WEST DEPTFORD TOWNSHIP 2016 - 2017 CIVIC & MUNICIPAL CALENDAR WEST DEPTFORD TOWNSHIP COMMITTEE Township Committee The Township Committee is comprised of five members, the Mayor and four committee persons, each of whom serves a term of three years. At the reorganization meeting in January, the Committee selects one of its own to serve as Mayor. The Committee forms the legislative branch of the Township government, developing and adopting ordinances which become the laws of our municipality. The Committee exercises fiscal control of the community by adopting an annual budget. The Committee holds regular meetings on the first and third Wednesday of each month, unless otherwise stated. All meetings are held in the Municipal Building, 400 Crown Point Road, West Deptford, at 7:00 P.M. The public is encouraged to attend. The calendar also provides contacts for various civic organizations within the Township. These groups are a strong component of West Deptford Township being a great place to call home. WEST DEPTFORD TOWNSHIP MUNICIPAL SERVICES Water and Sewer Senior Citizen Discounts Shuttle Bus Dog Licensing In an effort to ease financial hardships experienced by senior citizens on fixed incomes, the Township Committee is granting a 10% discount on water and sewer bills to all qualifying senior citizens. Contact the Water and Sewer Department at 856-845-4004, ext. 104 to determine if you qualify for this deduction. West Deptford Township operates a shuttle bus for Township residents. On Mondays and Fridays, trips are made to local shopping centers, and Wednesdays are reserved for trips to area malls. Special services for wheelchair-bound residents are available. Contact the Bus Driver at 856-371-3279 to schedule a pick-up 24 hours in advance. For further information on public transportation services, contact the Gloucester County Department of Human Resources, Office of Special Transportation, at 856-686-8350. An annual license is required for any dog over the age of six months. Licenses are renewable each January. A fee of $10.00 is charged for any dog which has been neutered or spayed; the charge is $16.00 if the dog has not been neutered or spayed. Proof of rabies vaccination and spaying/neutering is required. Licenses may be purchased at the cashier’s window in the Municipal Building from 8:30 A.M. to 4:30 P.M. weekdays. A free rabies clinic for dogs and cats is held in the spring of each year. Questions? Call 856-845-4004 ext. 105. Sewer Problems Construction Permits If you experience a problem with your sewer, please contact Township personnel first before calling a plumber. We will respond immediately and repair the problem if it is in the Township’s sewer line. If the problem is your responsibility, we will advise you to contact a plumber. Therefore, it is important that you contact the Sewer Department first to avoid any unnecessary expense. If you do have a sewer problem, stop using water and your toilet until the problem is resolved so that you can avoid any flooding damage to your house. During business hours, call 856-845-4004, ext. 127. The emergency telephone number for nights and weekends is 856-845-2300. Township residents are reminded to call the Construction Office at 856-845-4004, ext 121 before beginning any home repair or construction projects to determine what building, electrical or plumbing permits may be required. The proper permit serves as protection against contractors who may not follow mandated laws promulgated for consumer protection and is also important for insurance purposes. For your protection, before hiring a contractor, make sure the business is certified by the State of New Jersey. Please call first...it could save you money! Senior Citizen Nutrition Center The Thorofare Fire Hall houses a Senior Citizen Nutrition Center sponsored by the Gloucester County Board of Chosen Freeholders and supported by the West Deptford Township Committee. Participants must be at least 60 years of age and a resident of Gloucester County. Meals are served weekdays at 11:30 A.M. and a daily donation of $1.25 is accepted. Pre-registration for this program is required. For further information, contact the Gloucester County Division of Senior Services at 856-384-6900. Wheelchairs and Walkers Available for Use by Township Residents Wheelchairs, walkers, and other medical apparatus have been donated to the Township and may be borrowed for use by Township residents. Please call the RiverWinds Community Center at 856-251-0990 to take advantage of this service. Residents who are having any digging or drilling done on their property should first contact the New Jersey One Call System at 811 or 1-800-272-1000 at least 72 hours in advance. One Call will notify all utility