The attached document contains QTC's responses to those areas of the Cummings Economics Review
Report that we are able address.
It is noted that the Cummings Economics report is an unsophisticated attempt at analysis using a
simplistic "split of population" as the basis for a significant portion of the reports conclusions.
Let me know if we can assist further.

Dear Premier, I have j ust learned that the Boundaries Commission is advertJslng on local
Radoo stations about the de-amalgamation referen dum.

Whil e to advise the public of the requirement to vote is not a problem . the actual wording
that is scare·mongering is improper and not expected of what is said to be an impartial
Government appointed organisation.
I have directed th is email to you because I suspect i t must have had the approval of the

Andy has drafted the following for your approval plea se:
AS
Dear XXXX,
I refer to your questions received via email on 25 February 2013 regarding the proposed
de-amalgamation of Mareeba from the Tablelands Regional Council (TRC).
LE
At the time of Queensland Treasury Corporation's (QTC) analysis, it was found a new
Mareeba Shire Council (MSC) would be al located $25,307,000 if it were to de-amalgamate
from the TRC.
(Table 12 - Summary Balance Sheet Allocation, page 18 De-ama lgamation Analysis of Tablelands Regional
Council)
RE
This number doesn't take into account the time elapsed between QTC's analysis and the
possible estab lishment of a new MSC and is subject to change.
TI
If residents vote in favour of Mareeba's de-amalgamation, I will appoint an interim CEO
who will be totally independent and have no affiliation w ith either the TRC or Mareeba. It
wi ll be the CEO's responsibility to oversee the transition process and put in place
everything needed for a new MSC to begin operations on January 1, 2014.
As to your second question, the structure of a new MSC has not been decided and will be
determined during the transition process if residents vote in favour of de-amalgamation.
