I’ve been a federal employee
for 37 years now. Many of
you might be asking, and with
good reason, what qualifies
me to be the President of the
Woodland Chamber of Commerce? Do I have what it takes to do the job?
It has not escaped me that some might feel that
I do not have the requisite business acumen;
nor, do I have the moxie to talk with some of
Woodland’s more colorful personalities. Perhaps this is so.

Woodland Business Walk
September 24, 2015
The Sacramento Metropolitan Chamber of Commerce presents the
Business Walk, an ongoing economic development program hosted
in the six-county Sacramento region. On September 24, 2015, volunteer business and civic leaders visited 101 Woodland businesses for
its 6th annual Business Walk.
Woodland’s Business Walk survey consisted of 3 basic questions of
all businesses visited:
 How’s business?
 What do you like about doing business in the area?

What needs to be done to make it even better?

Additionally, 5 specific questions were asked. These questions were
tailored by Woodland city staff to provide feedback so that the city
can better serve the needs of the business community. The questions
regarding their business in Woodland include:
 Are you aware that the City is in the early stages to installing the
infrastructure for a Recycled Water Program?
 Are you aware that the City will be transitioning from ground
water to treated Sacramento River Surface Water by mid-2016?
How does this affect your business operation?
 Are you aware that most businesses in the industrial area are in a
200 year flood plain and the City is working with the State and
Federal government to consider options to protect the city in a
flood event? Would you support an Assessment District if it
meant you would no longer be in a flood plain?
 Are you happy with the broadband coverage your business receives, if not, why?
 Do you do your business internationally?

Dr. Rodriguez’s current research explores notions of educational investment that reflects efforts to build upon community strengths in order to address community needs within and
beyond educational settings. Dr. Rodriguez also engages in
research and campus activities that focus on the educational
conditions and trajectories of Chicana/o-Latina-o communities, other communities of color and low-income populations
in the U.S.
Summary of Results
The Woodland Business Walk gathered a wide variety of responses
from the business community. Overall, most have seen steady improvement since the lack of businesses in the 2008 recession, while
only a small portion are not doing well . 64% responded that business is either Good or Excellent, 14% said business was Fair and
only 8% said business was poor. 14% did not answer this question.

Location and the “friendly people” with a sense of “community”
were the primary reasons people like doing business in Woodland.
Business owners appreciate the community and enjoy being a part of
it. The number one issue identified as an area for improvement is to
have a more helpful staff for customer service with the city government, primarily in the areas of explaining codes and regulations or an
easier process for obtaining permits.

The Woodland Chamber is pleased to announce
that Debbie Bruno of Bella Vie Real Estate was
chosen as our featured Ambassador for the month.
Debbie has been a volunteer Ambassador for the
Chamber for over 5 years. She resides with her
husband Frank, in rural Woodland at the home her
grandfather purchased when he move the Wetzel
family to Yolo County nearly 100 years ago.

What is your role at Bella Vie Real Estate?
As one of eight original owners of Bella Vie, our mission statement
was, and remains today: To help create a beautiful life for all whom
we are able to serve…Bella Vie. To that end, in addition to providing an extraordinary real estate experience to all my clients, I have
also represented my company at various organizations offering
help, prosperity, and comfort to our community at large.
How does being an Ambassador benefit your day-to-day work?
Being a Woodland Chamber Ambassador adds a wonderful additional dimension to my business and personal life. As I go about
my endeavors in the community it’s so easy to speak to various
business owners about their involvement with the Chamber and its
many benefits.
What is the one thing that most people don’t know about you?
Many years ago at the start of my professional career, I was the
owner of Strawberry Meadows—a cute little gift and dress shop on
Court Street where I was the custom dressmaker.

now has the ability to offer superior water quality as part its
economic development efforts towards new business attraction.
City Council Vote to Save Ratepayers More
than $1.5 Million/year
The City of Woodland’s water utility customers will save
$1.5 million per year based on a recent City Council vote that
set 2016 water rates much lower than originally planned. On
December 4th, the Woodland City Council approved a water
rate adjustment of 9.5%, but had the authority to increase
rates by 17%. Rate adjustments took effect January 1, 2016
and will first appear on February utility bills.

This roll-back of the water rate adjustment approved in 2012
is possible due to the favorable contract negotiated by the
Woodland-Davis Clean Water Agency for the design and
construction of the regional Surface Water Project, as well as
the optimal long-term financing secured by the City of Woodland for its share of the project costs and related improvements to the City’s water distribution system. Between two
separate low interest loans from the state’s Clean Water State
Revolving Fund, Woodland will realize savings of approximately $75.7 million over the term of the loans.

“We have worked diligently to minimize project costs and
aggressively pursued outside funding to reduce the impact on
our rates,” said Councilmember Jim Hilliard, who also serves
on the Board of the Davis-Woodland Clean Water Agency,
adding, “We are excited to make good on our promise and
pass the savings along to our water customers.”
Construction of the Davis-Woodland Water Supply Project is
nearing completion and with water deliveries scheduled to
begin in May 2016. The new facilities will address significant drinking water and wastewater quality issues and provide
a higher-quality, more reliable source of water for the cities of
Woodland and Davis as well as the University of California at
Davis.
According to Bob Schoech, chair of the city’s Water Utility
Advisory Committee, “We are pleased that the City’s efforts
have allowed for the upcoming January water rate increase to
be reduced. Our citizen’s advisory committee worked with
city staff over the past several years to provide community
input on utility rates and other water utility issues, and we had
hoped to be able to minimize the 2016 rate increase.”

In addition to the Regional Water Treatment Facility, Woodland has been busy constructing the support infrastructure that
will help convey the surface water to our residents and businesses. Local projects include new transmission lines; a large
water storage facility located at W. El Dorado and CR98, and
the construction of three (3) aquifer, storage and recovery
(ASR) wells. This new infrastructure will work in tandem to
provide surface water to our community.

spirit, socialization and oftentimes, alcohol and/or drug consumption. The California Office of Traffic Safety is cautioning all football
fans to avoid driving under the influence of drugs or alcohol – even
prescribed medications – as driving impaired can cause serious, even
fatal consequences. Whether you’re drinking, driving or hosting a
party, know the risks and your role in making sure your celebration
is a safe one.

offer them phone numbers of local cab companies and make sure to
take the keys away from anyone who is under the influence of drugs
or alcohol.
