Prezentare, descrierea proiectului
Camera de Comerţ şi Industrie Suceava (România) este Beneficiarul
proiectului cu finanţare europeană, intitulat „Joint Business Support
Centre – Instrument pentru stimularea dezvoltării antreprenoriatului
în regiunea de graniţă Ro-Ua-Md””, COD MIS-ETC: 1934. Proiectul este
implementat în parteneriat cu Centrul pentru Dezvoltare şi
Reconstrucţie Bucovina (Cernăuţi,Ucraina), Universitatea de Stat
Alecu Russo din Bălţi (Republica Moldova) şi Asociaţia de Dezvoltare
Economică şi Regională ”ADER” (Suceava,România).

Obiectivul general al proiectului îl reprezintă sprijinirea și
consolidarea mediului de afaceri din regiunile de frontieră, prin
promovarea de parteneriate economice şi implementarea de soluţii
inovatoare
pentru
dezvoltarea
IMM-urilor
din
regiunea
transfrontalieră.
Proiectul este finanţat de către Uniunea Europeană prin Programul
Operaţional Comun România-Ucraina-Republica Moldova 2007-2013 şi
se adresează IMM-urilor din regiunea transfrontaliera RO-UA-MD, atât
antreprenorilor cât şi angajaţilor.

Valoarea totală a finanţării este de 1.439.713,00 Euro, echivalent
6.393.045,58 Lei, din care 1.295.741,70 Euro, echivalent 5.753.741,02
Lei, reprezintă contribuţia Uniunii Europene.
Camera de Comerț și Industrie Suceava în calitate de Beneficiar al
proiectului și-a propus:
 să implice Autoritățile Publice Locale, reprezentanții
Guvernelor în teritoriu și ONG-urile în acțiunile proiectului în
prezent şi viitor în vederea asigurării unui climat favorabil
dezvoltării afacerilor în zona transfrontalieră prin încheierea
de parteneriate tip public-privat;

 să contribuie la dezvoltarea IMM-urilor din regiunea de graniță
asigurându-le oportunitatea de a-și dezvolta resursa umană,
de a se promova în cele 3 regiuni și de a crea parteneriate
durabile.
Prin implementarea acestui proiect Camera de Comerț și Industrie
Suceava a dezvoltat două soluții inovative care vor sprijini IMM-urile
din regiunea transfrontalieră, astfel:
1) O pagină web a proiectului, www.jobs-centre.eu, cu o
interfață atractivă utilizatorului, în limbile: română, engleză
şi ucraineană, care oferă:
 funcția de e-learning;
 catalog de promovare a firmelor din zona transfrontalieră, pe
domenii de activitate;
 târg virtual pentru IMM-uri pe domenii de activitate.

2) Cel mai modern centru de afaceri din orașul Suceava CENTRU
DE AFACERI TRANSFRONTALIER – Jo.B.S.CENTRE, care vine în sprijinul
mediului de afaceri din Suceava, Cernăuţi și Republica Moldova.
Principalul rol al centrului este de a oferi un spaţiu modern pentru
IMM-urile din cele trei regiuni-țintă, unde îşi vor putea promova
produsele/serviciile, se pot organiza training-uri, evenimente
economice, pot utiliza birouri administrative și își pot promova firma
prin standuri proprii în cadrul centrului. În acest fel CENTRUL DE
AFACERI TRANSFRONTALIER – Jo.B.S.CENTRE asigură un mediu
favorabil pentru IMM-urile din zona transfrontalieră pentru schimbul
de bune practici și know-how.

Descrierea activităţilor şi rezultatele proiectului
I. Realizarea studiului „Identificarea nevoilor de formare în zona
transfrontalieră RO-UA-MD”
Pentru a răspunde cat mai bine menirii sale şi a satisface într-o
măsură sporită cerinţele şi aşteptările agenţilor economici, una din
activităţile proiectului a vizat desfășurarea unui studiu, prin aplicarea
unui chestionar, privind identificarea nevoilor de formare ale
antreprenorilor și angajaților din cadrul IMM-urilor din zona
transfrontalieră România-Ucraina-Republica Moldova.
În baza acestui chestionar au fost selectate categoriile de training-uri
ce vin în întâmpinarea nevoilor de formare ale firmelor participante
din cele trei regiuni.

