Chair Alcock welcomed the Public and District Councillors to the meetings and provided
a brief over view of the purpose and procedure of the meeting.
District Chair John Klinck reviewed the purpose of the District portion of the Public
meetings and summarized the procedures applicable to the draft plan of subdivision
application.
Sam Soja, District Planner advised as to how notice was given for the District public
meeting, provided a brief overview of the proposed draft plan of subdivision and
advised of any correspondence received to date. (Schedule “A”)
Chair Alcock reviewed the purpose of the Town of Huntsville public meeting and
summarized the procedures applicable to the proposed zoning by-law amendment
application.
Sean O’Callaghan reviewed the purpose and effect of the proposed zoning by-law
amendment and advised of any correspondence received to date. (Schedule “B”)
Chair Alcock called upon the applicant or their representative to provide additional
comments.
Mr. Paul Mondell and Mr. Glen Lucas gave a brief over view of the project to date and
the intent of the proposed zoning amendment. (Schedule “C”)
Chair Alcock asked if there were any questions or comments from Committee or District
Members.
Councillor Stone inquired what the proposed order of development would be?
Mr. Lucas referred to appendix i, attached to the Staff Report. Mr. Lucas explained that
by using the schedule the proposed plan could be modified more easily.
Deputy Mayor Terziano asked for a definition of “substantially completed”.
Mr. Lucas stated that the wording is intended to prevent leap frogging the development,
insuring each block will go through the sigh plan process and therefore the Town would
determine when the development is “substantially completed”.
Deputy Mayor Terziano stated that each exception identifies that parking can be on an
adjacent lot and asked for clarification as to the reason for this.
Mr. Lucas explained that the plan for parking within the property was considered
comprehensively. By including the exception on each lot parking is no longer driving the
design however the overall requirement for parking will still be met for each phase.
Councillor Wiebe asked for clarification on the water testing that is currently ongoing.
Sam Soja explained that the study initially submitted with the application established a
base line so that as the project is constructed, they can insure that the development is
not negatively impacting the water quality.
Councillor Wiebe asked for clarification on the set back from the Canal.
Mr. Lucas stated that the plan encompasses a minimum of 30m from the canal as well
as 15m from the edge of any wet land.
Councillor FitzGerald inquired as to the storm water plans for each parcel.

Sam Soja stated that detailed plans will be completed along with the detailed designs
Committee recessed at 8:22 p.m. and reconvened at 8:38 p.m.
Chair Alcock asked if there was anyone present that wished to provide comments or ask
questions regarding the application.
Robert Hurst, President of Peninsula Lake Association, gave an overview of their
discussions with Skyline over the past three years. Mr. Hurst stated that the objective of
the PLA is to get the best possible development that meets the Official Plan and while
protecting the historical integrity of the Canal as well as the environment and feels that
this application is in concurrence with Official Plan Amendment #9. Mr. Hurst stated his
concerns with the historical significance of the Canal and referred to the revised
archeological study that recognised the Canal as such. Mr. Hurst stated the importance
of protecting the tree line as well as insuring that each parcel that is created is held to
the fine details and obligations set by the Town and District, even if they are sold.

Hurst also made the following requests:
The golf course maintenance sheds relocated before any development begins
The proposed tree planting on the west river front begin immediately
Peninsula Lake Association involved in park planning with Skyline
Peninsula Lake Association involved with the Town’s Site Plan process
Parking and traffic congestion concerns recognised and evaluated
Ken Harper, Peninsula Lake Association, inquired about the maintenance shed and the
possibility of its relocation.
Sam Soja stated that the lands holding the maintenance sheds were actually removed
from the plan, and is therefore not part of the plan of subdivision application.
Rudy Addison, Huntsville Ontario, inquired as to the planned relocation site of the
maintenance sheds and expressed concerns with the sheds being relocated in close
proximity to his own property.
Mr. Mondell stated that there is not an implementation plan in place for the relocation of
the shed and that staff would have to work to find a location that would best suit the
operational needs of the maintenance staff. Mr. Mondell stated that he believed the
shed would not be located on the lands mentioned by Mr. Addison.
George Hill, Huntsville Ontario, expressed his opposition for rezoning and plan of
subdivision. Mr. Hill stated his concerns with the new cottages built by Skyline and that
the restrictive convenience is not being met by Skyline in the Woodland heights area.
Mr. Hill expressed his concerns that all new development would reflect the previous
development from Skyline. Mr. Hill explained his concerns with access for residents
during and after construction as well as concerns with utilising what is currently Open
space and waterfront.
Drew Nackadal, Huntsville Ontario, had the following concerns:
- Increased demands on the local health care, policing and emergency response.
- Trees, that have not yet been planted, to be used as visual buffers
- Ecotourism lost due to construction
- Future of the snowmobile trail that runs across the land
- If there would be any guarantees for local builders/contractors
- Taking potential buyers away from the rest of the Town
- Effect on resale value of neighbouring properties

Louise Choquette, Huntsville Ontario, expressed her concerns with the visual impact of
the project and the economic impact on the downtown core. Ms. Choquette requested
that vegetation on both sides of the canal be considered.
Louis Liadis, Huntsville Ontario, questioned how many jobs would actually be created for
residents.
Stewart McCrackin, Huntsville Ontario, inquired whether there was any plan to widen
the access road and incorporate left turn lanes.
Sam Soja noted the competed traffic study that identified minor improvements would be
needed initially. Mr. Soja stated that additional studies would be required for
pedestrians and golf carts as well as conducting a study once the project is underway.
Ted Williams, Huntsville Ontario, inquired whether there are any provisions for boating
and docking.
Sean O’Callaghan stated that a dock is not permitted in a conservation zone.
Shannon Mills, Huntsville Ontario, stated her concerns in regards to timing, with the
traffic study previously conducted. Ms. Mills also expressed concerns as the study was
not conducted by the District or the Ministry of Transportation, and rather a private
consultant.
Chair Alcock asked if there were any further questions or comments from Committee or
District Members.
Committee discussed the following:
- Use of the Canal by the future residents
- The staying power of Skyline
- The height restriction
- The maintenance shed
- The trees to be planted as a visual buffer

Purpose of the Public Meeting
The purpose of the Public Meeting is to review an application submitted by
Skyline Deerhurst Resort to:
1. amend the Town of Huntsville’s Zoning By-law; and
2. to review an application for a Plan of Subdivision.
The purpose of this Rezoning is to implement the policies of the Deerhurst
Resort Village Secondary Plan (Official Plan Amendment No. 9).
The purpose of the Plan of Subdivision application is to divide the lands to
be developed as the Village Centre into several development blocks.

Background
• In March 2011, Deerhurst
Resort was purchased by
Skyline.
• Since the purchase, Skyline
has undertaken a number of
projects at the resort:
o renovation and sale of 120
units in the Summit Lodges;
o approval and sale of Phase 3
of the Deerhurst Highlands
subdivision;
o upgrades to facilities in the
Pavilion; and
o approval of the 172 unit
Lakeside Lodge to replace the
original Deerhurst Lodge.
