at 12:18 and Don Clark provided
a thoughtful invocation. Kurt
Wingate led us dutifully with the
flag salute followed by the one
and only Evelyn leading us in
“America the Beautiful” for the
absent Joe MacIlvaine. Did you
know that the lyrics were written
by Katharine Lee Bates as a
poem, Pikes Peak? It was first
published in the Fourth of July edition of the church periodical The
Congregationalist in 1895. At that time, the poem was titled
America for publication. The music was composed by church
organist and choirmaster Samuel A. Ward and his music was
combined with the Bates poem was first published in 1910, titled
“America the Beautiful”.
Sgt-at-Arms Steve Sanders introduced the following visiting
guests:
• Greg Chamberlain introduced Ryan Beckwith, the new
Director of Athletics for Bakersfield College
• Past President Dick Porter introduced Rick Brauer, Vice
President, Citizens Business Bank
• Jake Thoene introduced Jess Gutierrez
• Kurt Wingate introduced his son, Eric, a student at Cal Poly

In celebration of National Chili Dog week, lunch included chili
dogs and sweet potato fries, explaining the frequent restroom
visits.
Ron Fraze reminded the Club about the Margarita Party at Lou
and Sheryl Barbich’s beautiful home on Thursday, August 25 at
6:30 p.m. Please note this is in lieu of a meeting so we will be dark
that day. President Tracy also gave a reminder that the meeting
next week is at Woolgrowers, not the Museum. Dick Porter
recommended fining anyone who shows up at the Museum.

with some wonderful young
ladies representing the
Distinguished Young Women of
California (formerly the “Junior
Miss” program) who are in town
for this weekend’s statewide
competition. Anisha Mudaliar,
the 2011 Distinguished Young
Woman of California, informed
the Club about the event and all the young ladies introduced
themselves and performed a brief skit.
Program…
After a detailed introduction of the role of the City Manager by
Dave Plivilich, we were thoroughly briefed by speaker Alan Tandy
about the state of the City. Highlights include:
• The City is opening 5 new parks this summer, two financed
by State bond issues and three from developers’ fees. The
parks are:
o Mesa Marin
o Greystone Park
o Kern River Upland Park
o Sports Village with 8 lighted soccer fields now and 17
fields in the future, together with 6 football fields, 12
baseball/softball fields, and an indoor complex
o City in the Hills Park
• Q Street streetscape is beginning this week
• The federal courthouse is taking shape for a March 2012
opening
• High speed rail is a big question mark
• On a positive note, sales tax revenue is trending positively,
and is 30% more than the same quarter last year thanks to
auto sales, heavy equipment sales, and oil production.
• Even though Proposition 22 passed to limit the State from
taking money from counties and cities, legislation has

Officers
passed allowing the State to take $1.2 million from the
General Fund.
Redevelopment has been hit hard despite its success
locally. Some redevelopment projects are Rabobank Arena,
Chester streetscape, Baker Street Village, Mill Creek, Creek
View Villas, and City Place Apartments.
The Kern River Municipal Flow Program will return water to
the Kern River with the expiration of 35-year old contacts.
Water will be used to increase the ground level water, restore
water through the City, and sell the remaining water.
TRIP funds allowed for the completion of the $29 million
extension of Mohawk. Phase II of the Westside Parkway is
expected to be completed by December 2012, at which time
travel from Allen Road to downtown will be reduced from
19+ lights to just 2!
Future projects involve expansion of 24th Street from
Highway 178 to Select Avenue; completion of the Centennial
Corridor connecting Highway 58 with Mohawk/Truxtun
Avenue; widening Rosedale Highway; and widening
Highway 178 to Mira Monte.
Mr. Tandy then answered many
questions the members raised. All in
all a most informative meeting.
