contains specific information, rules, and guidelines that are extremely
important to me and that I must read and complete this form to acknowledge

THE SUPERINTENDENT
The Superintendent is the Chief Administrator of the Lafayette Parish School System, the secretarytreasurer and educational adviser to the School Board. He shall be required to devote his entire time to
the Office of the Superintendent.
DISTRICT’S SIZE AND GROWTH
The Lafayette Parish School System currently has 30,000 plus students divided among 42 school sites
throughout Lafayette parish. We employ approximately 2,600 teachers during the school year. Our
system always has a need for substitute teachers!

QUALIFICATIONS
The Lafayette Parish School System encourages all members of the community with a love and
understanding of education to apply to become a substitute teacher. Based on the position, you may
have to be certified through the Louisiana Department of Education.
Applicants with foreign degrees or certifications must have them evaluated by the district. All substitute
paraprofessionals must complete the paraprofessional application and meet the requirements listed on
the cover page.
All substitute teachers are required to have an active and valid email address. If you currently do not
have an email address, you can sign up for one with a free email service, such as Gmail by Google or
Yahoo Mail. This address must be setup and in active use before you attend the substitute training. If
you do not have an email address by the date of the training you will not be able to take the substitute
assessment.
EMPLOYMENT
Employment of a substitute occurs on an as-needed basis for the Lafayette Parish School System.
Individuals desiring employment as a substitute teacher in the Lafayette Parish School System are
required to complete a substitute application in the Human Resources Department. Along with the
application, a copy of the applicant’s driver’s license and social security card, proof of highest level of
education achieved, employment eligibility verification form, and state and federal income tax
withholding forms will also be collected. The applicant will also make themselves available for
fingerprinting that will result in the Lafayette Parish School System obtaining a complete state and
federal background check according to LA R.S. 15:587.1. Applicants must also attend a Substitute
Teacher training, at the end of which a Substitute Assessment will be given to obtain the applicants
knowledge and readiness of the tasks when employed as a substitute.
In order to remain active as a substitute within the Lafayette Parish School System, all substitutes are
expected to work at least once in a six (6) month period. Substitutes that do not remain active will have
their official substitute file destroyed, thus will have to reapply and attend a new substitute teacher
training.
SUBSTITUTE TEACHER TRAINING AND ASSESSMENT
All applicants for substitute teaching must attend a substitute teacher training and complete a sub
assessment at the end of that teacher training. In order to pass the sub assessment an applicant must
score at least a 75%. The substitute assessment is comprised of 25 questions that are taken from the
content in this booklet. The content on these pages is also covered during the substitute teacher
training. Anyone discovered to have cheated will be asked to leave and will not be able to apply to be a
substitute until the following school year.

RETIRED EMPLOYEES
Retired teachers, as defined by the LA R.S. 11:710(A), can substitute as a PreK-12 classroom teacher only
and have no earnings limitation.
Teachers who retired on or after July 1, 2010 and have fulfilled the one (1) year waiting period
requirement, may substitute as a PreK-12 classroom teacher without having their benefits suspended.
However, you will have a 25% earnings limitation. The earnings limit is implemented as follows:
a. The earnings limit restricts any earnings from such a position in a fiscal year to no more than
25% of the retiree’s annual retirement benefit.
b. If earnings exceed 25% of the retirement benefit, the retiree’s benefit will be reduced by the
excess amount.
c. If a retiree returns to active service in more than one position that is subject to the 25%
earnings limit in any fiscal year, the limit applies to the total earnings for all such positions in
the fiscal year.
DRESS CODE
All employees are required to dress in a manner that reflects a professional appearance while
appropriate for the position for the employee’s specific job assignment. Questions should be referred to
the campus administrator. See Policy File: GAMA on page 59.
RESPONSIBILITY OF SUBSTITUTES
All substitute assignments are made through the Employee Absence Reporting and Substitute System
(EARSS). If an EARSS administrator or teacher requests a specific substitute, every effort will be made to
contact that substitute. However, the assignment is not official until confirmed by EARSS and a job
number has been issued to the substitute. Substitutes should call into EARSS and review their jobs to be
sure assignments have been entered in the system.
Substitute assignments are assigned on an as-needed basis as directed by the district. Short term
assignments are requested by the individual schools through EARSS. We ask that you keep an open mind
and dismiss any rumors you may have heard about a particular school. In addition, we hope that you
approach each situation with an open mind and a positive attitude.
SCHOOL ADMINISTRATOR’S DISCRETION
School Administrators have the discretion to move any substitute to a position that he/she feels has a
greater need that will result in a higher success in learning for the students. Failure to follow a school
administrators’ directive is considered insubordination and can result in one of the following: 1.)
Removal from school site by escort, 2.) Removal from schools’ substitute pool, and/or 3.) Removal from
district’s substitute pool.

PROHIBITED ITEMS ON SCHOOL PROPERTY
Smoking or using tobacco products on district premises, in district vehicles or at school-related activities
is prohibited. Possession or use of illegal drugs, alcoholic beverages, and/or dangerous weapons is
prohibited. For more information, see Policy Files: GBRAB & GCRJ on pages 61 & 67.
TECHNOLOGY USAGE
Generally, substitutes do not have access to the district’s technology, with the exception of some longterm positions. When using the district’s technology, substitutes are required to comply with the
district’s Electronic Resources Policy. For more information, see Policy File: GAM on pages 53.
PREFERRED LIST
When a substitute performs exceptionally well at a school, the school administrator may place them on
the “Preferred List” for that school. The preferred list allows the substitutes on the list to be called for
open jobs before the random callout.
DO NOT USE LIST
When a school administrator requests that a substitute no longer substitute at his/her school, he/she
will add the substitute to the “Do Not Use List.” This will prevent the substitute from receiving calls for
available jobs from these schools. If HR receives three “Do Not Use” requests on a substitute, they are
removed from the substitute system for the remainder of the school year. If the substitute is removed
from the system for two consecutive years, due to “Do Not Use” requests, they will not be permitted to
work as a substitute in the Lafayette Parish School System (pg. 47).
REMOVAL FROM THE SUBSTITUTE SYSTEM
Failure to comply with district policies, the guidelines established in the substitute handbook, and/or the
expectations of the school administrator may result in adverse employment action against the
substitute including, but not limited to, termination and/or removal from the district’s substitute
system.
Other actions that may result in removal from the substitute system are:

Three “Do Not Use” forms submitted by a principal/campus administrator, as stated above.

