The Islander, June 3, 2014 Page 1 How the New Shoreland Protection Act Affects You By: Susan Davis At the bitter end of the 2014 Legislative session, the Shoreland Protection Act was passed thus establishing new state regulations that are to guide shoreland development. The law is intended to protect water quality, preserve habitat and natural shorelines and protect the economic and recreational benefits of lakes and their shorelines. The law goes into effect July 1, 2014. Last week, Trey Martin and Susan Warrant, members of Vermont’s Department of Environmental Conservation, along with Grand Isle County representatives Bob Krebs and Mitzi Johnson held an informational meeting at the Fish Hatchery in Grand Isle. “The thrust of the bill addresses new development,” said Martin. “We’re not going to unwind the clock and go backward. The state wants to preserve as much vegetation as possible,” Andrea Champagne he said. “And if there are Real Estate Company significant changes that a property owner wants to make, those changes “The Champagne will need to be permitted, Team made my hopefully through the experience effortless! town in which the property I would recommend is located, or register the project with the proper them for anyone’s authorities.” future sale! SCHOOL NEWS By: Eric Arnzen, Principal As we draw near to the end of the school year, I wanted to update you on a couple of recent developments within our school community. First, Grand Isle School has formed a committee that is engaging in work around our master schedule. The committee has been collecting information to help inform our decision around a single start and end time to our school day. A survey was created and publicized through the Wildcat Wisdom and made available on our school’s website. Out of the fourteen respondents, thirteen individuals are in favor of a common start and end time. This is good information as we continue to move forward in the process. In learning more about busing, I believe it is imperative for there to be enough seats on the bus to transport all of our students to and from school. In keeping with two buses, this is just not possible. The spring bus study revealed that when combining the first and second runs, we have a maximum number of 51 students riding. What we need to take into account is that ridership decreases in the spring months because of walkers and bike riders, thus increasing numbers in the winter. I also anticipate that a common start and end time would result in increased ridership overall. In order for a common start and end time, a third bus would be necessary, and just not possible at this point due to budget constraints. Therefore, in moving forward with our student day, we will continue with a staggered start and end time with one adjustment. Next year, the fifth graders will begin at 7:45 am, ending at 2:25 pm along with K to 4 students. Grade 6 to 8 students will continue to begin their day at 8:45 am and ending at 3:25 pm. This will allow for the design of K to 2, 3 to 5, and 6 to 8 grade bands. Second, a committee has been engaged in interviewing for a kindergarten teacher. Current registration shows that 26 kindergarten students will be attending Grand Isle School next year, therefore we will have two kindergarten classes. We are in the final stages of the hiring process. A recommendation has been made to our Superintendent, Robert Phillips and brought forward to the school board. Once finalized, the placement process will begin. COMMUNITY TEA TO HONOR TEACHERS All are invited to a Community Tea honoring Grand Isle School’s departing staff. The open house event will be held on Tuesday, June 17, from 5 to 6:30 pm, at the Grand Isle School. Please join us for refreshments as we honor the dedicated service of Deb Bedrin: 42 years Shelley Grant-Farrell: 29 years, Judy Duval: 18 years, Tammy Davis: 11 years, Kathy Roszman: 8 years and Anna Hill: 1 year. All are welcome and encouraged to attend! UPCOMING SCHOOL BOARD MEETINGS Town of Grand Isle residents are welcome to attend any school board meetings to keep up to date on the Grand Isle School. The next meetings are Monday, June 9, which will be a budget informational meeting, as well as, Monday, June 23. Both meetings are held in the Grand Isle School Library starting at 6:30 pm. PRESENTATION AT THE HYDE LOG CABIN At 7 pm on Tuesday, June 10, there will be a presentation about a mourning brooch, connected with the Jedediah Hyde, Jr. family. It is being donated to the Hyde Log Cabin by Fran Parrot Parkhurst and Nicky Parrot Gardner. The event will be in the historic yellow “Block” schoolhouse on the Hyde Log Cabin property next door to the Grand Isle Elementary