companies who will come to the site and mark out their lines. This will protect you from the risk of rupturing underground utility lines. There is no charge for this service. Tax Deductions If you are a senior citizen, veteran, and/or disabled person, you may be eligible for a deduction on your property taxes. Contact the Gloucester County Office of Assessment at 856-307-6445. Bicycle Registration Township residents are encouraged to register their bicycles with the Police Department. This will help the police identify your bicycle if it is stolen and facilitate its return to you if recovered. Registration forms, available at the Police Department, are to include serial number and description of the bicycle. Questions regarding this program may be directed to the Police Department at 856-853-4599, ext 153. Swimming Pools A permit is required for any structure intended for swimming or recreational bathing that contains water over 24 inches (610 mm) deep. This includes in-ground, above-ground and on-ground swimming pools, hot tubs and spas. Please stop in the Construction Office for an information booklet on pool requirements or call 856-845-4004 ext. 121. Plastic bags may be used in place of containers, but must not be overloaded or ruptured. Metal drums and large, wheeled toters are not acceptable. Five gallon buckets are not considered a proper container for trash and/or recyclables. It is not considered a reusable container and will be disposed of. Please secure trash from animals. • All trash must be placed at the curb before 6:00 A.M. on trash day, but not before 6:00 P.M. on the day prior to collection. After collection, any empty containers shall be removed from the curbside promptly. Do not park in front of trash containers or otherwise block access to your trash on trash day. • Waste that does not comply will not be picked up until it is brought into compliance with these regulations. • Any trash or construction debris generated by a contractor is the responsibility of the contractor and homeowner. The Township will not remove this waste, even if it is placed curbside. Residents should insist that the contractor use a dumpster and private waste hauler for construction waste. Do not place materials next to fire hydrants, phone polls, or on top of service boxes (sewer clean outs) on the ground. Leaf Collection • Lawn signs will indicate when leaves will be collected in neighborhoods. • In the Fall season, leaves will be picked up on a continuous basis from the first week of November through the last week of December. Posters will indicate when leaves will be collected in your neighborhood. • In the Spring season, leaves will be collected during the month of April on an as-needed basis. May through October leaves must be put in clear or biodegradable bags, or put into a trash container. Please keep all tree limbs and branches out of the piles so as not to damage leaf collection equipment. Leave enough room in the gutter to allow storm water to reach the catch basins. • If at all possible, wait to shovel your driveway until the snow has been pushed back to the curb-line of your property by Township snowplows. • Do not snow blow or shovel snow into the street, as it creates hazardous road conditions. Special Pick-ups • Furniture and appliances will be collected on the same day as household trash. Any refuse or building material generated by a building contractor is the responsibility of the contractor for removal. No exceptions! • The Township will dispose of small amounts of concrete. Please call Public Works for instructions at 856-845-4004, ext. 138. Hazardous Household Waste • The improper disposal of household hazardous wastes can cause problems for the entire community. Some wastes are toxic to humans or wildlife, while others can cause serious heart problems. NEVER dump hazardous chemicals down the drain or toilet, on the ground, down catch basins or storm drains where they could contaminate soil or be carried into local streams and sources of drinking water. • Federal law allows only licensed hazardous waste haulers to handle hazardous waste. The Township will not pick up any hazardous or combustible waste. Any product which is labeled “warning, caution, poisonous, toxic, flammable, corrosive, reactive or explosive” is considered hazardous. Household Medication • Keep medicine in original container. Mark out personal information on prescription bottles. • Mix liquid medicine with undesirable substances like coffee grounds, cat litter or dirt. Dilute pills with water, then add coffee grounds, cat litter or dirt. • Place bottles in an opaque container like a yogurt container, and secure the lid, or wrap in a dark colored plastic bag. • Hide the container in the