APPENDIX TO THE LAND USE PERMIT APPLICATION FOR OPERATION AND MAINTENANCE ACTIVITIES 1 .0 This appendix provides additional information to the above noted application dated August 29, 1996. The item numbers and headings correspond to the numbering on the application form. The description of operations outlines activities that are both on and off the right-of-way and other facility sites in order to be more complete. However, the land use permit, for the areas shown on the attached plans, will be for off right-of-way lands only. The pipeline and facilities have been operated under land use permits which will soon be closed out. Details of operations and maintenance activity over the past 3 years have previously been provided and approved. The main features of the pipeline are shown on the attached location plans, which are on an as-built base, and consist of: - A 323.9 mm O.D. pipeline contained within a 20 m right-of-way from Norman Wells to Zama, Alberta with a slack chainage length of about 752 KM within the NWT. - A pump station, control centre and administration office at Norman Wells. - Pump stations and maintenance bases at KM 336 (Wrigley) and KM 585 (Mackenzie Highway). - Maintenance bases at KM 160 (Little Smith Creek), near KM 447 (Camsell Bend) and KM 731 (Kaldsa River). - A maintenance office and shop at Fort Simpson. - A number of manually and remotely controlled valves throughout the length as indicated. There is a widening of the right-of-way to 100 m by 100 m at each of the remote sites. The 20 m right-of-way in the NWT, described in Plan #69975, Sheets 1 to 55 (CLSR), (1972 - 1 to 55 LTO.), is held by IPL (NW) under the terms of an agreement with INAC, and with the Commissioner of the NWT for his lands at Norman Wells and Ft. Simpson. The Norman Wells, Wrigley and Mackenzie Highway Pump Stations are under title to IPL (NW). The facility sites along the right-of-way are under lease from INAC. -1- The Sahtu Land Claims were recently approved and affect some of the land in the area north of the Black Water River. It is understood that INAC will either continue to issue the Land Use Permit for these lands on behalf or the Sahtu or will otherwise coordinate the issuance of the permits by the appropriate Sahtu Board. 2.0 LAND USE OPERATIONS - ITEM 5,6,7,9 The pipeline is operated by computer control, with remote operations at Norman Wells and Edmonton monitoring and maintaining line balance 24 hours a day. The pipeline is operated to satisfy through-put by starting, stopping and changing speeds of units at pumps stations to maintain a balanced flow without exceeding maximum allowable operating pressure. The line is protected by a leak detection system. Communications between all operating areas is by telephone, radio and data circuits. The following activities will be carried out as part of the normal operation and maintenance procedures for the pipeline and related works. The location and extent of potential land areas to be used off the right-of-way are shown on the attached drawings. 2.1 AERIAL PATROLS - Visual inspections of the pipeline are carried out on a weekly basis, weather permitting. Fixed wing or helicopter aircraft is used. - Abnormal conditions, observed or reported, which require ground inspections include visible crude oil, odors of crude oil vapors, withering vegetation, excavation work on or approaching the right-of-way by others, erosion, thaw settlement and slope instability, etc. 2.2 INSPECTIONS AND MAINTENANCE - All Mainline valves are inspected at intervals of 6 months or less. - Maintenance of remote valve operating facilities, including thermal electric generator units, hydraulic valve actuators, mainline gate valve, etc. - Cathodic protection rectifiers are inspected on a regular basis. - Each remotely controlled valve site is resupplied with propane fuel as required. - Each pump station and maintenance base is resupplied with diesel fuel, aircraft fuel and other materials as required. -2- - Maintenance of erosion or subsidence sites, etc. is carried out as required by sand bagging, hauling fill, etc. as may be appropriate. - All such activities follow details and procedures outlined in the "Environmental Protection Plan" (copies previously submitted). - Oil spills or other similar problems are handled in accordance with the "Emergency Response Plan" (copies previously submitted). - Oil spill exercises. - Such other activities that may be required for safe efficient operation and maintenance of the pipeline. 2.3 POST CONSTRUCTION MONITORING PROGRAM Monitoring of the effects of construction and operations of the pipeline on the environment is being carried out. Details of the monitoring is set out in the annual document entitled "Report on Monitoring of Construction and Operation". 