School on Route 2. In addition, Charlene Southwick, docent at the Hyde Log Cabin for over ten years, will relate interesting information about the Cabin and its visitors. Everyone is welcome, no charge, refreshments will be served, handicap access. Sponsored by the Grand Isle Historical Society. For more information, contact Fay Chamberlin, President, 372-8339. TOWN LIBRARY NEWS By: Kathy Tulissi, Library Director 372-4797, [email protected] NEW BOOKS: Mastering the Art of Soviet Cooking: A Memoir of Food and Loving by Anya Von Bremzen- Born in a surreal Moscow communal apartment where eighteen families shared one kitchen, the author grew up singing odes to Lenin, black-marketeering Juicy Fruit gum at school, and longing for a taste of the mythical West. It is the month of graduations, end of school years, seasonal businesses opening, gardening, Father’s Day, Cottonwood fuzz filling the air, warmth and sunshine and weddings. I just revel in the thought of being outside and enjoying it all. I hope this month of June brings beautiful beginnings for all and that the sunny days far outweigh the rainy ones. ALBURG GOLF LINKS LADIES LEAGUE The 2014 Season for the Alburg Golf Links Ladies League (AGL LL) has now started! After a rainy start, we completed our first game on Thursday, May 29. After figuring in handicaps to level the play, the winners were: Jacky Hill, Diane Bazin, and Linda Roberts. No birdies were recorded, but Sue Jacques chipped in on #3 and Linda Roberts chipped in on #6. The AGL LL plays every Thursday with a shotgun start at 8:30. This year, Jim Ironside, the AGL Pro, will give a miniclinic beginning at 8 am on Thursday, just before our tee off. All of the essays submitted were beautiful and insightful, and it was very difficult for the Legion to choose the winners, but congratulations was extended that day to the following student winners: 7th Grade First Place- Jadyn Patterson, Second- Kristin Hatin, Third- Leah Arcand and 8th grade First Place- Katrina Carroll, Second- Hannah Cobb and Third- Jakob Lawrence. Some key issues affecting the Lake Champlain shoreland include: it is scheduled to go into effect July 1 and a handbook should be available; it will be enforced by the Agency of Natural Resources; there is a 100-foot setback buffer from the 95.5-foot lake level, and rules for development extending back to a 250-foot setback; currently the Town uses 75-foot as a setback; the Town can defer to the State statutes with State permitting and enforcement, or adopt “functionally equivalent” rules to supersede the State; the Town can also adopt the State standards, then issue permits locally rather than from the State; 100-square feet area can be “developed” within the 100 setback buffer, but will have to be registered with the State with a filing fee; the State will allow best practices to mitigate runoff and advise on vegetation planning/ trimming on nonconforming lots; there will be a FRESH LOCAL ASPARAGUS Pomykala Farmstand 197 East Shore Rd. A motion was approved to allow the Lavin Property Working Group (LPWG) to write an RFP for an appraisal of the Lavin Property with a report on progress to the Selectboard at the Monday, June 9 meeting. The LPWG website will go live and link to the Town website under “community links.” There was discussion about obtaining an appraisal for the Lavin property: It has come to the Board’s attention that an anonymous resident has offered to make a $500 donation toward the appraisal, providing other residents donate enough money to cover the whole appraisal and no Town money is spent. Any resident who wishes to donate may do so at Town Hall. Sandy Gregg of the LPWG has spoken to the Champlain Valley Appraisal Company (CVA Co.), a company that is familiar with properties in Grand Isle County. Other companies contacted do not work in Grand Isle County. CVA Co. have estimated an appraisal to be between $1,500 and $2,000, which is below preliminary estimates. It was noted that this company has other appraisals pending and it would be advantageous to get on the schedule as soon as possible to meet the September 1 deadline. Also, it is noted that the appraisal should be done once the waste water capacity survey is complete. A motion was made and adopted to pay up to $2,000 for an appraisal using Town funds, but offset by any possible donations once the appraisal is complete. The SHVFD Fire Chief Kim Julow will be asked to come to next meeting to discuss the Fire Warden position. The Road Crew will be asked to sweep sidewalks when they rent a machine to sweep intersections. A motion was approved to name a new private road in Town from an application submitted by Eloise Hedbor, Remple