Studiul s-a desfăşurat în cadrul regiunii transfrontaliere Suceava –
Cernăuţi - Bălţi, pe un eşantion de 320 de persoane intervievate pe
baza chestionarelor și prin aplicarea unui număr de 36 ghiduri de
interviu, persoanele vizate fiind antreprenori şi angajaţi cu funcţii de
conducere în cadrul IMM-urilor. Companiile intervievate provin din
următoarele sectoare economice: producţie, servicii, comerţ,
logistică, transport, turism, restaurante, panificaţie, industria
alimentară, industria lemnului, construcţii, consultanţă, tipografii,
training, industria auto.

II. Organizarea Workshop-ului

Activitatea a constat în organizarea Workshop-ului în fiecare regiune,
respectiv în data de 23 aprilie 2014 la Cernăuţi (Ucraina), 30 aprilie
2014 la Suceava (România) şi în data de 8 mai 2014 la Bălţi (Republica
Moldova), la care au participat un număr de 205 persoane.
Tematica workshop-urilor : prezentarea studiului „Identificarea
nevoilor de formare în zona transfrontalieră RO-UA-MD”,
identificarea pachetelor de training pentru fiecare regiune,
prezentarea platformei e-learning ce va promova IMM-urile din
regiunea de graniţă RO-UA-MD şi stabilirea de parteneriate între
firmele din Suceava (România), Cernăuţi (Ucraina) şi Bălţi (Republica
Moldova).

Rezultatele fiecărui workshop au fost:
 identificarea celor şase pachete de training, furnizate gratuit
în cadrul proiectului;
 semnarea a 9 acorduri de parteneriat între firmele din
Cernăuţi (Ucraina), Bălţi (Republica Moldova) şi Suceava
(România), care vor avea drept scop consolidarea relaţiilor
trilaterale.

III. Creare platformă e-learning şi pagina web
Portalul www.jobs-centre.eu, este un site web pe o platformă Drupal,
compusă din multiple module care asigură o funcţionalitate multiplă.
Pe acest site se găsesc informaţii ce prezintă proiectul şi activităţile
acestuia, noutăţi şi descrierea partenerilor, galerie de imagini şi un
forum. Portalul dispune şi de o secțiune de promovare a firmelor:
catalog de promovare pentru firme și târguri virtuale pe domenii de
activitate. Tot de pe acest site se face autentificarea spre platforma
de învăţare, unde cursanţii pot accesa cursuri în mod virtual. Pentru
acces la anumite facilităţi este necesar un cont şi autentificarea în
cadrul site-ului.
Platforma e-learning creată, http://jobs-centre.eu/ este un
instrument de comunicare şi permite furnizarea unei soluţii de
instruire prin mijloace electronice, disponibile on-line care s-a
dezvoltat şi a sprijinit procesul de formare, învăţare, testare,
evaluare, administrare de conţinut, precum şi monitorizare a
procesului de formare şi evaluare. De asemenea platforma are stocat
şi gestionat tot conţinutul educaţional.
Funcţii ale platformei:
 prezentare interactivă a cursurilor;

 consultare a materialelor de instruire stocate în sistem în
cadrul sesiunilor de clasă Virtuală;
 conectarea simultană în sistem a cursanţilor participanţi;
 newsletter;
 permite examinarea periodică a cursanţilor prin susţinerea de
teste;
IV. Organizarea sesiunilor de training
În baza temelor de curs selectate la workshop-uri s-au dezvoltat 6
curricule şi 6 manuale de cursuri pentru fiecare regiune
transfrontalieră din RO-UA-MD.

