SFP Intervention Strategy The services are delivered to indentified and evaluated students in situation of vulnerability, defined as user population in each component The supply is designed in its nutritional value and food structure as a supplement to the daily diet each person should receive according to age and sex Junta Nacional de Auxilio Escolar y Becas Anually the allocation of services by educational establishment is issued from the central level of JUNAEB and it is updated monthly The SFP delivery services are elaborated with nutritious and healthy products defined in datasheets, and the presentation of the services is required to be attractive for student consumption Regarding SFP Impact Evaluation OK Solved Issues Food insecurity and malnutrition: FAO notes that the global child malnutrition of Chile was 0.5% in 2013, the overweight affects 9.5% of the children and hunger fell below 5%, which implies that domestic hunger has been eradicated. Educational System Coverage: Basic Enrollment 92,8% Secondary enrollment 72,2% (Casen 2011 MDS) Net attendance rate for Basic Education The net attendance rate for Basic Education between 1990 and 2011 per independent income quintile is about 89% over time for all income levels. Net attendance rate for Middle Education The net attendance rate for Middle Education per independent income quintile between 1990 and 2011 presents an increase in all the Q especially in lower income Q, increased from 50.7% to 68.1%, it is still insufficient. Junta Nacional de Auxilio Escolar y Becas Regarding SFP Impact Evaluation ¿? ¿? ¿? ¿? Unsolved Issues Achieve pre-kinder and kinder enrollment coverage goals The SFP fosters school inclusion The students from the first 3 income quintiles need free and nutritionally balanced food. The SFP provides them with economic welfare services and enables their mothers to access to work. Malnutrition due to excessive alimentation increased more among vulnerable schoolchildren. SFP is an important reference of healthy eating for the school community. The SFP Acceptability at basic and middle education levels can still be improved. To improve the actual consumption of food, the design of the programme is being adjusted and measurements of acceptability are being carried. The SFP Acceptability will become the focus of the provider companies’ operational performance evaluation Feedbacks will be given to the providers and their best performance will be promoted, being binding for future bidding processes. Junta Nacional de Auxilio Escolar y Becas Regarding SFP Impact Evaluation ¿? ¿? ¿? ¿? Issues not Solved Optimization of the delivered services design The food frequency will increase with better acceptability and nutritional quality. Implementation of projects aimed at developing products and raw materials with a higher acceptability. Implementation of Food Education and promotion of physical activities To address the cultural process of changing eating habits and to contribute to improving the state of malnutrition among students. Junta Nacional de Auxilio Escolar y Becas Improving SFP management 2014 The theoretical assignment of SFP In some cases, the theoretical assignment of EAP SFP does not match the actual assignment because the property manager directly assigns SFP services Communication with the families Computer Systems Construction of a management information system that allows dynamic monitoring of key indicators for each component. Junta Nacional de Auxilio Escolar y Becas Improving the practice of communication with the beneficiaries’ families regarding the allocation of SFP and food education. Déficit of provision and personnel profiles There is shortage of provision and personnel profiles, both at the Food Central Department and at the level of regional divisions, which affects the operation of the department as well as the monitoring of their implementation nationwide. SFP advantages over other programmes of the same nature The target population is limited to a known time frame (school year) and physical frame (subsidized educational establishments). Several school food programmes from other countries are affected by the participants dispersion and by complicated and expensive logistics. The target population may be organized in a relatively quick and efficient way to deliver food within education institutions. With the objective of reducing costs of the programme its operations must be simple and the organization and food delivery logistics must be very efficient. The target population may be organized in a relatively quick and efficient way to deliver food within education institutions. With the objective of reducing costs of the programme its operations must be simple and the organization and food delivery logistics must be very efficient. Junta Nacional de Auxilio Escolar y Becas SFP advantages over other programmes of the same nature The volumes of food services that JUNAEB purchase annually enables economies of scale, hence lower acquisition costs. The cost of handling and delivery of the programme is relatively low. Due to its greater simplicity and general logistics, the costs of the programme are lower. The SFP has the capacity and flexibility to deliver food services to the Chilean student population Providing food services during the academic year, vacation periods for