Road, off of West Shore Road. The Fire Department and Rescue will be notified. South Street Update: The final iteration of the rights of way letter is complete and will go out to affected landowners. The final draft of the White’s Beach ordinance is complete and will be warned so it can be adopted as an ordinance. Since Fairpoint will not move the pole at the East end of White’s Beach until after Memorial weekend, the same temporary re-route configuration as in the past will be utilized. A motion was approved to allow the closure of South Street for the July 4, 2014 parade at 11 am until the parade is over. TOOL MUSEUM PROGRAM Friday, June 6, at 6:30 pm, the Historical Society will hold a Do You Know Your Tools? program at the Tool Museum at Apple Island Resort off Route 2 by the Sandbar. Ted Ingrahm, proprietor, will introduce the collection and demonstrate some tools. Patsy and Steve Robinson will share their knowledge of some of the old, old tools that they remember being used on the Robinson farm, or that are still used today! Malcolm Allen will help with the Guess the Mystery Tool part of the program and share stories of his expertise with using and designing tools to improve what he could do with his tow truck. The Arnold Zlotoff Tool Museum collection includes 3,000 pieces originating from the colonial period in the Northeastern United States. The collection encompasses a vast variety of trades, industries, and applications. Arnold Zlotoff was a New York City school teacher of Industrial Arts and a skilled mechanic. He was impressed by the craftsmanship of the early Americans, many of whom fashioned tools themselves or collaborated with local blacksmiths, who would serve as tool makers. He began collecting in the late 1940s and continued into the 1980s. His family purchased the barn at Apple Island Resort which is now home to his collection. Come and explore the collection at 6:30 and stay for the presentation at 7 pm. The Tool Museum is open every Saturday, Memorial Day to Columbus Day, 10 am to 4 pm, and admission is free. With regard to books: they do not take encyclopedias, text books or condensed Reader Digest books. They also do not take clothing, refrigerators, stoves, mattresses, bed pillows, tires, computers, TV, exercise equipment or doors. They ask that you not leave your items outside the building when there is no one there. If you have any questions regarding any of your items or anything else, you may contact one of the ladies listed above. The Auxiliary would like to thank you for your past help, and they hope to see you again this year at Camp Ingalls for this annual Flea Market fundraiser-it’s for a great cause. SHORELNE Continued from page 1 Warren, who is the Program Manager, said that there will be a guide book for shoreland owners which will be available online beginning Friday, June 6 along with permit application instructions and worksheets. The main website for the entire department is www. watershedmanagement.vt.gov. In addition, the department will send out an informational booklet, Lake Wise to all towns within the next few weeks. Check with your local town clerk for availability. So, what does the law exempt from a permit or a registration? A homeowner can maintain all existing buildings, gardens and lawns and beaches but not enlarge them; reconstruction or repair of existing impervious: does not allow water to flow through it, structures such as a house, deck or driveway, as long as, the same footprint is maintained; creation of a six-foot wide footpath or stairs to access the lake through the Woodland Zone; removal of 250 square feet of vegetation that is under three feet high 25 feet from the mean water level as long as the Vegetation Management Practices are met and the “duff” layer is not removed; tree removal and pruning within 100 feet of the mean water level, again using the Vegetation Management Practices. Projects that will require the landowner to submit a registration form are: the creation of less than or equal to 100 square feet of impervious surface, such as a gazebo or shed, that is located 25 feet back from the mean water level; less than or equal to 500 square feet of new clearing or impervious surface at least 100 feet from the mean water level. Projects that will require the landowner to fill out a permit application and obtain a permit before proceeding include two sections: the redevelopment of existing developed shoreland and the development of undeveloped shoreland. Redevelopment must insure that: existing wooded areas within 100 feet of the mean water level are maintained; new buildings, decks or driveways are not closer to the mean water level than