A Message from the Chamber President
They hold our lives in their hands – for this the Northumberland Chamber of Commerce salutes the members of the Callao,
Glebe Point and Fairfields Fire Departments; Callao, Mid-County and Northumberland Rescue Squads. In a time when everyone
“is just too busy,” they keep on meeting, training and ably covering life-threatening
County events. They hold fund-raisers, not just for fun (even though they are)…but
to earn necessary funds, just to keep us safe.
Remember, the first-rate equipment they use doesn’t come cheap. The last Fire
Engine ordered by Fairfields cost $420,000; designed and ordered by our local
firefighters to meet the special needs of our county residents.
Like our firefighters and rescue squad workers, your Chamber Board of Directors
is there to assist members – and all Northumberland citizens – in any and every way
possible. We now have a committee to assist new businesses with their openings,
Phillippe Rowe in charge. We are also planning to be the conduit for a Speakers
Bureau to help clubs, businesses and organizations to connect with prospective
audiences. Contact Kay Kilgus for that information. Brenda Bevans will again
design and execute The Chamber Callao Days Parade entry. (We won second place
in 2007!)

Saving the Past for Our Future
Project ERA - Education Rehabilitation Activities. The 1844 County Jail, at left, is the
second oldest structure in the Historic Courthouse square in Heathsville. No longer housing
prisoners, it is to remain in the service of the people of the County as a museum and a visible
reminder of our growth and evolution. There have been jails on the Square since 1681, when
the county purchased four acres of land from John Hughlett. The existing structure was the first
brick jail, used as late as 1963. When a more modern facility was build nearby, the Old Jail was
put into the custody of the Northumberland County Historical Society. Several major repairs are
required, and once the jail is brought up to a usable condition, it can serve as a museum, with
current and historical information for the benefit of visitors to the historic square. Contact the

The Northumberland Middle and High School construction project is proceeding on schedule. The school should
be ready for the planned opening in January 2009. As plans
for the opening of the school continue the school division
is also planning the closing ceremonies for Northumberland High School and Northumberland Middle School.
Both of these facilities have a long history and have served
the county well. We plan to recognize the many individuals
who have worked there over the years and through whose
efforts the citizens of our community have been offered an
excellent education.
One aspect of the new school that we are especially excited about is the new auditorium. This will be a state of the
art facility that will be a great venue for many events in our
community. With a seating capacity of 850, a large stage,
and modern sound and lighting systems we plan to work
with the community to offer many musical and theatrical
events that have not been available to us in the past.
The school has been designed so that both the high school
and middle school will keep their unique identities while at
the same time we will be able to share a number of areas of
the facility making our operation much more efficient.

Northumberland GED Testing Center
The Northumberland GED Testing Center began operation in March 2007 and is
serving the counties of Lancaster, Northumberland, Richmond, Westmoreland and the
town of Colonial Beach. The partnership between the Northern Neck Adult Education
Program and this new GED Testing Center resulted in 68 graduates for school year 2006-2007
which exceeded the 52 graduates in school year 2005-2206.
Many adults who did not complete high school have continued to learn through life experiences. The
purpose of the Regional Adult Education Program and GED Testing Center is to provide an opportunity
for these adults to earn a high school credential to pursue higher education, obtain jobs or job promotions
and/or achieve personal goals. General Educational Development (GED) questions most often asked are:
What are the GED Tests? The Tests of General Education Development (GED Tests) are internationally recognized. They have been designed to measure major academic skills and knowledge in core content areas that are
learned during four years of high school. When an adult passes the battery of tests, the resulting GED credential
certifies that he or she has attained subject matter knowledge and skills associated with high school completion.
The GED Tests battery includes the following subject area tests: Language Arts Writing, Social Studies, Science,
Language Arts Reading and Mathematics.
Are there resources available to help adults prepare for the GED tests? Passing the GED Tests may require some
preparation on the adult’s part. Some individuals prepare intensively by taking courses by studying GED preparation
books and other materials. Other candidates are comfortable with simply brushing up on a few of the subject areas
where they feel they need practice.
Am I ready to take the GED Tests? To determine how to best prepare for the tests, the first step is to contact
the Northern Neck Regional Adult Education Program. Fall registrations will be scheduled in all localities during

Northumberland establishes the Sunny Bank Ferry

It was March 14, 1906 when the Northumberland County Board of Supervisors approved the establishing of a public
ferry across the Wicomico River “at some convenient point.” According to Record Book No. 4, page 367, “the citizens
of the county having appeared and presented a petition.” The ferry was to run from Sunny Bank on the Bridge neck side
across to Hack’s Neck (Ophelia) at a corner with the lands of T.E. Brown
and James Gaskins. Charles Carey Hammock owned the landing site on
the Sunny Bank side. No one of the owners required compensation for
land except C. C. Hammack was paid 25 dollars.
The Ferry is still in operation, crossing the river six days a week including
all days except Christmas Day. “It has been a great convenience and of
splendid service to residents and to the general public,” says Hammack in
his article. “It has been of especial benefit because many of the men are
employed by the mehaden fishing industry of Reedville. Some men work

fields where the nets are spread out for repairing.”
Hammack notes that the driving distance from Hack’s Neck to connect
with Route 360 at Burgess, and thence to Reedville is about 15 miles, “but it is reduced to less than five miles via the
ferry route. The net result is a saving of 20 miles driving on a round trip and a generous saving on gas consumption.”
For many years, under County supervision, the Ferry was operated from sunup to sundown by a ferryman hired for one
year or more, the contract going to the lowest bidder and for a salary roughly $28 to $35.
The Ferry had to be pulled by hand, an arduous task at anytime, but especially when pulling against a strong northwest
wind and a fast moving tide. “That required the strength and endurance of a Hercules,” says Hammack. It was not
until 1910 that a motor boat was used in connection with the Ferry. According to Hammack, his father Charles Carey
Hammack bid to operate the ferry, “and since there were no other bids, got the job for one year.”

