September 2012 VOLUME 11 FALL this Quarter A quarterly publication of the San Francisco Chamber of Commerce Taxes, Water are Focus of November Ballot President Barack Obama and Republican challenger Mitt Romney may be the national focus of the upcoming Presidential Election, but two local measures are getting the lion’s share of attention in San Francisco: Propositions E (Business Tax Reform) and F (Drain Hetch Hetchy). Affecting the way businesses are taxed and the city’s water system, both measures will have a significant and lasting impact on San Francisco businesses and residents. No measure will have a bigger effect on the local economy than Prop E. Placed on the ballot by Mayor Ed Lee and a unanimous Board of Supervisors, Prop E will phase out the city’s 1.5 percent payroll tax over a period of five years starting in 2014 and replace it with a variable tax on gross receipts based on industry-specific fee schedules. Businesses that earn less than $1 million annually in San Francisco generated gross receipts would be exempt. “It’s time to end our city’s direct tax on jobs and unleash the full potential of our innovators, small businesses and entrepreneurs,” said Mayor Ed Lee. As the only city in the state which taxes payroll, San Francisco’s business tax has long been criticized as a disincentive to job creation. The tax, which is paid by only 10 percent of the city’s businesses, has also been challenged for its overall fairness, and remains a highly volatile source of revenue for the city, fluctuating greatly with the ups and downs of the economy. The Chamber also participated in the measure’s development – evaluating various proposals, soliciting feedback from member businesses and advising the City Controller on the impacts of rates, fee schedules and other aspects of the initiative on local business. “As with any change to the status quo, there will be winners and losers with this measure,” said Chamber President & CEO Steven Falk. “But in as much as is possible, Prop E offers a boardbased, fair and equitable path forward for growing jobs and the economy in San Francisco.” The Hetch Hetchy Reservoir and O’Shaughnessy Dam provide high-quality drinking water for 2.5 million Bay Area residents and generate 1.6 billion kilowatt hours of clean hydroelectric power annually. (continued on p.5) Business Opportunities Sailing into San Francisco The Chamber Helps Connect Local Firms to America’s Cup Business The America’s Cup is now underway in San Francisco, with the first World Series races recently held in August and continuing October 2-7 during Fleet Week. But the biggest races are still to come when the Louis Vuitton Cup, Challenger Series and Finals hit the Bay in 2013. Along with these races, will come many opportunities for local firms looking to do business with the Cup and its partners. “Business opportunities are coming to San Francisco with the America’s Cup, and local firms are ready to benefit,” said Chamber President & CEO Steven Falk. “This is an exciting time for the America’s Cup and for Bay Area businesses.” As one of the largest sporting competitions in the world, city and Cup officials expect the series of sailing regattas will create thousands of jobs and generate millions in economic activity across the region. Products and services for developing San Francisco businesses will receive priority in the bidding process for America’s Cup projects, which are estimated to create thousands of jobs and millions in economic activity over the next two years. This quarter, city leaders have provided tax incentives to growing small businesses, kept economy-boosting transportation investments moving forward, and reorganized the city’s economic development team to help revitalize the central waterfront. The Chamber’s Mid-Year Paychecks and Pink Slip Scorecard, released in July, spotlights this progress, giving the San Francisco Board of Supervisors a B – grade on their actions to create jobs and grow the economy. The local economy also continues on a positive economic trajectory. The city’s 7.8 percent unemployment rate is significantly below the national average. Commercial vacancy rates declined to 11 percent, one of the country’s lowest. And the region’s median home prices have reached their highest levels in nearly four years. In November, voters will have the opportunity to weigh in on measures impacting the economy including a proposition to change the city’s business tax to better incentivize hiring and job growth. Voters will also look carefully at statewide tax measures and other local initiatives to fund streets, housing, parks and economic development. Here are a few ways we’ve helped improve San Francisco business this quarter. The Chamber helped build consensus for the business tax reform ballot measure that aims to end the city’s current tax on jobs and incentivize future economic growth. 1 The Chamber and its Political Action Committee, SF Forward, helped defeat Prop A, which would have changed San Francisco’s garbage and collection contract and put the city’s landmark waste reduction programs in jeopardy. 4 The Chamber successfully advocated for the passage of SB 1029, authorizing the issuance of $2.7 billion in state bonds to begin construction of California High-Speed Rail and unlocking millions in matching funds for regional transportation projects. 