In an effort to reduce greenhouse gas emissions and fight against climate change, the State of California Green Building Code Requirements, known as CALGreen, took effect beginning January 2011. The new building code mandates more energy efficiency, water efficiency and resource conservation measures for all newly constructed commercial and residential projects. The CALGreen Code is a comprehensive and uniform regulatory code that applies to all residential, commercial, hospital and school buildings to ensure that every new building in California is built using environmentally advanced construction practices which includes construction waste diversion requirements as follows: • Submit a Construction Waste Management Plan prior to construction for approval by the local Building Department. • Recycle and/or Reuse a minimum of 50% of construction & demolition waste. KERN COUNTY RECYCLING GUIDE What is CALGreen? www.KernCountyWaste.com Construction and demolition material is non-hazardous building materials or debris (including packaging of same) resulting from the construction, remodeling, repair or demolition of homes, structures, buildings, garages etc. • Recycle or Reuse 100% of tree stumps, rocks and associated vegetation and soils resulting from land clearing. For more information about these requirements, contact your City or County Building Department. 11 AUTOMOTIVE PRODUCTS In our automobile-based culture, we deal with many hazardous substances such as motor oil, antifreeze, brake fluid, windshield wiper fluid, transmission fluid and batteries. In addition to these items, we also have a variety of specialized cleaning products for the tires, dashboard, and engine compartment. These materials can endanger our health and environment if improperly disposed. Are You A Do-It-Yourselfer? Be sure to recycle automotive fluids properly. KERN COUNTY RECYCLING GUIDE The good news is that automotive products are becoming easier to dispose of properly. An increasing number of stores, service stations, recycling centers and residential recycling programs are accepting these materials. 12 Motor Oil gets dirty with use, but once cleaned or re-refined, it can be used again and again with the same effectiveness as virgin oil. Used motor oil must never be mixed with any other liquid. Used motor oil is accepted at many service stations, auto parts stores, recycling centers, Kern County Special Waste Facilities, and at most Kern County landfills (see page 18). The City of Bakersfield has a curbside used oil collection program, for more information call (661) 326-3114. Check out the Oil Recycling Website at www.calrecycle.ca.gov/usedoil for site locations and more information. Oil filters are also recyclable at the oil collection sites maintained by the Kern County Waste Management Department. Check out the Oil Recycling Website at www.calrecycle.ca.gov/usedoil for site locations and more information. Antifreeze is toxic, and is deadly to pets and children if accidentally ingested. Handle this liquid with care. In Metro Bakersfield, it can be brought to the Kern County Special Waste Facility at 4951 Standard St., in East Kern County at 17035 Finnin St. at the Mojave Airport, or at 3301 W. Bowman Rd. at the Ridgecrest Landfill. For days and hours of operation, look on our website at www.KernCountyWaste.com. Batteries - Automotive/Truck/Tractor/ Equipment may be sold to scrap metal dealers. They are often accepted at automotive parts stores and service centers as well. Tires, because of their physical properties, present health and handling challenges to disposal facility operators. Whole tires are banned from disposal at landfills in California. Many tire dealers will accept small quantities for a nominal fee. Landfills will also accept tires separated from general trash for a per-tire charge or, if applicable, at a bulk rate. For more recycling alternatives, see the A - Z Section page 22. ELECTRONIC WASTE (E-WASTE) Current state and federal regulations mandate that cathode ray tubes (CRTs) found in computer monitors and televisions cannot be disposed of in landfills. However, there are several REUSE & RECYCLING options available to Kern County residents: • Televisions and computer monitors, still in working condition, can be donated to local nonprofit organizations to be reused. • Non-working computer monitors and televisions are accepted at Kern County Disposal