Traffic Map of the Nanning International Convention and Exhibition Center 42 43 VII.China-ASEAN Free Trade Area (CAFTA) The China-ASEAN Free Trade Area (CAFTA) is the first FTA established between China and foreign countries. The Framework Agreement on Comprehensive Economic Cooperation between China and ASEAN inked in November 2002 inaugurated the construction of the CAFTA. In November, 2004, both sides concluded the CAFTA Agreement on Trade in Goods and Agreement on Dispute Settlement Mechanism, which came into effect in July, 2005, reducing tariff rates upon commodities subject to 7,000 tariff lines. Since January 1, 2010, China has implemented zero tariffs upon over 90% of ASEAN commodities, with the average tariff rate down from 9.8% to 0.1%, and the 6 original ASEAN countries, i.e. Brunei Darussalam, Indonesia, Malaysia, the Philippines, Singapore and Thailand, adopted similar preferential policies for China, cutting down their average tariff rate from 12.8% to 0.6%. For the 4 newer ASEAN member states, i.e. Cambodia, Lao PDR, Myanmar and Viet Nam, this goal will be realized in 2015. With the CAFTA Agreement on Trade in Services concluded and came into effect in 2007, both sides have committed to open up over 60 service sectors to each other, which is more favorable than the commitments made among WTO members. The CAFTA Investment Agreement was signed in August 2009, enabling investors from China and ASEAN to enjoy national treatment, most favored national treatment and fair and equitable treatment to each other. It creates a free, facilitated and transparent investment environment, marking that the CAFTA-related negotiations have been completed. 44 The CAFTA has been due established on January 1, 2010. It boasts a population of 1.9 billion people, a total GDP of USD 6 trillion and a total trade volume of USD 4.5 trillion, making it the largest FAT among the developing countries. The Second Protocol to Amend the Framework Agreement on Comprehensive Economic Cooperation between ASEAN and China came into effect on January 1, 2011. The Protocol to Implement the Second Package of Specific Commitments under the Agreement on Trade in Services came into effect on January 1, 2012. 45 46 IX. About the China-ASEAN Expo Extraordinary Platform for China-ASEAN Cooperation and Exchanges H.E. Wen Jiabao, Premier of the State Council of China proposed at the 7th ASEAN-China Summit held in October 2003 that the China-ASEAN Expo (CAEXPO) be held annually in Nanning, Guangxi, China from the year 2004 onwards. The proposal gained positive feedback from the heads of state/government of the 10 ASEAN countries, and was written into the Chairman's Statement released afterwards. CAEXPO Co-sponsors: Ministry of Commerce of China Ministries/Department of Commerce/Trade & Industry of the 10 ASEAN Member States ASEAN Secretariat Objectives: Advancing the China-ASEAN FTA construction for shared opportunities of cooperation and development Defining Features: A prominent platform that integrates friendly communication, economic & trade cooperation and people-to-people exchanges and aims to deepen dialogue and reciprocal cooperation The CAEXPO has been successfully concluded for 9 consecutive years, concurrently with the China-ASEAN Business & Investment Summit (CABIS). It has built an important platform for friendly exchanges, trade and economic promotion and all-dimensional cooperation between China and ASEAN. 47 It has now grown into an influential international grand event in the China-ASEAN FTA. It sets a good example for China, ASEAN and the other developing countries in their efforts to achieve common development. -- A platform for China-ASEAN friendly exchanges, driving forward cooperation in trade, commerce and other sectors with its profound influence in political and diplomatic areas 46 heads of state/government of China and the 10 ASEAN member states have personally visited at the previous CAEXPOs, along with over 1760 ministerial-level dignitaries of both sides. During each CAEXPO, meetings between state leaders, ministers and local officials are arranged, effectively enhanced the political mutual trust and the pragmatic commercial cooperation between China and ASEAN, and also promoted the friendly exchanges in the fields of culture and education, etc. The healthy political relations and improved cooperation mechanisms at different levels in different fields have provided reliable political and institutional guarantees for bilateral economic and trade cooperation, in which the CAEXPO plays an important role. -- A platform for trade promotion, to enhance bilateral political mutual trust and friendly exchanges by rich economic & trade outcomes The exhibition contents of the CAEXPO center on the CAFTA construction progress and the different economic development levels, resource endowments, industrial mixes, features of industrial sectors of China and the 10 ASEAN countries. 