This year, the leadership and staff of Prevent Child Abuse (PCA) Louisiana focused on transforming the organization into a more efficient and leaner entity, one that is more strategically aligned to respond to the needs of families and care providers across Louisiana. Redesigning PCA Louisiana allows us to educate and advocate on behalf of Louisiana’s children more effectively in several ways. Instead of a geographic structure which called for staff members to administer all of PCA Louisiana’s programs and services in their respective regions, in our new structure each staff member serves on a team, and their primary focus is ensuring that the needs of our partners, families and children are being met. These teams include Internet Safety, Nurturing Families of Louisiana, Resources and Development. Team members serve as experts in their particular area of concentration, which allows them to provide a greater service to our constituents. We also have revised our fund raising activities this year. Traditionally, we have held “Night of the Child” events in each region to bring communities together to help celebrate our success. However, many in attendance left not knowing much more about PCA Louisiana or what we do. Beginning this year, we will focus on an annual fund campaign that educates our donors on how their contributions will be used to create a state that nurtures its children and families. Part of this education process will include sharing the latest research on the prevention of child abuse and neglect, such as how adverse childhood experiences not only impede brain development, but have lasting effects that can cause numerous complications into adulthood. Through the dissemination of research, public awareness, parent education, support and referrals, we are establishing PCA Louisiana as the resource for the best practices of primary prevention of child abuse and neglect in Louisiana. We’ve come a long way this year, and with your continued financial support, commitment and partnership, there’s no place we can’t reach together. As Dr. Seuss might say, “Oh, the places we’ll go!” Sincerely, Chris Spencer Board Chair 3 About Us Prevent Child Abuse (PCA) Louisiana, the recognized affiliate of Prevent Child Abuse America, is a statewide nonprofit dedicated to preventing the abuse and neglect of our state’s children. Our mission is carried out through the development, implementation and support of child abuse prevention activities. training, technical assistance and resource support. PCA Louisiana is led by a volunteer Board of Directors. Throughout our history, we have garnered funding from private and government grants, as well as individual and corporate donations. Since 1986, PCA Louisiana has offered prevention services in conjunction with various community partners throughout the state. Our primary model of service delivery is one of Vision: Louisiana will be a state which values its children, protects them from harm and does not tolerate their abuse and neglect. I appreciated the ease with which the information was presented and the real life examples that the trainer shared. I enjoy the interaction with the variety of callers because giving them the opportunity to express how they are feeling and what they are going through can make a major difference, not only in their lives but the lives of the people they are surrounded by.” – Courtney Robottom, KIDLINE volunteer; Baton Rouge BATON ROUGE PCA LA 08-09 7 Pinwheels for Prevention ® Pinwheels for Prevention® is an upstart awareness campaign to prevent child abuse and neglect. The campaign is a growing project which raises money and awareness by collecting donations for pinwheel plantings. The pinwheels convey that every child deserves a chance to be raised in a healthy, safe and nurturing environment. By participating in the campaign, donors and partners support our efforts to implement programs and services that foster caring environments. In its second year, the campaign grew strongly. More than 30,000 pinwheels were distributed during Child Abuse Prevention Month in April 2009. Pinwheels were planted at more than 80 sites across the state, four times more locations than the year before. Our partners and sponsors included businesses, state agencies, hospitals, churches, universities and schools. The Department of Social Services was among them, raising $45,000 from its employees to benefit the children of Louisiana. PCA Louisiana hopes that every person who received or planted a pinwheel spreads the message of prevention to their friends, families and colleagues. Greater King David Baptist Church Girl Scouts earn pinwheel patches by planting pinwheels at Perkins Rowe. 8 “I never imagined that a group of 95 young college women could have come together for such an amazing cause and have such a great impact. It was also very rewarding that we were able to gain the support of our family, friends, university and community to participate in our Shamrock event which benefitted PCA Louisiana. Having this experience has helped shape my life in so many ways and I would not trade the experience for anything. – Kayla Leblanc, Kappa Delta Member; Lafayette LAFAYETTE PCA LA 08-09 9 Nurturing the Families of Louisiana TM Nurturing the Families of LouisianaTM, authored by Dr. Stephen Bavolek, is an intensive, 16-week program to help parents and children reduce dysfunction and to build healthy, positive relationships. The program is designed with five core concepts -developmental expectations of children, empathy in response to children, alternative ways to discipline, parent-child roles and implementing children’s power and independence. Nurturing the Families of LouisianaTM, conducted in 12 resource centers as well as seven correctional facilities throughout the state, is a collaborative effort with the Louisiana Department of Social Services to help ensure that parents around the state have every chance to be reunited with their children. In addition, we are able to support learning opportunities for college students at McNeese State University through service-learning placements with the program. For a complete list of supporters, please see page 16. At the end of the program in 2008-2009, there was a 10% increase in the number of families who reported that they understood or had appropriate expectations for child development. After learning about empathy during the program, there was a 12% increase in the number of parents reporting that they had a good understanding of their child’s needs. This year 338 fathers participated in the program at these established sites: Dixon Correctional Institute, Jackson; Allen Correctional Center, Kinder; Avoyelles Correctional Center, Cottonport; Stephen Hoyle Rehabilitation Center, Tallulah; Phelps Correctional Center, DeQuincy; Wade Correctional Institute, Homer; Bridge City Correctional Center for Youth, Bridge City Fatherhood class at Phelps Correctional Center, DeQuincy. 