Any single incident determined by the district to be inappropriate in carrying out the substitute’s
responsibilities

Multiple cancellations by the substitute on the day of the assigned jobs.

Working less than one (1) day per six (6) month during the school year, excluding June and July.
A substitute can also request to have themselves voluntarily removed from the substitute system by
completing a voluntary removal from the substitute system form (pg. 49).

PAYROLL SCHEDULE
Payroll checks for substitutes are printed and mailed on the 12th day of the month for days worked
during the previous month. Checks are mailed to the mailing address listed on the application. If you
have a change in address, please complete a Change of Information Form (pg. 41) and return it to the
Human Resources Department as soon as possible. It is advised that you maintain a work record (pg. 43)
of the dates you worked in case of discrepancies. Deductions taken out of your check include Federal
and State income taxes and Social Security. To change these deductions, you may pick up the W-4
(Federal) and/or L-4 (State) form from the Human Resources Department.

INCLEMENT WEATHER
As soon as a decision to close schools has been made by the Superintendent of Schools, staff uses a
variety of means to relay the information to the general public. The most expedient means of
communication is by listening to the local TV or radio stations. School closing information is immediately
reported to each of the stations listed below. The information is then conveyed to the public according
to each station’s individual time lines and means of communicating.

GENERAL INFORMATION
Professional behavior is expected. Caution should be used in expressing personal opinions. Under no
circumstances should the substitute criticize a regular teacher or encourage students to do criticism of
students. Comparison of populations or neighborhoods should be avoided. Complaints or comments
should be directed to the principal.
The substitute teacher is expected to be on duty the entire day (same hours as regular teachers). Leave
campus during the day only with permission from the principal. Keep phone calls to a minimum. Check
(or sign out) with the principal at the end of the day and find out if services are needed for the next day.
Money should not be collected from students unless the substitute is instructed to do so and told
where/how to deposit the money by the end of the day.
The substitute should follow the regular lesson plans of the teacher unless otherwise instructed. Any
deviation from these plans should be described to the regular teacher. Leave brief notes about class
behavior, helpful and disruptive students, and significant information about the lesson.
All duties of the regular teacher are expected to be performed by the substitute. These might include
playground, lunchroom, hallway, or parking lot/bus duties. Leave parent conferences to the regular
teacher.
The substitute should not assign written work and leave it to be graded, except at the regular teacher’s
request. Any extra work assigned should be graded and left to be examined by the teacher. No grades
should be recorded in the grade book except as instructed in a long-term assignment.
Dress and grooming should meet professional standards while being comfortable and suitable for the
day’s assignment. Substitutes, like all district personnel, should model appropriate dress and grooming.
Availability is important! Administrators appreciate dependable substitutes – not those who come only
at their own convenience. If you wish to limit yourself to certain grade levels or campuses, do so when
you complete your application.

are stated on the automated call out system when the position is offered and accepted. Below are the

SUBSTITUTE PROCEDURES















Sign in at the front office and record the job number you received from the substitute system.
Arrive on time to get organized and prepared for class. (If you accepted a job after it has started,
call the school and let them know you will be there in a reasonable amount of time [e.g. 30 – 40
minutes from the time you call the school.)
Always meet with other teachers whenever possible. Usually they will provide pertinent
information or offer assistance to you during the day. They can discuss with you any extra
responsibilities such as lunch, playground, etc.
Review lesson plans and the daily schedule of activities. If lesson plans are not available, notify a
school administrator or neighboring teacher (if the school administrator is not available).
Greet the students as they enter the room.
Introduce yourself and explain that the teacher is absent. You are not at liberty to discuss the
reason for the teacher’s absence.
Check the roll and handle other routine matters (lunch count, before and after school duties,
etc.)
Begin lesson plans as quickly as possible.
Move among students while they are working. Let them understand that they are expected to
finish their work. For filler activities, see page 25.
Help students check their own work if possible.
Use free time to check some of the work (e.g. math or spelling tests). Simply check answers right
or wrong.
Leave collected papers on the teacher’s desk. Attach a note if some are missing and include an
explanation regarding why the papers are missing.
Indicate which lesson plans have been completed. Make a note of plans that have not been
completed.
Make a note of anything unusual that may have happened.
Be sure the classroom is left in the same condition as was found at the beginning of the day.

STUDENT ILLNESS OR ACCIDENTS
If a child becomes ill while at school or has an accident, the child should be sent to the nurse/campus
administrator’s office. In the case of a serious illness, accident or injury, do not move the student/ send
for the school nurse or administrator immediately.
If the substitute is involved in an accident on campus, report it to the office manager immediately.
Under no circumstances should a substitute teacher administer medicine to a student.
FIRE AND EMERGENCY DRILLS
The substitute teacher should be familiar with emergency drill procedures (see fire drill and other
emergency routes posted in the classroom).
EXTRA DUTIES
The substitute will be expected to fulfill all extra duties that have been assigned to the regular classroom
teacher. These duties may include bus duty, lunch and hall duty, or other special assignments.
CONFERENCE/PLANNING PERIOD
Usually, the substitute will follow the daily schedule of a teacher, which includes a conference or
planning period. A substitute may be asked to cover/perform other duties and responsibilities as needed
by the principal during the day. Substitutes are required to assist in any capacity asked during the
assignment, which may include working in another room during the conference or planning period.
THE SUBSTITUTE MAY NOT LEAVE CAMPUS EARLY IF THE LAST PERIOD OF THE DAY IS THE
CONFERENCE/PLANNING PERIOD UNLESS THEY HAVE THE APPROVAL OF THE PRINCIPAL!
HOW DO I SUBSTITUTE TEACH?
How to have a pleasant, productive day and be asked to return:







Use the Work Record on page 43 or make a daily calendar to keep track of your assignments.
Secure a regular folder in which to store your calendar and other forms.
Design an index card with your name and phone number to leave in each classroom.
Create a substitute teacher “supplies bag” with markers, chalk, a whistle, scissors, tissues,
alternate lessons, etc.
Organize several emergency lesson plans and activities for various grade levels.
Prepare directions to schools ahead of time, so that you can leave promptly in the morning
when you’re called. You want to arrive early.
When you arrive at the school, check the teacher’s mailbox for the attendance folder and
announcements. Collect from the office anything the teacher has left for you.