currently located; total coverage of all buildings, decks and or driveways do not exceed 20 percent of property area; new proposed clearing does not exceed 40 percent of the property area and that Best Management Practices are used to offset the impact of the new cleared area; new development takes place on slopes of less than 20 percent unless it can be proven that it is being done to prevent erosion; standards are scaled down to fit a small lot that was already in existence as of July 1, 2014. Development of undeveloped shoreland must insure that: the 100-foot wide Woodland Zone is maintained using Vegetation Management Practices; new buildings, driveways and other surfaces will be created above the 100-foot wide Woodland Zone; development avoids areas of the property with slopes over 20 percent whenever possible and for lots that are non-conforming or existing small lots, the state will allow, with a permit, a “best-fit” scenario. What are Vegetation Management Practices? The definition outlines the management of plants in the Woodland Zone using a point and grid system. For each 25 by 25-foot plot, the diameter of each tree is measured along with the number of saplings to calculate the number of points. Trees can be thinned as long as the minimum number of points is met for each 25 by 25-foot plot. The lower one third of a tree’s branches can be pruned and hazardous trees can be cut down. This was a short academic school week. The art teacher, the music teacher and the janitor are all retiring at the end of the school year. We only have three weeks left of this school year; in spite of the long, hard winter, it seems like this year has gone by fast. MEMORIAL DAY: On Friday May 23, at 9 am, Betty Lockerby and the Legion Auxiliary and some of the Veterans came to Isle La Motte School and put on a Memorial Service honoring the Veterans; some of them spoke, and one read Poppy’s Field. The school children all had a verse each, which they read. The K-1 class lead the Pledge. All the children sang the National Anthem and This Land is your Land. PRINCIPAL’S LETTER By: Edorah Rubin THANKS: Isle La Motte has the best PTO ever! After honoring the school staff with decorations and daily culinary treats during Teacher Appreciation Week, the PTO culminated this year’s activities with an all-school trip on a coach bus to the Montshire Museum in Norwich, Vermont. This science museum has indoor and outdoor exhibits and walking trails, and our students were provided with custom workshops on science topics chosen by our teachers. Many parents and grandparents attended, and we all enjoyed ourselves and learned about natural history, music, aerodynamics, and more. My favorite exhibit was a colony of leafcutter ants in action. Amazing! SUMMER CAMPS: There is still room in both weeks of the Kurt Valenta nature camps that will be held at Isle La Motte School from August 11 to 15 and 18 to 22. There will also be GRACE camps offered in Alburgh, N. Hero, and Grand Isle schools, along with a number of summer camps at Camp Ingalls July 14 to August 8. YMCA swim lessons are also being offered June 23-August 1 at several island state parks. Please call or stop by the ILM School if you would like further information about any of these options. SUMMER FOOD PROGRAM: Breakfast and lunch will be provided at the school to all children free of charge during the Kurt Valenta camp weeks, August 11 to 22. Children do not need to be attending camp in order to come and enjoy the meals. Alburgh School will be offering free meals to children during the month of July regardless of town of residence. In addition, anyone can dial 211 to receive a list of summer food sites for children nationwide. This service allows families who are traveling to locate free meals for their children. COMING EVENTS: Monday, June 16- 6th Grade Graduation starts at 5:30 pm; Thursday, June 19- ILM Field Day; Friday, June 20- Last Day of School. SCHOOL BOARD NOTES The May 12, 2014 Board meeting began with Superintendent Phillips reporting that House Bill 883 (Consolidation of Districts) died in the Senate and H889 (Small School Grants) passed, with our share around $47,000. The tax rate changed from $1.01 to $.98 and a new requirement for all school districts to offer Pre-K. He also reported that the search for a business manager has been narrowed down to one; our Curriculum Coordinator, Mrs. King has take a position in Milton. The Board discussed having a meeting with the Grand Isle State Representatives, Johnson and Krebs, to discuss legislation regarding school. The Town Clerk, Betsy Howland, requested that only seven years of documents be saved because the Town Hall is running out of