48 It pools information of businesses, commodities, projects and capitals of both sides. It translates the CAFTA investment and trade facilitation policies from government paperwork into tangible benefits for business circles. It becomes an accelerator of the CAFTA construction. Facts of the previous 9 CAEXPOs Number of exhibitors and trade visitors: 368,000 Total trade volume: US$13.568 billion Contractual investment volume of international projects: US$57.376 billion Contractual investment volume of Chinese domestic cooperation projects: RMB556.114 billion The CAEXPO has effectively promoted the business matching among the enterprises, industrial sectors and chambers of commerce/trade associations of both sides, facilitating the regular bilateral trade and investment, and advancing the bilateral economic and trade cooperation. In 2004 when the 1st CAEXPO was held, the bilateral trade volume fulfilled the goal of US$100 billion one year ahead of schedule. In 2007, the goal of US$200 billion was realized 3 years ahead of schedule. In 2013, the bilateral trade volume stood at US$443.6 billion, hitting a record new high. By the end of 2013, the accumulative volume of two-way investment reached US$110 billion. The CAEXPO has effectively promoted the trade in goods, investment cooperation, trade in services, city-to-city exchanges, industrial connection and sub-regional cooperation of the two sides. The CAEXPO has well demonstrated the win-win results produced by the CAFTA construction, upgrading the China-ASEAN strategic partnership to a new high. 49 -- A platform for multi-sectoral cooperation, providing institutional guarantees for China and ASEAN to cooperate in economy, trade and other fields, and to have people-to-people exchanges With the fast growing China-ASEAN economic and trade cooperation, both sides have raised new expectations and demands on the supporting services including customs, inspection and quarantine, finance, ports and logistics, etc. The two sides also hope to encourage closer people-to-people exchanges in fields of culture, education and sports, etc. via enhanced economic and trade cooperation. To this end, over 260 high-end forums and relevant programs were held concurrently with the previous 9 CAEXPOs, gathering government officials, entrepreneurs, experts and scholars for dialogues and exchange programs. These programs studied and provided feasible solutions for relevant issues in different fields, which have formed a series of cooperation mechanisms, thus providing institutional guarantees for the people-to-people exchanges and cooperation in trade and other fields. The coordination meeting in September 2007 has approved 4 major CAEXPO working plans, including the plan for CAEXPO Country of Honor and inviting state leaders of China and other countries to the event, the plan for the CAEXPO Theme of the Year, the plan for the CAEXPO Organizing Committee working procedure, and the plan for members of the Organizing Committee to combine their annual working focuses with the concurrent forums of the CAEXPO. All these plans have enriched the existing working mechanism of the Organizing Committee. The previous coordination meetings offer full support to the major issues and long-term developing strategies of the CAEXPO, thus promoting the substantial development of the grand event. CAEXPO Senior Officials Meeting (SOM) The CAEXPO has established certain effective and pragmatic co-sponsoring mechanisms, and an important one is the Senior Officials Meeting (SOM). Participants of the SOM include senior officials from competent departments/bureaus of the Ministry of Commerce of China (MOFCOM), ministries of commerce/trade & industry of the 10 ASEAN countries, the ASEAN Secretariat, the CAEXPO Secretariat as well as the People's Government of Guangxi Zhuang Autonomous Region. Blue is the main color of the design, symbolizing that most of the 11 countries have coastlines. 