DEPARTMENT OF PUBLIC SAFETY MONTHLY REPORT NOVEMBER 2015 CEDAR FALLS POLICE Statistics Calls for Service Traffic Stops Arrests First Shift 348 97 17 Second Shift 475 91 16 Third Shift 288 87 32 FIRST SHIFT – Captain Craig Berte - Staff attended the funeral of Waterloo Police Officer Adam Liddell, assisted with the funeral escort and assisted Waterloo with calls during the funeral and interment. - There was a residential fire at 517 W 5th where shift officers assisted with traffic; and 1 PSO from shift geared up and assisted with duties as assigned. - A traffic stop on at University Avenue and Midway Drive led to the arrest of an adult female for Driving While License Revoked. - On November 7, an investigation led to the arrest of an adult female for Violation of a No Contact Order. There was also a 5 car accident with minor personal injuries at Highway 58 and Viking Road. - An ongoing investigation led to the arrest of a juvenile male for Fifth Degree Theft and a juvenile female for Operating a Motor Vehicle With Out Consent and Fifth Degree Theft. - A shift officer made an appearance in Federal Court in Cedar Rapids and secured a 4 count indictment for possession and receipt of child pornography after an extensive investigation. That subject was later arrested by US Marshall Service. - Officers responded to a call on November 23 and the subsequent investigation led to the arrest of an adult male for domestic assault. - Officers assisted the Fire Department with an investigation into a fire that occurred at 615 Iowa Street. A confession was obtained from an adult male who was charged with First Degree Arson and First Degree Criminal Mischief. SECOND SHIFT – Captain Jeff Harrenstein - During the month second shift officers responded to a significant number of traffic accidents. Many of these accidents occurred in the Highway 58 corridor, especially in the area of Viking Road. Weather and increased traffic volume during to the holidays likely played a part in many of these accidents. - A total of three subjects were arrested at Scheel’s and Walmart for shoplifting. - Officers responded to a family offense in the 1800 block of 18th Street. Officers were advised that a young child had been assaulted by a parent at the residence. The father was uncooperative and refused to allow officers to check on the welfare of the child. The father was subsequently arrested and fought with officers. The Department of Human Services was notified and has conducted follow-up. - It was reported the Metro Area Redemption Center was illegally charging a sorting fee for cans. Follow-up was conducted with the Iowa Department of Natural Resources, who advised this was an illegal practice. Officers determined the business was charging the fee and contact was made with management. Followup will be conducted by the Iowa Department of Natural Resources. - A female reported that she had been held against her will by an ex-boyfriend. Upon officer’s arrival, the suspect fled from the scene and was not located. Warrants were later obtained and the subject was charged with Interference and Violation of a No-Contact Order. - Officers responded to Chuck E Cheese on the report of a domestic abuse assault. The suspect had left the scene prior to officer’s arrival, but was seen driving from the area and stopped. A female subject was arrested for Serious Assault Domestic Abuse. - An accident at University Avenue and Cedar Heights Drive led to the arrest of one of the drivers for First Offense Operating While Intoxicated. - An erratic driver in the area of Highway 58 and Viking Road led to the arrest of the driver for Operating While Intoxicated. - Officers responded to a death in the 1000 block of Floral Court. Investigation showed that the resident died of natural causes. Second shift personnel organized and conducted a traffic enforcement event focusing on the Highway 58 corridor. Numerous traffic stops were made for various violations as well as one drug arrest. Officers also made an Operating While Intoxicated arrest that was unrelated to the traffic enforcement event. One female was arrested for Third Offense Public Intoxication after reports of a person lying in the parking lot, in the snow, of Cedar Heights Elementary. Officers located the female walking from the area, she became belligerent and appeared to be intoxicated. Officers assisted the Tri-County Drug Task Force with a search warrant at 4410 University Avenue. Officers assisted with entry into the apartment and subsequent drug investigation. The case remains ongoing. Second shift officers provided assistance for the annual Holiday Hoopla event. Officers assisted with traffic and crowd control. Officers responded to a weapons violation at 2016 Rainbow. It was reported that an intoxicated male had pointed a gun at his wife. Officers responding made contact with the wife and removed her from the house. Her husband was located inside and was found to have a loaded handgun on his person. The male subject was arrested for aggravated assault, domestic abuse. A large number of guns were subsequently removed from the house, including handguns and assault style long guns. THIRD SHIFT – Captain Jeff Sitzmann - Officers were called to a Cedar Fall motel to investigate a stolen vehicle. A few minutes later, that vehicle was reported driving recklessly on Rainbow Drive. Officers located the vehicle which was being driven by an intoxicated subject. It was determined that the owner of the vehicle had picked the subject up in Waterloo and brought her to Cedar Falls. They then went to a Cedar Falls motel. While the victim was in getting a room, the suspect took his truck. The subject was charged with OWI. - Officer noticed a disorderly subject in the 2000 block of College St. on November 7th. The subject was being escorted by friends, but was being belligerent and