Welcome to Farm County in the Northern Neck
Welcome to the Northern Neck and rural Virginia. We welcome you who are newcomers to the area. We are pleased to
have you as new neighbors. Let us introduce ourselves.
First, a note about our history: This ancient peninsula, wedged
between the Potomac and Rappahannock Rivers, is part of a region that considers the Chesapeake Bay its heart; the many river
and stream tributaries as its veins
and arteries. The soul of this area
is found in its land, forests, waters
and people.
Generations of our families have
been its stewards for 350 years. It
has already been tended, by farmers
and watermen, old families born
here, newer ones who have come
here, by people of every religious
faith, political persuasion and social
or economic background.
The easternmost Neck counties
of Northumberland and Lancaster
have been successfully farmed since
1640, when a Maryland colonist, John Mottrom, slipped across
the Potomac to find land. When he reported the native tribes
weren’t hostile, many followed. By 1649, the County of Northumberland was proclaimed to represent what would become
five peninsular counties, thus earning the appellation “Mother
County of the Northern Neck,” as out of Northumberland:
King George, Lancaster, Richmond and Westmoreland counties
were created.
In earliest days, because of Europe’s fancy for the leaf, tobacco was the prime cash crop for Virginia farmers - then came
livestock, grains, cotton and vegetables. Fruit was grown here but
the near sea-level altitude and sandy
soil never allowed much production
other than berries, which today is an
important niche crop. Prime crops
now grown (at different seasons) are
corn, wheat and soybeans with some
barley, oats, milo and clover in a few
fields. A typical farm cycle you are
most apt to see may begin as a brilliant green field of wheat in winter
and early spring, planted the previous
fall and harvested in June. Planted
right behind are corn or soybeans
(usually alternated every other year),
which will be harvested in the fall in time to plant winter wheat
or barley again.
Corn, four to six feet in height, or two to three-foot high soybeans with pods up and down the stems, will be cut down and

Welcome to Farm Country
stripped by a combine. The same machine is used for both crops
though its “header” (or front part) is changed to handle the different crops. Stalks and residue of these so-called summer crops
may be chopped, plowed or disked before the planting of small
grains – barley, wheat or oats – in October and November. To
tell small grains apart as they grow in the field, note that barley is
lighter green, the other darker green.
Small grains, not only give farmers a crop to grow in winter,
but also help prevent erosion and retain nutrients in the soil. They
do require fertilizer (nothing’s free) and area farmers try to apply
nitrogen in just the amounts the plants need at a particular time.
You might, therefore, see big spray trucks driving across a field
two or even three times about a month apart. The careful spray
schedule now employed on Northern Neck farms is just one of
the reasons Virginia farmers are credited with doing such an effective job in sharply reducing nutrient contamination runoff into
the Chesapeake Bay and its tributaries.
Spring is an especially busy time for farmers as they prepare
to plant large amounts of acreage to corn or soybeans and much
smaller but heavily tilled plots to vegetables and berries. On many
instances, farmers no longer engage in what is known as tillage or
the plowing up of fields for corn and soybeans. This no-till practice greatly helps to prevent erosion, saves soil moisture and cuts
down both machine fuel use and the farmer’s time in planting.
Spring is also time to cut grasses for hay, cutting them only at the
bottom of the stem; using the same machine to crimp or crush
stems so that both leaves and stems dry at an even pace. Grass
is then dried (or “cured”) to be raked into windrows so it can be
packed into bales. There are two types of bales nowadays: little
rectangular ones weighing 40 to 70 pounds and big cylinder types
weighing 1000 to 1500 pounds.
June is harvest month with barley and wheat turning from green
to a beautiful golden color. Combines, cutting swaths through the
crop 15 to 25 feet wide, may look odd to non-farm observers
because their big wheels are in front and steering wheels at the
rear. And if you ever have reason to approach a working combine,
be aware that in the rear and to the sides, the driver’s visibility
is quite limited. Occasionally, you’ll have to slow down on local
roads for a combine traveling between fields because they take
up more than a normal car lane width of highway, moving at a 15
to 25 mile-per-hour pace. An odd looking vehicle frame, which
you may see on the road or in a field once in awhile – one, which
children sometimes call a “daddy-longlegs” – is a spraying vehicle
for applying pesticides from a higher elevation; with wheels paced
to drive between plant rows without damaging crops.
Slow moving farm vehicles should (and most often do) display
special emblems denoting they are indeed SLOW and used for agricultural purposes. When you see one, please SLOW DOWN to
give yourself time to stay safe. And be aware that farm equipment
sometimes hangs over the edge of the pavement. If your mailbox
or newspaper box is hanging over the shoulder, it can be a hazard,
so please see it is set safely back from the road. This could also
save it from snowplow damage.
The grain crop brought up by the combine and separated from
the chaff is loaded into trucks for transport back to farm storage bins or directly to weigh stations and markets locally as those
in Tappahannock, Kilmarnock or Kinsale. The straw or leftover
plant material may then be used for animal bedding or for landscape enrichment. Farmers frequently put in 14 to 16 hours days,
finishing up small grain harvesting and cleanup in order to begin
planting soybeans with no-till planters which literally just push
seed into the ground where only days before wheat might have
been growing.
Key to every summer’s crop growing success, of course, is a
healthy balance of sunshine and rain. In recent years, the Northern Neck has experienced some years of damaging drought, but
when rainfall in winter, spring and summer is in normal supply
and the sun gets plenty of time to stimulate plant production,
farmers can expect good to excellent harvests. In the case of
corn, July and August may be the most critical as the plant progresses from seed to a leafy stalk up to five or six feet in height.
When the stalk has “tasseled” (displaying its jaunty-looking top)
and “silked” (with fine threads growing in each newly formed ear)
weather conditions play a major role in producing a good or possibly “bumper” crop. In fact, when suitable moisture and a mix
of warm, humid clear days mix, corn ears may grow right out of
their “shucks.”
Exports are a big part of the farm economy since each U.S.
farmer grows enough food to feed the American people and over
100 persons elsewhere in the world. As the financial markets for
nations such as China, Russia, Japan and Mexico stabilize and improve a boom in U.S. agricultural exports may be expected. That,
in turn, would mean much better prices for farmers and the total
U.S. economy.
Additionally, most of the grains and beans produced in the
Northern Neck are used regionally, primarily for the MarylandVirginia poultry industry. But the vastness of the agricultural production and marketing is so intertwined with world trade that any
commodities in demand, at home or abroad, will benefit pricing
down the line for all producers.
So come get acquainted with your farm family neighbors. Remember, farming is good for the environment, protecting our Bay
and rivers. With protective “buffer” zones around cropland, providing fencerow hedge and underbrush for wildlife habitat, wisely
harvesting timber from selected stands to maintain total forest
and wildlife health, farmers are still the true stewards of the land.
There is a special benefit from all of this for you. Farmers help
keep your property taxes at a modest level. Studies have demonstrated that privately owned and privately managed fields and
forests of Northern Neck farm country return three to four times
as much in county revenue as they require in services. Most other
categories of real estate require as much or more in services as
they ever generate in taxes.