Conform rezultatelor workshop-urilor s-au identificat şi organizat în
fiecare regiune de graniţă următoarele cursuri la care au participat
378 administratori/angajaţi din cadrul a 260 IMM-uri din zona
transfrontalieră România-Ucraina-Republica Moldova:

participanţi din 109 IMM-uri:

V.Organizare Forumuri economice internaţionale
În cadrul proiectului s-a organizat în fiecare regiune forumul
economic internaţional “Dezvoltarea parteneriatelor de afaceri în
regiunea de graniță RO-UA-MD”, care se adresează atât IMM-urilor din
regiunea transfrontalieră România-Ucraina-Republica Moldova, cât şi
instituţiilor şi organizaţiilor ce sprijină activitatea IMM-urilor.
Tematica forumului economic:
 Centrul de Afaceri Transfrontalier Jo.B.S.Centre - beneficiile
aduse mediului de afaceri local şi regional
 Provocările mediului antreprenorial din Ucraina
 Provocările mediul antreprenorial din Republica Moldova
 Networking și prezentarea firmelor din Ucraina, Republica
Moldova și România, semnarea de acorduri de colaborare
trilaterale
Au fost prezenţi 220 reprezentanţi ai mediului de afaceri la cele trei
evenimente din Suceava, Bălţi şi Cernăuţi.
Prezentarea CENTRULUI DE AFACERI TRANSFRONTALIER
– Jo.B.S.CENTRE (Joint Business Support Centre)
Camera de Comerţ şi Industrie Suceava este promotor al dezvoltării
parteneriatelor de afaceri la nivel local, regional, național și
internațional. Ne dorim astfel să punem în valoare potențialul
economic al firmelor din județ, iar sediul nostru este locul ideal
pentru întâlnirile oamenilor de afaceri din țară și din străinătate. Prin
intermediul acestor întâlniri creăm climatul favorabil cunoașterii

specificului de activități, a oportunităților de afaceri, a întâlnirii
cererii cu oferta.
Crearea Centrului de Afaceri a presupus renovarea şi dotarea pe o
suprafaţă de 600 de metri pătraţi a fostei mansarde. În spaţiul
modernizat au avut loc sesiunile de training şi forumul economic
internaţional „Dezvoltarea parteneriatelor de afaceri în regiunea de
graniţă RO-UA-MD (prezentarea conceptului Business2Business)”.
Odată cu renovarea mansardei, s-a renovat şi fațada clădirii și s-au
creat noi locuri de parcare, având în prezent o capacitate de 40 de
locuri. Actuala clădire a Camerei de Comert și Industrie Suceava are
în prezent parter, plus două etaje și însumează 4 săli de instruire, 2
săli mari de conferințe și birouri administrative.

Centrul de Afaceri Transfrontalier este împărţit în: două săli de
instruire moderne, cu capacitate maximă de 30 persoane, o sală
modernă de conferinţe, cu o capacitate maximă de 120 persoane –
aceste săli fiind dotate cu echipamente IT de ultimă generație.
Spaţiul renovat mai conține: trei birouri şi două săli de ședinţe , spaţii
administrative şi un lobby de 160 mp care oferă posibilitatea
amplasării unor standuri de promovare pentru firme. Spațiile renovate
sunt dotate cu mobilier de calitate: mese, scaune, birouri, dulapuri,
biblioteci, standuri expoziţionale, video-proiector, ecran de
proiecţie, sistem audio, flipchart-uri, pin-board-uri.
În cadrul CENTRULUI DE AFACERI TRANSFRONTALIER – Jo.B.S.CENTRE
se vor promova:
 organizarea
de
forumuri
economice/workshop-uri/
simpozioane/conferințe/seminarii/mese rotunde
 organizare de cursuri/training-uri
 organizarea de evenimente de prezentări de firme;
 asigurare spațiu expozițional;
 închirierea de săli pentru alte evenimente.