As closely as possible, follow instructions from the classroom teacher.
Announce your discipline plan to the students at the start of the class period.
Keep a list of any helpful students and one of disruptive students, as well as any changes you
made throughout the day. (pg. 45)
Write a detailed note to the teacher at the end of the day and leave the index card with your
personal data.
Clean up the room thoroughly, straightening desks and generally leaving the room better than
you found it.
Say goodbye to the secretary and, if you enjoyed your day, tell her so and that you would like to
return soon.
THE PROFESSIONAL SUBSTITUTE
Recognize the importance of your job. As a professional, substitute teachers are not
“babysitters” who waste learning time when the teacher is absent.
The substitute teacher is in charge of the classroom in the absence of the regular teacher. The
substitute teacher is responsible for delivery of the instructional program to the class and for
the care, welfare, safety and security of students in the classroom.
A substitute teacher must work closely with the paraprofessional staff in the class and or other
teachers to maintain the continuity and routine of the regular classroom program. These staff
members are an invaluable resource who will assist and support you throughout your stay.
The substitute teacher is responsible for ensuring that established rules, procedures, and all
assigned responsibilities are performed in an effective and professional manner.
BECOMING AN EFFECTIVE SUBSTITUTE TEACHER









Be flexible. As a substitute teacher, you must be willing to teach any class when called.
Report to the school principal or to the principal’s designee when you first arrive at the school. If
you do not know where to report, assume that you will report to the main office secretary first.
He/She will guide you to the correct person.
Become familiar with the routine of the school, including policies, rules and the curriculum.
Follow the teacher’s lesson plans as closely as possible. Students do not have a day to waste.
Because you are not expected to plan lessons during the regular teacher’s planning period, you
may be asked to do other duties during this time. Be prepared to assist in the school office,
cover the class of another teacher who is absent, and monitor student common areas such as
playgrounds or lunchrooms.
Seek guidance from a school administrator in any unusual situation.
Organize all papers completed during the day and leave them in a conspicuous place.
Return all supplies and equipment to storage areas.
Leave a note for the regular teacher regarding the activities of the day. While you will need to
list what was accomplished in the learning and who gave you problems, be sure to also note
good things that happened during the day, helpful students, classes who were well-behaved,
etc. Report any major disciplinary problems to the appropriate administration.

After the children have been dismissed, remain in the building until all responsibilities have been
completed.
USING YOUR VOICE EFFECTIVELY
It has been said that the first ten words out of the teacher’s mouth sets the tone for the entire class for
that day. Develop your “teacher voice” so that students perceive confidence, authority, and knowledge.
In addition, your voice, your words, and your demeanor should let students know that you are friendly
but firm. Before you begin substituting, you may want to practice with a recorder to hear yourself and
listen to other teachers as they interact with students.

CLASSROOM MANAGEMENT AND ORGANIZATION
Addressed here are some key principles of successful classroom management and some specific tips to
help in making tough decisions that substitutes face daily. With experience you will devise strategies of
your own for gaining students cooperation and attention.
















Check in early and determine if there are any special instructions, “special needs” students, or
special events for the day.
By arriving early, you will have time to review the teacher’s lesson plans and to possibly meet
the teacher next door whom you may have to call on for assistance.
As you review the lesson plans, make sure the materials are available. If they are not, ask the
department chairman (secondary) or grade chair (elementary) – or the teacher next door.
If the plans are not clear, get paper and other materials ready. You may be in your “bag of
tricks.”
When the bell rings, be standing by the door or in the front of the room to greet the students.
You are in charge.
Look ready for the day to start, because it has!
The students will probably find their seats and wait for you to begin. Oftentimes, it is more
similar to chaos (organized). It’s time to get their attention and introduce yourself.
FIRST – don’t begin speaking until you have everybody’s attention. Introduce yourself as their
teacher for the day. Establish your credibility as a teacher.
Discuss your plan and procedures for the class and stick to them. Firmness and consistency are
the key.
Calling students by name helps them pay attention to your directions. If this is a difficult task for
you, make a seating chart if one is not available.
It is important to continually reinforce behavior standards in class. Many teachers will have
classroom rules posted. If not have your own ready. List them on chart paper or the chalkboard.
Do not respond to students who speak without raising their hand. It is very important to
reinforce those students who do raise their hands, by giving them positive and specific praise.
Generally reinforce behavior you want and do not condone behaviors that are inappropriate.
The teacher expects to have an activity completed. Do not let the students talk you out of it.
Your effectiveness as a substitute is largely based on how well you run the class according to the
teacher’s instructions.
The lessons that you bring with you are to be used when the assigned work is either completed
or in the event that the plans are not available.
Use the classroom management information sheet on page 45 to keep a record of student
behavior throughout the day.
Prevention is 80% of your success for each class. Be confident, firm, assertive, and positive, and accept
only appropriate behavior.

BEHAVIOR MANAGEMENT TIPS












Expect good behavior.
Be a role model for your students.
Your success in the management of behavior frequently is related to how you say something as
well as what you say.
Feedback is a very effective way to help a student change his/her behavior; feedback about
incorrect behavior often eliminates the problem.
Consistent teacher discipline provides for a predictable environment which is directly linked to a
feeling of security. A feeling of security allows a student to center energy on a task.
Research shows that many teachers consistently lost 1/3 of the instruction hour to behavior
linked to a feeling of security. A feeling of security allows a student to center energy on a task.
It is much more sensible to prevent problems (know your discipline plan and procedures) than
to cope with them after they have become intolerable.
Behaviors that are disturbing to the class or which might result in harm to the child or to others
must be effectively suppressed.
Children who are punished without an appropriate warning can become insecure and often
belligerent and hostile.
After a consequence has been administered, it is very important for the teacher to look for
some behavior in the child that can be praised or given a word of encouragement. This focuses
the consequence on the deed and not the doer.
Develop more than one consequence for any rule violation. Remember to be fair. It is
appropriate to issue a different consequence to meet different student needs. Make sure that
concept is explained to your students to start the school day.
Take time to talk with a student who has not complied with the campus rules or classroom rules.
Explain what he/she has done and what he/she can do to improve his behavior. Have the
student acknowledge the inappropriate behavior and accept ownership.
DISCIPLINE