When fire bell rings, volunteers answer call

To decrease chances of ever calling members of your local fire
department, Callao Fire Chief Dave Woolard advises changing
the batteries in your smoke alarm every six months and replacing
the unit after 10 years.
All of these organizations receive some funding from the
county, but also depend on contributions from the community.
Most have annual letter writing campaigns as well as community
fundraisers—the Callao Fire Department has an annual shrimp
and oyster dinner and is also planning (with the Ruritans) a tractor
pull. Mid-County Rescue Squad holds turkey and chicken dinners,
Bingo and bake sales.
What better way to say Thank You to these volunteers than to
support their fundraising endeavors. Watch local newspapers for
announcements of their activities.

Rescue Squad says “Summer is busier for us.”
Though the county’s fire and rescue services are separate
organizations, they enjoy a good working relationship. If you’ve
wondered why a fire truck always shows up at an accident, Bill
Henderson of the Fairfields Rescue Squad explains. “Smaller
rescue squads need help with extrication; you can’t take care of
somebody and tear up an automobile at the same time.” A second
reason, he says, is: all Virginia fire departments are in control of
hazardous materials, and accident sites can have leaking gasoline,
oil or anti-freeze.
If you’d like to volunteer for fire or rescue, but think you lack
the skills, don’t worry, the organizations will find a place for you.
“There are plenty of jobs to go around,” says Fairfields Fire Chief
Phillip Keyser. “We need people to help with computer work, fire
reports, logging stuff. We’ve got openings from 16 to 95. We’re
always seeking help.”
His comments were echoed by Nancy Wagner, past president of
the Mid-County Volunteer Rescue Squad. “We took a look several
years back and wondered why not bring in people to perform
those administrative things instead of using squad members.
Some volunteers do not participate in emergency calls at all.”
Another common theme among the fire and rescue folks is access.
“People don’t think about trees and low-hanging branches, but
big vehicles have to get in,” says Nancy Wagner. “We need a 10
ft wide by 10 ft tall space,” says Chief Keyser, whose department
just bought a new, custom-built—and larger—fire engine. “We’re
running into more and more tight situations.” He worries that
one day someone will lose their home to a fire because the
equipment could not get through. When requested, members of

Bumps in the road for Callao’s Antique truck
In the 1930’s Fred Haislip, who ran a sawmill outside of
Callao, purchased the 1921 American Lafrance Brockway which
sold new to the Princess Anne Fire Dept in Maryland, for road
maintenance and fire protection at his Saw Mill in Harryhogan.
In the late 1940’s it was returned to Haislip when it didn’t meet
the demands of the department. There it sat for around 20
years.
In 1965, weeds were cut away and a tree, which had grown
up through the chassis, was eliminated. Then it went to
Northumberland High School for a shop project, remaining
there a couple of years, at which time the truck was painted
white. In 1970 the truck was again brought to Callao, where
during the winter of 1971 restoration began in Alex Deitz’s
garage.
The truck first ‘hit the street’ in spring of 1972 at the Callao
Chamber of Commerce Parade in May. Again, in the spring of
2000, the truck was in need of restoration. Chris Neale, son
of deceased Chief Thomas Bowie Neale, advocated once again
fixing the truck...the beginning of a long process, taking almost
a year to complete.
This time, with the help of: Chris Neale, John W. Newsome,
Phillip H. Deitz, Andy Wright and Howard Fones, “We started
out evaluating the truck to see just what it needed,” says Neale.
They replaced the tires, with a 7-hour trip to Weirton Bandag
in West Virginia, bringing the newly redone tires back to Callao
where they sat for a while.
“When we pulled the tires off, we found the rear bearings
were worn out,” recalls Neale. “After exhausting our resources
on finding the bearings, we finally found a place in Richmond
which specialized in finding hard to get items; many thanks to
David Woolard for referring me to this company.”
Once the crew installed the tires, they were off to Phil’s Body
Shop in Colonial Beach. He fabricated new rear fenders, made a
new gas tank, storage compartments and installed new diamond
plated aluminum on the running boards.
After a fresh coat of paint, and several other items to include:
an original Hose bed mount Bell, (donated by the Bank of
Lancaster), a sterling Hand Crank Siren, (donated by Carolyn
Neale in memory of her husband), and lanterns. “Back when
the truck was first redone, they didn’t have much to go on,”
notes Neale. “Again, thanks to Chuck Wilkins, who obtained
pictures of our truck from Tom Herman of the Old Dominion
Historical Fire Society.”
But something was still missing: the lights and gauges were
in desperate need of restoration. “We had the lights redone at
Royal Silver and Plating in Norfolk,” says Neale, “along with
a search light that we purchased. In 2005 we took the truck to
North Wilkesboro, NC to a gentleman named Dennis Moser
who completely rebuilt the engine.”
Thanks to Mike Mckenney, who originally wrote a story about
the Antique back in 1984; Jimmy Brann for many hours of work;
Tom Herman, past President of the Old Dominion Historical
Fire Society, the kind of guy who you want on your team when
restoring fire apparatus. If he doesn’t know where an item is, he
can find it. Our truck is a type 36 Triple, as ALF calls it. It has
a 250 gpm pump, a chemical tank. The truck originally had a
bladder located underneath the truck just behind the rear wheels,
which we have not replaced at this time.

