After five years with The Florida Lottery (two of which she acted as Awards Coordinator), Annette Cohen came to the Office of the Attorney General in 2003 to serve as Director of Investigations for the Office of the Inspector General. Following 17 years of vocation with various human and social service organizations, Anntoinette Rich worked as Employee Relations Manager and Training Specialist for the Department of Highway Safety and Motor Vehicles from 2003-2006. In 2006, she joined the Office of the Attorney General as Management Review Analyst/Training Specialist. During the past three years, Annette and Anntoinette have worked closely with department staff submitting nominations to ensure they met the compliance criteria. Some of these may be adapted and implemented by other states to avoid “re-inventing the wheel,” attract federal funding and minimize critical service cuts. Law Enforcement and Public Protection Developed VICTRE System for Victims of Child Pornography Florida was the first state to allow victims of Florida-based child pornography to seek civil remedies. Department of Legal Affairs staff developed a web-based notification system, entitled Victims In Child-pornography Tracking Repeat Exploitation, that allows victims to maintain their privacy while being heard in criminal court cases. Reported in news articles from coast to coast, states including North Carolina and Texas have inquired about the settlement agreement. For more information, please contact Michael Palecki at (850) 414-3634 or email Michael.Palecki@myfloridalegal.com. 2010 DLA-11 Countrywide Home Loans Team (Left to Right): Robert Julian, Joe Gentili, Jack Norris, Patrice Malloy, Ama-Louise Douglas, George Rudd, John Konopka, Randi Shapiro and Theresa Edwards Returning $100 Million-Plus to Consumers from Improper Home Loans This nine-member team achieved a first-in-the-nation settlement by an Attorney General’s office with Countrywide Home Loans (since purchased by Bank of America) that helped stop sub-prime lending in Florida. $48.2 million added value from this achievement includes 2009 relocation assistance, foreclosure relief assistance, waived fees, modified loans for Florida customers, and attorney fees and costs paid to the state by Bank of America. Modification of loans for an additional 57,000 Florida homeowners will provide an estimated $102 million of relief over the next few years, which is part of an estimated $1 billion in loan modification relief nationwide. The rewards encourage reporting of Medicaid provider fraud information that leads to conviction. This information is transferred to student transcripts within 2 days of collection. A national survey of institutions showed that UF is superior in serving its students with up-todate transcripts. Implementing this training via the Adobe Network was a first-in-the-nation that has enabled more than 6,000 officers in 121 agencies to take a total of 14,000 hours of training for a cost avoidance of $200,000. He is a member of the Interstate Labor Standards Association and hosted its 1999 national conference. 2010 DBPR-27 Cheryl Biesky, Regional Program Administrator Division of Regulation Department of Business and Professional Regulation, Margate Cheryl Biesky’s 25-year state government career began in the Division of Hotels and Restaurants as an Environmental Health Specialist. She advanced to Food Coordinator, Administrator for the Office of Restaurant Programs, District Administrator, and she is now Regional Program Administrator with the Division of Regulation. Ms. Biesky excels in identifying problems and making corrections, educating licensees on discipline issues, and completing special projects. In 1993, she received a distinguished service award for assisting victims of Hurricane Andrew. 2010 DBPR-35 Dennis Miller, Regional Manager Division of Pari-Mutuel Wagering Department of Business and Professional Regulation, Fort Lauderdale Since 1996, Dennis Miller has managed the state’s largest and most diversified pari-mutuel region, which is responsible for more than 80% of state revenue collected from horse racing. His 39 years of state experience, his tact and knowledge when dealing with permit holder management and staff, and his willingness to go beyond the call of duty make him an exemplary manager and role model. 2010 DBPR-38 Lucile McBride, Administrative Assistant III Division of Pari-Mutuel Wagering Department of Business and Professional Regulation, Tallahassee A nearly 30-year state employee, Lucile McBride’s performance evaluations are consistently rated as “far exceeds expectations.” As the division’s public records office coordinator and human resource liaison, she processes all personnel documents, consistently prioritizing and accomplishing multiple tasks ahead of schedule. Ms. McBride’s deputy division director attests to her dedication in providing the pari-mutuel industry and the public with the highest level of professionalism and service. 2010 DBPR-41 Kevin Scheen, State Steward Division of Pari-Mutuel Wagering Department of Business and Professional Regulation, Miami Kevin Scheen, a 26-year state employee, has represented the state at thoroughbred industry regulatory hearings since 2005. He has handled the largest portion of a 20% statewide increase in hearings during the past five years, rendering 75 out of a total of 241 rulings in 2008-09. He often anticipates group and interdepartmental problems and finds ways to solve them. 2010 DBPR-42 Jill Blackman, Chief Operations Officer Division of Pari-Mutuel Wagering, Department of Business and Professional Regulation, Tallahassee Twenty-four year state employee Jill Blackman heads the office that licenses individuals and businesses at racetracks, frontons, card rooms, and slot machine facilities. She drafts pari-mutuel rules, oversees inquiries and hearings associated with alleged violations, and recommends operational changes to improve efficiency and reduce costs. He educates and assists businesses in complying with hazardous waste regulations, developed an inspector training program that is the statewide standard, helped to develop best environmental management practices for the cruise line industry, helped ensure that shooting range cleanups handle hazardous waste correctly, and followed up on bankrupt companies regarding hazardous waste operations. 2010 DEP-40 David Herbster, Environmental Administrator Central District Department of Environmental Protection, Orlando David Herbster has served the department for 25 years. He works with citizens who unknowingly violate environmental laws to craft equitable resolutions that protect Florida’s environment, and he instituted a “beat the buzzer” concept which has significantly reduced the time to resolve issues or approve permits. Mr. Herbster was a member of a team that won a 2000 Davis Productivity Awards for saving 1,400 staff hours by restoring a shoreline for 90 homeowners who had constructed illegal beaches. 