hesitate to contact us at the municipal office for more information

(CLSC), diagnostics, general health (CH), short-term and long-term care (CHSLD),
based on available resources.

L’Envol Education Centre
L’Envol Education Centre provides the opportunity for adults to pursue their

École Gilbert Théberge
Built in 1927 by the Canadian
International Paper Company, it was first
known as Temiskaming High School. It
then became De La Salle and expanded to
become École Gilbert Théberge in 1982.
Today, École Gilbert Théberge is a French
primary and secondary school (since
1998) and also offers a French daycare
centre.
French students: primary level 184, secondary level 113 (2015 data)
French School Daycare
The daycare centre is open from 7:15 a.m. to 8:10 a.m. before classes start, at
lunchtime from 11:30 a.m. to 12:45 p.m., and after school from 2:50 p.m. to
6:00 p.m. A technician in child care and two educators are always present.
Children can eat their lunch from home in the room or buy a lunch at the
cafeteria. The daycare is also open during pedagogical days from 7:15 a.m. to
6 p.m.

We are a small close-knit Kindergarten to Secondary 5 school with
approximately 105 students and 13 staff members. Under the banner of our
WARRIOR mascot we provide a varied and exciting Quebec curriculum as well
as opportunities for our students to develop in many extra-curricular activities.

Cannelle and Pruneau Daycare Centre
In existence for over 30 years, this bilingual
daycare gets its name from two characters from
a famous French children’s television show,
Cannelle and Pruneau.
About twenty dynamic educators offer quality
BILINGUAL services in a safe, stimulating, and
stable
environment
where
the
child’s
development is priority. 68 children socialize,
learn, and grow within 9 groups, from babies (0-18 months) to older preschoolers (4 years old). The children are happy here and parents do not worry,
so much so that the daycare Cannelle and Pruneau hopes to increase the number
of places because of a waiting list.

Migizi Odenaw Childcare Center – Eagle Village First Nation
3 programs serving children from 18 months to 5 years old. 7$ a day, open from
7:30 a.m. to 5:30 p.m. Monday to Friday.
The Migizi Odenaw Childcare Center is based on the philosophy that children
thrive in an environment that is positive, safe, secure, and stimulating. The
Center will provide a warm atmosphere that will encourage development of selfconfidence, self-esteem, and self-worth. The program will provide an
opportunity for children to develop independence, creativity, and co-operation.

5.9 Selective Waste Removal
In Temiscaming, selective waster removal is
administered by the Municipalité régionale de comté
(MRC) de Témiscamingue. Citizens must purchase
three bins, one blue bin for recyclables, one green bin
for compost and one black for garbage. The bins are
collected according to the calendar available at the
Town Hall located at 20 Humphrey Street or on our
website at

The town doesn’t have a dump anymore but an ecocentre situated in the
industrial park. The residents can bring their non-recyclable furniture (old couch,
old mattress, etc), metal, tires, construction waste, stone, brick.
All metals other than cans and other containers can be deposited without charge,
at Récupération de métaux Daniel Huot Inc. at 175 de la Carrière St. in
Témiscaming (eg appliances, bicycles, wooden beams and metal pipes, old
vehicule, etc.).
Citizens of the Témiscamingue County can recycle or recover their old tires for
free when buying tires at car dealers, specialty stores or from a junkyard. In
Témiscaming, key recovery points are: Automobile Paquin, garage Lacasse, and
at the ecocentre.
The Town of Témiscaming also offers the cleanup campaign once in Spring and
once in Fall.

Lots for Tots is a non-profit community
organization that offers families a place where they
can meet people, make friends, share and help each

Dottori Hall
This multi-purpose hall is by far the choice of excellence for musical entertainers,
plays on stage, films, receptions of all kinds, and other activities. Many events are

Train Station Museum (Musée de la Gare)
Built in 1927 by the Canadian Pacific Railroad,
this former railway station wasI know eher
restored in 1996 and has been operating as a
museum since then. It presents an exhibit on the
construction of railways in the region, the history
of the town and the pulp and paper mill.