Project Presentation and Description
The Chamber of Commerce and Industry of Suceava (Romania) is
the Beneficiary of the EU-funded project entitled “Joint Business
Support Centre – Instrument for Fostering Development of
Entrepreneurship in the Ro-Ua-Md Cross-Border Area”, MIS-ETC CODE:
1934. The Project is implemented in partnership with the Centre for
Development and Reconstruction Bukovina (Chernivtsi, Ukraine),
Alecu Russo State University of Bălţi (Republic of Moldova) and the
Association of Economic and Regional Development ”ADER” (Suceava,
Romania).

The overall objective of the project is to support and strengthen the
business environment from the cross-border areas, by promoting
economic partnerships and implementing innovative solutions for the
development of SMEs in the cross-border region.
The project is funded by the European Union through the Joint
Operational Programme Romania-Ukraine-Republic of Moldova 20072013 and is aimed at the SMEs from the RO-UA-MD cross-border
region, both to the entrepreneurs and the employees.
The total funding is of 1,439,713.00 Euro, equivalent to 6,393,045.58

The Chamber of Commerce and Industry of Suceava as the beneficiary
of the Project has planned:
 to involve the Local Public Authorities, the territorial
representatives of the Governments, and the NGOs in the

activities of the project now and in the future, so as to foster
business development in the cross-border area by concluding
public-private partnerships;
 to contribute to the development of the SMEs from the border
region, providing them with the opportunity to develop their
human resource, to promote themselves in the 3 regions and
to create sustainable partnerships.

Through the implementation of this project, the Chamber of
Commerce and Industry of Suceava has developed two innovative
solutions which will therefore support the SMEs from the cross-border
region:
1) A project web-page, www.jobs-centre.eu, with an attractive
user interface, in the following languages: Romanian, English
and Ukrainian, which offers:
 the e-learning function;
 promotion catalogue of companies from the cross-border
area;
 virtual fair for SMEs, on fields of activity.
2) The most advanced business centre from Suceava, the CROSSBORDER BUSINESS CENTRE – Jo.B.S.CENTRE, supports the business
environment from Suceava, Chernivtsi and Republic of Moldova. The
main role of the Centre is to provide a modern location for the SMEs
from the three target areas, where they could promote their

products/services, can organise training sessions, economic events,
and can use the administration offices and could promote companies
through their own stalls in the Centre. In this way, the CROSS-BORDER
BUSINESS CENTRE – Jo.B.S.CENTRE fosters the exchange of best
practices and know-how between the SMEs from the cross-border
region and all 3 regions.

Description of the Activities and Project Results
I. Conducting the Research “Identifying Training Needs in the CrossBorder Area RO-UA-MD”
In order to better address its mission and economic operators’
expectations, one of the project activities aimed at conducting a
research by applying a questionnaire on the identification of the
training needs of entrepreneurs and employees from SMEs in the
Romania-Ukraine-Republic of Moldova cross-border region.
Based on this questionnaire, we have selected the training categories
which address these training needs of the companies participating in
the project from the three regions.
The research was conducted in Suceava – Chernivtsi - Bălţi crossborder region, on a sample of 320 interviewees based on the
questionnaires and by applying 36 interview guides, the targeted
persons being entrepreneurs and employees on top positions in the
SMEs. The companies surveyed come from the following economic
sectors: production, services, trade, logistic, transport, tourism,
restaurants, bread manufacture, food industry, wood industry,
construction, consultancy, printing, training, car industry.
Research results:
 in Suceava region: 114 questionnaires and 20 interview guides

II. Organisation of the Workshop “Vocational Training and Strategic
Partnerships – A Solution for the Economic Development of the ROUA-MD Cross-Border Area”
This activity consisted of organising the Workshop in each region, on
April 23, 2014 at Chernivtsi (Ukraine), on April 30, 2014 at Suceava
(Romania) and on May 8, 2014 at Bălţi (Republic of Moldova), with the
participation of 205 people.