10 “The [parenting] workshop was extremely informative to all of our clients and the literature handed out was most appreciated and educational. The format that was used was highly motivating and fun. We would like to have the PCA Louisiana staff return to conduct additional workshops for other programs.” – Susan Freundlich, Volunteers of America; Alexandria ALEXANDRIA PCA LA 08-09 LAKE CHARLES PCA LA 08-09 11 “Kids Are Worth It!” Conference ® The “Kids Are Worth It!” ® Conference is the only primary prevention oriented conference in the state. The 23rd Annual Conference was held in Baton Rouge, March 4-6, 2009. Efforts of the conference were directed toward individuals who work with children desiring to learn the latest in child abuse and neglect prevention. “Turning Knowledge into Action” was the theme of the conference, and with over 40 workshops offering valuable information from all sides of the child abuse and neglect prevention spectrum, the 352 attendees left the conference equipped to turn their new found knowledge and insights into action. Keynote speakers included Dr. Robert Anda, Co-Principal Investigator for the Adverse Childhood Experiences (ACE) Study; James M. Hmurovich, President and CEO of Prevent Child Abuse America; and Phyllis Landrieu, past recipient of the Champions for Children award and child advocate. Champions for Children: The Champions for Children Award, presented each year during the conference, is the highest honor Prevent Child Abuse Louisiana bestows upon individuals or organizations that have made a difference in the lives of children. The annual award is given in four categories: Leadership, Corporate, Volunteer and Partnership. 2008-2009 Champions for Children Leadership Baton Rouge Area Foundation Corporate LUBA Workers’ Comp Volunteer Epsilon of Kappa Delta Partnership Sr. Rose Marie McDermott & Sr. Sharon Rambin, CHRISTUS Schumpert Health System 12 2008-2009 Champions for Children awardee, Kim Boneno/LUBA Workers’ Comp, with Anna Fogle, CEO/President of PCA Louisiana and Jayne Anderson, PCA Louisiana Immediate Past Chair. A 30-year-old female called KIDLINE feeling overwhelmed and stressed with having 3 children under the age of 3. She reported suffering from postpartum depression and told the counselor that she had reached her limit and didn’t know what she might do to the children. The KIDLINE counselor worked with the caller to find some time for her to relax and de-stress. The caller decided to seek counseling for her depression and to call KIDLINE again if the stress becomes too much for her. – Story of Anonymous KIDLINE caller; Monroe 14 MONROE SHREVEPORT PCA LA 08-09 PCA LA 08-09 13 Additional Programs & Services KIDLINE (1-800-CHILDREN) is an anonymous, toll-free, statewide telephone service. Monitored by trained volunteers and staff, KIDLINE offers crisis intervention, support, parenting information and referrals to community resources within the state of Louisiana. Recently, a group of LSU students succeeded in having Gov. Jindal proclaim April 13 as KIDLINE Day. KIDLINE received 418 calls from July 2008 to June 2009. Kidline is also the designated support and information line for the Safe Haven law, which allows a parent who wishes to give up an infant (unharmed and less that 30 days old) to leave the infant in the care of an employee of a designated emergency care facility. Since awareness efforts began in 2004, 10 babies have been successfully relinquished across the state. Nurturing Parenting Series is a series of short workshops to increase awareness about child abuse and neglect issues as well as parenting knowledge and skills. They are offered to parenting groups, corporations, neighborhood programs and churches. Your Baby’s First Year: Nurturing Your Developing Child Calendar is a new public awareness program designed to give all new parents in Louisiana important developmental and support information, nurturing tips and a place to record milestones. Internet Safety Trainings are offered to students, educators, concerned parents and citizens in an effort to inform the public of the need to protect their children from the dangers associated with use of the Internet 14 by sexual predators. Last year, PCA Louisiana offered 30 Internet Safety workshops with 2,537 total attendees. Of the students surveyed last year, 33% did not know about the dangers online before attending an Internet Safety training and 88% better understand how to keep themselves safe online after the workshop. Professional trainings are offered to the community to provide information on the prevention of child abuse and child development. Last year, we partnered with the Louisiana Parenting Education Network to provide best practices and evaluation trainings, and conducted several trainings on the latest on prevention research. In addition, we held 15 mandatory reporter trainings with 908 attendees who are required by law to report suspected abuse and neglect. Circle of ParentsTM enables parents and caregivers to meet weekly to discuss successes and challenges of parenting. Parents are able to find, share, support and build their own sense of competence and power by connecting with other parents who share common experiences. Advocacy efforts include the tracking of legislation that affects children and families, such as a ban on corporal punishment in schools, participation on state-wide and local coalitions and the development of partnerships with other like-minded organizations, such as the Louisiana Partnership for Children and Families.