fireproof space. Superintendent Phillips will look into this. The Board requested to have the GISU send copies of the audit findings letters from the past five years, to have a simple overview of the bank statements clearly stating the reconciliation dollar amount, and the process for payment of invoices and the bills chain of command. Mrs. Callahan stated that the Transportation Committee would like to do a survey of parents of Isle La Motte students to ask about their transportation needs. A survey will go out shortly to all parents. At the request of the Board, Superintendent Phillips will draft an agreement to allow Isle La Motte parents pay to use the Alburgh bus to NCCS. The Board approved Teacher’s Contracts from GISU and approved payables of $59,220.09. The next meeting will be on Thursday, June 12 at 3:45 pm. The Board welcomes community participation. Detailed copies of minutes are available at GISU.org and IsleLaMotte.org, or you can contact the GISU central office at 3726921 for a printed copy. Last Thursday saw the culmination of community effort with a schoolwide trip to the Montshire Museum of Science in Norwich, Vermotn via coach bus! Many thanks to the Isle La Motte Masonic Lodge and ILMCO for their generous support in helping to fund the trip. It is through joint effort that we are able to provide enriching, exciting, and educational activities for our town’s children that they might not otherwise have an opportunity to experience. We will be hosting a refundable bottle collection on Saturday, June 7 at the Solid Waste Day at the School, from 8 am to 1 pm, as a fundraiser to support next year’s programming. We would be more than happy to pick the bottles up for you. Just email us at spstamps@ yahoo.com or call 928-3166. There are also bottle drop-offs at both the Town Clerk’s Office and the School that are available year-round. ORDINANCE CONCERNING SFHA AND NFIP Participation in National Flood Insurance Program (NFIP) allows all owners of eligible property: a building and or its contents, to purchase affordable flood insurance through the federally subsidized program. NFIP is a Federal program created to mitigate future flood losses. Participation in the program now allows the town to apply for grants and be the recipient of additional funding in the event of another disaster. These significant benefits would not be available without participation in the program. Bylaws were adopted by the Select Board in October of 2013 as an ordinance required for the town’s participation in the program. The bylaws only address properties in the Special Flood Hazard Area (SFHA). The SFHA is a high risk area defined as any land that would be inundated by a flood having a 1 percent chance of occurring in a given year also referred to as the base flood level. That level for Isle La Motte is 102 feet. A Flood Insurance Rate Map (FIRM) is available for review at the Town Hall. A very small percentage of property on the island falls in the SFHA. The bylaws recommended by the state of Vermont apply to only those properties falling in the SFHA. The Select Board approved minimal fees on April 4, 2012 for construction in the SFHA. The fees are in place solely to offset any additional taxpayer costs. The bylaws are available to read online via the Isle La Motte town web page and www.islelamotte.org. Copies are also available at the town hall. Numerous other NFIP brochures are available for review at the town hall. Lastly, participation required the Select Board to nominate individuals for a Planning Commission and an Administrator. The volunteer commission members are Betty Lockerby, Cathy Tudhope and Sylvia Jensen. The volunteer Administrator is Paul Hinman and the volunteer Assistant Administrator is John Littlefield. The intent of all involved is to fully cooperate with all property owners in a non-adversarial and friendly manner while complying with the NFIP standards. Additionally, when planning work along the shoreline, please remember the town has a 35foot right-of-way measured from the center of the roadway. Please contact the Town Office at 928-3434 with any questions. JOKE OF THE WEEK! “Well, my son, what did you learn in Sunday school today?” “We learned all about a cross-eyed bear.” “About what?” “Yes, sir, named Gladly. We learned a song about him: Gladly, The Cross I’d Bear.” HAVE A GOOD WEEK! North Hero News Courtney A. Schaetz • [email protected] • NORTH HERO REAPPRAISAL UPDATE FROM YOUR LISTERS North Hero is in the process of finalizing the 2014 Reappraisal. The Vermont Appraisal Company has made follow up visits this spring that covered new construction and open building permits. During the winter months, the