Northumberland Public Access Boat Ramps
Six public boat ramps provide free access to the rivers and creeks flowing into the Potomac River and the Chesapeake Bay for
operators of small power boats, canoes and kayaks. You can access some fine fishing spots and secluded marshes, seeking out
Northern Neck wetland plants and animals. All but one of the landings (Forest Landing) features concrete ramps in good condition,
ranging in width from 12 feet to the twin 16-foot-wide ramps at Shell Landing. At Forest Landing there is only the ground sloping
into the water next to the 3-foot-wide pier. Plenty of room at five of the landings to pull a boat trailer around to set up for a straight
line backup to the launching ramp, but at Cranes Creek Landing the driver will have to do a right-angle backup from the parking lot
to get into position for a straight approach to the ramp.
The piers or docks at all the landings are at least 3 feet above the water – too high for climbing into a kayak. But kayakers can use
either the ramps or narrow pebble or sand beaches flanking the ramps. Most piers have ladders for climbing down to canoes and
trailer-launched small craft. Only Shell Landing has parking space for more than two or three car-trailer or truck-trailer combinations.
None of the landings have picnic tables or toilet facilities.
Directions:
Lodge Landing: Just a couple hundred feet on Rt. 202 west of the stoplight in Callao, turn on Harry Hogan Rd., then right on
Lodge Rd., and finally right on Lodge Landing Rd. Good signs show the way.
Forest Landing: From Callao, drive almost 5 miles east on Route 360; turn left on Forest Landing Rd. (Rt. 612) and drive to the
end. No signs.
Rowes Landing: Just west of St. Stephen’s Church in Heathsville, turn on Rowes Landing Rd. and drive to the end. No signs.
Coopers Landing: Drive east on Rt. 360 a little over 3 miles to the five-point intersection of Routes 360, 752, 604, and 707, which
is Coopers Landing Rd.

Special Features: One of the best nature water trails in Northumberland County is up the headwaters of the Great Wicomico
River; just a short paddle upstream from Cooper’s Landing, past the shoreline of Bush Mill Natural Area Preserve. One local
kayaker has spotted otter, green heron, American bittern, bald eagle and harrier there. Northumberland Echo outdoor columnist Steve
Scala says that the “skinny water” there is great for catching white perch, rockfish, and, in early to mid-Spring, croaker. Scala says
good fishing can be found if you motor downriver to the waters just above the bridge at Glebe Point. From Lodge Landing, you
can paddle up to the head waters of Lodge Creek to a short stretch of undeveloped shoreline for some good bird watching. Travel
about 3 nautical miles in either direction will take you to the mouth of the Yeocomico River where Scala reports good fishing for
sea trout, stripers, croakers and spot.
The pond at the head of the Coan River provides the most serene, sheltered and secluded setting for public ramps in the county
with two to choose from: Forest Landing and Rowe’s Landing, on opposite sides of the pond. Scala says the shallow water here is
good for perch. There are several coves and creeks to explore on the four-mile cruise and days could be spent covering the chart of
the whole Coan River system.
Cranes Landing near the mouth of Cranes Creek and Shell Landing near the mouth of Cockrells Creek both provide quick access
to Ingram Bay, which opens up to the Chesapeake. Owners of large, trailered boats that can handle the chop on the Chesapeake will
appreciate the wide ramps and large turnaround at Shell. Scala says a trip three or four nautical miles south of Ingram Bay to the
Dameron Marsh area is likely to reward fishermen with sea trout, speckled trout, flounder, Spanish mackerel and blues, depending
on the season.

Northumberland County Marinas

Northumberland County offers marinas on or near every major river in the County, with each having its own unique services, features and location. They offer boaters in Northumberland County a wide selection when looking for a marina to fit their individual needs. All marinas but Fairport have a launching ramp at least
12 to 18 feet wide, and all but two sell gasoline and diesel fuel (Great Wicomico sells only gasoline, and Krentz
sells no fuel). All provide a pump-out facility and most have a fish-cleaning station.

son Frederick began building their marina
“from scratch” in 1965 on land the elder

the largest marina in the Northern Neck.

Kingscote Creek joins the Coan, a mere 3 miles from Buoy #7,
a famous spot for striped bass. Lewisetta Marina has 27 covered
and open wet slips, and over 100 spaces for dry storage, where a
few boats appear to be getting restoration by boat owners. Water
is 8 feet deep at the docks. Two Marine Travel Lifts, 20 and
25-ton capacity, are available. Lewisetta offers full marine service
and repair on the premises, but will permit outside contractors
if known to the owners. Bait, tackle, and food are sold at the
pleasant “Downtown Lewisetta” general store operated by the
Scerbos at the marina, and a very attractive sand beach awaits
waders and sunbathers.

offers one of the most enjoyable and scenic casual dining
experiences in the Northern Neck.

end. The Great Wicomico Campground and Marina, owned by
Buddy and Cathy Becker, is another Northumberland marina with
a restaurant on its premises: the locally renowned Horn Harbor
House Seafood Restaurant, open from late May until November,
serving from 5 to10 pm Fridays and Saturdays, 4 to 9 pm Sundays.
The tree-shaded campground overlooking the Great Wicomico
River has 50 spaces for small to medium-sized RVs and a few
spaces for boat trailers. There is also a centrally located restroom
and bath house. At the riverbank between the campground and
the restaurant is a small sandy beach with a restroom and shower
facility. Further along the shore is a 12-foot-wide boat launching
ramp and marina. There are 26 slips at the marina, and a fueling
dock where only gasoline is available. The dock has plenty of
space for diners who wish to travel by boat to the Horn Harbor
House or its annex, the Boathouse Lounge and Raw Bar.

then after the sharp left bend in Sunnybank Road, turn right on
Campground Rd. (650). Look for the entrance to Chesapeake Bay
Camp–Resort and Smith Island Cruise on the right. For 31 years
Mary and Gordon Evans have developed their campground into
the only place in Northumberland County that can justifiably call
itself a “resort.” For guests who tow, drive or pack their sleeping
quarters with them, there are about 80 large and small camping
spots with hookups, placed for easy drive-through parking. The
sequestered pump-out facility is also easily approached. For
visitors who prefer stationary quarters there are 10 one-room
cabins, 1 two-room, and three that sleep six; all with grills for
cooking outdoors. A restroom and shower building is nearby.
There are two secluded lodges providing “all the comforts of
home.” Some camping spots are close to the Slough Creek bank
which flows to the Little Wicomico River.
Visitors may play horseshoes, shoot hoops, take on the 18-hole
mini-golf course or enjoy the sun-drenched swimming pool. The
kiddies can frolic in the sandpit or on the playground equipment
sheltered from direct sunlight by the tall overhanging trees. There
is also a game room equipped with two pool tables and assorted
console video games. Folks who come here for water activities
can fish or crab from the pier, or rent a canoe to explore the local
streams. Boaters can launch their craft at the ramp and moor at
one of the 20 covered slips available. Fishermen will find plenty
of choices spots on the Little Wicomico and its tributaries and the
entrance to Chesapeake Bay at Smith Point is only minutes away.
The Evans family also operates the Smith Island Cruise Ferry, one
of the two major cruise attractions of Northumberland County.

