Letter to the Community
We are pleased to present to you our 2014 Annual Report. We sincerely
thank each and every one of you for your generous support of the community we live in, and the Foundation throughout this past year. The Elk
County Community Foundation is a partner in helping people like you
give back to their community. We hope to make it easy for you to connect
to the causes you care about. Through the 118 donor advised funds, field
of interest funds and the scholarship funds we administered, we granted
over $466,000 to our community this year!
This past year, we continued to grow steady and strong with much success
in our granting and scholarship programs. Our Donor Advised funds
provided support to colleges, schools, local health care agencies, flood
relief projects and organized community sports programs in the form of
grants. The Agency Endowments and Field of Interest funds provided
dollars to enhance services for the local libraries, food banks, and
children’s programs. Our Scholarship Funds provided over $159,000 in
support to 146 local students. Some of those students received an additional
$60,300 in matching state PHEAA grants through the PATH partnership
the Community Foundation has with the state.
At the end of 2014, Don completed his term as President and handed
over the gavel to Jake Meyer, one of the founding board members, to
lead the organization. Our roots have been planted and they are growing deep into the community. As we move into the future, our goal is to
continue our growth.
We appreciate the commitment and dedication from our board members,
our donors, and our volunteers as we help make the community a
better place to live, work, and play.

PANO Standards for Excellence
The Elk County Community Foundation is a certified
PANO Standards for Excellence organization. The
Standards for Excellence are based on fundamental
values such as honesty, integrity, fairness, respect,
trust, responsibility, and accountability. The Elk County
Community Foundation’s programs and services,
management, fundraising, and financial practices
are the qualities that allow us to be a part of PANO.
Because of this, the Foundation is one of only about 50 organizations
in Pennsylvania to be certified under the Standards program that began
in 2002. PANO encourages organizations to participate in the voluntary
certification program because the Standards can improve an organization.

New Fund Established to Support
Brockway Community Agencies
Caroline E. Longwell
The Caroline E. Longwell Fund
established in 2014 will benefit the
community of Brockway through
agencies that were important to
Ms. Longwell. Caroline E. Longwell
has been described as a generous,
caring and dedicated educator in
the Brockway area. In 2006 Ms.
Longwell and S & T Bank established a Charitable Remainder
Unitrust. While Caroline was living
it provided her with a quarterly
distribution and upon her passing,
it will now provide a perpetual gift
to a number of nonprofit agencies
that will be administered by the Elk
County Community Foundation.
The Caroline E. Longwell Fund will
provide support to the following
six agencies with an annual gift:
Brockway Area High School Student
Loan Fund, Brockway Mengel
Memorial Library, Brockway Volunteer Hose Company, Brockway
Ambulance Service, Sugar Hill
Presbyterian Church, and Brockway
Presbyterian Church.
Dan Hawkins and Laurie Piccirillo,
from Brockway School District, told

us how Ms. Longwell was a
motivator and one of the founders
of the Brockway Area High School
Student Loan Fund, held at the
school. She served as the Finance
Secretary to the Student Loan
program for many years. The program began around 1953 and has
provided over $1 million of student loans to Brockway students.
Caroline was also a math teacher
and went on to become the guidance counselor at the high school.
Ed Ferraro, a Brockway Mengel
Memorial Library board member,
stated that “Education was her
life and including the library was
a natural for Caroline. She loved
helping children learn.” Caroline’s
generous and thoughtful gift will
continue to give to the mission of
these organizations forever.

The Elk County Community Foundation is a growing collection of charitable
endowments and named funds. Our endowments normally begin to grant
at $5,000. Starter funds can begin much smaller with a plan in place to reach
our minimum granting funds. Named funds can be endowed or spent down
over an agreed period of time. Unrestricted endowments benefit Elk County
charities. Other funds can make grants to any charity in the United States.

Scholarship Funds are an
Important Part of Our Foundation
working, active students in
receiving the education they need
to become successful, productive
members of the community. These
students want to succeed, and with
your help, we can send them down
the right path.
Penn Highlands Elk transferred
scholarships to the Foundation in 2014.
In 2014 alone, the Elk County
Community Foundation awarded
an outstanding $159,190 in scholarship awards to deserving area
students. Although we view an
education as a priceless commodity,
it can become quite expensive.
Through our established scholarship funds, we can assist hard-
By helping students pursue a higher
education, we are ensuring the
future of our community. Many of
the scholarship winners have stated their interest in returning to our
area to establish their professional
careers. With the help of these
scholarship funds, they can receive
a quality education from a credible
institution. We hope that wherever
they may end up, receiving a scholarship award from our foundation
has planted a seed of philanthropy
that will grow with them until they
PHEAA-PATH Program
The PATH program provides matching grant awards to undergraduate
students attending Pennsylvania post-secondary institutions who qualify
for addition funding. In 2014, the Elk County Community Foundation
granted $159,190 to deserving scholarship recipients. Through the Community Foundation’s partnership with the PHEAA-PATH program, 54 of
the Foundation’s scholarship recipients were awarded additional funds
totaling $60,309 in matching scholarship monies in the 2014-2015 school
year. The PHEAA-PATH Program provides a significant amount of additional funding to our deserving area students. What this means for our
donors is that their scholarship awards will potentially double because
the Foundation is an approved partner with PHEAA.