Appraisers and the Listers reviewed data, completed land and waterfront schedules and researched recent market sales and trends to establish Fair Market Value. These results will be available to property owners by the end of June 2014. As required by Vermont State Law, all property owners will receive an individual “Change of Appraisal Notice” sent by US Postal Service Certificate of Mailing that will include both their old and new property values. Copies of the 2014 Town-wide Reappraisal Booklet, that list all properties in town, will be available on the town website: www.northherovt.com, in PDF format, and in booklet form at both the Town Office and the North Hero Library. When the project is finished and immediately after the notices go out, appraisers from Vermont Appraisal Company and the Listers will be holding informal informational meetings prior to the formal Grievance schedule so that we may explain the assessment process. Property owners may come in, ask questions and go over their property record(s) at this time. We strongly recommend you become familiar with the North Hero real estate market and your property value(s) in particular. We recommend that every property owner review their property records for accuracy. The instructions for Grievance Hearings will be included in both the Change of Appraisal Notice and the Reappraisal Booklet. Over the course of the past two years, the Vermont Appraisal Company and the Listers have visited over 1,250 homes, commercial properties and parcels of vacant land in North Hero. The successful collection of data contributes to the fairness and accuracy of this appraisal and is due both to the hard work of the VAC and the Listers, and to the remarkable cooperation of the North Hero property owners. For this, we are deeply indebted to you. VOLUNTEERS NEEDED Much work has been done at Camp Ingalls to prepare it for the summer season, but there is still plenty left to do. Future plans include painting, repairing windows, stabilizing the small cabins, building stair railings and generally preparing the facilities for the North Hero Recreation summer camps, as well as, several Island Arts summer camps. Do you feel like volunteering to help with the clean up and needed repairs? Email John Skutel at [email protected]. WHAT’S UP IN NORTH HERO? Do you have something you would like to share with your North Hero neighbors? I am always looking for your input on what appears in this column; please send your stories, events and ideas to [email protected]. PRINCIPAL’S NEWSLETTER Does anyone remember the commercial for Calgon? I believe Calgon was a bath product, but it represented more than just bubble bath. We here at North Hero School are selling Calgon. On Wednesday, June 11, at 6:30 pm, at the North Hero Community Hall, we will take you on an adventure through the magical Land of Oz, with an added North Hero twist. We needed Calgon last week on Saturday. The Wimble family, The Aubins, and I planted 22 apple trees on the property, adjacent to our garden, and although the work was rewarding, we all needed a warmly drawn bath and some quiet repose. Orders for trees are still coming in, and more holes will need to be dug. The orchard doesn’t have an end date, so, if you still would like to plant a tree, please let me know. It’s funny how much faster the holes got dug once the auger showed up. The 4th and 5th grades have begun an exploration into the complicated and interesting world of algebra. They are excited, enthusiastic about learning the material, and will at some point need their own Calgon moment. Algebra can be a challenge. The 4th graders learned how to make soap through their explorations this week in Vermont History. They are currently exploring Revolutionary Vermont, and the challenges that came along with living in a land full of turmoil and hardship. Next week, they will explore the details involved in the taking of Fort Ticonderoga by Benedict Arnold and the Green Mountain Boys. The Rumble Stripes Are Coming By: Susan Davis Like it or not, Vtrans will start applying the rumble stripes, not strips, down the center line of 28 out of the 38 miles of the newly-paved Route 2 from Colchester through Alburgh. “It’s a done deal,” said Project Manager Ken Robie at a meeting held last week in North Hero where a handful of residents addressed their concerns about the project. Using statistics to back up the validity of using the stripes, Robie said that there were 3,943 crashes statewide from 2009 to 2013; there were 72 fatalities. Over the last ten years, Grand Isle County had 104 crashes and two fatalities. Nationally, the stripes have reduced head-on crashes by 44 percent. “The