1. General requirements
The Contract includes the installation of positioning devices on CHE and UTR ( all container
handling / reloading equipment ( RTG, Reach Stacker, Straddle Carrier ) and internal
tractors) and the implementation of a Container Positioning System in the Baltic Container
Terminal, including a standard integration module interface to the terminal operating
system TOS.
2. Project objective
The aim of the project is to automate the data exchange containing information of
containers movements in the terminal. Information on the exact final container position
from Container Positioning System will decrease the number of errors resulting in erroneous
data information regarding container position in the yard ( container block / area / row / tier
). This will eliminate the cases of missing containers and the necessity of manual blocks
inventory checks.
3. Project requirements
1. Analysis of processes and needs for Container Positioning System.
2. Design of technical and functional project and graphical visualization of the design ( as
part of documentation of the project ), taking into account the main objectives
provided by BCT. Obtaining approval of the documentation by BCT.
3. Providing graphical visualizations of all processes ( including operational and software
processes) as a part of executive ( technical and functional design ) Container
Positioning System project.
4. Providing ( and making available for BCT ) all Container Positioning System project
documentation during realization of the project. Providing complete documentation
after completion of the project.
5. Providing proposal, solution and description of the processes for terminal container
handling, regarding Container Positioning System solution. BCT uses manhandled RTG,
RMG, UTR, Reach Stackers and Straddle Carriers.

6. Providing schedule of works, schedule of delivery, quality plan, status reports and
acceptance reports ( after milestones ) during realization of the project.
7. Providing monthly reports regarding progress execution of the project and weekly
reports during equipment installation.
8. Possibility of choosing network equipment to adjust / match existing network
structure. Confirming the CPS solution design to be compatible with the proposed
network design is essential in order to ensure system performance.
9. Delivery of all necessary equipment ( positioning devices, cluster mode servers in HA
configuration, licenses, computers, etc. ), software and licenses for Container
Positioning System; CHE will receive positioning devices and other needed devices
that are integrated with the PLCs so that equipment will report CHE ID, CPS health and
status information, continuous location, spreader lock/unlock event, spreader height
and size, cart / trolley position, date/time and UTR id under the crane.
10. Installation, implementation, testing, measurements and assembly of comprehensive
Container Positioning System: positioning devices, integration with CPS drivers,
container positioning devices, necessary software ( i.e. container positioning
management system ), recognition system for UTR, tracking for all CHE, performing
the necessary work related to the installation of cables/wires/necessary infrastructure
to supply communications equipment for CPS.
11. Standard integration module interface to the terminal operating system TOS.
12. Providing recognition system integrated with Container Positioning System for all CHE
and UTR – Lifting equipment will recognize UTR truck ( 38 trucks ), so that the lifter
will automatically identify the UTR that is most likely to be serviced;
13. Optional / If needed: Implementation of the multi-branch construction project,
obtaining all necessary approvals and required permits ( including permits from BCT,
Port Authorities, Maritime Office, Pomeranian Voivodeship Office and other
institutions ) and execution of necessary multi-branch construction works for
Container Positioning System - if needed.
14. Positioning devices compatible with CHE ( using of existing positioning devices / CPS
driver for crane’s receptor, twist locks, cart / trolley positioning information, etc. – see
point 9 ). Contact with CHE manufacturer required.
15. CPS must support all operations, such as container pick up, delivery and yard
manipulation.

17. Positioning confidence / accuracy level at 99,5% ( for < 1.5 m ).
18. Possibility of manual management of Container Positioning System ( standard
operations, error handling, exceptions, etc. ).
19. Communication between CHE ( positioning data) and other systems via Wi-Fi.
20. Implementation of Wi-Fi network at BCT site ( delivery of necessary communications
devices, infrastructure, i.e. rugged access points, base stations, antennas, receivers,
etc. – detailed Wi-Fi specification in section 7)
21. Testing of all the equipment and software, and the system as a whole with all the
exceptional / unexpected situations, that may occur during the operation of the
system.
22. Installation, delivery of all the equipment, implementation, flexible testing - in
particular stages, agreed by the Contractor and Contracting Party.
23. Documentation and training for BCT employees ( in English or Polish )
24. Implementation, support and full assist during launch of Container Positioning System
project.
25. System support and supervision ( warranty period ) – details in section 8.

