A Treasurer’s Report for the period ending October 21, 2013 was presented by Bob Dimmig. He reviewed income and expenses, budget v. actual and balance sheet statements for the report period: Income and Expenses. Expenses for the period of Sept. 18, 2013 through Oct. 21 were $11,178.49 and income was $17,498.32 with net income of $6,320. Expenses were regular salary items. Budget vs. Actual. We have spent $85,923 against a total budget of $130,000. He will review budget lines and propose budget reallocations at either the November or December meetings. Balance Statement. We had $15,119 in the bank, receivables of $4,333, payables of $7,294 and net income of $(3,977) on September 30. A motion to approve the Treasurer’s Report for the period ending October 21, 2013 was made by John DenBeste and seconded by David Vance. Motion carried. REPORT OF THE EXECUTIVE DIRECTOR. Bob provided an update on activities in the North Youngmann Commerce Center (NYCC). A Steering Committee has been meeting every two weeks to oversee the infrastructure project and the initial development project (i.e. - Zaepfel/Tzetzo). Construction of the bridge over Two Mile Creek Road is expected to start in late November. The Town has launched an update of its Comprehensive Plan, which was last revised in 2005. Bob met with a project consultant to brief her on economic development issues and opportunities – from Niagara Falls Boulevard to the Niagara River. This is an important project, as it sets the broad framework for policies and individual projects for a ten-year horizon. Bob also informed the board that he had arranged a meeting between chief elected officials of the Town of Tonawanda, City of Tonawanda and Grand Island and representatives of the University of Buffalo. Recent media coverage of the Tonawanda Coke Settlement has focused on a health study that would be led by UB, if funded. The meeting provided an opportunity for elected officials to meet the UB team, and learn more about their concept of the study. 2 of 3 Packet Pg. 24 Attachment: Minutes - October 22 2013 (R&F-2013-68 : Town of Tonawanda Development Corporation submitted their minutes from their 5.4.a The Town has been awarded a $275,000 (+/-) grant under the state’s Brownfield Opportunity Area (BOA) program to conduct detailed studies in the waterfront region. The funds will be used to examine land assembly, conduct site market analysis, sustainable development zoning and multi-modal designs (i.e. – trails). A meeting of the Tonawanda Sustainability Council has also been set for November 12 at which presentations will be made by FMC, 3M and Dunlop. DISCUSSION. Bob Gilmour asked board members for any items to share with the board: Greg Ivancic suggested that Bob send out a poll to board members to see if there is a better day of the month to host regular board meetings. David Vance notified board members that FMC is expected to announce a new buyer in the near future. There are 3 potential buyers. He reviewed the strengths of the Tonawanda plant. Supervisor Caruana provided an update on several activities in the Town, including: the status of the Town’s preliminary budget; a recent article on the tax base which inaccurately ranks the Town; opening of Kenmore Mercy’s new orthopedic center; postponement of sentencing in the Tonawanda Coke Settlement; ECIDA search for a new CEO, and; port security grant.