Academy is a
partnership between
the Elk County Community Foundation
and the Leadership
Elk County Alumni.
Over 75 non-profit
staff and volunteers participated in a 6-hour conference this
past year. The attendees were
able to network, share and learn
about numerous topics that will
benefit their non-profit organizations. This event featured a
keynote speaker and workshops
on fundraising, marketing, social
media, and so much more.

The St. Marys Area
Economic Development Corporation
If a person in St. Marys were asked
what the St. Marys EDC was, the
answer would probably be, “I don’t
know.” The fact is, the average
person in the community does
not know or realize what the EDC
is and what it does. For most of
thirty years, Raymond Klaiber held
the position of executive director
for the organization and shaped
the EDC into what it is today. The
St. Marys EDC is the acronym
for the St. Marys Area Economic
Development Corporation which
provides low interest loans to area
industries that promote economic
growth. Unbeknownst to many
citizens of the community, the
organization is located in St. Marys.
Soon after retiring from a local
carbon company, Ray was asked
to fulfill the position as executive
director. During his reign, Ray
never lost a client nor got turned
down by the Pennsylvania Industrial Development Authority
for any loan he presented to the
committee. “A leader is only as
good as his followers,” is a quote
Ray used to describe the support
his board of directors always gave
him. Ray and his board were able
to fund loans up to $25,000 to local businesses to help strengthen
and develop the community. Ray
states that “the most satisfying
time of my life was when I was
with the EDC.” He is now retired
and succeeded by Valerie Weis,
who continues the successful legacy of the St. Marys EDC. After his
retirement as executive director,
he remained involved by serving
Valerie Weis and Ray Klaiber
on the Corporation’s board, until
recently. With the 30th anniversary
of the Corporation being celebrated in 2015, Ray recalled that there
are many successful ventures to
look back on and assures that
there are many more to come.
The St. Marys EDC, managed by a
nine-person board from the local
communities, started in 1985 and
ever since then, the corporation
has funded over 75 local industry
projects. Currently, this service is
providing 18 active loans, totaling
up to more than $625,000. The
success of the EDC relies on the
funds given to them from the City
of St. Marys , Elk County, organizations such as the Community
Foundation, and loan payments
from current clients. This year,
and many years before, the EDC
received a grant from the Elk
County Community Foundation
to aid in providing more loans to
businesses. For every $25,000 loan
given by the EDC, one job has to
be created or retained in the community. The EDC has gone above
and beyond this requirement and
has exceeded this expectation
many times by creating many jobs
throughout St. Marys. The corporation describes their loans as “revolving,” which can be explained
as when the money is brought in
from paid off loans, it goes back
out to fund another loan. The
Economic Development Corporation directly benefits the City of St.
Marys, along with the Jay, Fox, and
Benezette townships. The primary objective of the EDC is to help
promote economic growth in our
area by assisting new and existing
industries in obtaining low cost
financing for expansion and improvement projects. The EDC also
services as an intermediary between its clients and governmental agencies and service industries
in pursuit of resolutions to issues
inhibiting the growth objective.

Women Who Care
The event was very successful
and a great time for the women to
have a good laugh and bring
potential guests to learn more
about the organization.
WWC annual business meeting “Barn Bash”
Women Who Care (WWC) is an
all-female group founded in 2009
by nine women. These women
strive to educate, encourage, and
expand the number of women
committed to philanthropy. They
use the dollars they raise to
strengthen our community by
providing funds and assistance to
issues that are important to families,
all the while having a great time.
WWC is in its fifth year and is
continuing to grow. For the 20142015 granting cycle there were
167 members eligible to vote for
their favorite community project.
The Women successfully granted
$20,000 to deserving nonprofit
organizations around the county.
The Granting Awards Night was
held in October at Sugar Hill Farm
in St. Marys, and about 100 members and guests were in attendance.
This membership year’s annual
business meeting was known as
the “Barn Bash” and included a
delicious dinner along with line
dancing and raffles. After dinner,
the women heard from the agencies
who had submitted grant requests.
At the conclusion of the presentations, the members cast their
ballots to vote for two categories of
grant applications; Arts and Recreation, and Health, Education and
Community Development. The list
of applicants who were chosen can
be seen at right. A good time was
had by all!
Women Who Care also held a
second membership event on
April Fools’ Day of 2015. Fittingly,
the event was a comedy night
featuring Dan Viola. The event
took place at the Royal Inn located
in Ridgway, where the women
enjoyed a great meal and were
entertained not only by the comedian but also by the Drama
Department of Elk County Catholic,
which performed a preview of
their musical production of The
Addams Family.
Women Who Care is a Women’s
philanthropic giving circle. With
the shared interest in strengthening the community by providing
assistance to important issues,
all women are welcome to join
Women Who Care. Members can
be as involved or uninvolved as
they wish. The main goal is to
provide grants to local charitable
organizations. To do so, women
make an Annual Contribution of
$100 minimum, which can be paid
over a year’s time. That donation
entitles members to a vote as to
what agencies will receive the
funds. The membership year is
from October 1st to September
31st with dues being paid by June
1st of that year. If you are interested in becoming
a member and making a donation,
or if you have more questions,
contact the Elk County Community
Foundation at 834-2125.