Celebrating five years, Callao…
Women of the Moose,
established in 1913, is a unit of
Moose International, Inc., a private
organization open to members
and qualified guests by invitation
only. Callao WOTM is now 121
members strong. Women over
the age of 21, who are interested
in joining, can make application
into any one of over 1600 local
Chapters. WOTM provides
community service opportunities
in a fraternal setting, dedicating
many volunteer hours to those
in need, not only in their own
Chapter and Lodges, but also in
their community.
Two main WOTM objectives
are Mooseheart and Moosehaven,
with their maintenance and
financial support coming almost
solely from the men and women
of the Moose Fraternity. Mooseheart, the Child City, located in
the Fox River Valley, west of Chicago, Ill., is a 1.000 acre campus
where children in need are housed, educated and cared for in a
loving home environment; raised by professionally trained family
teachers. Moosehaven, the City of Contentment, is located in
Orange Park, Fla., and is where the Moose Fraternity provides
for the cares and needs of senior members. Currently, a health
care facility, The Life Care Center, is being built. It will provide
state of the art medical care to Moosehaven residents.
The New Chapter, Callao 2253, was initiated Feb. 9, 2003,
with 50 women, under leadership of Senior Regent Gladys
Balderson, fulfilling a life-long dream of hers. Installing Regent

Besides Mooseheart and Moosehaven, Callao WOTM support
the Rescue Squad, the Fire Department, the Animal Shelter,
Happy Meals with Henderson Church, The Haven, a shelter
for battered women and children. WOTM took Christmas gifts
and sang Christmas Carols at Warsaw Health Care Center. Over
the past five years WOTM has raised over $32,000for cancer
patients; given needy families Christmas
presents and grocery vouchers to needy
seniors. The women have worked with
Jane Anderson and the Salvation Army to
fill Christmas Stockings and send a child
to Camp Happyland.
At Moosehead, WOTM helps support
a Sunshine Child and at Moosehaven help
support two Grandparents. Last year local
WOTM members took a child shopping
to help with school needs and two children
were sent to YMCA Camp last summer.
Every year WOTM raises enough
money to give a $500 Nursing scholarship
to a RCC student. This year WOTM is
sponsoring our first Little League Tee-Ball
team The Owlz, with Bill and Tina Moss
managing and coaching the team of nine.
Women of the Moose have started their
2009 Chamber of Commerce Guide to Northumberland County
own Children’s Community Program, with three large parties
each Halloween, Christmas and Easter – the latter featuring the
largest Northumberland County Easter Egg hunt with four age
groups. All parties consist of a meal, games with prizes and a craft.
All members and guests are invited. A Christmas holiday feature
is Breakfast with Santa where each child receives a present and
has their picture taken with Santa. The parties have grown from
20 to 60 kids at the Moose Lodge where it is felt “Children are
our future – so put in some time and effort; have some fun with
them.”
In 2007 WOTM held a Bicycle Safety Seminar where lunch
was served, a bike decorating contest with trophies was held, with
a local police officer conducting the class. Every child received a
certificate of completion and a Safety ID Portfolio (put on a disc
to aid in recovery of a lost or stolen child). With this disc, a child’s
picture and vital information could be on the news in minutes.

‘Come Quilt with me’
A Saturday ‘Come Quilt with me’ group is now at Rice’s Hotel/
Hughletts Tavern RH/HT in Heathsville from 9 a.m. to 1 p.m.
during the Farmers Market.
Sponsored by the members of the Tavern Quilt Guild, anyone
interested in quilting, knitting, crocheting, rug hooking, lace
making - any of the needle or home arts is welcome to come and
work on their own projects in a group setting.
“Most needle arts groups meet during the week, during the day,”
says organizer Marion Booth. “Work, child care or conflicting
interests prohibit sharing the dynamics of a group with similar
interests. There are no plans for officers, minutes, dues, budgets,
food organization or organized programs. Just come, work on your
projects and share some laughs. We are not a bee.
“We are NOT teaching classes or offering appraisals and hope all
skill levels will come. If someone is having difficulty in achieving the
outcome of a project or wants friendly suggestions how to resolve,
we may be able to help.”
Several Tavern Quilt Guild members will be working on
construction of quilts for the upcoming Quilt Show and Auction
Oct. 17-18 at the Tavern complex in Heathsville. The group is to
be called ‘the Saloon Loons’ in honor of the late Jim Gilpin, whose
wife Rita was one of the founding members of the guild. He teased
“why do quilters take yards of fabric, cut it up into little pieces, then
sew it back together?”

Museum (TMB) building behind the Tavern. Subsequent meetings
may be held elsewhere in the Tavern complex depending upon

Donors step forward with $150,000 for YMCA
Two more individuals have stepped forward within recent days
to make major financial pledges to the Northumberland Family
YMCA’s Capital Campaign. The campaign has the goal of
converting the present Northumberland High School Gym into
a $3.6 million, 22-thousand square foot, full service facility.
Mason Brent of Heathsville has pledged $100,000 to the
campaign, and will have naming rights to the building’s lobby.
Pim Montgomery, also of Heathsville, has pledged $50,000 and
will name the Y’s Teen Center.
“It’s very gratifying to see people step forward like this to
support this cause,” said Betty Hall, Chairman of the Capital
Campaign Committee. “It’s so exciting and energizes all of us
who are involved in this campaign.”
Montgomery is a long-time Northumberland resident who
has been active in the Northern Neck YMCA since 1995. She
said her concern about children attracted her to the YMCA and
its programs.
“Children need a place to go where they get moral support
and guidance from adults, and learn how to become adults
themselves,” Montgomery said. “We as adults have a responsibility
to provide that place.”
Brent, who lives on a Heathsville farm that has been in his
family for 156 years, was also attracted to the project because of
what it will mean for the county’s children and young people.
“I know the YMCA will be able to offer many new programs for
adults, but I think it will have its biggest impact on the younger
generation,” Brent said.
“It’s extremely important
to have a facility like this
for our youth.”