Become familiar with basic district discipline policy.
Never leave your classroom unattended.
Start the day (class) promptly, firmly, and concisely. Be pleasant. Appear confident. Let the
students know that “anything doesn’t go.” The substitute’s first words and actions go a long way
to set the day’s discipline. You must command respect with your actions. Have a plan for them;
otherwise, they will have a plan for you.
Be firm, but low-key when handling disruptions. Plan not to lose your temper (lose your temper
= lose control).
Don’t take student verbal “attacks” personally; you are not usually the real target.
Allow a student to “save face” by offering options rather than issuing ultimatums when possible.
Make consequences clear, but “never” threaten or physically handle a student (unless your
safety or the safety of others is in jeopardy).
Deal with the individual rather than the group when discipline is necessary.
If you must send a student to the office, send a note which describes the problem and your
attempts to solve it.
Whenever possible, give each student a “clean slate” every day.

GENERAL INFORMATION
The Employee Absence Reporting and Substitute System (EARSS) is an automated system that tracks and
records employee absences and calls substitutes to fill employee’s absences. This automated records
system is used to better monitor employee absences, eliminate paper timesheets, and eliminate
emergency over-night phone calls to/from school administrators and secretaries. This automated
system is available 24 hours a day, 7 days a week, and 365 days a year. Substitutes have the ability to
search for jobs at various schools up to 75 days prior to the regular employee’s absence.
When a particular school requests a specific substitute, the system will attempt to call and assign the
substitute up until 6:00pm on the day before the absence. After that time, if the substitute is not able to
be contacted, the system will then begin to call other substitutes who listed that location in their profile.
The system calls out for same day assignments beginning at 5:30am and continues until 50% of the job is
complete. For future day assignments, the system calls out Monday – Friday 4:30pm – 9:30pm and
Saturday and Sunday 12:00pm – 9:30pm.
When called by the EARSS system, each substitute will be given the name of the school, starting/ending
time of the school, the assignment to be covered, the date(s) of the assignment, and the name of the
employee absent. If a voice/text message is available, a notification will also be given. Substitutes are
allowed to accept two half-day assignments. However, if a substitute does accept two half-day
assignments that will require you to be late to the school in the afternoon, it is required that you contact
the school as soon as possible to ensure they are aware of the situation.

SUBSTITUTING
What do I do if I show up for a job assignment and someone else is there with the same job number?
This is possible. Only one job number is assigned to a substitute. It will be at the discretion of the school
administrator on who receives the position.
I accepted a job, but when I got to the school I was told it was cancelled. What should I do?
Don’t leave the school. Have the office call the substitute help desk at (337) 521-7063. The EARSS
Operator may be able to assist in finding you another job if one is available.
How do I stop the system from calling me if I am doing a long-term assignment?
The school or teacher must create an absence in EARSS SmartFind Express for the proposed duration of
the assignment and provide you with a job number. This will prevent calls for that time period.
What does “prearranged” mean?
A verbal agreement made between you and the principal or the teacher (that has been approved by the
principal) that you will substitute on a particular day. You must receive a job number from the school
before reporting.
I misplaced my user name and password. How can I get it again?
Contact the EARSS Operator at 337-521-7063 between the hours of 6:30 a.m. – 3:30 p.m. We will gladly
assist you.
How do I add locations and classifications to my profile?

How often do I have to work to remain active in EARSS?
Currently, you must work at least one (1) day in a six (6) month period.
Can we leave the school premises during our lunch time?
This is at the discretion of the individual school.
Are substitutes allowed to sub in their child’s school or class?
This is at the discretion of the individual school.
I am subbing at a school for one day, and the teacher has a planning period. What should I do during
this time?
When arriving for an assignment, speak to the head of that department or the front office for an
assignment to do during that time frame. They may assign hall duty, bus duty, working in the front
office, etc. If this period is at the end of the day, you must stay until school lets out. This does not mean
you can leave early!
Do I have to register every time I call in?
No. You only have to register once.

What happens if the Substitute System calls me and gets my answering machine?
Your answering machine will record some portion of the Substitute system’s greeting and narration
asking for your PIN - Personal Identification Number. The Substitute system will realize that the phone
was answered, but will not leave any information regarding the job.
What if someone in my family answers the phone and it's the Substitute system calling?
If you are not home, you can teach family members how to accept jobs for you. If you choose to do this,
please make sure they realize how important it is to tell you about the job after they accept it on your
behalf!! You can also check over the phone or online to see what jobs you have accepted.
However if you are away from your phone or have to locate your login information, you or another
person can press the star (*) key and the system will wait two (2) minutes for you to enter your login
information.
Do I need to remember my job number?
Yes. The job number is your confirmation that you have accepted the job. You will also need this number
to cancel the job.
Can an employee assign or request me for his/her absence?
Yes, the employee must have your Substitute system-assigned ID number (Access ID) in order to do this.
They should be able to obtain this number from their online profile.
A teacher would like to request me for a job and the system says I am not available. Why does this
happen?
There are several reasons why this may happen; login to your profile and check your daily availability
and temporarily unavailable dates. Make sure you are available on that day. Make sure you have their
site on your profile. Make sure you have not accepted another job on that day.
If a substitute was requested for a job and another substitute shows up for the same job, who gets
the job?
This is at the discretion of the individual school.
What if the days I am available to work change from week to week?
You can change this information yourself, using your touch-tone phone or on your online profile.
When I call in to review available jobs, will I be given a list of jobs from which to choose?
No. You will hear one job at a time and will be able to accept the job, listen to the job again, or listen to
the next job. If you accept the job, you may still review jobs for other dates, if there are any available at
that time.
If I decline a job for a particular day, will the Substitute system quit calling me for that day?
If you decline three (3) jobs in one day, you will be removed from the calling list for that day. Also if you
get six (6) missed calls, you will be removed from the substitute system for that morning.
I am registered with the Substitute system. What do I do now?
We suggest you familiarize yourself with the system and update your email address over the web.