72 CAEXPO Mascot Meaning The Mascot is a white-headed leaf monkey, an endangered species that only inhabit in China's southwest Guangxi Zhuang Autonomous Region, the host province of the CAEXPO. It well represents the theme of the CAEXPO, which is Friendship, Cooperation, Development and Prosperity. China-ASEAN Business & Investment Summit (CABIS) H.E. Wen Jiabao, Premier of the State Council of China proposed at the 7th ASEAN-China Summit that the China-ASEAN Business & Investment Summit (CABIS) be held. The proposal was well received by the heads of state/government of the 10 ASEAN countries, and was written into the Chairman's Statement released afterwards. The CABIS is co-sponsored by the Ministry of Commerce of China (MOFCOM), China Council for the Promotion of International Trade (CCPIT) and the People's Government of Guangxi Zhuang Autonomous Region. Objective of the CABIS is “Promoting the China-ASEAN Comprehensive Economic Cooperation and the CAFTA Construction”. The CABIS, as a concurrent event of the CAEXPO, has been concluded with success for 9 sessions in a row. Heads of state/government of China and the 10 ASEAN countries attended the CABIS Opening Ceremony and delivered speeches, along with government ministers, leaders of chambers of commerce, entrepreneurs, experts and scholars, who have also made speeches and dialogues at the event. The CABIS builds up a platform for the dialogues between governments and business communities of China and the 10 ASEAN countries. 76 Commemorative Summit Marking the 15th Anniversary of ASEAN-China Dialogue Relations The year 2006 marked the China-ASEAN Year of Friendship as well as the 15th Anniversary of ASEAN-China Dialogue Relations. The Commemorative Summit marking this grand anniversary was held, along with the 3rd CAEXPO and the 3rd CABIS, attracting the presence of heads of state/government of China and 10 ASEAN member states. At the Commemorative Summit, both sides reviewed and summarized the development course of the China-ASEAN friendly relations, highly credited the sound outcomes gained from various fields, as well as prospected and mapped out the blueprint for the future development of bilateral relations. CABIS at a Glance Background In November 2002, the 6th China-ASEAN (10+1) Summit was convened in Phnom Penh, Cambodia. Chinese and ASEAN state leaders jointly signed the “ Framework Agreement on Comprehensive Economic Cooperation between China and ASEAN ” , which initiated the process of the building of the China-ASEAN Free Trade Area (CAFTA). On October 8, 2003, at the 7th China-ASEAN (10+1) Summit held in Bali, Indonesia, Chinese Premier Wen Jiabao, put forward a strategic proposal for the convening of China-ASEAN Business and Investment Summit annually in Nanning, China from the year 2004 on, as an effort to further promote the 79 two-way trade, investment and economic cooperation among business circle in the region on the basis of mutual benefit, and an actual move to facilitate the realization of CAFTA. This proposal received positive responses from leaders of the 10 ASEAN members, and was written into the Chairman ’ s Statement released by the Summit. After the Summit, the China Council for the Promotion of International Trade (CCPIT) took the lead in initiating relevant preparatory work according to Premier Wen’s proposal and the consensus reached at the 7th (10+1) Summit. On November 3, 2004, the 1st CABIS was successfully held as scheduled in Nanning, Guangxi. It ushered a new era of China-ASEAN cooperation, which marked a significant advance from regional strategic dialogues to more concrete business interaction and win-win economic and trade cooperation. Since 2004, 9 sessions of CABIS have taken place with great success. Altogether 40 state leaders from China and ASEAN have participated in these events and delivered important speeches. Over 1700 Chinese and ASEAN ministerial-level officials and representatives from international and regional organizations as well as over 20000 business elites and scholars have also attended the