Both Brent and Montgomery are urging their fellow county
residents to support the cause as well. Brent notes that the new
YMCA , with its state of the art wellness center, gymnasium,
numerous classes, and eventual swimming pool, will provide a
significant recreational benefit for the county’s full time, as well
as weekend residents.
“For weekend residents, what better way to get involved in
the community than to support this vital YMCA project?” Brent
asked.
Montgomery is also an enthusiastic advocate for the campaign.
“People say I have a fire in my belly about this,” she laughed.
But turning serious, she asked, “If not us, who? And if not now,
when?”
“Having Pim and Mason as financial supporters is wonderful,
but their strong advocacy of our cause is just as important,” Hall
said. “They are not only helping making this dream a reality,
but are helping spread the word about our efforts. We are so
grateful.”

Evaluations are conducted by board-certified physicians and medical
physicists who are experts in the field. They assess the qualifications of
the personnel and the adequacy of facility equipment. The surveyors
report their findings to the ACR’s Committee on Accreditation, which
subsequently provides the practice with a comprehensive report.
This is only one of the many services that are ACR certified in our
Radiology Department.
The ACR is a national organization serving more than 32,000
diagnostic-interventional radiologists, radiation oncologists and
nuclear medicine and medical physicists with programs focusing
on the practice of medical imaging and radiation oncology and the
delivery of comprehensive health care services.
Riverside Tappahannock Hospital constantly seeks valued
partnerships to provide quality care and easy access for patients
including their partnership with the Northern Neck Middle Peninsula
Telemedicine Program. Telemedicine is the use of medical information
exchanged from one site to another via electronic communications
for the health and education of the patient or healthcare provider
and for the purpose of improving patient care. Telemedicine includes
consultative, diagnostic and treatment services and has the ability to
broadcast images, data and sound to medical specialists. Benefits to
the patient include local access to specialized care, easy consultations
with medical experts, savings of time and money and continued
connection with your community physician. This program allows
patients to receive diagnostic specialty care from the comfort of their
local hospital without having to travel outside of their community.
Riverside Tappahannock Hospital constantly seeks ways to advance
in medical technology to provide the latest in advanced medical care
to our patients. Most recent developments and expansions include
the renovation and expansion of our surgical services department
including the surgical prep and recovery areas. Historically, these areas
have been congested and patient flow has been hampered. In an effort
to improve the patient experience before and after surgery, RTH has
decided to invest in improvements by renovating and expanding our
surgical services.
Also included in the three year plan will be expanding areas for
outpatient care. When renovations are complete, the hospital will
be better prepared to transition patient rooms from semi-private to
private rooms, affording the patient a better sense of comfort and
confidentiality.
RTH also received a Certificate of Need for a fixed MRI (magnetic
resonance imaging) unit. This $2,325,000 project will replace the
mobile MRI unit that currently visits the hospital five days per week.
Construction on the fixed MRI unit is scheduled for completion by
Nov. 2008.
RTH’s newest development includes a new Medical Arts Building
– Mt. Clement, currently being built by McKinley Builders, LLC.
This 17,000 square foot medical complex building will be located at
the bottom of Hospital Road in Tappahannock. RTH will lease the
building from developer Tim McKinley and full occupancy is expected
in the fall of 2008. Tappahannock Family Practice, Dr. Ryan Williams
and Dr. Ana Cleary will move into the 2nd floor, along with new Pain
Management and Physical Medicine Specialist, Dr. Meenakshi Bindal.
Dr. Bindal and Riverside outpatient therapy department will offer a
beautiful view of Essex County while patients participate in rehab
therapy. The first floor of the building is tentatively designated
for an urgent care center and expansion of the RTH Orthopedics
program.
RTH is also committed to deep involvement with the community,
most recently holding the hospital’s first annual Community Pride
Day to promote services from the hospital, local businesses and civic
organizations; attracting over 400 adults and children the first year.
RTH strives to provide medical information the community needs,
beginning a Community Education Series in January 2008. Riverside
Medical Group and Riverside healthcare professionals have provided
talks at Essex Public Library the third Wednesday of each month to the
community on such topics as Asthma, What’s New About Menopause,
Back into Full Swing: Issues of the Back, Colorectal Cancer and
Eating Smart for a Healthy Heart. We also provide an opportunity
for civic organizations, businesses and other community members to

Derby expected to
fill competitor field
The Reedville Bluefish Derby is the oldest tournament of its
kind on the Chesapeake Bay. This year’s derby, the twenty-fifth,
will be held on June 13 and 14 at Buzzards Point Marina in
Reedville. Andy Kauders, tournament director, notes that with
a limit of 300 boats it is important that people wishing to fish in
the Derby register early.
Buzzards Point Marina will again host the event with primary
sponsorship from Coors Brewing Company and Tri-Star
supermarket. Fishing days will be Friday June 13 from 6:30 a.m.
until 4 p.m. and Saturday June 14 from 6:30 a.m. to 3 p.m. Check
boats will be at the mouth of the Great Wicomico River, at the
mouth of Smith Point Jetty and tournament officials standing on
the dock at Norview Marina in Deltaville.
Reedville Bluefish Derby officials announce a major addition
to the Annual Bluefish Derby for Rappahannock River area
fishermen. Boats will not only be able to check out each day at
Norview Marina but they will also be able to turn in their fish for
weighing at Norview.
This change will mean that those fishing the lower Bay will not
have to travel up to Reedville to turn in their catch. Tournament
officials will ice down the fish and transport them to Buzzards Point
for weighing. Kauders says that because of the higher price of fuel
this change was made to make fishing the Derby more affordable.
Smith Point Sea Rescue is a totally volunteer rescue unit which
serves boaters from the Potomac River south to the Rappahannock
River and across to the eastern shore. The organization receives
no governmental monetary support and depends solely on the
proceeds of this derby and donations to fund their operation for the
year. The support of sponsors, including Coors Distributing, TriStar Supermarket and Buzzards Point Marina together with many