The workshop had the following themes: presentation of the research
“Identifying the Training Needs in the RO-UA-MD Cross-Border
Region”, identifying the training packages for each region, presenting
the e-learning platform which will promote SMEs in the border region
RO-UA-MD and setting up partnerships between companies from
Suceava (Romania), Chernivtsi (Ukraine) and Bălţi (Republic of
Moldova).
The results of each workshop were the following:
 identifying the six training packages provided free of charge
under the project;

 signing 9 partnership agreements between companies from
Cernivtsi (Ukraine), Bălţi (Republic of Moldova) and Suceava
(Romania), with the purpose to strengthen trilateral
relations.

III. Creating e-learning Platform and web page
The portal www.jobs-centre.eu, presents information on the project,
it is a web site on a Drupal platform, composed of multiple modules
with many functions. This site contains information about the project
and its activities, news and description of the partners involved an
image gallery and a forum. The portal also has a section dedicated to
business promotion. On this site too the students can register to have
access to the learning platform and to virtual courses. In order to
have access to certain facilities, they must create their own account
and sign in on the site.
The e-learning platform created, http://jobs-centre.eu/ is a
communication instrument allowing for the provision of a training
solution by electronic means, available on-line, which developed and
supported the training, learning, testing, assessment, content
administration processes as well as monitoring of the training and
assessment process. At the same time, the entire educational content
is stored and administered by the platform.
Platform functions:
 interactive presentation of the courses;
 accession to the training materials stored in the system during
the virtual classroom sessions;

 students’ simultaneous connection to the system;
 newsletter;
 allows students’ periodical examination through test taking;

IV. Organisation of the Training Sessions
Based on the course topics selected at the workshops, we have
developed 6 curricula and 6 textbooks for the courses for each RO-UAMD cross-border region.
According to the workshop results, the following courses were
identified and organised in each border region, involving 378
administrators/employees from 260 SMEs from the cross-border region

V.Organisation of International Economic Forums
Within the project was organized in each region economic the forum
"Development of business partnerships in the border region of RO-UAMD", which addresses both of SMEs from the cross-border region of
Romania-Ukraine-Moldova, as well as the institutions and
organisations that supports the activity of SMEs.
The economic forum had the following themes:
 cross-border business centre Jo.B.S.Centre - environmental
benefits of local business and regional;
 entrepreneurial environment challenges in Ukraine;
 entrepreneurial environment challenges in Republic of
Moldova;

 networking and presentation of companies in Ukraine,
Republic of Moldova and Romania, the signing of the trilateral
cooperation agreements.
Have been present by 220 representatives of business
environment at the three events/forums in Chernivtsi Suceava
and Balti.

Presentation of the CROSS-BORDER BUSINESS CENTRE –
Jo.B.S.CENTRE (Joint Business Support Centre)
Chamber of Commerce and Industry Suceava is the promoter of the
development of business partnerships at the level local, regional,
national and international. We want to ask the potential economic
value of the Companies from the County and our office/building is the
ideal place for business peoples meetings from the country and the
abroad. Through these meetings we create a favourable climate for
specific activities, knowledge of business opportunities, meeting the
request with the offer.
Creating the Centre meant the renovation and equipment of 600
square meter old attic.
This modernised location held the training sessions and the Economic
Forum “Developing Business Partnerships in the RO-UA-MD Border
Area (presentation of the Business2Business concept)”.

With the renovation of the attic we have also renovated the building
facade and created new parking spaces, with a current capacity of 40
places.The current building of the Chamber of Commerce and
Industry Suceava has a ground floor and two stories and numbers 4
training rooms and 2 big conference rooms.
The Cross-Border Business Centre comprises: two modern training
rooms with a maximum capacity of 30 persons, a modern conference
room with a maximum capacity of 120 persons – these rooms are
equipped with last generation IT equipment.

The renovated space also comprises: three offices and two meeting
rooms, administrative spaces and a 160 square meter lobby, offering
the possibility to place stalls for promoting companies. Each room
indicated above is equipped with high quality furniture: tables,
