Delivering the vision of education and enrichment.
We have watched the change of our environment and culture all around us school dropouts, crime, drug addiction, etc. We see more people with confused values,
family challenges, financial dilemmas and feelings of frustration despair and
hopelessness. To conquer the problems in our community, we have to do more than
reach out. We have to deliver.
Currently underway are 2 significant outreach initiatives we’re presenting for your
consideration: the Community Enrichment Center and the Career Technical Institute.
We’re providing an overview of our purpose, objectives and goals, which includes a
proposed budget to operate and maintain these projects.
Additionally, a brief synopsis of our ministry will give you an idea of some of the
things we are presently doing and a glimpse of my heart for people. Thank you for

History
On July 27, 1980, Pastor Robyn Gool founded Victory Christian Center of Charlotte, NC. The ministry officially
began in a warehouse building 11 miles outside of the city of Charlotte, NC with 64 persons in attendance that day.
The ministry has greatly increased since then. In December of 1988, they completed their 52,000 square foot,
multi-purpose facility and now serve a congregation of over 3000 each Sunday morning, plus nursery and church
services for children 5-8 years old.
From their Charlotte campus, Pastor Gool and his wife, Marilyn, work together as a team transforming lives on a daily
basis. The ministry now operates strategic programs and outreach services 7 days a week. From housing and financial
counseling, career counseling and seminars for job-related skills, to prayer team volunteers on-call with their crisis
hotline, VCC has something in motion 24 hours a day.
VCC owns property in several areas of the city with facilities to help people reach their God-given dreams and goals.
The Victory Christian Center School (VCCS) for K-3 to 12th grade classes, founded in 1989, has grown from 165 to
nearly 400 students and is still witnessing parallel growth in all areas. VCCS is accredited by The International Christian
Accrediting Association and the National Council for Private School Accreditation.
Extending the vision once again in 1991, VCC established the More Than Conquerors College, a post-secondary school
accredited by the International Christian Accrediting Association. MTCC is an active member of the Oral Roberts
University Educational Fellowship. It’s Christ-centered curriculum makes MTCC a great place for academic and
spiritual study with Bible, Ministry and Liberal Arts classes offered day and night. Both VCCS and MTCC schools
are equipped to handle international students.

Impacting The Community
VCC has a long history of successful citywide outreach programs for inner-city youth, senior citizens, the homeless and
those who are incarcerated that continue to impact the city of Charlotte, changing lives on a daily basis.
Super Saturday, an inner city youth program they started in 1989, brings youth from poor areas of the city to the VCC
facilities for classes and activities each week. Lunch is provided at no cost. The success of this program is a result of
Volunteer efforts to follow up with the participants to ensure success in various areas of life, including education.
In 1998, VCC opened its first satellite church, Church in the City, to get closer to the needs of the young and old of
Charlotte’s inner city. As a result, CITC has transformed a neighborhood that was once known for poverty and high
crime. Successful programs for area residents, including homework assistance and Summer Camp continue today.
Another outreach ministry of VCC, More Than Conquerors Ministries, reaches out to the community and the world
through numerous channels. VCC owns and operates radio stations in Charlotte, Salisbury, Wadesboro, and Gastonia.
The church also owns a community television station in Charlotte. The More Than Conquerors telecast is broadcast
locally 7 days a week. Along with the television and radio broadcasts, VCC reaches out through its very own publishing
company called Conquerors Publishing. It is responsible for publishing several dynamic books authored by Pastor and
Mrs. Gool.
Over the years, VCC has initiated many programs, designed to meet many different kinds of needs. Today, these
initiatives to successfully meet the growing needs of our community, have developed needs of their own.

Initiative A
Community Enrichment Center
Purpose
The Community Enrichment Center (CEC) will be a place of refuge, education, counseling and recreation in the heart
of our community. Through this facility, we will be able to provide resources for families in crisis, people in need and
those who require assistance in fulfilling positive goals. Additionally, we’ll provide a safe, positive environment for groups
and group activities, where individuals can encounter positive role models, feel more connected and be encouraged
to have a voice in decisions that affect their families and communities. The purpose of this initiative is to open doors,
literally and figuratively, that will enrich the lives of those in our community.
Objectives
Our programs will focus on specific, measurable results for children, youth, adults and families in our community.
Our current plans are designed to make an impact in the following four ways:
1. To enable children to be healthier and excel in school
2. To help more parents acquire good jobs that will enable them to provide adequately for their families and save
for the future
3. To allow residents to be more involved in community groups and activities (It’s our belief that this will cause
people in our community to feel safer and more connected, and as important, have a voice in decisions that
affect their families and communities.)
4. To provide a way to meet the needs of the people in our area that need it most, allowing them to overcome
challenges by helping them help themselves and each other.
Community Assessment
Below is a brief overview of the state of our community today. A more in depth study is available upon request.
• The quality of life index for Nations Ford, Archdale, and South Boulevard is “threatened”.
The economic and crime dimensions are “fragile”. The unemployment rate is listed as “high”.
• The percentage of persons receiving food stamps in this area is 11.3%, compared to 8.2% for the city as a whole.
• The percentage of births to adolescents is 7%, compared to a percentage of 5.5% citywide.
The youth opportunity index is “medium”.
• The violent crime rate is 2.4%. The juvenile arrest rate is 0.7%. The property crime rate is 1.4%.
• The needs of the community are so great that Crisis Assistance Ministry is considering putting a branch in this area.
• One of the community needs is a clean grocery store with high quality foods.
• In the larger 28217 zip code, which covers more area than is referred to above but is still within our reach,
18.0% percent of the population is Hispanic. Seventy-five percent of the population has at least a
high school education.

commercial building, which sits on 13.779 acres, was originally a Walmart facility. Being originally established for
large retail traffic makes it extremely adaptable for this initiative.