Rescue’s 25th Annual Bluefish Derby, indicates tournament
officials have high expectations that the maximum of 300 boats
for the Bluefish Derby will be reached before the June 12 cutoff.
Eligible species which will qualify for over $32,000 in cash and
prizes are Bluefish, Striped Bass and Croaker. Increased interest
in fishing the derby is a result of adding Norview Marina on
the Rappahannock River as the third location where fish can be
turned in for weighing. Norview joins Smith Point Marina and
Buzzards Point Marina. This change will mean that those fishing
the lower Bay will not have to travel up to Reedville to turn
in their catch. Tournament officials will ice down the fish and
transport them to Buzzards Point for weighing.
For those not fishing there is still a lot to enjoy on the derby
grounds, as watching boats bringing in their catch is fun for
the whole family. Those who enjoy shopping for unique items
will find a number of vendors selling goods under the pavilion
Friday and Saturday afternoons and evenings. The very popular
band FAB will be entertaining both Friday and Saturday nights

The only way to tell whether well water
is reasonably safe to drink is to have a
laboratory check a sample of it for bacteria. Have your well water analyzed
for bacteria at least once a year and anytime you notice a change in the water.
To get a good estimate of the health of
your well, take at least 3 samples over
a period of two months. A sample taken from a faucet does not tell whether

Westmoreland Players take top prize
“You guys won by a landslide! You must have a lot of people who
love you up there!” remarked Jeb Hockman, Communications &
Public Relations Coordinator for the VA, MD & DE Association
of Electric Cooperatives. He was delivering the good news that
The Westmoreland Players had been named “Best Community
Theatre” in Virginia.The honor came as a result of a readers’ poll
in Cooperative Living, the membership publication of Virginia’s
electric cooperatives.
It has the largest circulation of any magazine published in
Virginia - over 350,000 homes. In our area, all customers of
Northern Neck Electric Cooperative and Rappahannock Electric
Cooperative receive the magazine. “This means a great deal to
us,” says Glenn Evans, Artistic Director of The Players. “There
are so many community theatres around the state with much
larger memberships and audiences. I guess folks here are just
more fired up about what we do.”
Evans is a professional director and actor who together with
his wife Joy have been with The Players since 1997.“We’ve
been drawing audiences from Richmond, Fredericksburg, even
from Northern Virginia. They say they like our freshness and
innovation. And that we’re not pretentious like a lot of bigbudget theatres,” Evans said. “Not to mention the talented actors
they see on stage.”“Now the challenge is living up to the title,”
Evans laughs. “Now that we’ve been named The Best, folks are
going to be expecting something special.”

The Callao Volunteer Fire Department and the Callao Ruritan
Club are having a Truck, Car, Motorcycle, Small Gas Engine and
Tractor Show and Lawnmower, Mini-Rod and ATV Pull on Saturday, Aug. 9 at the Callao Ruritan Recreation Park. Admission

Sail/Power Squadron teaches Boating Safety
The Northern Neck Sail and Power
Squadron (NNSPS), which serves the counties
of Northumberland, Lancaster, Richmond
and Westmoreland, is the local unit of the
United States Power Squadrons (USPS). New
to the Northern Neck but not to the boating
world, USPS is the largest, nonprofit, private
boating organization in the United States.
Through NNSPS and other local squadrons,
USPS offers basic boating courses and
educational seminars to the public, both at
the adult and youth levels. Its members-only
instructional program ranges from the basic
level to advanced navigation, weather and
technical courses.
The Northern Neck Sail and Power
Squadron (NNSPS) had its first meeting
in September of 2003, actively serving its
members and local boaters since then. Thirtyfive charter members began the organization; today, there are 57
active, 6 associate and 6 apprentice members. The 2008-2009
bridge includes: Commander Judy Cook, Executive Officer
Dyan Warren, Educational Officer Twy Williams, Administrative
Officer Helen Kelley, Secretary Angie Crown, Treasurer Bette
Sowers and Members-at-Large Mike Warren, Dave Cook and
Dave Herndon.
In addition to offering both Boat Smart and Chart Smart, the
USPS boating courses for the general public, NNSPS also teaches
the commonwealth’s Boat Virginia course. The squadron’s primary
focus in public education is youth safety programs, including
programs in the schools and at boating events. Its signature program
is Boating Safety for Kids, a hands-on, small group instructional
program for middle school students. To date, over 1359 young
people have participated.
NNSPS examiners are certified to provide Vessel Safety Checks as
part of the United States Coast Guard’s Vessel Safety Examination
program. Squadron members also participate in community
activities by setting up a safety booth at various local and regional
expos, fairs and carnivals. Their next community ventures will be
booths at the Kiwanis Auction at Yankee Point Marina on May 10
and the Kilmarnock Crab Festival on May 16-17.
Squadron social programs include monthly dinner meetings
during the off-season, usually at Wicomico Parish Hall in Wicomico
Church. During the boating months, members rendezvous with
their boats on local creeks for camaraderie and boating skills
practice. These events usually take place on the second Friday or
Saturday of the month. In May, the squadron will assemble at the
Taylor Creek home of Commander Judy Cook.

