Introduction
On behalf of Whitsunday Regional Council, Knight Frank invites experienced, financially capable
development entities to enter into an agreement to develop 45 to 71 Waterson Way, Airlie
Beach, Queensland.
The property is being offered through a Development Lease for development to commercially viable uses that
benefit the Whitsunday Region.
The Whitsunday Regional Council recognises that a proactive approach to employment creation, economic
diversity and enhancing the Whitsunday experience for residents and visitors is necessary in building a better
region. Therefore, this parcel in the heart of Airlie Beach is offered for development as a step towards building a
better Whitsunday.
The property offers:
A central location adjacent to Airlie Beach Town Centre;
A Commercially zoned site; and

The Opportunity
The Whitsunday Regional Council is motivated to “build a better Whitsunday”. Consequently the Council is offering a
strategically located parcel of land in the heart of Airlie Beach for development that can demonstrate:
1.A sustainable increase in the number of full time equivalent employment positions in the Whitsunday region as a
consequence of development (minimum of 50 full time positions is preferred).
2.An enhancement in the profile of the Airlie Beach Town Centre and the economic diversity within its environ.
3.A beneficial association with adjoining properties that can bring forward new development of the wider precinct
between Shute Harbour Road and Waterson Way.
These three outcomes represent the Primary Objectives of this offer. The opportunity for tenderers to achieve these
objectives is being offered through a Development Lease.
The Whitsunday Regional Council recognises that in return for the completion of a development upon the property
achieving the outcomes, attractive payment terms and definitive development outcomes must be considered.
Desirable outcomes for future development include:
Mixed use development containing similar uses to the uses previously approved upon the property
A moderate expansion of the Mixed Use previously approved
A slight contraction of the use outcomes previously approved if the proposed use provides new industries/
enterprises for the region or a major new employment source
Not desired include:
General industrial uses
Service station or Fuel Depot
Residential uses without a complementary use mix (hospitality/retail/tourism)

Site Overview
Area
45-71 Waterson Way encompasses a total site area of 21,360 sqm* of Commercial zoned land and is situated
immediately adjacent to the Airlie Beach Town Centre.
Access and Services
The site currently offers entry points off Waterson Way, with the property offering a good building contour. Services
are constructed to the frontage of the site. The site requires minimal external works to be completed for most forms
of development for the property.
Topography
The natural topography is below the Waterson Way alignment allowing for sub basement development, with the
road alignment providing an identifiable ‘ground level’ for future development. Airlie Creek is adjacent the western
boundary offering an attractive vegetated.
Familiar/Aligned Surrounding Uses
The surrounding area contains a mix of Tourist accommodation, permanent residential accommodation, retail uses and
hospitality uses. The natural setting is a highly attractive mix of vegetated hills and creek frontages and a protected
coastal foreshore.

Location
Airlie Beach is within the Whitsunday Region on the Queensland central coast, approximately 1,125 kilometres
north of Brisbane and approximately 725 kilometres south of Cairns. Airlie Beach, together with the townships of
Cannonvale, Jubilee Pocket and Shute Harbour form the mainland link with the Whitsunday Islands Groups.
The region is serviced by domestic airports at Proserpine and on Hamilton Island and offers short term and
permanent residential dwellings and units, retail and commercial businesses, backpacker resorts and hotel
accommodation, licensed restaurants, taverns and entertainment complexes and marinas and passenger terminals.
Airlie Beach foreshore attractions include Airlie Lagoon, boardwalks and casual parklands, as well bushwalking and
mountain biking in the hills of the Conway Range National Park.
Whitsunday Marketing and Development is the region’s peak economic development and tourism marketing body.
Statistics to September 2013 presented by Whitsunday Marketing and Development indicate the Whitsunday region
hosted:
491,000 domestic overnight visitors;
180,000 international visitors;
374,000 day trip visitors.
A focussed effort by operators on the islands and the mainland has meant that the region now sustains a permanent
year round tourist industry.
Whitsunday Marketing and The Whitsunday Regional Council are focusing on a variety of economic pillars making use
of major existing infrastructure in the region including:
The Whitsunday Airport at Proserpine
The Port at Abbott Point
The Power Station at Collinsville
The Bruce Highway
The council is also advocating the development of the proposed Urannah Dam to benefit the rural
Whitsunday region and the mining industry in the Bowen Basin.

industries in the
General Development Considerations
Tenders submitted for this property will be evaluated with a heavy weighting towards a development meeting
the Primary Objectives. The submission of a Tender addressing (at a high/preliminary level) the following general
development considerations is preferred:
i)
a modern design for the intended built form in accordance with current standards, being cognisant of climatic
conditions, resident privacy and the lifestyle typically associated with Airlie Beach;
ii)safe and appropriate site access and mitigation of impacts of the development on the existing road network;
iii)adequate car parking arrangements;
iv) p rovision for stormwater drainage in accordance with applicable standards to mitigate flooding impacts and
achieve water quality objectives;
v)suitable landscaping which improves the environmental conditions of the Site and surrounds;
vi)acoustic treatment which is effective to mitigate amenity impacts (including visual amenity impacts);
vii) appropriate integration with existing natural features, including the adjoining Airlie Creek;
viii)connectivity with adjoining sites (pedestrian connectivity where these adjoining sites are not incorporated
directly with development of the property).
The property was previously approved (now lapsed) for a development permit for Multiple Dwelling Units and
Serviced Apartments (138 single bedroom units, 49 two bedroom units, 23 three bedroom units and ancillary facilities,
including meeting rooms, gym, health spa, kids club and car parking), Refreshment Premises and Shops. The lapsed
development approval allowed for a ground level and four upper levels in parts of the building, with the buildings
proposed at the higher sections of the property (southern boundary) allowing a ground level and three upper levels.
The Whitsunday Regional Council will also consider incentives for development that enable the objectives sought for
the property to be achieved.