2.4 ACCESS AND QUARRIES The majority of the operations and maintenance works are being carried out on the right-of-way. Access to the particular work site however, must be available for people, vehicles and equipment located at the various maintenance bases. Areas where crown land will be used include access roads between the highway and the fight-of-way, shoo-flies along the right-of-way and access roads to proposed quarry or borrow areas; as well as an area of 5 metres width of previously cleared right-of-way contiguous with the travelled site of the right of way but not included in the lands under easement to IPL (NW). The need for this area is because of the reduction on right-of-way from the original 30 m to the final 20 m width that became effective in June 1988. The attached plans show those access roadways, quarries and borrow sites that can be identified for potential use during the course of normal operation and maintenance activities. -4- Areas have been used during construction or other maintenance activities and will not require additional clearing or development work that might cause major disturbances. Where a potential access follows a cut-line which has not been used for some time, some minor brushing may be necessary. Where the access originates from a NWT Highway appropriate access applications will also be made to GNWT Department of Public Works and Highways. The 5 metre portion of previously cleared right-of-way contiguous with the travelled side of the IPL (NW) right-of-way and herein applied for under land use permit is not separately indicated but reference made to it on the area summary sheets. Additionally, it is understood that existing improved roadways (eg. at kp 160) do not require a land use permit. Quarry operations are normally expected to be a winter activity, although sandbag filling could occur during the summer as required. It is expected that the quarry operations will be of a minor nature. In general, sources which were worked during pipeline construction have been selected. Should an existing pit be used, the working area would continue to be developed and expanded as necessary. An area 50 m by 50 m is included for fee payment purposes at each site. A quarry permit application for volumes of material required at each site will be submitted under separate cover. 2.5 FACILITY SITE PROTECTION AND MAINTENANCE ACTIVITIES Operations crews expanded the 30 m fire guard to 50 m by hand clearing. As such, no increase to the area applied for in the land use permit application was made. The 30 m area is included in the application. The only exception is the Norman Wells station which is within the Esso lease area. At periodic intervals, burning of combustible wastes will take place at sites. Specially designed receptacles will be installed where required': Burning permits will be obtained as may be required. The storage of materials within the 50 m fireguard area is expected to continue on an indefinite and as required basis. 3.0 PERSOMIEL-1101.1.and_4 3.1 COMPANY PERSONNEL Interprovincial Pipe Line (NW) Ltd. have staff headquartered at Norman Wells and Ft. Simpson. They will all be directly involved in operations and maintenance work on the pipeline. -5- They include 2 administrative, 3 pipeline operators, and 19 maintenance staff. As of June 11994, two staff operate the Norman Wells pipeline control system night shift out of the Edmonton Control Centre.The Team Leader, Northern Region is located in Edmonton and commutes to Norman Wells, Fort Simpson and Yellowknife on a regular basis. 3.2 CONTRACTORS Some work will be canied out by contractors to be engaged from time to time. Their names and the information needed will be provided to INAC if their work involves permitted activities. 3.3 TOTAL PERSONNEL Total numbers of people involved could range up to 100 depending upon the season and the activities taking place. 4.0 • 111' UL 4.10 J._ _ Table 1 provides a listing of major equipment, its location and functions. Each piece of equipment may be required for activities both on the right-of-way and on permitted areas. In addition, helicopters may be chartered as required and indicated below. They will generally be a Bell 206 model. 5.0 CONTRACTORS AND SUBCONTRACTORS - ITEMS 11 AND 12 Contractors will be engaged as required. Information such as their name, address, function, and equipment to be used will be given to INAC when they are hired. Current contractors and their functions are: CANADIAN HELICOPTERS LTD., FORT SIMPSON AND NORMAN WELLS -provide Bell 206 or alternative helicopters for line patrol and other transportation purposes. -6- 6.0 FUELS - ITEMS 11, 12, AND 13 It is not expected that large amounts of fuel would be required at locations off of the rightof-way for maintenance activities. Some helicopter fuel caches or machine fuel at quarry/borrow sites may be needed. The maximum at any one site would be less than 15,000 litres of aviation fuel (JP4) or diesel fuel contained in 210 litres drums or diesel fuel wagons. If there is any leakage, the leaking container will be drained of fuel by pumping it into an alternate drum or fuel wagon. The leaking container will be removed from the site. Transfer of fuel between containers and equipment will be by hand or electric pumps or by gravity methods. All vehicles (including contractor's) are equipped with oil spill containment and recovery equipment.
