The International Labour Centre
(ILC) is a recruitment agency
based in Kyiv, Ukraine.

The ILC brand was created in
2009 on the basis of the Kyiv
Youth Labour Centre’s 10 years
of international experience. In
addition to providing employment
assistance to young people in
Kyiv, KYLC conducted business
internationally, providing
Ukrainians with opportunities for
employment, education, work
experience and immigration
programs. Therefore, it was
decided that all international
activity of the Kyiv Youth Labour
Center would be undertaken
under a new brand name of the
International Labour Centre. ILC
is successfully operating having
its HQ in Kiev and a branch
office in Saskatchewan, Canada
opened in May 2011.

THE COUNTRY
Ukraine is a country in Eastern Europe. It is
bordered by Poland, Slovakia, Hungary,
Romania, Moldova, Russia and Belarus.
Ukraine is the biggest country in Europe and
has a population of approximately 47 million
people. As an independent state, Ukraine is
quite young, it obtained independence from the
Soviet Union on August 24, 1991.
Modern Ukraine is an industrial and agrarian
country. The huge areas of agricultural land
has branded it as the breadbasket of
Europe and its natural gas and coal deposits,
programs of industrialization of USSR, resulted
in the development of different sectors of heavy
industry.
The Ukrainian Carpathian mountains and the
Southern Crimean coast, with its picturesque
beaches of the Black Sea, caused the rapid
development of the tourism industry. With its
multimillion population, Ukraine also has a
developed textile and food industry.
Ukraine is located at
the geographical
centre of Europe.
Ukrainian workers have been long practicing
employment in other countries. Today, there are
more than 7 million Ukrainians working abroad
in countries such as Russia, Italy, Portugal,
Denmark, Spain, Canada, Great Britain, Ireland,
Poland, Czech Republic and many others.
Ukraine is famous for its folk traditions, creativity
and culture. The Ukrainian people are famous
for their geniality, hospitality and diligence.

ILC has over 10 years of international recruitment experience with over 5000 Ukrainians placed in
international positions from 2000-2010.
We have placed Ukrainians in the meat and food processing, agriculture, healthcare, hospitality, oil &
gas, welding, construction and transportation sectors.
More than 1100 Ukrainian skilled workers have been placed with Canadian employers (Saskatchewan,
Alberta, BC, Manitoba, and Ontario) as well as more than 2500 have been sent to the UK and Northern
Ireland.
In the past 10 years, more than 2000 Ukrainians moved to Canada using ILC’s services.
ILC has an extensive database with more than 10,000 candidates in over 90 professions interested in
working internationally.

OUR EXPERIENCE
MEAT CUTTERS AND BUTCHERS
AGRICULTURAL WORKERS
With more than
2.72 million tons
of livestock and
poultry processed
in Ukraine in
2009, there is no
shortage
of
workers in this
sector.
The agricultural sector in Ukraine represents
16% of the total GDP and employs
approximately 3.6 million Ukrainians.
ILC has significant experience in the recruitment
of meat industry specialists. We have been
collaborating with more than 10 meat-processing
plants in the United Kingdom, Republic of Ireland
and Canada since 2002. In this time frame, we
have sent over 1300 Ukrainians to work in
this industry.
Since 2000, ILC has placed more than 2100
Ukrainian workers in temporary and
permanent agricultural positions in the UK,
Republic of Ireland,
Sweden and Canada.

LONG-HAUL TRUCK DRIVERS
OIL & GAS INDUSTRY WORKERS
Ukraine is in an
advantageous
geographical
position since it
is a gateway
between Europe
and Asia. From
January to April
2010, there were 237.8 million tons of freight
transported of which 42.2 million tons were
transported by truck & trailer.
Ukraine's geographic location makes it an
important corridor for oil and natural gas to
transit from Russia and the Caspian Sea region
to Europe. Ukraine has six crude oil refineries,
with a combined output capacity of
approximately 880,000 bbl/d.
Since 2006, ILC has been collaborating with
major Canadian trucking and transportation
companies such as Yanke Group to place more
than 100 truck drivers. The drivers possess
international truck driving experience in Europe
and are also able to obtain US visas to permit
them to drive throughout North America.
Since 2006, over 40
gas and oil industry
workers have been
deployed in Alberta,
Canada and Norway in
positions such as oil
and rig service workers.
Ivano-Frankivsk Oil and Gas Technical
University in Western Ukraine has trained over
28,000 professionals in
this sector since 1960.
OUR EXPERIENCE
NURSES, CAREGIVERS & NANNIES
HOSPITALITY
Since 2006, ILC has provided its expertise to
send over 60 nurses to work in Italy and
numerous live-in caregivers to work in both
Italy and the United Kingdom.
The Ukrainian Carpathian mountains and the

