There was another associate of Alvarado who was clean at the time of the murder but the year following, 1993, he too
was busted for carrying a weapon. After
that he was arrested in Houston for marijuana. He was just earning his stripes in
gangland although he had compassion
for it early on.
Police reports revealed that during the
investigation a clerk in a Stop-N-Go
store reported that on the day before the
murder, he sold four cans of charcoal
lighter fluid and butane lighters to four
men who lived in the Back Bay Apartments. There was no further mention of
that in the police report, which seemed
strange. We also know that in '92 most
Stop-N-Go stores were equipped with
surveillance cameras, but we found no
mention of that in any of the police reports either.
Then there was Maria. She was the
girlfriend of one of Richard Alvarado's
buddies and word had it that Richard
was dinging Maria. And when the boyfriend found that out he went over to
Maria's house and kicked her door in,
causing the land lady to run him off and
bar him from the property. The land lady
also told police she saw the boyfriend
coming out of Alvarado's apartment the
day of the murder and his face was all
scratched up as if he'd been in a brawl
with someone. Police put him on the
lie detector and he flunked like a 5-year
old taking a college exam. Nothing ever
came of that either. The boyfriend later

went to prison on a drug charge then
disappeared off the radar.
Alvardo had a next door neighbor who
he considered a friend that was always

and night. He was said to be Richard's
closest friend. We got word from him
through a third party denying he did the
killing, but he didn't deny he knew who
did the killing. He wouldn't talk with us
in person.

"As time passed, no one knew why
this happened to Richard. Who would
do this?" asked Mechelle. "Rumors
were flying all over town. One was that
Richard had sold a big drug deal that
was no good and got killed over it. Another was that he was giving dope to

Tempers flare as temperatures soar
Officers at greater risk during summer months
Ask any police officer and he or she
will tell you that as temperatures climb,
tempers flare. During the dog days of
summer, officers are reminded to be
especially alert in situations where hot
tempers can quickly turn into violent
rampages. And above all, as temperatures rise, don't choose comfort over the
security of a protective vest.
Street Survival Seminar instructors
warn officers not to give in to the temptation to stay cool by not wearing body
armor. While a protective vest will raise
an officer's body temperature, especially on a hot summer day, instructors
say one's safety shouldn't be traded for
comfort.
"Officers who spend a lot of time
working outdoors should be drinking
plenty of water to stay hydrated," said
Dave Smith, Street Survival Seminar
lead instructor. "Don't take off that vest
to stay cool!" Smith says statistics show
many officers are killed or injured during the summer months, and while many
factors may contribute to the number of
deaths and injuries, he warns officers
shouldn't become lax in the steps they
take to keep themselves safe. Always
wearing a protective vest, regardless of
the temperature outside, is critical. In
2004, more officers were killed during
the month of July than any other month.
According to the Officer Down Memorial Page (www.odmp.org), of the
154 officers who made the ultimate sacrifice in that year, 46 were killed during
the summer months and 20 of those died
in July. Records from previous years indicate a similar pattern, with as many as
30 percent of the year's total number of
line of duty deaths occurring during the
summertime.
In New Orleans, two officers were
hospitalized as a result of a shooting at
the 5th District station. After shooting
his estranged wife's mother and sister,
Russell Hughley went to the station in
the city's 9th Ward and shot Officer Jon
Steele as he attempted to disarm him
and Officer David Carter as he entered
the police station lobby.
Officer Carter, 47, was hospitalized in
serious condition after taking as many
as five rounds to his face and torso. One
bullet damaged a lung and one ripped
through his colon. Doctors say he was
kept in a state of artificial paralysis on a
respirator to aid his recovery.
Officer Steele, 47, was shot once in the
right collarbone and the bullet remained
lodged in his back. Doctors say severely
damaged nerves may leave the officer
with limited mobility in his right arm
and hand.
Officers Carter and Steele, with 25
and 18 years on the department, were
reassigned to administrative jobs in the
department's Technical Support Bureau.
However, they were later putting in their
twice per-week street duty as part of the
department's initiative to put more officers on patrol. Steele was wearing body
armor, but Carter was not, officials said.
Authorities say the officers spotted a
vehicle in the station's parking lot that
fit the description of one belonging to
a man who minutes earlier had shot his
estranged wife's mother and sister at a
house nearby. Inside the station, Steele
struggled to gain control of the shooter's
weapon and was shot in the process.
Carter was shot repeatedly as he entered
the lobby. Two other officers in the station opened fire, killing the shooter.
Police administrators say they had no
plans to restrict public access to the 5th
District station.
Pittsburgh police were beefing up patrol squads in one public housing area,
and officers assigned there were armed
with long guns after two undercover officers searching for a shooting suspect
in a cul-de-sac were barraged by bullets from a submachine gun June 4th.

