City’s Dog Park Offers Opportunity
for Exercise, Socialization

City Debuts
New Website
We are pleased to announce that our
new Website is here! Visitors will immediately be greeted by bright colors
and an uncluttered homepage that’s
more attractive, easier to navigate and
lets residents customize their experience. The website cityofrsm.org underwent an extensive re-design process
by CivicPlus, a leading government
website provider. Citizens and their
local government will be able to communicate, report and interact through
computers or mobile devices in an
updated and user-friendly layout.
The website features responsive design
technology to increase the functionality of the Citizen Request Tracker®
(CRT), which is used extensively by residents. The website and CRT feature are
now accessible via any mobile device
allowing residents to report a need for
service or repairs in the City without
the need of a personal computer.
The vibrant and colorful redesign
improves site navigation, offering easy
access to the City information most
requested by residents and the public,
such as “How do I?,” “News,” “Community Connection,” “Ask the Mayor,”
and “Class Registration”. The site is also
integrated with the City’s social media
accounts, creating a social network
“springboard” to invite easy participation in the City’s online community.

park designed and maintained especially for dogs – one might assume
that off-leash parks are primarily
for the benefit of our four-legged friends,
but frequent dog park users know better.
Off-leash parks offer just as many benefits
to humans as they do to dogs; both to dog
owners as well as the broader community.
The City of Rancho Santa Margarita's Dog
Park is located at Canada Vista Park, approximately one mile from Oso Parkway.
The Dog Park is open to the public free of
charge seven days a week from dawn to
dusk. The park is unsupervised and hosts a
large dog area and a small dog area.
Established in 2005, the City Council recognized the need for a facility in our community to promote good canine physical
health and socialization, reduce nuisance
behaviors, and acknowledge the importance of our canine citizens.
A park devoted exclusively to dogs can
discourage inappropriate dog use in other
family-friendly parks, encourage people to
exercise and stimulate social interaction
with other people, and accommodate senior
citizens and the disabled, who cannot
always walk their dogs on leash.
Additionally, users of the City’s dog park
report that a strong network of people
committed to parks, community involvement, the environment, and the welfare
and safety of animals is present daily at the

Two play areas with wood chips over compacted soil
facility. The availability of an off-leash area
also encourages compliance with local leash
laws and reduces the number of dogs likely
to end up in shelters.
Some residents have shared ideas for improvements with the City Council to make
the Dog Park even more inviting and enjoyable. Your feedback is appreciated and will
help shape the future direction of the park.

Employee Spotlight
The City’s Employee Recognition Program was introduced last year to recognize outstanding service,
performance, professionalism and attitude. Employees
nominate colleagues who display these characteristics,
and an award recipient is recognized each quarter. An
“Employee of the Year” is then selected from the four
quarterly winners. We are proud to honor Lisa Greci
and Sofia Djordjevic, who tied for this inaugural employee recognition!

Planning and Preparation

Essential for El Nino
Conditions
W
ith a strong El Niño on track to
bring a wet winter, the City of Rancho Santa Margarita is working
proactively to prepare through collaborative
training and drill scenarios with the Orange
County Sheriff’s Department, Orange
County Fire Authority and contracted public
works entities.
City storm drains have been cleaned, development projects are regularly inspected, and
crews will be available to respond as needed
during rain events.
The National Weather Climate Prediction
Center is reporting a 95% chance that El
Niño is on track to make a significant impact through the winter. Forecasters predict
a steady rainy season from about January
through April. Current conditions and
predictions resemble the 1997-98 El Niño,
which had a devastating impact on Southern
California.
With heavy or ongoing rain comes the
potential for hazards like flooding, debris
flow and mudslides, power outages, downed
power lines and trees as well as roof collapses. However, there are steps you can
take today to reduce the personal risks and
impact on your property.
First, learn about the potential hazards that
face your property by typing in your address
at myhazards.caloes.ca.gov. Next, be sure to:
1. Inspect your property for any damage now and complete any needed repairs to the roof, rain gutters, etc.
2. Have your rain gutters cleaned and
cleared of any debris that will cause
them to clog when it rains.
3. Trim your trees and bushes. The lack of
water due to drought conditions has
caused vegetation to become more brittle
and susceptible to breakage from wind
and rain.
4. Stock up on sandbags now if you think
you’ll need them. Sandbags are available at OC Fire Authority Station 45 in
Rancho Santa Margarita.
5. Take pictures of your property before
El Niño hits and consider purchasing
flood insurance if you live in a flood prone area. It can take 30 days for flood
insurance to go into effect.
Finally, be prepared for the risks associated
with El Niño:
1. Prepare for power outages. Have
flashlights, extra batteries, and a battery and/or crank-powered radio in your
disaster kit.
2. Have enough water for at least 3 days
for each person and pet in your house hold: 1 gallon per person/pet per day for
drinking.
3. Have enough non-perishable food for at
least 3 days.
4. Know what to do in a flood. According
to the National Weather Service, 6
inches of fast-moving flood water can
knock over an adult. Twelve inches of
rushing water can carry away a small
car, and two feet of rusing water can carry
away most vehicles. It is NEVER safe to
drive or walk into flood waters.