Summit’s events. CABIS has become an important platform for high-level dialogue and cooperation between China and ASEAN. II. The Previous 8 CABIS Sessions 1. The 1st CABIS The 1st CABIS was successfully held from 3 to 4 November, 2004 in the Liyuan Resort of Nanning, Guangxi. The whole event consisted of 4 programs including the Opening Ceremony, the Senior Officials’ Forum, Business & Investment Forum for Entrepreneurs and a return banquet. The theme of the 1st CABIS was “ Promoting Mutually Beneficial Cooperation and Pursuing Common Development”, under which there were two topics: (1) “ Understanding and Mutual Benefit: Solid Foundation for Free Trade ” , and (2) “Managing Changes and Fostering Innovation.” The 1st CABIS Opening Ceremony attracted over 900 participants including state leaders from China and ASEAN, high-ranking government officials, leaders of business organizations, entrepreneurs, representatives of international organizations, scholars and journalists. This session witnessed a participation of over 1500 delegates including state leaders, high-ranking government officials, 83 business leaders, entrepreneurs, and representatives of international organizations, scholars and journalists. Sitting at the rostrum at the Opening Ceremony were H.E. Choummaly Saygnasone, Vice President of Lao PDR; H.E. Soe Win, Prime Minister of Myanmar; H.E. The 3rd CABIS coincided with the 15th anniversary of the establishment of China-ASEAN dialogue relationship and the China-ASEAN Friendship Year. Heads of state from China and the 10 ASEAN countries met in Nanning for the “Commemorative Summit Marking the 15th Anniversary of the 84 Establishment of Dialogue Relationship between China and ASEAN ” and they jointly attended the Opening Ceremony of the 3rd CABIS. This was the first time heads of state from all the 10 ASEAN countries showed up together at a bilateral business & investment event outside the ASEAN region. The 3rd CABIS set its theme as “ Common Need and Common Future ” , which covered three topics, namely: (1) “ Strengthening the Industry as a Whole and Boosting Comprehensive Economic Cooperation ” , (2) “ Improving Investment Environment and Stimulating Two-way Flow of Investment within the CAFTA ”, and (3) “ Construction of the CAFTA——Opportunity and Challenge”. Over 1500 representatives from China and ASEAN attended the Opening Ceremony. Present at this grand event were: H.E. This CABIS session carried the theme of “ Innovation & Cooperation——Accelerating Regional Economic Growth”. Two topics, namely, “ Trade in Service: New Field and New Opportunity ” and “ Deepening Financial Cooperation and Facilitating Trade & Investment ” , were discussed during the Summit. Over 1400 people attended the Summit including state leaders, high-ranking government officials, business leaders and entrepreneurs from China and ASEAN as well as representatives of international organizations, scholars and journalists. The Opening Ceremony welcomed the presence of H.E. Zeng Peiyan, Vice Premier of the State Council of China; His Royal Highness Al-Muhtadee Billah, Crown Prince of Brunei Darussalam; H.E. The 5th CABIS The 5th CABIS on October 22, 2008 in Nanning, Guangxi organized 3 programs on its agenda: the Opening Ceremony, the Investment & Cooperation Forum and the SME Cooperation Forum. The theme for this session was “ Broader Vision and More Action ” . It was enriched by two topics, namely, SME Cooperation and Investment Cooperation. State leaders to the Opening Ceremony were: H.E. Wang Qishan, Vice Premier of the State Council of China; H.E. Samdech Hun Sen, Prime Minister of Cambodia; H.E. Lt-Gen Thein Sein, Prime Minister of Myanmar; H.E. The 6th CABIS The 6th CABIS was convened from 20 to 21 October, 2009 in Nanning, Guangxi. Eight programs on the Summit agenda 87 included the Opening Ceremony, Round-table Dialogue between Vietnamese State Leader and Chinese CEOs; two forums, two meetings with the press by business leaders, Business Breakfast, and the Reception Banquet. Theme of the 6th CABIS was “ China-ASEAN Free Trade Area and ASEAN Integration: Cooperation for Mutual Development”. The topic for the forums was “Market Opening & New Business Opportunity ” while the roundtable dialogue focused on “ Jointly Cope with Crisis to Achieve Common Development”.