trying to start fights with people passing by. When an officer tried to make contact with that subject, he took off running. The officer was able to catch the subject and take him into custody. The subject was charged with Second Offense Public Intoxication, and Interference With Official Acts. - Two intoxicated individuals were arrested for Second Offense Public Intoxication after someone thought it looked like they were trying to break into cars. The two claimed they were trying to find a place to stay warm. - An intoxicated male had passed out in a vehicle that didn’t belong to him in the 400 block of Main Street. An altercation occurred when the owner and friends tried to wake him. The subject was arrested for Third Offense Public Intoxication and Trespassing. - On November 26 at approximately 5:44 am, Cedar Falls Fire and Rescue responded to a report of a vehicle fire at 615 W 7th Street in Cedar Falls. Emergency personnel arrived to find three (3) vehicles on fire. The fire spread to a nearby shed prior to the fire being extinguished. All three vehicles were completely burnt and considered a total loss. The fire was considered suspicious. During the course of the investigation, a suspect was developed and subsequently arrested. Nicholas Matthew Kollasch, 30, currently of 722 W 6th Street, Cedar Falls, was arrested and charged with Arson in the 1st Degree, a Class "B" Felony, and Criminal Mischief 1st Degree, a Class "C" Felony. INVESTIGATIVE UNIT – Captain Craig Berte - Investigators assisted patrol with an arson investigation in the 600 block of West 7th Street. An adult male was charged with First Degree Arson, Burglary and Criminal Mischief. - An investigator continues to do follow-up investigation to a reported robbery from October. - An investigator continued to do follow-up investigation with other local and federal law enforcement agencies in relation to significant retail store thefts from October in Iowa, Illinois, and Missouri. - Two investigators followed-up on four different sexual abuse and child sexual abuse cases that were reported in November. No arrests have been made at this time. - Several credit card fraud cases were investigated and closed without arrests after subpoenaed documents were received showing that the purchases were made at numerous locations across the United States. The School Resource Officer charged three juveniles with Disorderly Conduct and Possession of Tobacco Under Legal Age in three separate incidents at Cedar Falls High School and Holmes Junior High School. The School Resource Officer made over a dozen presentations at several schools over the topics of bullying, drivers education, drugs and internet safety. The SRO also assisted school staff with several home checks and truancy issues. Investigators represented the CFPD at meetings of the Sexual Assault Response Team, Child Protective Center, Area Investigators Meeting, and the Gang Task Force. PROPERTY/EVIDENCE PROCESSING - Latent Print Processing – 17 items - ATF Traces – 4 handguns - Evidence to DCI – 5 items - Cellphone Downloads – 5 phones downloaded - Evidence o Drug/Controlled Substances incinerated on November 23rd for 2007, 2008, and 2009 drug cases. o Evidence Entered – 162 o CDs Entered – 129 o Fingerprints Taken – 13 cards o DVDs Destroyed – 260 o Evidence Destroyed – 195 o Evidence to Long Term storage – 123 o DVDs for attorneys – 34 o DVDs for Defense - 6 TRAINING UNIT – Lieutenant Dennis O’Neill - Proxied two NCIC Recertification exams - Lieutenant Smith attended Officer Involved Shootings training in Marion. - Officers McNamara, Rea, Zolondek, Rea, and Froning attended the Iowa Division of the International Association for Identification in Cedar Falls . - Kathy Gill attended Uniform Crime Reporting training put on by the FBI in Johnston. - Captains Hayes and Harrenstein attended Active Shooter Scene Management in Cedar Rapids - In Service training for all 3 squads consisted of CQB (Close Quarter Battles) training and firing out and around vehicles. RESERVE UNIT – Lieutenant Martin Beckner - October training was held on November 10th. Officers Mercado and Krueger conducted close quarter combat training in and around vehicles at the Black Hawk County Sheriff’s Office Training Range. The training was a shortened version of the departmental in-service training provided to career officers. - On November 13th, a Reserve Officers assisted with GTSB enforcement. - On November 26th, a Reserve Officer was called in to assist with securing a fire/crime scene in the 600 block of Iowa Street. The fire scene was determined to have been an arson. - On November 26 & 27th, Reserve Officers assisted with Black Friday. Reserve Officers walked businesses during busy holiday shopping times, patrolled parking lots, and checked businesses that were closed for the holidays. - On November 27th, Reserve Officers assisted with Holiday Hoopla. - Reserve Officers Buck and Burg began their field training with Officers Ladage and Mason, respectively. - Reserve Officer Husidic successfully completed his NCIC testing. Section 8 Applications on File: 245 as of November 30, 2015. During the month of November 12 annual recertification appointments were completed. 5 interim change appointments were completed. We ported out 2 participants to Waterloo. This month we had 1 new admission to the HCV program. We ended participation for 1 participant who voluntarily quit the program. HOUSING QUALITY STANDARDS (HQS). In November, 6 inspections were conducted. 3 initial inspections for new admission and moving participants and 1 re-inspection for new admission. 2 complaint inspections were conducted. OTHER ACTIVITIES. Staff attended/participated in the following meetings/functions in: - Implemented new software for the HCV program. - Attended a PHA meeting in Charles City - HUD Midwest conference call
