Wheeled Equipment Review Report
At the request of the Municipality of Temagami Municipal Council through Councillor John Kenrick to
review the Municipality Fire Department’s current fire truck needs I offer the following as my report and
findings.
The report is based on the requested proposal to provide recommendations for each fire department on
the following questions.
1.
What should the priority be for each fire department?
2.
What is the urgency in each department, can we defer some purchases?
3.
What is the most cost effective truck configuration at each hall?
Meetings and discussions have taken place with CAO Patrick Cormier, Councillor John Kenrick,
Temagami Fire Chief Jim Sanderson and Marten River Fire Chief Paul Elliott. Both fire stations have been
visited and equipment reviewed.
Chief Sanderson and Chief Elliott both are doing an excellent job for the Municipality and should be
recognized. The fire stations were in very good condition, the vehicles were clean and serviced and the
equipment is well maintained and stored in a safe working condition. I appreciate their support and
cooperation during my visits.
The Draft Establishing & Regulating By-Law, the 2012 Annual Reports for each department as well as a
brief equipment (vehicle) summary was reviewed with each fire chief.
This Report will answer the questions by Fire Department.
TEMAGAMI FIRE DEPARTMENT
There are a couple of vehicle priorities for the Temagami Department. As indicated in Chief Sanderson’s
Vehicle Status Report, the 1990 Fort Garry Pumper and the replacement rather than repair to the 1993
Ford Van.
The Rescue Van is in need of a number of quite expensive repairs. The whole front end mechanism
requires some immediate attention in relation to steering issues. This is a firefighter safety issue and a
significant municipal liability in the event of an accident during a response with this vehicle, there is also
a significant repairs required with the diesel engine and dangerous and hazardous fumes. This vehicle
carries a large amount of necessary equipment that requires it to respond to all emergency incidents.
The 1990 Fort Garry Pumper that is housed and responds from the fire station in Temagami North
should be considered for replacement in the near future. This vehicle is now 23 years old and is in need
of replacement with a similar pumper that would be more suitable to provide a more reliable quicker
and safer response.
The main urgency in the Temagami Fire Department would be the replacement of the Rescue van with a
more multi-purpose vehicle such as a 4X4 mini-pumper with fire foam capabilities. There are many
vehicle options and capabilities that would meet the needs of the Community and provide better access
to all properties in the response area. This replacement mini pumper could well be housed at Temagami
North and be considered as a replacement for the 1990 pumper.
With the replacement of the 1993 rescue van, a used ambulance or cube van would be needed as a
vehicle to transport equipment and necessities to emergency incidents.
MARTEN RIVER FIRE DEPARTMENT:
The main priority for the Marten River Fire Department would be the replacement of the 1990 Ford 1
ton response vehicle. This is the main response vehicle and continues to provide response capabilities to
all emergency responses in the coverage area. This vehicle is loaded to the max and has limited
capabilities for fire protection services. With no pumper capabilities, responses to all fire incidents also
requires the response of the 1975 Ward La France pumper.
Engine 4 is in good condition however has a major issue. The vehicle requires a DZ or better licensed
driver. Many occasions happen when there is not a qualified driver available. The age of the vehicle and
the ability to obtain parts and service are a major concern as well.
The purchase of a four wheel drive mini-pumper/rescue vehicle would provide fire suppression
capabilities as well as a more reliable response capability and allow for the replacement of the 1990
Ford 1 ton. With the addition of water and foam applications, four wheel drive, automatic transmission
and extended cab the functionality of the vehicle would be greatly improved.
Question 3 asked about cost effective truck configuration for each hall.
In both cases the introduction of some more multi-purpose vehicles i.e. 4X4 mini-pumper/rescue
apparatus could provide a much more effective response capabilities. There are many configurations
that these vehicles might take, however what needs to be kept in mind is the size (limited access
properties), weight (licensing and expected load), air brakes (licensing), transmission (automatic), fire
suppression capabilities (water tank), fire foam application, compartments (ancillary equipment),
incident command facilities, rehab (air conditioning), 5 man cab (less vehicles responding), etc. and also
the expected use of the vehicle.
The Fire Chiefs have a good handle on their individual needs and should play a key role in any decisions
that are made with regard to vehicle purchasing. That is part of their responsibility to provide Municipal
Council with sound direction and options that would be available.
Realizing that the insurance industry uses the criteria of a fire vehicle that is 25 years old and beyond
does not meet their needs as a first response vehicle does not necessarily mean that a vehicle has to be
scraped. There are many fire apparatus in service in the Province that are at least that old and still
function as an initial response pumper, in fact it may be the only vehicle that community may have.
Insurance companies operate with the protection of their properties and replacement value. Their
direction is towards putting the fire out with lots of water as quickly as possible, with the objective being
minimizing their losses.
With any volunteer fire fighter response capability under normal conditions being in the 10 to 15
minute time frame at a minimum, the major concentration and effort needs to directed at public
education, family escape planning, aggressive smoke and carbon monoxide alarm programs. The time it
takes to put enough fire fighters on the fire ground to effect a coordinated safe suppression attack will
have allowed the fire to progress to the point of significant loss and damage, regardless how old your
apparatus is.
The Fire Chiefs have proposed new apparatus in the asked for 10 year capital expense projections. I
would have expected them to ask for nothing less as would the Public Works Director looking for a
replacement dump truck or grader. What needs to be established are priorities and financial direction.
In my discussion with both fire chiefs they are prepared to look at any option based on the amount of
capital available over the 10 year period.
Many options exist for purchasing and financing fire apparatus vehicle. The Fire Chief would have access
to many resources with web sites, magazines, conferences, etc. to allow himself and municipal council
the appropriate information to make an informed decision.