center line stripes will reduce head-on collisions, said Robie. “They will redirect lane drifting, as well as, reduce speed and improve visibility,” he added. The project is set to start Wednesday, June 18. Blood Drive Scheduled for July 2 There will be an American Red Cross blood drive on Wednesday. July 2, from 12:30 to 6 pm, at the Folsom Educational Center. There is a continuous need for blood, and donations tend to decline during the summer months. Anyone who is able to donate is encouraged to come. There will be refreshments available in the canteen for donors, including ice cream generously donated by Island Homemade Ice Cream. For more information about donation, or to make an appointment, call 1-800-RED CROSS or visit www.redcrossblood.org. That concerns me and suggests that we need to do two things: 1- we need to do a better job of showing taxpayers what they’re getting for their investment; and 2- we need to intensify our efforts to make sure every dollar we spend is yielding the desired return. I don’t think we’re failing in either area, but there seems to be a big “Needs Improvement” written in red ink on our report card. The budget that passed in April is a good one, reflecting very conservative expenditures. Educators Sought for Watershed Course Beginning in July, local educators will learn how to incorporate lake and river issues into their curriculum through the Watershed for Every Classroom graduate course. This ten-month course, offered through the Champlain Basin Education Initiative (CBEI), will utilize national education standards and a combination of field experiences and resource specialists to convey content. Cross disciplinary teaching teams are encouraged to participate. Participants will meet with geologists, historians, naturalists, farmers, and business leaders in Vermont, New York and Quebec. Participants will paddle the LaPlatte River, conduct water quality tests along the AuSable River, understand the settlement patterns of the Champlain Valley, learn about invasive species and explore farms, fields, wetlands and forests. Common Core needs will be addressed. Since 1992, CBEI partners have helped 700 educators assist their students in becoming the next generation of Lake Champlain stewards. A new web resource, WatershED Matters, features the teaching strategies used by recent course participants and may be found on the Lake Champlain Basin Program’s website on behalf of the CBEI partners: http://www.lcbp.org/watershedmatters/. CBEI partners currently include: the Lake Champlain Basin Program, Shelburne Farms, Vermont ANR – Project WET, Lake Champlain Sea Grant-UVM Extension, the Lake Champlain Committee, ECHO at the Leahy Center for Lake Champlain, and curriculum coach Amy Demarest from Our Curriculum Matters. Several New York organizations also assist. For more information, contact Colleen Hickey, Lake Champlain Basin Program by calling 372-3213. OPEN HEARTS... OPEN MINDS... OPEN DOORS... Attest: Cheryl Vantine, Town Clerk were nominated for the new program and the 25 winning nominees were announced at the Vermont Organization of Nurse Leaders’ Summit on April 3 and 4, 2014 in Stowe, Vermont. The program, which is supported by the Vermont Action Coalition, aims to prepare fellows to seek board and committee positions by outfitting them with leadership skills, career development strategies, intimate knowledge of health policy, and other critical information. “We are very proud of our faculty and their nomination to such an esteemed program,” said Interim President of Vermont Tech, Dan Smith. “This leadership initiative is a wonderful opportunity for our nursing faculty to continue developing their strengths, which we know will be reflected in their work as educators at Vermont Tech and the impact of our students on Vermont’s health care system. ” Nurse fellows will participate in four sessions that focus on self-knowledge and selfmanagement as essential leadership skills; team analysis and facilitation; strategies for career development; governance as a key leadership opportunity; and understanding and using health policy, health care reform, and health finance as leadership tools. The Vermont Action Coalition is part of the Future of Nursing: Campaign for Action, a nationwide movement to improve the health care system through its nurses. A Robert Wood Johnson Foundation Grant, which helps states prepare the nursing profession to address the healthcare system’s foremost challenges: access, quality and cost, funds the Vermont initiative. The program is aimed specifically at making more state nurses available and capable of serving on committees and boards, from the local to the state level.
