Mission HIAS and Council Migration Service of Philadelphia (HIAS and Council) was founded over 126 years ago to help Jewish immigrants and refugees fleeing persecution and seeking opportunity in America. HIAS and Council works to represent, resettle, and reunite Jewish and all immigrants and refugees of limited means residing in Pennsylvania and the Delaware Valley. We seek the fair treatment of and integration into American society of immigrants from all backgrounds. Dear Friends: “Whoever saves a single life, it is as if he had saved the whole world.” This Jewish teaching from the Talmud, Sanhedrin 4:5 marked the 126th year of HIAS and Council’s work in Pennsylvania. We do our work in the spirit of “each one, reach one,” a call for involvement and engagement. Save One. Save a Generation Whether its representing an asylum seeker, providing a safe-haven for an immigrant victim of domestic violence, assisting a family member to reunite with a loved one, or providing resettlement services to refugees fleeing persecution today, HIAS and Council’s staff, board and volunteers serve as a humanitarian life-line to those seeking opportunity and freedom in the United States. During these difficult economic times, it is good to remember that immigrants and refugees bring new ideas and new energy to our region; short-term assistance and support reaps long-term benefits, building healthy families and strong communities. The theme “Each one, reach one,” was highlighted by our 126th Annual Meeting in September 2007 when our guest speaker Dr. Jerry Ehrlich, showed a slide presentation from his experience in “Doctors Without Borders” treating refugees from Dafur, Sudan in the United Nations camp. Dr. Ehrlich was able to bring out children’s artwork depicting attacks by military aircraft on civilians, which proved government complicity in the genocide. HIAS and Council volunteers who tutor refugees from Burma who lived in camps for as long as 20 years and our pro bono attorneys who handle critical immigration cases dramatically impact our clients’ lives; after life-threatening situations end, re-building must begin. During our 2007-2008 fiscal year, we helped re-build many lives as we served more than 2000 clients representing over 60 nationalities. We completed and began to implement our strategic plan, which resulted in a stronger board with new by-laws and active committees. We began a new initiative to represent immigrant youth, many of whom are in the U.S. without close family members. We settled a major class action suit, Kaplan v. Chertoff, which expedites the citizenship applications of vulnerable refugees who faced being cut off from safety net benefits because of processing delays. We also held a wonderful event honoring the Honorable Harold Berger, scholar, attorney, and philanthropist. We thank our board members, staff, funders and volunteers for enabling HIAS and Council to continue its life-changing work. OUR LEADERSHIP & COMMUNITY INVOLVEMENT HIAS and Council’s staff appeared in the media, received community recognition and participated in many policy task forces during the year. Some highlights are: 2 • Attorney Maggie Niebler was featured on a panel at a national conference concerning immigrant youth. • Senior Attorney Ayo Gansallo sits on the advisory committee of the Mayor’s Commission for African and Caribbean Affairs. • Independence Fellow Lisa Hurlbutt worked with Jason Leckerman from Ballard on the asylum case of a deaf-mute woman from Guinea written about in the Legal Intelligencer. • Accredited Representative Lori Alexander was invited to USCIS training on citizenship waivers and trained attorneys for pro bono citizenship day. • Jessi Koch, Resettlement Volunteer and Resource Developer was featured in the South Philly Review • Managing Attorney Philippe Weisz was selected as an adjunct clinical lecturer at Penn Law’s Transnational Clinic. • Accredited Representative/Resettlement Case Manager Marina Merlin was given a citizenship award by the Pennsylvania State Refugee Program. • Executive Director Judith Bernstein-Baker was given a Community Service Award by Community College, participated in a televised panel discussion of immigration, and was awarded a Senior Law Fellowship. OUR PROGRAMS ADVOCACY AND CIVIC ENGAGEMENT HIAS and Council works with other service providers, faith-based organizations and community groups on a national and local level, including national HIAS to provide a voice for immigrants and refugees. Issues such as access to government services, immigration reform, promoting citizenship and voting, and the fair treatment of the foreign-born are addressed with coalition participation. ASYLEE OUTREACH PROJECT Links those granted asylum to available services and provides immigration documentation assistance. The Project also sponsors selfsufficiency workshops for asylees and refugees. Reunited after three years with the help of HIAS and Council’s Asylee Outreach Project. CITIZENSHIP ASSISTANCE FOR VULNERABLE ADULTS PROGRAM Provides application and support services to the elderly, disabled and low-income immigrants and refugees seeking to naturalize. During 2007-2008, we initiated a partnership with the JCCs Klein Branch which hosts ESL and citizenship classes. Raisa and client in citizenship class. Photo taken by HIAS and Council staff. REFUGEE RESETTLEMENT SERVICES Provides case management services to newly arriving refugees leading to self-sufficiency. During 2007 to 2008 we worked with vulnerable refugees who were forced out of Burma/Myanmar and were living stateless in camps in Thailand. REPRESENTATION AND LITIGATION Handles more complex immigration process cases and represents immigrants and refugees before the Immigration Judge in the Executive Office of Immigration Review, the Board of Immigration Appeals and U.S. federal courts. This program focuses on the most vulnerable populations including asylum seekers, victims of interpersonal violence and abused, neglected and abandoned children. IMMIGRATION PROCESSING ASSISTANCE/ CORE MIGRATION SERVICES Helps individuals navigate the various immigration agencies including the United States Immigration and Citizenship Service. Services include: • Family petitions • Adjustment of status (obtaining a “green card’) • Sponsoring family members who live abroad • Replacement of documents • Travel documents Women from West Africa who was represented by HIAS and Council and obtained asylum. She faced threats to herself and her family from the country’s rulers; her husband had been arrested and subject to mistreatment and torture on numerous occasions. Over 50 presentations to attorneys, social service and health professionals and the community at large, reaching 75,000 people including: • A national conference of immigrant advocates representing minors. • Appearing on Telemundo to discuss citizenship. • Collaborating with the Mayor’s Commission on African & Caribbean Affairs.