Career Technical Institute
Purpose
VCC’s Career Technical Institute (CTI) will be a place where people learn skills to improve their lives. The unique
programs will help them excel in their place of employment, and the environment will foster healthy
relationships with others who have the same positive goals.
Objectives
CTI will add to our continuing education program that currently exists in the More Than Conquerors College.
The CTI classes will be designed specifically to help the following persons:
1. Those whose career choices require special training and skills but may not demand they receive a
college degree that takes 4 or more years to complete
2. Those who cannot afford a college program but still want to acquire skills that will
enable them to obtain good jobs
3. Those who are looking for a change in employment for the purpose of job satisfaction
and/or better income

CTI Campus - Proposed uses for the properties
We plan to begin this arm of our college with the following courses and add additional ones as we grow and determine
the interests of our potential students.
School of Business
This program will offer a foundation to develop business knowledge and skills. The objectives will be to help students
prepare to participate in business management and leadership activities; provide instruction to help students develop
business skills and knowledge to pursue advancement within a career field; foster critical thinking, communication and
teamwork while reinforcing both the theoretical and applied principles of business management; and offer services that
can help facilitate the student’s successful completion of the program of study.
It combines the study of fundamentals of marketing, finance, communication, strategic management and the efficient
use of technology.
Cosmetology School
The objective of the Cosmetology School is to develop in the student the practical skills, theoretical knowledge, and
professional attitudes necessary for success in the profession. We will provide quality education and training that will
equip the student to pass the North Carolina State Board licensing examination and gain entry level employment in the
cosmetology industry.
Course will include technical instruction, which consists of various learning activities in a classroom situation and
practical operations, in which students develop and practice cosmetology skills under the supervision of licensed
instructors in actual working conditions.
Students will learn:
• professional work habits and attitudes necessary for employment in the cosmetology field
• skills and knowledge needed to obtain a license and employment in a salon or spa.
• how to recognize, analyze and solve problems in typical hair, skin and nail services.
• communication skills necessary to build and retain a client base.
School of Auto Mechanics
Our Auto Mechanic School will prepare students for an excellent paying career as an auto mechanic or Automotive
Service Technician. School courses cover the trades of the Auto Mechanic and Diesel Engine Mechanics. Students
will also learn, Automotive Engines & Repair and Performance, Power and Performance, Fuel & Ignition Systems,
Drivability & Emissions, Automotive Power trains, Brakes, Climate Control, Transmission, Auto Electronic
Fundamentals, Automotive Electronic Technology Systems, Advanced Diagnostic Systems, Automotive Under car,
Collision and Refinishing, Hot Rod & Custom Motorcycle Body Fabrication, Hot Rod & Custom Motorcycle Chassis
Fabrication Industry Management and Upholstery Technology and much more.
The Automotive Department will have classrooms for audio-visual demonstrations and lectures. The 8,000 square
foot automotive shop will be divided into lab stations and work bays with overhead doors. Computerized diagnostic
equipment will be used to train students in automotive technologies. Special tools, supplies and equipment will be
provided.

Computer School
This program is for individuals looking to improve computer skills or to advance a career in Information Technology or
Healthcare Information Management. Students can gain industry certifications, increase workplace competence and gain
a professional advantage through a variety of courses using today’s most popular office software applications. All classes
are hands-on, instructor-led, taught by experienced instructors ready to show the tips and tricks to get the most out of
these programs. The classes will be taught in a modern training environment, one computer per student.

School of Nursing
Practical Nursing Program
Our program, approved by the State Board of Nursing, will prepare students to sit for the licensing exam. They’ll learn
how to provide patient-side nursing care at the direction of physicians and/or registered nurses in a variety of healthcare
settings such as acute care, long-term care, home health care and other community healthcare agencies. In addition to
the realistic laboratory environment CTI provides, we will also offer hands-on working experience.
Practical nurses work in hospitals, clinics and nursing homes. Employment prospects are excellent and there are many
more opportunities emerging in a variety of diverse locations. More sophisticated procedures that once were performed
only in hospitals are now being done in physicians’ offices and clinics. That means employment of practical nurses is
projected to grow much faster than average as healthcare expands outside the traditional hospital setting.
Associate of Science in Nursing Program
The Associate of Science degree in Nursing prepares graduates to sit for the NCLEX-RN. Upon successful passing of the
examination, graduates will be qualified to work as entry-level registered nurses (RN) in a variety of health care settings
such as hospitals, nursing homes, home health, ambulatory care sites and other health settings. Students will be provided
the opportunity to develop skills through classroom instructions, practice labs and clinical experience.
Evening BSN Completion Program for RNs
This program is designed exclusively for registered nurses who want to increase their opportunities in the health care
field. CTI School of Nursing will offer nursing courses on alternate weekday evenings to accommodate their schedules.
The bachelor’s degree will equip nurses with a working knowledge of the biological, physical, social, behavioral, and
nursing sciences. The nursing program at CTI will also provide educational opportunities to increase their skills in
critical thinking, clinical investigation, and decision-making that prepares them to handle challenging new positions
in today’s health care field. The National League for Nursing accredits this nursing program, leading to a Bachelor of
Science degree with a major in nursing.
RN-to-BSN Program
The RN-to-BSN completion program is designed for registered nurses who want to earn a Bachelor of Science in
nursing degree. The registered nurse can complete degree requirements in four semesters of full-time study. Classes are
small and designed to meet individual needs. The program offers flexibility for the nurse seeking his/her level of expertise
within the confines of course objectives.