sites and Special Waste Facilities (see page 14) for recycling at NO CHARGE. • Non-working computer monitors and televisions are also accepted for recycling at thrift shops and non-profit organizations such as Goodwill Industries, Salvation Army, St. Vincent de Paul, Bakersfield Association of Retarded Citizens (BARC) and others that have been authorized by the state. (see A-Z Section – Electronics, page 26). It is estimated that 6,000 computers become obsolete in California everyday! Less than 15% of these are recycled. Other Electronics The method to recycle other electronic waste such as central processing units (CPUs), computer peripherals, stereos, VCRs, copiers, and other circuit board containing devices is constantly evolving. Please see the listing under “Electronics” in the A-Z Section (see page 26) of this guide for re-use/recycling locations. For the latest details on local electronics handling options, check the Kern County Waste Management website (www.KernCountyWaste.com) Computer Printer / Copier / Fax Machine Supplies Did you know that when your toner cartridge or inkjet cartridge is empty, it can be refilled for less money than buying a new one? There are many companies that recycle cartridges, either paying outright for the cartridge or offering a discount on the purchase of a refilled one. For a local source, go to the A-Z section – Toner Cartridges on page 30. For other Cartridge Reuse and Recycling Programs visit www.calrecycle.ca.gov/reducewaste/electronics/InkAndToner.htm CLOSE THE LOOP - Help support recycling efforts by buying recycled toner and inkjet cartridges. Recycled/ remanufactured cartridges often need to meet the same standards as new cartridges. E-WASTE Businesses Large volumes of Electronic Waste which include televisions and computer monitors can be recycled at approved locations in Kern County. See A-Z Section, page 26 for a complete listing. For more recycling alternatives, see the A-Z Section, page 22. Scanners, Printers & Fax Machines Televisions KERN COUNTY RECYCLING GUIDE Monitors, CPUs, Laptops & Peripherals CLOSE THE LOOP Electronic Waste can also be recycled at Kern County disposal sites or Special Waste Facilities (see page 14). There is NO CHARGE for Covered Electronic Wastes (televisions, computer monitors and DVD players with screens). However, a FEE IS CHARGED for other electronic waste such as computer peripherals, copiers, CPUs, stereos, VCR’s, and other electronic devices. www.KernCountyWaste.com Computer Monitors and Televisions 13 A GUIDE TO HAZARDOUS WASTE DISPOSAL FROM YOUR HOME DON'T TOSS IT! Each time you enter a contest, make a donation, take a survey, buy something on credit or with a check, order products by mail or send in a subscription, there's a good chance your name and address will be added to a mailing list. These lists are valuable commodities regularly sold or traded. Below are steps you can take to reduce junk mail. Be patient - it takes three to six months before you notice a reduction in your junk mail. In the meantime, remember to recycle junk mail you receive. 1.) Call mail-order catalog companies- Most catalogs provide a telephone number for placing an order; call this number and ask to be taken off their mailing list. 2.) Contact specific organizations or businesses- If you receive unwanted flyers or mail, call the customer service department of the organization or business responsible and request that your name be removed from their mailing list. KERN COUNTY RECYCLING GUIDE 3.) Return junk mail- Envelopes stamped "address correction requested" or "return postage guaranteed" can be returned unopened to the sender by writing "refused, return to sender" on the envelope. DO NOT write this on mail without that special notation; the post office will not return it to the sender. 