7 Helped Build Consensus for Business Tax Reform Helped Secure billions for High-Speed Rail Helped Reform State Term Limits The Chamber convened the business community and worked with Mayor Ed Lee, the Board of Supervisors and the City Controller to reach consensus on the business tax reform measure on the November ballot. If passed by voters, the measure will transition the city from its 1.5 percent payroll tax to a variable tax on gross receipts, with exemptions for some small businesses. While the measure will increase business license fees, it will raise needed revenue for economic development, infrastructure and affordable housing. Moving to a gross receipts tax will end the city’s current tax on jobs and incentivize future job and economic growth. Together with other transportation supporters, the Chamber successfully advocated for the passage of SB 1029, authorizing the issuance of $2.7 billion in state bonds to begin construction of California High-Speed Rail and $2 billion in bonds for related projects such as Caltrain electrification, Muni’s Central Subway extension and new BART train cars. Passage of the bill also unlocks $3.2 billion in matching federal dollars to help build the first phase of the HSR system, estimated to generate 20,000 full time jobs annually. The Chamber and its Political Action Committee, SF Forward, successfully supported Prop 28, which was overwhelmingly passed by voters in the June Primary Election. Prop 28 will reduce turnover and provide elected legislative leaders with time to establish expertise so that they can better address California’s longterm problems. 2 Helped Derail Real Estate Transfer Tax By working to gain consensus for business tax reform, the Chamber helped derail two competing real estate transfer tax measures from the November ballot. The measures would have increased the tax by either .2 or .5 percent on properties sold in excess of $1 million or $2.5 million respectively to generate $13 to $16 million annually. Raising the real estate transfer tax will unfairly burden commercial building owners and increase office rents for local businesses and nonprofit organizations. 3 Supported New Tax Incentive for Small Business The Chamber supported a new payroll tax incentive for local small businesses. The incentive allows businesses with payroll under $500,000 that create new jobs, give their existing employees a raise or increase their hours, to expand their payroll by as much as $250,000 without having to pay any additional taxes. The incentive, which expires in 2015, will help small businesses grow and expand employment across the city. 5 Advocated for New Bay Area Patent Office The Chamber helped advocate for the new U.S. Patent and Trademark Office that will soon open in the Bay Area. The office is one of four new satellite bureaus opening nationwide and will make it easier and less expensive for local inventors to go through the patent application process. The regional office will help give further boost to the economy and bring more investment and jobs to California. 6 Strengthened Trade Ties with China ChinaSF, an initiative of the Chamber’s Foundation partner the San Francisco Center for Economic Development, signed an economic and trade agreement with the People’s Republic of China. The agreement aims to enhance economic relations and two-way investment between San Francisco and key provinces of China. The award-winning ChinaSF initiative is helping to attract Chinese investment and jobs to San Francisco. 8 Helped Protect Landmark Waste Reduction Programs The Chamber and its Political Action Committee, SF Forward, successfully opposed Prop A, which was rejected by voters in the June Primary Election. This harmful measure would have changed San Francisco’s garbage and collection contract and put the city’s landmark waste reduction programs in jeopardy. 9 Helped Local Youth get Summer Jobs The Chamber supported the Summer Jobs+ program, which helped create 5,000 jobs and internships for local youth this summer. The program, delivered with the support of United Way Bay Area and many other Chamber members, was recently praised by U.S Labor Secretary Hilda Solis for its impact on young people and its role in helping to build a strong local economy. 10 Launched New Member Savings The Chamber launched new member benefits, allowing members to save on business training resources from Learn It! and discounted international shipping from DHL Express, access discounted prescription drugs from Nationwide Free Drugcard and get special fleet pricing on all cars at the family-owned San Francisco Honda dealership. San Francisco International Airport (SFO) officially broke ground on its new air traffic control tower. United Airlines announced plans to launch 5 September 2012 (continued from p.1) adjacent Hetch Hetchy Reservoir, which is the main source of drinking water for 2.5 million Bay Area residents. Placed on the ballot by an environmental group which aims to improve the city’s water conservation and efficiency, the initiative measure will cost up to $8 million to develop the plan. Experts estimate an additional $3 to $10 billion would be needed to remove the dam, drain the valley and secure alternative sources of water for the Bay Area. “The suggestion that San Francisco is not using its water supply efficiently is simply not true,” said U.S. Senator Dianne Feinstein. “Bay Area residents use less than half the state’s per-capita average. Hetch Hetchy provides critical water supplies for 2.5 million people and thousands of businesses, and any effort to jeopardize that water supply is simply unacceptable.” Top federal, state and local leaders including U.S. Senator Barbara Boxer, U.S. Rep. Nancy Pelosi, California Lieutenant Governor Gavin Newsom, San Francisco Mayor Ed Lee and the Chamber also oppose the measure. “Prop F is prohibitively costly; it will endanger the drinking water for millions of Bay Area residents; and it will reduce a source of carbon-free power at a time when the city should be planning for sustainable population growth,” said Chamber President & CEO Steven Falk. “We do not need to spend millions of dollars studying an idea that we already know is bad for San Francisco.” Election Day is Tuesday, November 6.
