A USER’S GUIDE TO COUNTY FINANCIAL STATEMENTS: The following definitions will help citizens understand the terminology that is used in the County’s Financial Statement. COUNTY GOVERNMENTAL FUND TYPES The General Fund is the general operating fund of the County. It is used to account for all financial resources except those required to be accounted for in another fund. The Special Revenue Funds are used to account for the proceeds of specific revenue sources (other than major capital projects or expendable trusts) that are legally restricted to expenditures for specific purposes. The Debt Service Fund is used to account for the accumulation of resources for, and the payment of principle, interest, and related costs of general obligation bonds. The Capital Projects Funds are used to account for financial resources to be used for the acquisition or construction of major capital facilities. COUNTY FIDUCIARY FUNDS The Trust and Agency Funds are used to account for assets held by the County as a trustee or agent for individuals, private organizations, other governments, or other funds. These include expendable trust and agency funds. Expendable trust funds are accounted for and reported similarly to governmental funds. Agency funds are custodial in nature (assets equal liabilities) and do not involve measurement of results of operations.