If I no longer wish to be a substitute for Lafayette Parish School System, what do I have to do?
The only requirement for leaving the substitute profession with the Lafayette Parish School System is
that you complete a Voluntary Removal from Substitute System form on page 49 and send it in to the
Human Resources office.
Are jobs offered to substitutes during the summer?
Unfortunately, we do not have jobs for substitutes during the summer. If requested, we can add your
name to the list of substitutes interested in teaching, if one of the summer school teachers needs to
take a day. The Substitute system is not used in the summer, so the school will contact you by phone.
Are substitutes eligible for benefits?
No, benefits are not offered.
Do substitutes get badges?
Substitutes do not get picture badges. Each school will provide you with a badge that you must return at
the end of the day. If you are hired as a long-term sub, the administrator of the school in which you will
work will instruct you on the procedure of getting a school badge.
PAYROLL
I did not get paid for all the hours I worked. What should I do?
If the school is unknown, call the substitute help desk at (337) 521-7063 for help in finding the error.
Once the error is found you must contact the school where the error was made. It is important that you
keep a listing of your assignments. This will help to get your payroll issues solved quicker.

ELECTRONIC RESOURCES POLICY
I.
Preamble
Computer usage and network access to telecommunications resources is available to the staff of
Lafayette Parish School System (LPSS). We are very pleased to make this tremendous resource available
and believe it offers vast, diverse and unique resources to both staff and students. Our goal in providing
this service is to promote educational excellence and innovation in the LPSS by facilitating resource
sharing, innovation and communication. Electronic resources, with on-line capabilities, provide an
exceptional opportunity for the promotion of intellectual inquiry, comprehensive information gathering,
and awareness of global diversity through world-wide exploration and communication.
LPSS has made a considerable investment in time and money toward the deployment of electronic
communications resources. Successful operation of these resources requires that its users regard it as a
shared resource, and cooperate to form a community of diverse interests with the common purpose of
advancing a world class public education in our schools. LPSS provides computers and network
resources to be used in accordance with LPSS’s general policies and guidelines for propriety and with
relevance to our educational mission. Because these resources are funded in part with federal funding,
the LPSS administration is obligated to ensure that these resources are not used to support activities of
a questionable or objectionable nature. The system administrators are employees of the LPSS and, on
behalf of the LPSS, reserve the right to monitor any and all activity on computers and the network.
We recognize that as telecommunications and other new technologies shift the ways that information
may be accessed, communicated and transferred by members of society, those changes may also alter
instruction and student learning. We support access to rich information resources along with the
development by staff of appropriate skills to analyze and evaluate such resources for educational use.
LPSS requires that all such materials be consistent with district-adopted guides, supporting and
enriching the curriculum while taking into account the varied instructional needs, learning styles,
abilities and developmental levels of students.
Telecommunications, because they may lead to any publicly available fileserver in the world, will open
classrooms/offices to electronic information resources that have not been screened by educators. On a
global network it is impossible to control all materials and an industrious user may discover
controversial information or material that may not be considered of educational value in the context of
the school setting. While LPSS firmly believes that the benefits to staff and students far exceed any
disadvantages of properly used access, we expect that staff will blend thoughtful use of available
information throughout the curriculum and that staff will strictly adhere to the following guidelines for
use with students as well as for themselves. These guidelines are provided so that users are aware of the
responsibilities they acquire by utilization of these resources.
The specific services and conditions for services being offered by LPSS may change periodically. LPSS will
make decisions on whether specific uses of our electronic information resources are consistent with this
policy. The LPSS will remain the final authority on use of resources and the issuance of user accounts.
This policy is available for viewing on the LPSS website (http//:www.lpssonline.com). LPSS may modify
these rules at any time by publishing the modified rules(s) on the website. This policy does not attempt
to articulate all required or proscribed behavior by the LPSS staff.

II. TERMS AND CONDITIONS FOR USE OF COMPUTERS, THE INTERNET, ON-LINE RESOURCES AND
SERVICES, AND EMAIL
A. RESPONSIBILITY AND ACCEPTABLE USE
1. The purpose of LPSS owned computers and the network is to support education and
research in and among academic institutions by providing access to rich resources and the
opportunity for collaborative work. Computer and network users are expected to use the
services provided strictly as an educational support resource. All other uses are prohibited.
The system is not a forum for the expressions of personal opinions on any subject. The use
of LPSS owned equipment and resources must be consistent with the educational goals and
objectives of our school system. Users are expected to act in a responsible, ethical and legal
manner.
2. Access to the information resources infrastructure, sharing of information, and security of
intellectual products, all require that each and every user accept responsibility to protect
the rights of the community. Any materials or files, such as, but not limited to, lesson plans,
schedules, letters, memos, documents, programs, spreadsheets, databases, and/or
presentations created with LPSS equipment and/or facilities, or during periods for which the
employee is compensated by LPSS, becomes the intellectual property of LPSS. Any member
of the LPSS staff who, without authorization, accesses, uses, destroys, alters, dismantles or
disfigures any LPSS information technologies, properties or facilities, including those owned
by third parties, thereby threatens the atmosphere of increased access and sharing of
information, threatens the security within which members of the network may create
intellectual products and maintain records, and has engaged in unethical and unacceptable
behavior.
3. The users are ultimately responsible for computers under their supervision and all actions
and activity with the assigned network accounts. Transmissions of any material in violation
of any local, state or federal regulation is prohibited. This includes, but is not limited to:
copyrighted material, abusive, threatening, or obscene material, or material protected by
trade secret. Use for commercial activities is prohibited. Use for product advertisement or
political lobbying is also prohibited. You are advised never to access, keep, or send anything
in violation of this policy. You will be held accountable for improper usage, which can result
in disciplinary actions including the loss of privileges, disciplinary actions, and/or legal
ramifications resulting from any improper usage. Staff can have no rights to, or any
expectations of, privacy in email, Internet use, data manipulation, or other work
accomplished and/or stored on LPSS owned technology resources. System administrators
can and will search any or all LPSS owned computers, locally and/or remotely at any time for
any reason.
B. PRIVILEGES
Computers and access to network services will only be provided to staff who agree to act in a
considerate and responsible manner. Usage and access is a privilege, not a right. Both usage and access
entail responsibility. The system administrators will deem what is inappropriate use and their decision is
final. The system administrators may close an account and revoke/deny usage at any time as required.