Local Veterans Honored by City Council
Several area veterans gathered in the council chambers at the Rancho Santa Margarita Civic Plaza on
Thursday, November 12, as the Rancho Santa Margarita City Council honored them for Veterans Day.
The Veterans, whose service spanned decades, were
announced in a roll call in a standing room only ceremony. Sonar Man 2nd Class Robert Mulvey began
his service in 1943; Purple Heart recipient Frans
Vandenbroek, Army, was stationed in South Vietnam
from 1967 to 1969. JoAnn Hesson, USMC and Lidia
“Marty” Contreras, Army, shared anecdotes about
their experiences as women in the armed forces.
Also present at the roll call were Jim Clements, US
Navy, George Fyhrie, Coast Guard, Michael Mauer, Air
Force, James Styles, Marines, Mitch Wang, Marines,
and Chris Watts, Navy. For more information, or to

Crime Prevention
Protecting Yourself from Scams
Charity Scams
■
When a disaster strikes, the scam artists will not be too far behind.
Playing off of our desire to help others in need, scammers will call
representing bogus charities asking for donations. Unfortunately
the money you give may not actually reach those in need.
■
If you are donating money to a charity; donate to a charity you
know and trust. Check out the charity with the Better Business
Bureau. Never send cash. Don’t give out financial information
unless you know the charity is reputable.
■

IRS and Tax Scams
■

■
Scammers will call you and claim to be with the IRS. They will give
you a fake name and IRS badge number. The caller may even be
able to provide some of your personal information. They will claim
you are entitled to a large refund or you owe money immediately.
They may even threaten that law enforcement will be at your
house within the hour if you do not agree to pay.
The IRS will always send notification in writing of any taxes due. They
will never request payment information, such as credit card, debit
card, or pre-paid card numbers over the telephone or via email.
Per the IRS, if you think you may owe taxes, call 1-800-829-1040
and an IRS employee can help you.
Utilities and Services Scams
■
You receive a phone call from someone stating they are with the
power company. They claim you are behind on your bill. You must
pay immediately or they will shut off your power. They then ask
you to go to the store and purchase a prepaid credit card. They
will call back later to obtain the number. Instead of demanding a
prepaid card, they may also ask for personal information and credit
card numbers.
■
Be skeptical of those calling and demanding immediate payment
without being able to provide you with information only the utility
company would know, your account number for example. To avoid
being a victim; call the utility company and verify. Use official
company sites to pay your bill on-line.
Warrants and Fines Scams
■
In a warrant or fine scam, the scammer will call up and claim to be
with local law enforcement. They will demand immediate payment
for traffic tickets or for an existing warrant in lieu of being arrested.
The person will be directed to purchase a pre-paid credit card. The
scammer will then call back to get the payment information.
■
To avoid being a victim, hang up immediately and contact law
enforcement. A legitimate law enforcement agency would not call
and demand money to avoid arrest or for any other circumstances.
Tech Support Scams
■
Scam artists will call you and try to break into your computer.
The caller will state they are with a well-known company like
Microsoft, claiming they have detected viruses or other malware
on your computer. They ask you to give them remote access to
your computer, or request sensitive information, like passwords.
Once access is obtained they will download malicious software to
your computer that steals sensitive data, like your financial data
and other personal information. They may also ask for credit card
information to bill you for the phony services.
■
Microsoft and other companies will not call you to charge you for
computer security or software fixes. To avoid being a victim, hang
up and call the company yourself. Never reveal your passwords, pin
numbers, or other sensitive information over the phone.