2010 DEP-62 Stephanie Lalonde, Administrative Assistant III Central District Department of Environmental Protection, Orlando Stephanie Lalonde, who has served the department for 31 years, is the central district director’s Administrative Assistant. She serves as human resources liaison and training coordinator for 170 staff and ensures that approximately 250 personnel actions each month are submitted correctly and expeditiously. Ms. Lalonde won a 2002 Davis Productivity Award for fostering electronic correspondence and she earned Certified Public Manager designation from Florida State University. 2010 DEP-65 Caroline Shine, Program Administrator Central District Department of Environmental Protection, Orlando Caroline Shine has served the department for 28 years. As the district air program administrator, she is responsible for ensuring air quality in the Central Florida region. Overseeing 21 air-monitoring stations in an eight-county area, she spearheaded an automated data reporting system that reduced the need for staff visits. She also has worked with facilities to identify pollution prevention opportunities such as retrofitting school buses fleet with catalytic devices to reduce pollutants, which has been adopted by several bus fleets throughout the state. 2010 DEP-66 Christianne Ferraro, Professional Engineering Administrator Central District Department of Environmental Protection, Orlando Christianne Ferraro has served the department for 21 years. Managing a staff of 60 professionals who oversee 1,300 drinking water treatment facilities and 900 wastewater facilities, she has helped to clean up endangered water bodies by forging consensus among multiple stakeholders. Ms. Ferraro has been instrumental in setting the statewide standard for water reuse in the Central Florida area, whose more than 200 million gallons per day represents 30% of statewide water reuse. Her involvement in multistate antitrust enforcement efforts has helped return hundreds of millions of dollars to consumers and public agencies nationwide. Ms. Conners has advised foreign agencies, participated in worldwide antitrust symposiums, and was named one of Florida Trend’s Legal Elite in State Government in 2008 and 2009. 2010 DLA-37 Myra (Becky) Keyes, Performance Consultant Manager Department of Health, Tallahassee Becky Keyes, a 22-year state government veteran, has worked for four agencies in the fields of individual and organizational performance improvement. She is recognized by colleagues in Florida and other states for her service, integrity and consistent superior customer service. Beginning as a sanitation specialist, he advanced to his current position of health educator and supervisor. Specializing in hard-to-reach populations in order to help change negative behavior, he has made more than 1,000 presentations on health issues such as including tobacco prevention, HIV/Aids risk reduction, chronic disease prevention, and kidcare. Mr. Richardson is highly respected for his tenacious service. 2010 DOH-53 Linda West, Associate University Registrar Office of the University Registrar University of Florida, Gainesville Linda West joined the Registrar’s Office in 1978, where she has adapted to the information technology explosion by thriving on constant change. Her accomplishments include assisting with development of a student registration and information system used by 32,000 people, assisting the admissions office in automating review of 30,000 freshman applications annually, and applying this information and technology to develop the university’s hierarchical fee assessment system. A seven-time Prudential - Davis Productivity Award winner, Ms. Preston often is first to volunteer for additional projects. 2010 UF-16 Dee Dugger, Admissions and Registration Coordinator Office of the University Registrar University of Florida, Gainesville Dee Dugger, a 38 year veteran of the Registrar’s Office, is the person primarily responsible for maintaining/updating 101 undergraduate majors, 250 graduate majors, and 103 minors. Until the degree application process was automated, she was responsible for seeing that 13,000 degree applications were entered annually. Ms. Dugger has trained and mentored hundreds of staff and students, and she has contributed to six Prudential - Davis Productivity Awards. 2010 UF-18 Nancy Baker, Information Technology Expert Office of the University Registrar University of Florida, Gainesville Nancy Baker’s 32-year career at the university has been spent supporting the offices of Admissions and Information Technology, as well as Registrar. Her responsibilities include maintenance of office equipment, computer hardware, phones that field more than 250,000 calls annually, intake and distribution of support documents for 42,000 admissions applications annually, and office space for 125 staff. Always resourceful, she even built temporary office space out of paper boxes! 2010 UF-31 Sunny Balogh, Office Manager Office of the University Registrar University of Florida, Gainesville Sunny Balogh, a 32-year veteran of the Registrar’s Office, manages payroll and personnel for 42 fulltime and 70 part-time employees; he helps coordinate travel, purchasing card transactions, and budget forecasting, and handles subpoena processing, scheduling of meetings, coordinating office communications, providing area telephone coverage, preparing nationwide surveys, and completing special projects. Ms. Balogh has been a member of teams winning five Prudential Davis Productivity Awards and she is the recipient of a university-wide Superior Accomplishment Award. 2010 UF-32 Sharon O’Quinn, Assistant University Registrar Office of the University Registrar University of Florida, Gainesville During her 35 year career, Sharon O’Quinn has maintained more than 650,000 academic records. Her contributions include coordinating transition of university recordkeeping from social security number to University of Florida ID number, thereby saving hundreds of hours of record retrieval time and assuring students’ privacy; implementation of the imaging of 240,000 permanent record cards that provides campus personnel with immediate document access; and transformation of grade collection from paper to electronic, thereby substantially reducing processing time for 450,000 grades. Staff developed these recommendations in the course of conducting research for reports undertaken at the request of the Legislature.