C. SOFTWARE COPYRIGHT
Every computer must have its own original license and the appropriate number of media. It is illegal to
purchase a single set of original software to load onto more than one computer or to lend, copy or
distribute software for any reason without the prior written consent of the software manufacturer. You
may be tried under both civil and criminal law. Federal Judges have shown their intolerance of copyright
violators by handing down increasingly large damage awards.
D. EMAIL/INTERNET/WEBPAGE/NETWORK SECURITY
1. Although LPSS has purchased filtering hardware and software to help block access or
exposure to harmful materials, be warned that the Lafayette Parish School System does not
have control of the information on the Internet or sent in email. Be aware that messages
may contain material that is illegal, defamatory, inaccurate, abusive, violent, profane,
sexually oriented, racially offensive, obscene, encourages the use of controlled substances,
or is otherwise offensive to users. LPSS does not condone the use of such materials and
does not permit usage of such materials in the school environment. Staff knowingly
accessing or maintaining such materials in the school environment will be dealt with
according to the discipline policies of the individual school buildings as well as district policy.
Information is available to the LPSS system administrators regarding personal use of
Internet on-line activities.
2. Ultimately, users are responsible for the content of email messages in their account.
Communications on the network should be viewed as public in nature. Email is not a
confidential medium for transmitting personal messages. System administrators may review
communications to maintain integrity system-wide and ensure that staff are using the
system responsibly. LPSS has access to all email and it may be routinely and randomly
checked. Inappropriate or profane messages, as well as messages that disrupt the
educational and administrative goals of LPSS may result in loss of privileges and/or
disciplinary action. Messages relating to, or in support of, illegal activities may be reported
to the appropriate authorities. LPSS reserves the right to cooperate fully with any local,
state, or federal officials in any investigation concerning or relating to any mail transmitted
on LPSS computers.
3. In accordance:
a. Email is not to be left on the server. Users are expected to remove old messages on
their computers in a timely fashion (monthly) and the system administrators may
remove such messages if not attended to regularly and properly by the user.
b. Email chain letters and joke lists are expressly forbidden and should immediately
deleted,
c. Home/private email is not to be accessed by LPSS resources.
4. Electronic information resource security is a high. Staff members should not allow others to
use their account or disclose their, or others’, passwords. Passwords should not be easily

guessed by others and should be documented in a place not easily accessible. All staff
passwords will be on file with their direct line administrator.
5. Staff email accounts shall not be readily assessable by students.
6. The LPSS characterizes as unethical and unacceptable, and just cause for taking disciplinary
action, removal of privileges, and/or legal action, any activity through which an individual:
a. Submits, publishes, or displays on LPSS owned or maintained resources any material
that is illegal, defamatory, inaccurate, abusive, violent, profane, sexually oriented,
racially offensive, obscene, encourages the use of controlled substances, or is otherwise
offensive to users.
b. Violates such matters as institutional or third party copyright, license agreements and
other contracts.
c. Interferes with the intended use of electronic information resources.
d. Seeks to gain or gains unauthorized access to information resources.
e. Uses or knowingly allows another to use any computer, network, system, program, or
software to conduct any business or activity or solicit the performance of any activity
which is prohibited by law.
f.
Uses or knowingly allows another to use any computer, network, system, program, or
software to devise or execute any artifice or scheme to defraud or obtain money,
property, services, or other things of value by false pretenses, promises, or
representations.
g. Uses or knowingly allows another to use any computer, network, system, program, or
software for commercial purposes, product advertisement, solicitation of other staff or
students to use goods or services, or political lobbying.
h. Without authorization, destroys, alters, dismantles, disfigures, prevents rightful access
to, or otherwise interferes with, the integrity of computer-based information and/or
information resources, without authorization, engages in the use of real-time
conference features (talk/chat/internet relay chat).
i.
Without authorization, utilizes newsgroups, without authorization, utilizes guest books
allowing comments on their web site.
j.
Engages in unbridled and open-ended use of the network in terms of access time,
performing activities that limit, waste, or prevent other users from accessing finite
resources.
k. Refuses to develop, implement, or maintain security procedures that ensure the
integrity of individual and institutional files.

7. If you feel you can identify a security, network or email problem, you must notify a system
administrator at (337) 521-7523 or by email to [email protected]. Do not
show/demonstrate the problem to other users. Any user identified as a security risk or
having a history of problems with the system may be denied access.
E. RISK
An account holder uses our network at their own risk. LPSS and the system administrators do not
warrant that the functions or services performed by, or that the information or software contained on
the system will meet the user’s requirements or that the operation of the system will be uninterrupted
or error-free or that defects in the system will be corrected. LPSS electronic information resources are
provided on an "as is, as available" basis. LPSS does not make any warranties, expressed or implied,
including, without limitation, those of merchantability or fitness for a particular purpose, with respect to
any services provided by same and any information or software contained therein, and will not be
responsible for any damages suffered by the user. Users specifically agree to indemnify LPSS and the
system administrators for any losses, costs, or damages, including reasonable attorneys’ fees incurred
by LPSS and the system administrators relating to, or arising out of any breach of this policy by staff. We
are not responsible for:
1. Loss of data resulting from delays, non-deliveries, mis-deliveries, or service interruptions
caused by LPSS’s own negligence or by user errors or omissions,
2. The use of obtained content or any information received from a network resource is at your
own risk and the LPSS specifically denies any responsibility for the accuracy or quality of
information obtained through its services,
3. Any costs, liability or damages caused by the way the user chooses to employ their access,
4. Any consequences or service interruptions or changes, even if these disruptions arise from
circumstances under the control of the Lafayette Parish School System.
This policy is applicable to any member of the LPSS staff, whether at educational institutions,
administrative offices, or elsewhere, and refers to all information resources whether individually
controlled, or shared, stand alone or networked.
F. VIOLATIONS
1. Violations of this policy may result in, but is not limited to:

