Advocacy at Work
Skills and Immigration
In another troubling development on the Temporary Foreign
Worker Program file, the government has proposed a compliance
framework for the program that ignores the values of fairness and
transparency. In October, we submitted a strongly argued and
legally reasoned response to the proposed framework. Of
particular concern, we noted the government’s intention to
remove the “good faith” provision and treat any error by
employers as a deliberate attempt to mislead. The proposed rules
specifically state there will be no mercy even for “good faith errors and unintentional accounting or administrative errors”
when imposing fines or banning someone from the program. We believe it would be appropriate for the government to ensure
more detailed consultation on the compliance framework and have urged the government to pre-consult on its draft
regulations in advance of publishing them in the Canada Gazette.
International Policy
Expanding opportunities for Canadian energy trade
The energy sector is a key driver of Canada’s prosperity. For the last few years, we have made expanding markets for
Canadians a central part of our advocacy. Increasing oil and gas production in the United States is limiting exports to what is
essentially our only energy trading partner. Canada needs new energy transportation infrastructure in order to make the most
from our energy endowment. We are getting involved in the National Energy Board approval processes for both the Trans
Mountain and Energy East Pipelines, arguing these proposals are in the interest of all Canadians.
Asia is an enormous potential market for Canadian oil and gas, and my recent trip to Japan and China included discussions
on energy. However, Europe also holds possibilities, and east coast energy export infrastructure is another route to service
Asian markets, like India and Indonesia. We have been working to explore the potential for Canadian/European trade through
connections with BUSINESSEUROPE and the European Forum for New Ideas. Our Director of Natural Resources and
Environmental Policy, Katrina Marsh, attended a conference in Poland in the fall to continue our efforts to educate and inform
Europeans on what Canada has to offer.
High-level delegation to Japan and China
In early November, I led a high-level business delegation to Tokyo, Hangzhou and Beijing. We launched a new partnership
with the Japan Chamber of Commerce and Industry, joined Canada’s state visit to China and held extensive side meetings with
stakeholders. I moderated a panel with Prime Minister Harper and Jack Ma, founder of Alibaba, and spoke at the APEC CEO
Summit.
Japan agreed to step up its efforts to complete bilateral trade negotiations with Canada, and Canada and China agreed to
explore the potential for a bilateral trade agreement. While in China, Prime Minister Harper announced the establishment of
the Renminbi hub in Canada, making ours the first jurisdiction in the Americas to have one. In October, we released Doing
More Business with China: Why Canada Needs a Renminbi Hub. The report outlines the significant benefits of the hub: boosting
Canada’s exports to China by as much as $32 billion over the next decade, as well as reducing Canadian importers’ costs by as
much as $2.75 billion and enabling big savings on foreign exchange costs.
Thought Leadership
We will be releasing a number of reports in December. Our paper on manufacturing looks at ways to help manufacturers
embrace the disruptive technologies that are the key to competitiveness in this challenging sector. Our paper on natural
resources looks at the environmental challenges Canadian natural resource producers face and the ways both industry and
governments are working to continually improve the sector’s performance. Our report from our Crystal Ball Symposium
highlights the big economic, political and technological trends that will shape global business in 2015 and beyond. Lastly, we’ll
be distributing our annual report at the end of the month.

ATCO Electric Education Program
ATCO Electric is launching a new education program to help customers better understand their electricity bills.
While electricity bills are sent to customers by their retailer, ATCO Electric’s delivery rates are included and
customers often ask us to help them understand the bill. They tell us they don’t understand our role versus the retailer
and they’re confused about what all the charges actually mean. In response, we’ve put together a short, simple video:
Shedding Light On Your Electricity Bill that explains the various components of electricity bill.
We know our customers have also turned to their Government leaders for assistance and lengthy explanations can
result in further frustration. Our goal is to help residential, farm and commercial customers better understand how
different electricity services come together on the bill, in a format that is both educational and entertaining.

Green Tip of the Month
"Idling is like second- hand smoke"
1. Car idling is the second-hand smoke of the outdoors. It
fills our air with pollutants.
2. Use the 10 second limit. Idling more than 10 seconds
takes more fuel than restarting the engine.
3. Modern fuel-injected engines are not meant to idle: it
can degrade the engine's performance and reduce mileage.
4. Not moving? Turn it off.

Hendrik Brakel, Senior Director, Economic,
Financial and Tax Policy, explains why we are
seeing lower oil prices and what it will mean for
the Canadian economy.
Oil prices have dropped by 40% since June, an
astonishingly rapid decline. Why has this
happened? Supply is soaring due to new
production in U.S. shale, while demand has
faltered because of the slow-down in emerging
markets. In fact, we are likely to witness an
oversupply in oil markets in the coming year
that could temporarily push prices lower,
possibly to $50 per barrel, before heading back
to the $70 range as global growth picks up
speed. The effects on Canada are mixed, likely
subtracting a quarter of a percent from
Canadian GDP growth, but there will be a nice
boost for Canadian and U.S. consumers as less
money spent on gas will leave more available to
spend elsewhere.