16 4.) Get your name off national mailing lists and off the lists of mailing list brokers- Write to the addresses below and ask to be placed on a "suppress" file. Include a list of your name and address in all the different ways it appears on your junk mail. The Mail Preference Service places your name in the suppress file for five years. The Direct Marketing Association sends this list to its business subscribers four times a year. The address for "Telephone Preference Service" will remove your name from many telemarketers’ lists. FREE SHOPPING CART REMOVAL Christmas Tree Recycling is a cooperative effort between the Kern County Waste Management Department, municipalities and community groups to recycle trees. Check the website www.KernCountyWaste.com for drop-off locations and tree pick up services. The California Shopping Cart Retrieval Corporation will come and collect found shopping carts and deliver them back to the stores for Free. For more information, or to report a found shopping cart, call (800) 2524613 or visit them at www.cartretrieval.net RECYCLING OUTREACH & EDUCATION Public education and community outreach are ongoing activities for the Waste Management Department. Effective communication is a must to ensure efficient management of the waste stream. Staff members participate in community and business events, street fairs and public speaking opportunities. Written materials, face-to-face discussions, website activity, radio and television commercials, press conferences and media events are important outreach tools to get the Waste Management message to the general public. From Lost Hills to Ridgecrest, the Clean Kids puppet shows provide an opportunity for students to become teachers. Children use ventriloquist-sized puppets to deliver waste management messages to the rest of the school. With more than a decade of school participation, this award-winning program has to be seen to be appreciated. Once the puppets have been to a school, Principals want them back every year! Interested educators can contact the Waste Management Department at (661) 862-8900 and reserve a spot! KERN COUNTY RECYCLING GUIDE We also believe that education, at the elementary school level, can have a lasting impact on the future of this County. The Department, in partnership with the nonprofit organization Community Clean Sweep, provides an interactive, environmental puppet show program to thousands of elementary-aged students each year. www.KernCountyWaste.com CHRISTMAS TREE RECYCLING 17 WASTE DISPOSAL Appliances GATE FEES YES = Accepted NO = Not Accepted No fee for Residents $45/Ton for Businesses Construction Bena, Shafter, Taft, & Tehachapi: $54.50/Ton All Other Sites: $45/Ton Dead Animals Electronic Waste Small Animals: $30 or $70/Ton No fee for Residents $45/Ton for Businesses BENA 2951 Neumarkel Road, Bakersfield, CA 93307 Hours: 7 Days a Week: 8am-4pm YESYESYESYES 11400 Boron Avenue, Boron, CA 93516 Hours: Sun, Mon, Tues, Thurs: 12pm-4pm, Sat: 8am-4pm GLENNVILLE Closed Mon, Tues, Thurs, Fri, Sat YESYESYESYES 9301 Hwy 155, Glennville, CA 93226 Hours: Sun & Wed: 8am-4pm YES NO NOYES NO NO NO 6092 Wulstein Avenue, Kernville, CA 93238 Hours: 7 Days a Week: 8am-4pm Closed Tues, Wed LEBEC YESYESYESYES 300 Landfill Road, Lebec, CA 93243 Hours: Sun, Mon, Thurs, Fri, Sat 9am-5pm YESYESYESYES YES YESYESYESYES YESYESYESYES NO YESYESYESYES YESYESYESYES YESYESYESYES YESYESYESYES BORON KEENE Closed Wed & Fri Closed Sun, Mon, Wed, Thurs 29592 Woodford-Tehachapi Rd., Keene, CA 93531 Hours: Tues & Fri: 8am-12pm, Sat: 8am-4pm NO KERN VALLEY LORRAINE/TWIN OAKS Closed Mon, Thurs KERN COUNTY RECYCLING GUIDE 34007 Sand Canyon Rd., Twin Oaks, CA 93518 Hours: Sun, Wed, & Sat: 9am-5pm, Tues & Fri: 6am-2pm MCFARLAND/DELANO Closed Tues, Thurs 400 Silver Queen Rd., Mojave, CA 93501 Hours: Sun, Wed, Fri: 8am-12pm, Mon, Sat: 8am - 4pm RANDSBURG NOYES Closed Tues, Wed 11249 Stradley Avenue, Delano, CA 93215 Hours: Sun, Mon, Thurs, Fri, & Sat: 8am-4pm MOJAVE/ROSAMOND NO Closed Mon, Tues, Wed, Fri 38155 Goler Road, Randsburg, CA 93554 Hours: Sun: 1pm to 5pm, Thurs & Sat: 8am-12pm NO NO NO RIDGECREST 3301 West Bowman Rd., Ridgecrest, CA 93555 Hours: 7 Days a Week: 8am-4pm SHAFTER/WASCO 17621 Scofield Rd., Shafter, CA 93263 Hours: Mon-Sat: 8am - 4pm, Sun: 10am-2pm TAFT Closed Tues, Thurs 13351 Elk Hills Rd., Taft, CA 93268 Hours: Mon, Wed, Fri, Sat: 8am-4pm, Sun: 12pm-4pm TEHACHAPI Closed Tues, Thurs 12001 E. Our goal is to decrease the amount of waste sent to local landfills. California Assembly Bill 939 requires local cities and counties to reduce the amount of waste going to local landfills. We all must do our part! The guide focuses on "re-using" materials and recycling materials. Reuse means the repeated use of a product or material in its original form. Recycle means to break the material down to its original form and make it into entirely new product. Reuse and Recycling are both important because both save natural resources and reduce the amount of waste sent to landfills.