Designing, maintaining golf course is fun
Dean Sumner, owner Quinton Oaks golf course, began his
golfing career by caddying for his dad, Bill Sumner at age eight,
then at 12, cleaning golf clubs in a pro shop for members. “I bought
my own set of clubs with those earnings,” he says with a grin as he
recalls some good, good times. “We didn’t have a golf team at my
high school, but I played for Jamestown Community College in
Jamestown, NY and qualified for the college national tournament in
’77 held at Mirror Lakes at Ft. Meyers, Fla.,” he remembers. “I took
my first plane ride then, and during the tournament found out just
how good other people were who played golf.”
At Jamestown, Sumner majored in accounting, then transferred
to Penn State for a two year major in agronomy (turf grass). “I had
always dreamed of owning a golf course,” he says, “so after Penn
State I took a job running a public golf course in Orofino, ID where
I was also the golf pro.” Then it was on to Indiana, PA where he
majored in finance at the University of Pennsylvania and was a
supervisor at a golf pro shop.
“I bought Village Green in June of ’88,” he recalls, after a friend
who knew I was looking spotted an ad in a golf publication.”
While at Village Green Sumner put Bermuda grass in the fairways
“which needed improvement,” and continued his dream of someday
building a golf course from the ground up.
With the purchase of 130 acres of corn, soybeans and wheat
farmland in 1991, Sumner was on his way to fulfilling that dream.
“I took a topographic map of the land, and walking around (after
the soybeans were harvested) decided to fit a hole in here, another
one over there,” he explains while driving me over the course. “You
fit the course into the topography, staking out the trees you will
leave and location of holes and hazards,” says Sumner, still obviously
thrilled with “his baby.” Making sure the holes are not too close to
each other is another consideration to establishing a course golfers
will enjoy, says Sumner.
Ground was broken for the Quinton Oaks course Wednesday,
Jan. 30, 1992, after “my daughter Kelly had been born two days
earlier,” the father-golfer says proudly. Both Sumner’s children, Ross
and Kelly are following in dad’s golfing shoes: Ross, a three year
all-state Northumberland high school golfing champion, who will
attend Longwood College this fall with a golfing scholarship, and
Kelly, who this fall will be a junior on the NHS golfing team.
Sumner continues explaining just how you build a golf course
from scratch. “Earthmovers came in and we picked up a foot of
topsoil,” he says, “then moved half that soil to where the greens
and tees would be located.” Sumner explains that the greens are
constructed in the shape of a bowl, with the herringbone drainage
system in place at the bottom of the bowl before sand is placed on
top.
“Pea sized gravel is placed there before the sand is added, and
this mixture is carefully sized according to USGA standards,”
Sumner says. “The first two samples I sent for grading did not meet
those standards, but the third time was the charm and my gravel
mixture was OK.” Surface drainage for holes incorporates a carefully
calculated slope so water will drain after rains.
“I installed 450-600 sprinkle heads to keep the greens and
fairways green during the hot, dry summers,” says Sumner. “My
Dad did that painstaking job for me in a spectacular fashion.”
Quinton Oaks opened in October of 1992, “and has been
relatively easy to maintain,” says Sumner. “I designed the course
to be ‘golfer friendly’ but challenging enough so players will want
to return again and again. Since our county population is mainly
retirees, I tried to build a friendly course to meet that need, but still
very challenging for younger players.” He admits he also planned a
course where “not so many balls would be lost.”
Over the years, Sumner has changed hole number seven to
make it longer, and placed new tees at holes three and 13 this
last year. The clubhouse was built in 2000. Sumner coaches golf
at Northumberland High School and sponsors a Ladies Clinic at
his course in cooperation with the PGA Foundation and Play Golf
America to introduce the game to new lady golfers. “We are also
sponsoring a Swinging Seniors course (50 years or older) to entice
new players or those who have been away from the game a while,”
he adds.

Rice’s Hotel Hughlett’s Tavern dedicates buildings
T
oday we finish a 15 year era of construction, remodeling and restoration of the Rice Hotel Hughlett’s Tavern Museum (RH/
HTM) buildings and grounds. This day thanks our great volunteer corps and all those whose vision has propelled us to this
moment,” said Tavern Foundation President George Beckett.
A small crowd gathered Saturday Nov. 17, for formal dedication of the two newly completed buildings in the village square, and The
Forge, dedicated two years ago. Ribbons were cut, speeches were
made and a reception followed.
The Heathsville Forge, a working 1800’s forge, was completed
in 2005. Gabby Purvis accepted the plaque for her husband,
Dan, who passed before the building was started. It was his vision
that encouraged the Rangers to build and open the forge. Forge
President John Brauer spoke about Dan’s dedication and dream for
the Blacksmith Guild that now boasts 60 members.
The Quilt Guild’s President, Susan Melton, received the plaque
for the Transportation Museum Building. Susan expressed the
guild’s love for the Tavern, saying how she was proud to be the
officer to accept the plaque. Three original members of the guild
were present for the dedication: Dee Rogers, Millie Huffman and
Paula Teeples. The Guild’s quilting work has earned nearly $50,000
for the Tavern Foundation.
The Carriage House was constructed this fall. The dedication
plaque was presented to Leo Rogers, who has been a member of the
Tavern since the early 1990’s and has restored several carriages and
sleighs. Leo’s restored carriages now have a permanent home in the ‘Livery’.
Visitors, guests and families enjoyed a reception with time to share memories and stories about the Tavern complex and construction
era. It is with great pleasure that the buildings at the Tavern have been completed. The village square supports many events throughout
the year: Golden Village Christmas, Kentucky Derby Party, Farmers Market, Food For Thought and various community events. The
Transportation Building is available for rent and has hosted a Holly Ball Party, wedding rehearsal dinners, holiday parties and various
other community group gatherings.

Northumberland Animal Shelter
Achieves high adoption rate
“Just a few days ago, many of these animals were strays, living
off the land,” explains Northumberland Animal Shelter (NAS)
Volunteer Supervisor Fran Warren. “We’ll find loving homes for
nearly all of them. Satisfaction from that is what brings – and
keeps – volunteers working at the shelter. We have 12 volunteers
who devote hours, sometimes days, to feed and care for the
animals, socialize them and ultimately get them adopted.”
NAS efforts to locate homes for stray animals has been
successful. Volunteers adopted out 98 percent of the eligible
animals that passed through the shelter last year – a figure that is
among the highest in the State of Virginia.
The most spectacular save was Jack, a big black dog from
Northern Virginia who became separated from his owner;
ending up in the Northern Neck, 130 miles from home. His
wayward journey came to a happy end when volunteers searched
the internet, finding a lost-dog ad placed by Jack’s owner.
According to Warren, the NAS’s high rate of adoptions is
attributable not only to the dedication of volunteers, but to
county residents who foster dogs and cats awaiting adoption.
“Also vitally important is the financial assistance offered to
adopting families by the Animal Welfare League in Kilmarnock,”
emphasizes Warren. “It is the law in Virginia that shelteradopted animals must be spayed and neutered upon adoption
– a requirement that would create a hardship on many families’s

neutering all new adopted animals are paid by the AWL.
After the new addition is completed at Northumberland’s
Shelter, “The adoption rate should increase,” explains Warren,
“because the Shelter will provide 24 additional kennels, enabling
us to keep animals longer while awaiting adoption.” Animals
have recently been moved into the first section, with two more
sections to be completed in the coming months. “With the
new addition, we’ll be one of the finest shelters in the State of
Virginia,” says Warren.
The $215,000 NAS addition is funded entirely by citizen
donations. Gifts and grants amounting to $153,000, in
addition to sales at the Animal Shelter Thrift Shop, located in
the School Board building at Lottsburg, has added another
$41,000. Volunteers hope to raise the $20,000 to finish the last
two sections this year. Donations are tax deductible.
The shelter operates under the supervision of Northumberland
County Sheriff’s Office and Sheriff Chuck Wilkins.