4. Functional requirements
1. CHE ( RTG, Reach Stacker, Straddle Carrier ) will receive positioning data from devices
integrated with PLC’s (each piece of equipment reports continuous location updates).
2. CHE transmit message with CPS data ( see section 3, point 16 ). These events allow
TOS to select, promote or complete work instructions so that the container is moved
from and to the proper location without the need for the operator to touch the TOS
client in the crane’s cab.
3. In case of error / exception ( or some reason positioning system will not send
message to TOS client, crane operator should have possibility to complete job/move
manually.
4. Lifting equipment should receive information about which UTR is serviced by the
CHE.
5. Since TOS knows which UTR is serviced by CHE, when an unexpected UTR arrives and
the operator doesn’t notice, the system will still associate the correct UTR with the
container, this allows the UTR to receive the correct work order information for the
container it received.
6. CHE operators can know which UTR they’re currently working. TOS client application
would know which container is on which UTR.

6. Server specification

7. Wi-FI Specification
General requirements:
1. Provision of wireless communications in the area of the terminal, in accordance with the map
attached to the technical specification, 24 hours a day, 7 days a week.
2. Ensuring the security of data exchange (including encryption, security, authentication, etc.) and
to ensure a continuous and stable data transfer while working min. 120 radio client devices, 24
hours a day, 7 days a week.
3. Providing all the equipment: broadcasting equipment including licenses, infrastructure,
network and infrastructure solution design, equipment installation, configuration,
implementation, testing, maintenance and warranty under the project.
4. The Contractor shall obtain all necessary permits to complete the project, required by the
authorities or institutions.
5. Design of wireless technology Wi-Fi - transmitters must operate in accordance with IEEE 802.11
b / g / n, 2.4 GHz, WPA2-CCMP / AES, and ETSI in the terminal area (map of the project area ).
Required upgradeable transmission facilities in accordance with the IEEE 802.11 a, required
ability to work in the IEEE 802.11 s or another, providing a connection between devices by radio
broadcasting ( mesh network ) or fiber optic cables in accordance with the Polish law and
regulations.
6. Centralized control, management and monitoring system for min. 120 devices operating in the
network.

8. Requirements for CPS system support
The Contractor is required to provide technical support and operational supervision of the system
(within the scope of the remuneration for the contract object), for a period of at least 12 months. The
aforementioned technical support and operational supervision consist of:
•
Responding to any critical issues rendering it impossible to operate the system within a
maximum of 24 hours ( next business day )from the time the failure is reported, 365 days per
year, 24 hours per day,
•
answering questions related to software by telephone, online or by e-mail, within a maximum
of 24 hours, 365 days per year, 24 hours per day,
•
delivery of descriptive and technical materials related to the system,
•
obtaining new version of the software as part of an annual service fee with documentation,
understood as access to the product - without additional charge,

9. Requirements for Wi-Fi maintenance and support
The Contractor is required to provide technical support and operational supervision of the WI-Fi
(within the scope of the remuneration for the contract object), for a period of at least 12 months. The
aforementioned technical support and operational supervision consist of:
•
Responding to any critical issues rendering it impossible to operate Wi-Fi within a maximum of
4 hours from the time the failure is reported, 365 days per year, 24 hours per day,
•
answering questions by telephone, online or by e-mail, within a maximum of 24 hours, 365
days per year, 24 hours per day,
•
delivery of descriptive and technical materials,
•
Response time on a single hardware or device failures – next business day after the day on
which the fault occurred and was reported.
•
Replacement of damaged hardware / device ( temporarily until removed equipment / device is
repaired – if the repairs can’t be done on site). Replacement kit might be left on-site.
10. Requirements for maintenance of CPS devices and
equipment
•
The Contractor shall carry out maintenance of devices and equipment ( with inspection and
control activities ) for a period of at least 12 months.
•
Maintenance of CPS system ( checking status of the devices and equipment, cleaning, etc. )
once per year or more frequently - devices and equipment used for CPS maintenance supplied
by maintenance crew ( including lifting equipment )
•
Inspection will be carried out once per year or more frequently with tuning and validation of
the entire CPS system. If defects are discovered, the information should be sent to BCT and
after the consultation - steps will be taken to resolve the issue.

11. Requirements for CPS hardware support and
warranty
•
The Contractor is required to provide hardware warranty and support (within the scope of the
remuneration for the contract object), for a period of at least 12 months.
•
Response time on a single hardware or device failures – next business day after the day on
which the fault occurred and was reported.
•
Replacement of damaged hardware / device ( temporarily until removed equipment / device is
repaired – if the repairs can’t be done on site). Replacement kit might be left on-site.