different types of beneficiaries (preschool, basic and middle). Complementing other social programs such as Children whose mothers are seasonly working at SERNAM, CHISOL, IEF. (versatility of the programme). Junta Nacional de Auxilio Escolar y Becas SFP advantages over other programmes of the same nature The Technical basis of the bidding process regulate nutritional contributions for each educational level, validated by MINSAL. Providers are required to have a food structure containing frequencies and volumes. The programme makes it possible to implement comprehensive interventions, for example to combine food delivery with educational activities on healthy eating, physical activity promotion, social, cultural and recreational activities. Economic subsidy for families Improving nutritional status Integral interventions Social protection and healthcare Food Security The program provides social and healthcare protection, and is a measure of food security for the population segment it serves. In developing countries, school feeding is an important component of the student’s daily food intake, and therefore families’ food security. It is an economic benefit for the beneficiaries families, it reduces the expenses households dedicate to education and optimizes their income. SFP is recognized, valued and acknowledged by society It contributes to improve the students’ nutritional patterns by providing a nutritious and balanced diet on school days. RIGHT ADQUIRED BY THE POPULATION WITH A HIGH SYMBOLIC POSITIONING WITHIN USER POPULATION HIGH SOCIAL IMPACT Junta Nacional de Auxilio Escolar y Becas SFP Articulation Private sector food services providers Chile purchases and Public Market Ministry of Health INTA By successive SFP bidding processes validation process of technical bases technical advisor Monitoring laboratories Ministry of Education Ministry of Social Development To control nutritional and microbiological portions served and to analyse the products and raw materials To access SIGE every month INTEGRA Private Suppliers Purchase of meals through bidding process procurement processes, PAP control private sector suppliers for SFP supervision processes. Junta Nacional de Auxilio Escolar y Becas For CHISO and IEF students and EAO for “Children whose mothers are working” program SERNAM To support the SFP implementation for program 4 to 7. JUNJI procurement processes, PAP control and budget management SFP Impact Evaluation 2013 - 2014 92% of the board believes that the meals assignment is fair For each $100 annually spent by the State, the estimated benefit in terms of money generated for the society is $130 SFP is a program of high social impact which targeting method can still be improved. It can also overcome poverty as it was defined when the programme was launched, since this conception is not outdated. Junta Nacional de Auxilio Escolar y Becas 20% of the students define the program as the main support for school 80% of the students find the food is good or very good The goal is to prevent absenteeism and dropout of primary and secondary education . Without SFP, 7.2% of the resources would be lost at this level. Without SFP, 9.1% of the resources would be lost at the primary level, and 13.6% at the secondary level. SFP Impact Evaluation 2013 - 2014 It is necessary to adjust the design of the SFP and make it relevant to the current student population needs and challenges and also public policy needs, as a rights-based approach SFP has not visibly impacted school performance variables nor attendance SFP has indirect impact on the variables it seeks to influence (access and retention in the school system), associated with the improvement of the students’ economic status and / or vulnerability. SFP has an important redistributive effect on Education, Health and Distributive Impact of Social Expenditure, according to the Monetary Grants Assessing Methodology for (MDS). No robust and statistically significant differences were found for the analyzed groups (SFP versus no SFP) in the variables of performance, attendance, repetition and dropout rates. Some isolated variables of performance and support were found for the students who were enrolled in the first grade of secondary in 2010, suggesting that SFPs have lower student attendance records and lower than non-SFP endnotes effects were detected. National studies indicate that feeding would influence the Chilean students’ performance, retention or assistance. Junta Nacional de Auxilio Escolar y Becas SFP Impact Evaluation 2013 - 2014 The food is perceived as quality food, but is taste is evaluated as regular. The theoretical Targeting (SINAE) does not necessarily coincide with the actual allocation. This impacts negatively in all aspects of the program implementation: design, budget management, monitoring and evaluation, determining the quality of service, etc. Intermediate and final results only found significant impacts on nutritional variables among students who were in 6th grade in 2010. The nutritional impacts were: Reduction of body mass index and the weight-length relationship Lower perception of overweight by SFP students (treated) versus students who did not received SFP feeding. Junta Nacional de Auxilio Escolar y Becas PRESIDENTIAL COMMITMENT for 2015 and beyond: Extending SFP coverage to 1,2 3, income quintiles.