experience in the Sunday edition of The
Pittsburgh Post Gazette.
Officers Philip Mercurio, Jr. and Robert Kavals were looking for a shooting
suspect in a public housing complex
when they were approached by a gunman carrying a submachine gun. The officers were in an unmarked unit parked
in a cul-de-sac.
When the gunman realized they were
police officers, he raised his weapon and
began firing a barrage of 9-mm rounds.
The officers quickly bailed out of their
crusier and took cover behind the trunk.
The officers fired back, taking aim at the
muzzle flashes. Finally, the gunman retreated around a corner, and the officers
split up and went after him.
"I was just planning for the worst,"
Kavals told the local newspaper. "The
only thing I could hear was my breathing. I don't think I'll ever forget that."
Amazingly, neither officer was injured
in the hail of gunfire.
After an extensive search of the area,
police surrounded a residence and persuaded the occupants to come out.
Suspect Keith Carter was arrested and
police found the weapon, an Intratec
AB-10, behind the house.

dealer on credit and didn't pay when it
was due,” she said.
Yet another story was he was killed by
mistake, that the killer was actually trying to kill his buddy. But it doesn't stand
to reason the killer would continue to
abuse the body and then burn it if he
knew he had the wrong guy. So, did a
stranger do it?
Throughout the whole ordeal, everyone pointed fingers at each other. The
police said they couldn't do anything
about it, they had no evidence. Then
the case went cold and was reassigned
to one investigator after another. But
the assignments were mostly on paper.
Every cold case has someone's name
on it, but in real life, it's collecting dust
somewhere and most in the Galveston
Police Department today have never
even heard of the Richard Alvarado, Jr.
murder.
Maybe if someone walks into the police station someday and confesses, the
case file will be dug out and dusted off
and which ever officer's name is on it
at the time will be able to make a case.
But 20 years later, it's doubtful, unfortunately for Richard's parents and sister.

In a recent conversation with Mechelle she said, "if anyone out there knows
something...anything, please report it,
it's confidential. Think of it as if it were
your loved one...wouldn't you want to
know? I tell stories to my kids of the
memories we shared growing up. They
never got to meet him and that saddens
my heart. They would have loved him.
Every day that goes by, there's no justice...no peace. Someone out there is enjoying their life with their family, walking around with this guilt. Please let my
brother rest in peace."

Cancer victim’s money
stolen from the home
of two deputies
GALVESTON, TX - On a Monday
morning in March the home of two Deputies was burglarized.
Although it was odd that only electronics and men’s items were taken those
were not the most valuable things stolen.
The couple has been holding benefits for
their 27 year old sister who is a cancer
survivor (both brain and cervical) and is
diagnosed with Spine Metastases.
Having twenty tumors in her body
requires $200 weekly visit for chemotherapy and $300 each month for prescriptions. The money raised at the September and March benefits ranging from
$3,500-$3,700 was among the property
stolen.
While the material objects can be replaced, what was really stolen was the
generosity of others. The couple has
made it clear they are more devastated
over the loss of the benefit money than
anything else stating “The hard work
and sacrifices from others cannot be replaced.”

The 50 Club of Galveston County was
created for the dependents of officer in

On September 2, 2002, Candace Driver and Nikki Dement were working at
BDJ's convenience store in Rusk, Texas. Kenneth Vandever, a customer described as mentally challenged who often "hung around" at BDJ's and helped
take out the trash, was in the store with
Candace and Nikki when two masked
men entered the store. One of the men
was armed with a shotgun and demanded money. The two men were later
identified as Beunka Adams and his codefendant, Richard Cobb.
After taking the money from the cash
register, Adams demanded the keys to a
Cadillac parked outside. After Candace
produced her car keys, Adams forced
her, along with Nikki and Kenneth, into
the car. As Adams drove Candace's car,
Nikki said, "I know you, don't I?" Adams said "Yes," and took his mask off.
When they arrived at a remote pea patch
near Alto, Cobb pointed the shotgun at
Candace and Kenneth and ordered them
to get into the trunk of the Cadillac. He
then took Nikki to a more secluded spot,
away from the car, and sexually assaulted her. Later, he led Nikki back to the
Cadillac and let Candace and Kenneth
out of the trunk, but he tied the two
women's arms behind their backs and
made them kneel on the ground while
the two robbers made their escape. (Adams and Cobb seemingly developed
a plan to leave Kenneth untied so that
he could free the women once (Adams)
and Cobb were far enough away from
the scene. Adams, however, believed
that Kenneth was attempting to untie
the women too soon, so he returned
and ordered Kenneth to kneel behind
the women. Candace heard Kenneth
say that "it was time for him to take his
medicine and that he was ready to go
home."
The women then heard a single gunshot. Adams asked, "did we get anybody?" And Candace said, "No." Shortly thereafter, a second shot was fired,
and Kenneth cried out, "They shot me."
Kenneth Vandever died from the gunshot wound. Seconds later, Candace
heard another shot, and Nikki fell forward. Candace fell forward as well,
pretending to be hit. Adams approached
Candace and asked her if she was bleeding. He was carrying the shotgun. Candace did not immediately answer in the
hope that he would believe she had been
killed. He then said, "Are you bleeding?" You better answer me. I'll shoot
you in the face if you don't answer me."
When Candace said, "No, no, I'm not
bleeding," Adamsshot her in the face,
hitting her lip.
Both men then
turned to Nikki,
asking her the
same questions.