trash. DO NOT recycle. DO NOT DISPOSE OF MEDICATION DOWN THE DRAIN OR TOILET. Bring to Municipal Police Vestibule for disposal. Paint Disposal Latex paint must be allowed to dry, or the container filled with cat litter or sand to absorb all the paint. Another technique is to pour the latex-based paint into a paper box or bag filled with absorbent material like shredded newspaper to speed drying. When the paint is dry or totally absorbed, the container should be placed out with the trash for pick-up. Do not place large quantities of paint cans out for disposal. Oil based paint is considered hazardous waste and must be disposed of at one of the Gloucester County Household Special Waste Collection Days. This is a system which allows residents to mix all recyclable materials together in one or more containers. All cardboard must be recycled. Large cardboard boxes need to be broken down and placed next to your recycling can. DO NOT USE CARDBOARD BOXES AS A TRASH CONTAINER. On trash day, place your recycling container and cardboard adjacent to your trash cans at the curbline, but not so close that the container is difficult to see or reach. The Township also collects other recyclable items such as leaves, asphalt, concrete and wood waste. Used Motor Oil Recycling Township residents may deposit small quantities of used motor oil, up to two gallons at one time, in the oil recycling holding tank located at the Public Works Garage on weekdays during the hours of 7:00 A.M. to 3:00 P.M. In fact, grass clippings make up nearly a third of all summer waste handled by garbage haulers. STEPS TO GRASSCYCLING • Cut only the top 1/3 of the grass blade and leave the clippings right on the lawn • Mow when the grass is dry to avoid tracking and clumping Please Don’t Litter! Please Recycle! • Keep your mower blade sharp • No special equipment necessary. While mulching mowers are available and do a fantastic job, ANY conventional mower can grasscyle. Just remove the bag. In the case of a rear discharge mower, the exhaust chute must be shut off. Adapter kits or retro-fit kits are available for conventional mowers for about $20.00. The Historical Association has had another successful year and is looking forward to sharing more of our collections with the residents of West Deptford. The “West Deptford Book” has also been very successful and we have sold dozens of copies. If you didn’t get your copy yet, Barnes and Noble carries our book and there is always a few copies available for purchase at the West Deptford Library. The Historical Association has many different displays about our Township that changes quarterly in the Library and we can always be found at West Deptford Day where we share artifacts to our visitors. Upcoming events that our residents can participate in is our annual “Scarecrows On Parade” on RiverWinds Drive during the month of October, our Annual “Great Pumpkin Event” held in the library, Christmas Lights Bus Tour and visit with Father Christmas held toward the end of December from the Library and the “Holiday Wreath Display” on RiverWinds Drive during the month of December. WEST DEPTFORD TOWNSHIP POLICE DEPARTMENT West Deptford Police Department The men and women of the West Deptford Police Department are committed to providing the highest level of police services to our community. We continue to focus our departmental resources on providing a safe and secure environment for residents and our business community. Our mission at the police department is to provide high quality police services by promoting a safe environment through police and citizen interaction, with an emphasis on integrity, fairness and professionalism. At the police department, we recognize that one of our most valuable investments we can make is in our children. It is for this reason that we continue to work closely with our schools. By assigning a school resource officer to the school system, we can attempt to identify at-risk children. We will continue to provide seminars and classes for students and parents concerning “Internet Safety” as well as “Drug Awareness.” By doing this, we are investing in the future of our community and providing a safe learning environment for our children. The West Deptford Police Department continues to maintain specialized units such as Detective, K-9, Bike Patrol, Traffic Safety and Community Policing. Our K-9 Unit has been in operation since 2006 and currently maintains a compliment of three K-9 teams trained in Patrol and Narcotics Detection. The Bike Unit consists of fifteen officers who have been trained in negotiating police operations on the Patrol Bikes. The Bike Unit is deployed at Community Events and in the residential areas of the township during the evenings of