c. The involvement of law enforcement agencies, when applicable

DRESS CODE FOR PROFESSIONAL, OFFICE PERSONNEL AND OTHER EMPLOYEES
I.
PHILOSOPHY
Each employee of the Lafayette Parish School Board is expected to give proper attention to his/her
personal appearance as required by work responsibilities. Lafayette Parish Schools constitute the largest
business in Lafayette Parish and the image projected by its employees is an important influence on the
degree of public support it receives. An appropriately dressed employee is often seen as a more suitable
role model. Appropriate dress influences the way staff interacts with students and positively affects the
general learning environment.
Each employee of the Lafayette Parish School Board will contribute to the formation of a positive,
professional public image by maintaining high standards of personal appearance through appropriate
dress and grooming.
II. GUIDELINES
1. Dresses, skirts, and split skirts must be of a modest and appropriate length. Unacceptable
length will be determined by the school administration.
2. Walking/city shorts of appropriate length are acceptable but must be worn with a jacket,
blazer or vest and stockings or tights.
3. Loose-fitting stirrup pants are acceptable, but leggings may not be worn. Any tight fitting or
clinging attire is not appropriate for school wear.
4. Neckties for men are encouraged but optional.
5. Recreational clothing, warm-up suits, tee-shirts, and wind suits may not be worn.
6. Appropriate foot wear will be required.
7. Blue jeans may be worn on designated “spirit days” when worn with a school spirit shirt. On
these occasions, athletic shoes/tennis shoes/sneakers may be worn. Designated “spirit
days” for middle and high school faculties should be limited and not a weekly occurrence
throughout the year. In addition, elementary faculties may wear jeans, school spirit shirts,
and tennis shoes on designated activity days such as field days or field trips. Elementary
teachers may wear tennis shoes on special occasions only.
8. School administrators will meet with teachers of physical education, industrial arts and
vocational agriculture to determine the appropriate dress for their work activities. Central
Office program administrators will also meet with non-clerical support staff in their areas for
this purpose. Non-clerical staff will be required to wear uniforms or dress deemed
appropriate by their supervisor.

9. No hats or caps in the building except for workers who need a hat to perform their duties or
people who wear a hat/cap for religious reasons.
It is the responsibility of the principal or supervisor to be aware of inappropriate dress and to discuss

EMPLOYEE DRUG AND ALCOHOL TESTING POLICY
I.
STATEMENT OF PURPOSE
A. The children of Louisiana are the greatest resource this state provides, and their continued
safety and health are of serious importance to state and local education agencies. Therefore,
the Lafayette Parish School System has a compelling interest and commitment to eliminate
illegal and unauthorized drug use (including the unauthorized use of alcohol), drug users, drug
activities, and drug effects from all of its workplaces.
B. The Lafayette Parish School System will comply with the requirements of the Drug-Free
Workplace Act of 1988 and Act 1036 of the 1990 session of the Louisiana legislature, as well as
the Code of Federal Regulations, Title 49 (CFR).
C. Of equal interest and commitment are the intent and promise to afford all employees the
respect and dignity they deserve and the full protection of the United States Constitution and all
enacted laws.
D. In pursuit of a drug-free workplace, this policy establishes procedures and guidelines for

memorandum is adopted.
II. POLICY
A. The Lafayette Parish School System’s Regulation for Maintaining a Drug-Free Workplace, dated
June 6, 1990, prohibits the manufacturing, distribution, dispensing, possession, or use of a
controlled substance, including alcohol and drugs, in any workplace operated by the Lafayette
Parish School System. Throughout this policy, the use of the masculine pronouns “he” and “his”
shall also refer to female employees.
B. The use or possession of alcohol or other intoxicants while on the job on any school system
property or in Lafayette Parish School System’s vehicles, including a bus owned by a bus driver
owner/operator, is prohibited. Reporting for duty while under the influence of alcohol or other
intoxicants is also prohibited. Any violation of this policy by any employee shall result in
disciplinary action against the employee and could result in a recommendation for job
termination.

E. To protect the reputation and credibility of the Lafayette Parish School System and its
employees within the community and the state of Louisiana
F. To comply with the contractual obligations of applicable parish, state, or federal grants,
regulations, or agreements and to comply with the requirements of applicable city, state, and/or
federal laws.
IV. APPLICABILITY
A. This policy applies to all full-time, part-time, probationary, temporary, substitute, or contract
employees of the Lafayette Parish School System and to employment applicants who have been
offered positions with the Lafayette Parish School System. Compliance with this policy will be
required as a condition of employment for qualified applicants and for continued employment
for persons employed. The cost of alcohol and/or drug testing shall be borne by the Lafayette
Parish School System, with the exception of contracted employees. The cost of drug and/or
alcohol testing is to be borne by contracted employees.
B. A refusal to submit to a post-accident, random or reasonable-suspicion drug and/or alcohol test
shall be treated as if the requested test were positive for drugs or alcohol, and the disciplinary
consequences will follow. Consequences may include termination of employment.
V. DRUGS FOR WHICH TESTING WILL BE CONDUCTED
Forensic urine testing shall be performed for all of the following classes of drugs: marijuana, opiates,
cocaine, amphetamines, phencyclidine, and/or any of the controlled File: GBRAB 3 of 5 dangerous
substances as listed in Schedules I, II, III, IV, or V of Louisiana Revised Statutes 40:964, as may be
amended.
VI. ALCOHOL USE OR IMPAIRMENT IN THE WORKPLACE AND ALCOHOL TESTING
A. Use of alcohol in the workplace and/or possession, concealment, promotion or sale of alcoholic
beverages in the workplace is strictly prohibited. Use of alcohol while driving school buses or
school board vehicles whether on or off duty is strictly prohibited. Any employee whose off-duty
use or abuse of alcohol results in excessive absenteeism or tardiness or is the cause of or a
contributing factor in an accident or poor work performance will be subject to disciplinary action
up to and including discharge from employment.