Rancho Santa Margarita Honors Volunteers, Businesses
for their Contributions to the Community
Vanessa Scarbo-Gaudette and Terry Corwin were named Volunteers of the Year in recognition of the City’s 15th Anniversary. The
awardees received certificates of recognition on behalf of the City Council.
Volunteer of the Year
Vanessa Scarbo-Gaudette
Vanessa Scarbo-Gaudette was honored for her efforts on behalf of The Bell Tower Foundation. Founded in 2001, the notfor-profit organization partners with local groups to further local philanthropic causes through the distribution of donations
and by matching volunteers with organizations whose mission is to support the needy, the unemployed, the underserved, and
the next generation in our community. Now serving her second term as the Foundation’s president, she was instrumental in
launching the Fellowship in Business Fresh Produce Food Pantry that serves upwards of 200 local families per month. ScarboGaudette’s other accomplishments include management of senior home repair projects, administration of the ZeroTrash program, and coordination of the popular Breakfast with Santa event. Her interest in issues affecting young people inspired her to
organize a drug and alcohol panel discussion forum for parents and youth to attend together. Scarbo-Gaudette also regularly
donates to and helps gather volunteers for the Marines through Team 2/5 RSM. belltowerfoundation.org
Volunteer of the Year
Terry Corwin
Terry Corwin founded Lion’s Heart in 2004. A national non-profit 501(c)3, Lion’s Heart organizes groups of teens by
gender, grade, and location, and assigns one parent to be the Class Coordinator. Each group elects their officers, leads
their meetings and decides how to serve the community. Members complete at least 30 hours of community service
each year, select the philanthropies they serve with no fundraising and minimal parental involvement. Under Corwin’s
leadership, Lion’s Heart has served area organizations including Rotary del Sol, The Bell Tower Foundation, the Bridge
Church food pantry, local schools, and at several community events. There are over 4,600 active and graduated Lion’s
Heart members across ten states, with 1,195 active members in the Rancho Santa Margarita, Trabuco Canyon, and
Ladera Ranch chapters. lionsheartservice.org

Selma’s Chicago Pizzeria & Taproom
Also honored as 2015’s Business of the Year was Selma’s Chicago Pizzeria & Taproom. Located in Rancho Santa Margarita for
14 years, Selma’s is owned by Eric Miller and Mike Phillips, who generously donate their time and resources to the community.
Selma’s sponsors many local schools and sports teams, offer educational field trips, give to the Wounded Warriors and support
Military Appreciation week while serving fine food, employing friendly and knowledgeable staff, and providing excellent customer service. Miller and Phillips are caring, involved owners who consistently demonstrate exceptional character, teamwork,

Special Recognition
Rita Palma
A special recognition was given to Rita Palma, who owned and operated Romano’s Tailor and Clothier in Rancho
Santa Margarita for her outstanding dedication and hard work during her 26 years of business within the City. Romano’s Tailor and Clothier provided customers personalized service in a boutique setting offering bridal gowns, special
occasion, and one-of-a- kind dresses, men’s suits, and the finest selection of name brand formal wear in south Orange
County. Romano Palma studied the art of elegant tailoring and brought an old-world sense of pride into the fine details
of his work. Romano and Rita, originally from Abruzzo, Italy, started their business in 1990 and were partners in business
and marriage, and were loved and respected by their customers and the community throughout the years. Mrs. Palma
closed the store last year following the passing of her beloved husband. Carolina Tercero, a longtime patron, described
the closing of the shop as “a true loss to the community.” Tercero accepted the recognition on behalf of Rita Palma, and
City Council members thanked the Palma family for their years of service to Rancho Santa Margarita.

Neuter Clinics on one Friday per month here in Rancho Santa Margarita. Procedures will be performed in their mobile surgical center, which will be conveniently
located in the parking lot of the Bell Tower Community Center. Appointments