Educational Improvement Tax Credit (EITC)
The Pennsylvania Department of
Community and Economic Development (DCED) designated The
Elk County Community Foundation
to serve as an Educational
Improvement Organization.
Any entity authorized to do
business in the Commonwealth
of Pennsylvania and subject to
certain taxes is eligible to apply.
Tax Credits are limited to 75% of
the business’s contribution with a
maximum of $750,000 annually.
If a business agrees to make the
same contribution for two consecutive tax years, it may receive
a tax credit equal to 90% of its
contribution.
During the 2014-15 year, the Elk
County Community Foundation
Northwest Savings Bank also participated.
Farmer’s National Bank presents their EITC contribution
granted $65,600 to local public
school districts. The St. Marys
Area School District used their
EITC money to purchase equipment
to support the development of a
Certified Nurses’ Aide program
and is working closely with the
Community Education Center who
is also receiving some designated
funding for career development.
Johnsonburg Area High School
used EITC grant money for their
students to use new laptops to
access their curriculum. The

Ridgway School District focused
on enhancing their technology
experiences of their students with
the EITC money they received.

they must submit a brief application to the DCED. The application
can be found at www.newpa.com.

Since 2000, the Elk County Community Foundation has been partnering 12
with individuals and groups to establish charitable funds. The Foundation can help create opportunities for folks to achieve their philanthropic
goals. We are your community foundation and we will be here to sustain
your charitable goals forever.
Anyone can be a fund donor, one doesn’t need to have hundreds of thousands of dollars to do so, in fact most of our funds start out very small
and a lot of them only grow to the size and need of the donor’s wishes.

For example, if a donor wants to give a perpetual $500 scholarship they
can start their fund with a minimal donation with the goal to grow it to
about $13,000. Below is a list of the size of our funds, as you see 64% of
our funds are less than $25,000. Your Community Foundation wants to
let everyone know that no matter how small or large, you too can give a
gift to support your community.

4 Discretionary Fund – Ensures that grants will be available in perpetuity,
for the most current community needs. Grants awarded from these funds
respond directly to community needs as defined by
a grants committee from the following types of funds: Area of interest (grants

Sara-Jane Stackpole Legacy Society Members
The Elk County Community Foundation (ECCF) established the Sara-Jane
Stackpole Legacy Society on October 25, 2007. This date was specifically
chosen to mark the first anniversary of Sara-Jane’s passing. She was a
very special friend and on-going contributor to the Foundation. Because
of her belief in the Elk County Community Foundation and what it does,
the Board of Directors chose to honor her memory with this designation.
Sara-Jane was a true philanthropist.
The Foundation extends to everyone the opportunity to follow in SaraJane’s footsteps. By joining the Sara-Jane Stackpole Legacy Society any
one can become a philanthropist. One becomes a member of the Society simply by making arrangements for a gift in a will or estate plan and
advising the Foundation that is has been done.

Ham and Sally Johnson Are Making a Difference
You Can, Too!
Hamlin and Sally Johnson were married on September 11, 1948, having met at Grove City
College. They lived in Ridgway for 27 years and moved to St. Marys in September 1977. They
raised a large family of adopted and foster children (7 adopted and 30+ fostered). Hamlin
spent his working career with the Stackpole Corporation, retiring after 40 years as Vice President, Secretary and Treasurer, and Director. He was a founding member of the ELCAM and
the Elk County Community Foundation and continues to serve on both of these boards. He is
a trustee of The Stackpole-Hall Foundation and is a director of Hamlin Bank and Trust Co. He
is also a past member of the Ridgway School Board and the Kiwanis Club. Ham is currently a
member the Shiloh Presbyterian Church and the Singing Dutchman Choir.
Sally died on July 10, 2009 after 60 years of marriage. The Ham and Sally
Johnson Family Fund, established with the Elk County Community
Foundation, will provide an excellent opportunity to memorialize
Sally in supporting those many interests she enjoyed during
her lifetime.