by Cobb. Then
they
picked
her up by her

face to see if she was still alive. Candace feigned death for fear of being
shot again. She heard Cobb say about
Nikki, "She's dead. Let's go." That was
the only time that Candace ever heard
Cobb speak. After the pair left, Candace
got up and ran barefooted down the deserted country road and banged on the
door of the first house she saw.
Both Beunka Adams and Kenneth
Cobb are currently on death row at the
Polunsky Prison Unit in Livingston,
Texas. Adams was 19-years-old at the
time of the murder. Cobb was 18.

GALVESTON, TX - A former manager
for Seven Seas Grocery on west Galveston Island is being sought by authorities
on a warrant charging her with Felony
Theft.

formerly of Jamaica Beach and
Terra Mar subdivision is accused of stealing as much at
Betty Dian Franks
$30,000 from
her employer by manipulating the computerized cash register system in the
store.
Store official Peggy McDermott told
The Police News, the thefts were uncovered during a forensic audit of the
computers. In-store video cameras supported some of the thefts, according to
McDermott.
Franks, also known by last names of
Brassfield and Otis, came to Galveston
from Oregon. She has relatives in Jamaica Beach and Galveston but has not
been seen since the thefts were uncovered.

Chief Henry Porretto announced four
promotions in March.
Lieutenant Byron Frankland, an 18
year veteran, was promoted to the rank
of Captain. Captain Frankland will continue his duties as the Operations Bureau Commander.
Sergeant Pedro "Pete" Alcocer, a 21
year veteran, was promoted to the rank
of Lieutenant. Lieutenant Alcocer will
report to the Operations Bureau for assignment as a shift commander.
Officer Doug Balli, a 17 year veteran,
was promoted to the rank of Sergeant.
Sergeant Balli will report to the Operations Bureau for assignment as a shift
supervisor.
Officer Joshua Schirard, a seven year
veteran, was promoted to the rank of
Sergeant. Sergeant Schirard will report
to the Operations Bureau for assignment
as a shift supervisor.
The afternoon ceremony was well
attended by area law enforcement officials, city leaders, local residents, as
well as friends and family of the officers.

Cheryl Ann Michels Roy at Galveston Memorial Park in
Hitchcock under the direction of Carnes
Brothers Funeral Home.
Cheryl was born June 17, 1948 in
Oklahoma City, OK to Kenneth William
Michels and Myrtle Genevieve Williams Michels. Spending her childhood
in Commerce, Texas during the wonder
years, Cheryl could usually be found
with friends at her parents’ Dairy Queen
or off riding her horse. She graduated
from Commerce High School (1966)
and remained very close to her childhood friends throughout her life. She
earned a B.S. degree from East Texas
State University in Commerce, graduating in 1971.
Cheryl moved to Galveston in 1972
and began her career in education.
She taught Home Economics and Career Education for 38 years at Central
Middle School and Ball High School
in Galveston from 1972 until her retirement in 2010. Her greatest love and
pride remained her sons and grandchildren. Cheryl was preceded in death by
her parents Kenneth William Michels
and Myrtle Genevieve Williams Michels.
Left to celebrate her legacy are sons,
Galveston County Sheriff’s Deputy Michel William Roy, and Deputy James
Anderson Roy, wife Marla Migliavacca-Roy; grandchildren, Kaitlyn Ann
King, Tyson Jack Wall, Michel Roy, Jr.
and Micah Jacob Dean Roy; brothers,
Kenneth Ray Michels and wife Linda
and Larry Allen Michels and wife Sally;
numerous nieces, nephews, cousins and
loving friends.
Pallbearers were Mark Porretto, Mike
Kastis, Manuel Kastis, Chad Gaston
and Mason Gaston. Honorary pallbearers were Joseph Dowlearn, Vincent Sorrentino and the Galveston County Citizens Sheriffs Alumni Association.