B. In accordance with CFR 49, Part 655, Paragraph 655.34, if an employee is in an accident while
driving a vehicle owned by LPSS or a bus driver is involved in an accident while driving a school
bus, he may not consume alcohol for eight hours following the accident or until he undergoes a
post-accident drug and/or alcohol test, whichever occurs first.
C. If a school bus driver is charged and/or arrested for driving under the influence of drugs or
alcohol during his off-duty hours, regardless of the vehicle he is driving, he must, prior to
reporting for duty with the Lafayette Parish School System, contact the Department of Human
Resources and his immediate supervisor to report the incident. The driver is prohibited from
operating any school bus until he has been cleared as fit for duty by the Director of
Transportation and the Director of Risk Management. The supervisor and other district
administrators designated by the Superintendent shall hold a conference with the employee.
The driver shall then be required to submit to an evaluation by a Substance Abuse Professional
(SAP) of the school district’s choice and at the school district’s expense. A plan of action will be
developed based on the SAP’s recommendation and may include a treatment plan and/or
monitoring program. Treatment outside of the negotiated sessions with the EAP will be at the
expense of the employee; monitoring will be at the expense of the school district. Under no
circumstances is the driver to operate any school bus until he has been cleared as fit for duty by
the Director of Transportation and the Director of Risk Management.
D. If an employee who operates a vehicle owned by LPSS is charged and/or arrested for driving
under the influence of drugs or alcohol during his off-duty hours, regardless of the vehicle he is
driving, he must, as soon as practicable, contact the Department of Human Resources and his
immediate supervisor to report the incident. The supervisor and other district administrators
designated by the Superintendent shall hold a conference with the employee. The employee
shall then be required to submit to an evaluation by a Substance Abuse Professional (SAP) of the
school district’s choice and at the school district’s expense.
E. A plan of action will be developed based on the SAP’s recommendation and may include a
treatment plan and/or monitoring program. Treatment outside of the negotiated sessions with
the EAP will be at the expense of the employee; monitoring will be at the expense of the school
district. The employee is prohibited from operating any vehicle owned by the school district
until he has been cleared as fit for duty by the Director of Human Resources and the Director of
Risk Management.
VII. TYPES OF DRUG TESTING
A. POST-ACCIDENT: As a condition of continued employment with the Lafayette Parish School
System, any employee involved in an accident during the course and scope of his or her
employment shall be tested for the presence of drugs and alcohol where there is an
individualized suspicion of wrongful drug or alcohol use. Both urine and blood samples will be
used to test for drugs and alcohol. In accordance with CFR 49, Part 655, Paragraph 655.44, all
bus drivers and drivers of other LPSS vehicles must undergo post-accident drug and alcohol
testing in accidents that result in a fatality. If the driver is involved in a non-fatal accident, the
driver shall undergo drug and alcohol testing unless the Director of Risk Management
determines, using the best information available at the time of the decision, that the driver’s
performance can be completely discounted as a contributing factor to the accident.

B. REASONABLE-SUSPICION TEST: A supervisor may reasonably suspect that an employee illegally
uses drugs or abuses legal drugs or alcohol or violates this policy based upon any or all of the
following: observation of drug use; apparent drug intoxication; abnormal or erratic behavior;
investigation, arrest, or conviction for drug-related offenses; reports from reliable, credible
sources; or evidence that an employee tampered with a previous drug test. Any employee may
be required to provide a urine, saliva, and/or blood sample when such reasonable suspicion
arises and a higher level of authority concurs with the supervisor’s suspicions.
C. RANDOM DRUG TESTING: Random drug testing shall be limited to safety-sensitive positions.
Each workday should present such employee in a random testing program with a new
opportunity of having to produce a sample, with odds equal for all employees on each new day,
regardless of samples previously produced by any of them. Urine samples will be used for
random drug testing, and saliva samples for screening for alcohol. Confirmation of blood alcohol
levels shall be performed using blood samples.
D. REHABILITATIVE: Employees found to be using drugs or alcohol in violation of this policy are
referred to an Employee Assistance Program (EAP), which may assess treatment progress with
further drug or alcohol monitoring. Continued employment shall be contingent upon drug and
alcohol abstinence to deter relapse. Monitoring for the presence of drug or alcohol use shall be
frequent and unannounced with urine specimens collected under direct observation. Blood,
saliva, and/or urine may be used as samples for monitoring drug or alcohol use.
E. VOLUNTARY TESTING: Some employees may wish to volunteer to participate in random drug
tests. Such employees will participate in random, unannounced urine collection. In all instances
of drug testing, the Lafayette Parish School System shall respect employee privacy in
administering this policy.
VIII. DRUG TESTING PROCEDURES
All procedures used in drug testing programs, including collection, sealing and labeling of samples, chain
of custody, storage and transport of specimens, handling of biohazardous waste, drug testing, reporting
of results, review of results, and confidentiality of drug testing must be performed in accordance with
Act 1036 of the 1990 Louisiana legislature.
IX. REHABILITATION POLICY
The Lafayette Parish School System shall afford the opportunity to undergo rehabilitation without
termination of employment to any employee whose random drug test is certified positive by the
medical review officer. An employee who refuses to—or does not—undergo rehabilitation or does not
comply satisfactorily with the referred treatment program shall be discharged from employment. Any
employee who returns to service following rehabilitation will be monitored by follow-up drug testing
upon his/her return to work up to a period not exceeding 60 months following the return to work. A
second positive drug test shall result in termination of employment, whether the test is conducted
within the monitoring period or subsequent to the monitoring period.

X. EMPLOYER RESERVATION OF RIGHTS
The Lafayette Parish School System reserves the right to amend, interpret, change, rescind, or depart
from this policy in whole or in part. The employee shall be notified in writing of any such changes.
Employees who have questions about this policy should direct them to the Director of Risk
Management.

TOBACCO PRODUCTS IN THE WORKPLACE
The Lafayette Parish School Board mandates that all school facilities and campuses shall become 100%
tobacco-free by February 1, 2006. There will no longer be designated smoking areas.
Employees shall be informed of this policy through written notice, policy manuals and orientation
training.
Visitors shall be informed of this policy through the Use of NO SMOKING/NO TOBACCO signs on the
school campuses/and buses.
The Risk Manager shall assist employees who wish to quit using tobacco products by facilitating access
to smoking cessation programs and materials.
Tobacco cessation programs and materials shall be available to employees beginning February, 2006.
Tobacco cessation programs and materials shall be available to employees free of
charge until July 31, 2006.
Tobacco cessation programs shall be available to employees at regularly scheduled
times. A calendar of dates shall be given to all employees through the Human Resource
Office.
Brochures shall be available to employees upon request.
ENFORCEMENT
A.
Violations shall be handled in the following manner:
First violation shall constitute a verbal warning.
Second violation shall constitute a written warning by the supervisor of the individual.
Third violation shall constitute a suspension due to insubordination.