We will work with families who are unable to find
good childcare solutions in order to find them a
qualified and caring Ukrainian nanny. Many of
these caregivers have teaching or nursing
backgrounds

employers have
appreciated
having in their
respective households.
We are currently cooperating with Tim Hortons
and have already provided them with 20 food
counter attendants since 2009.
CONSTRUCTION WORKERS
TRADESMEN
ILC works with various technical trade schools
to recruit and locate the best graduates. We
also utilize our links with these organizations to
facilitate occupational testing environments for
employers who would like to verify the skills of
the worker.
Ukrainian natural gas and coal deposits along
with prior Soviet industrialization programs
resulted in a well-developed heavy industry.
Since 2003, we have placed
more then 80 carpenters,
bricklayers and labourers.
More than 80% of these have
been to Canada from 20072009.
ILC
has
also
been
collaborating with an Italian
company
to
offer
construction internships to a
select number of Ukrainian
carpenters and tradesmen.
Since
2000,
our
company has also
provided 51 catering
and hotel employees
to employers located
in
Canada,
the
Republic of Ireland
and the United Arab
Emirates.
Since 2000, ILC has sent numerous skilled and
unskilled tradesmen to Canada, Republic of
Ireland, Italy, Spain and Norway. This includes
more than 400 welders and pipefitters, 60
mechanics (automotive, agricultural, heavyduty), CNC operators, industrial painters
and other manufacturing
occupations.
OUR BUSINESS MODEL
The main objective of ILC is to select and prepare the best candidates to the needs of the employer.
As a result, we follow these stages: recruiting, testing, training and settlement support.
Recruiting
To source the best and most suitable candidates, we utilize our database,
advertisements, recruitment trips, educational institution networks to recruit
graduates, and through relationships with trade unions and other
associations.
The International Labour Centre conducts occupational testing of our
candidates to ensure they meet the employer’s requirements.
Testing
Since 2009, ILC and SIAST (Saskatchewan Institute of Applied Science and
Technology) have been assessing welding skills through the E. Paton
Institute to verify the Canadian standard of the foreign workers’ skills.
ILC also facilitates the testing of meat cutters and butchers in a meatprocessing plant in Kyiv. The Centre also tests long-haul truck drivers in
order to screen candidates with the right skills. Employers and their
representatives see value in being present at these tests but the results can
also be recorded to be sent electronically.

Support
To support the international job placements, work visa and immigration
process, ILC organizes foreign language courses for candidates.
Experienced and qualified English teachers teach the courses with a
curriculum that covers common conversations, basic vocabulary, grammar,
as well as professional terminology. ILC conducts the English language
testing to recognized Canadian standards and according to the International
English Language Testing System (IELTS).
Candidates often experience culture shock or some stress when moving to
another country to work or as an immigrant. To bridge the gap between the
worker’s perception of life in a foreign country and the reality, ILC supports
them with an orientation and preparation workshop, travel assistance for
large groups to jobsite, program managers’ availability for questions, etc.
The workers are briefed and helped with: immigration, staying in touch with
contacts in Ukraine, currency, workplace-specific details and guidelines,
culture, banking and taxation, employment rights, flight information.

Springhill farms first started working with KYLC when they travelled to Kiev in
2008 in order to meet the labour shortages that their Manitoba-based meatprocessing plant was facing. ILC (then KYLC) facilitated the recruitment of
over 45 meat cutters in 2008; initially sent as temporary foreign workers. Since
this time, all of the workers have obtained permanent residence, brought their
families and Springhill Farms has retained approximately 90%. Contributing to
this statistic was ILC’s strong recruitment capabilities and Springhill Farms’
Ukrainian-English translator who supported the workers during orientation and
workplace safety training.

TESTIMONIALS
Yanke has been very proactive in their strategy towards recruiting foreign workers.
ILC and Yanke have been working together since 2007 in order to recruit long-haul
truck drivers. Since this time, ILC has successfully recruited 75 truck drivers of
which Yanke has retained some 95%. ILC thoroughly screens candidates prior to
suggesting them to Yanke, including an English test and a practical road test. The
company has been to Kiev on 3 separate occasions to meet with ILC officials and to
interview candidates. This has resulted in Yanke favouring the employment of
Ukrainian truck drivers and offering candidates English training subsidies during the
process as well as paying for the Ukrainian truck drivers to obtain their class 1A
licence once they are granted the work visa. Yanke and ILC continue to collaborate
for the recruitment of Ukrainian workers.

SIAST and KYLC have been cooperating for many years to deliver recognition of
foreign skills and to develop ways for employers to source certified and tested