Spring, Summer and Fall. The Traffic Safety Unit addresses traffic safety concerns throughout the township, assists residents with traffic complaints, and conducts child safety seat inspections and installations. Our Community Policing Unit focuses on citizen/ police interaction with an emphasis on Neighborhood Watch. The Community Policing officers are often asked to present to public groups regarding topics such as Internet Safety, ID Theft, and Home Security. Our Neighborhood Watch Program continues to grow throughout the township. We have most neighborhoods in the township participating at this time, but still strive to build and improve the program. We encourage all residents to become involved in the program. Municipal Alliance of West Deptford West Deptford L.E.A.D. Program The West Deptford Police Department proudly supports the L.E.A.D (Law Enforcement Against Drugs) program by teaching the Core Curriculum to the 5th grade students at the West Deptford Middle School. L.E.A.D. is now the primary administrator of the “Too Good for Drugs and Violence” curricula in the state of New Jersey. In this program, children learn about the dangers associated with the abuse of drugs and alcohol. They also speak with officers about topics such as bullying, conflict resolution, self-esteem, and peer pressure. The ten-week program concludes with a graduation ceremony and a party for all of the participants. The L.E.A.D. officers attend the party and interact with the students for an afternoon of fun and bowling. Visitations from L.E.A.D. officers are also scheduled throughout the year in our elementary schools. In this setting, officers speak with the younger children about topics such as “Stranger Danger” and how to call “911”. Cpl. Craig, Cpl. Henry, SRO D. Jiles, our supervising L.E.A.D. officer, Inv. Pallies, Inv. Scirrotto, Inv. Weber Ptl. McGinniss,, Ptlm. Greco, Ptlm. Teti, Ptlm A. Jiles, and Ptlm. Carroll are the certified officers that will continue to teach this program in the West Deptford School System. The L.E.A.D. program continues to honor one of the original officers that worked in our classrooms, the late Det. Sgt. George Farrell, by hosting the annual DSG. George Farrell Fun Run and Walk at West Deptford Fun Day. The race is a 5k run/walk held on the morning of the fun day. Prizes are awarded in all categories. All proceeds go toward the West Deptford L.E.A.D. program. West Deptford Municipal Alliance is part of the Governor’s Council on Alcoholism and Drug Abuse in the state of New Jersey and was established in 1989. The programs are coordinated through the Gloucester County Offices of Alcoholism and Drug Abuse. The program is made up of volunteers from our community and also includes members from the West Deptford School system and the West Deptford Police Department. The Alliance coordinates programs that promote education on how to prevent drug and alcohol abuse in our community by offering a variety of activities and educational sources. The Alliance supports many programs and activities throughout the year to keep the community aware of the dangers of drug and alcohol abuse, identifying and suggesting different alternatives to drug and alcohol use. Just a few of the programs that the Alliance supports are L.E.A.D., Project Graduation activities, Assemblies for Middle School students, National Night Out and Red Ribbon Week. The alliance also sponsors events for the senior citizens in West Deptford. Recently, we have joined with Riverwinds Community Center and offered drug interaction information at special events that have been designed for the members. National Night Out For the past several years, the West Deptford Police Department has been very active with the Annual National Night Out program. The event has traditionally taken place on the first Tuesday of August. The Municipal Alliance has partnered with the Police Department to have an event for the community that has been very informative. Different programs are highlighted throughout the evening (Neighborhood Watch, Bicycle Safety Program and the K-9 Unit) The Gloucester County Prosecutors Office, Gloucester Sheriff’s Department, Gloucester County K-9 Association and SWAT have participated in recent years. The Municipal Alliance has sponsored entertainment for the children while the Police Department has informational displays and literature for all of the community programs that are in place for the residents. The K-9 unit, Traffic Unit and Bike Patrol Unit have had live demonstrations on how each of their units operate. Patrol Officers and Detectives are available to speak with residents and answer questions, giving the community the opportunity to interact with the Police Department in a positive manner.