6.2 Library
The municipal library is located at École Gilbert Théberge within the school
library. With its up-to-date information and latest books and best-sellers, the
courteous personnel is always ready to help you find the right book or
information. Eight computers with high-speed Internet are available and a
printer is at your disposal.

6.3 Popular Events
St-Jean Baptiste
To celebrate St-Jean-Baptiste, the Town’s Recreation Department organizes
activities at the 75th Anniversary Park. These activities are family oriented with
games for children and prizes. The day concludes around the famous St-Jean
bonfire.
Canada Day
This event celebrates our heritage. The Town’s Recreation Department organizes
activities with the help of the Youth Center.
Moose Antler Contest
Volunteers (Team Panache) organize a dance at the end
of October to mark the end of the hunt and crown top
hunters who captured the biggest moose antler.
Lions Telethon
Every year, at the end of November, the Lions Club hosts a telethon to raise
money to distribute Christmas baskets for needy families. It is broadcasted live
from Dottori Hall at the Centre on Channel 97 or on www.TVCTK.com .
Christmas Parade of lights
In early December, Santa visits our town thanks to the Richelieu Club Christmas
Parade of Lights. The event creates a festive atmosphere in the downtown area
showcasing the many talents of clubs and businesses. A sight to be seen!
Afterwards, children can visit with Santa.
6.4 Community Channel TVC-TK
TVC-TK is an important means of communication for the
population of Témiscaming. Programming includes coming
events, important messages from the Town and/or the
Centre, reports from Town Council, emergency notices,
publicity from local businesses or clubs and many other
news items. The information is transmitted from the studio,
either taped inside or outside the studio, or on the electronic bulletin board. The
community channel is a media that serves anyone or any club and organization
who would like to reach a good section of the population. One must be a
customer of Cablevision du Nord to receive the Channel 97 signal or
programming can be seen on the internet at www.tvctk.com

6.5 Contact
The Contact is the town’s weekly bilingual
newspaper providing local news to the public
since 1977. It is published every Wednesday
and is firmly rooted in the community and
surrounding area.
Its mandate is to cover mainly local activities in the areas of culture, sports, social
events, tourism or public interest that best reflect community spirit. Contact is an
instrument of participation for citizens and organizations in developing their
communities. It is a non-profit organization managed by a volunteer Board of
directors whose members represent the community.
The newspaper is sold in corner stores and local businesses. Subscribers receive
their newspapers by mail. So if you want to be on the cutting edge of local news
the Contact is for you!

7. Sports and Recreation
7.1 The Centre
This superb recreational and cultural centre
was inaugurated in 1996. It includes a
variety of equipment to meet the needs of
all the citizens and is proud of its courteous
and helpful staff.
7.2 Community facilities
Arena
Indoor rink available to everyone. Many activities take place
around this main attraction such as figure skating and minor

Bicycle and walking path
Our community is equipped with a superb 9 km bicycle and
walking path, built on the former railway. It can be accessed by
Kipawa Rd. in Témiscaming or in the Letang sector, or behind the
Train Station Museum.
Public Beach
O’Splash is open to the public from June 24th to the end of August.
Lifeguards are on site. Free admission.
Opening hours: Tuesday to Saturday from 12 pm to 6 pm.
Cross-Country Skiing
The cross country ski trail extends over a distance of 10 km. It is
accessible from Hwy. 101.

11. Municipal Family Grant Programs
REUSABLE DIAPERS GRANT PROGRAM
As to their Family Policy and to protect the environment, the Town of Témiscaming
wishes to encourage the use of reusable diapers by giving to families residing on its
territory financial support in order to purchase them. Thus, parents who choose this
type of diapers will receive a $100 grant when buying new reusable diapers with a
minimum value of $240.
RESIDENTIAL BEAUTIFICATION PROGRAM
The Town of Temiscaming, concerned about its citizens quality of life and its urban
territory offers a residential beautification program for improving the front of
residences on the town’s urban territory.
The grant is 10% of the costs of the work invoiced up to $1000.
