IMPACT
Eckerd’s late founders, Jack and Ruth Eckerd, created this
organization with the belief that every child is valuable and
deserves the opportunity to succeed. They were innovators
who pushed boundaries to change the landscape of how
children in need are supported, relentless in executing
their idea to bring second chances to children.
Jack Eckerd was an exceptional businessman and a
visionary. His most successful venture was with the Eckerd
Drugs store, which revolutionized the pharmaceutical
industry and became a national chain. Jack had a strong
desire to give back to the country that gave him so much
success. He believed his calling was to create a nonprofit
that would provide and share solutions to make families
whole again.
Jack and Ruth Eckerd opened the first outdoor therapeutic
program in Florida for troubled and at-risk boys in 1968.
Now Eckerd is one of the largest national nonprofit child
and family service organizations in the country with
programs in 15 states and the District of Columbia.
“It’s the kids,” was repeatedly what Jack said was
most important, even though his professional list of
accomplishments was exhaustive. He had a mission of
improving treatment and services for children in need of
a second chance.
Eckerd is perpetuating the legacy of entrepreneurship that
Jack and Ruth Eckerd started through the organization’s
continuing journey to grow and transform, leading the
nation in innovation for children and families.

President’s Message
Innovation and Impact are two words that reflect Eckerd’s journey this past year. We have
completed a dramatic transformation from a predominately residential provider serving
9,000 children annually to a predominately community-based service provider serving
over 18,500 children and youth annually in 15 states and the District of Columbia.
Although the Eckerd of today looks much different than the Eckerd originally created by
our founders, Jack and Ruth Eckerd, we continue their legacy of giving every child an
opportunity to succeed through continuous innovation in human services that better
serve our children, families and communities.

Today / Milestones
Jack Eckerd believed society would generate the
biggest return on investment by helping at-risk
children turn their lives around, creating "a lifetime of
returns" for each child and family who is helped.
President and CEO
This year, Eckerd’s innovation of Eckerd Rapid Safety FeedbackSM, a predictive analytics
model designed to identify high-risk cases in child welfare and prevent child tragedies,
has been recognized by the Federal Commission to Eliminate Child Abuse and Neglect Fatalities and is also being
rolled out across the state of Florida and in at least five other states and jurisdictions. This innovative approach is
changing the way the Nation does business in human services – exactly the way that Mr. Eckerd did when he formed
the first Outdoor Therapeutic Program in 1968.
In addition, Eckerd continues to add innovative programming to our umbrella of services. Eckerd Project Bridge
– a partnership model that ensures youth coming out of juvenile justice residential facilities get the second chance
they need at success in their community – has been launched in 26 Florida counties. Mr. Eckerd created the first
re-entry program of this kind over 30 years ago, and now Eckerd has reinvented his original concepts to follow the
latest research and best practices.
Friends of the Children also came to Tampa Bay this year to serve foster children as an Eckerd program – this is a
proven model that was founded in Portland, Oregon, to provide those most disadvantaged kids who have the least
chance of success real hope through a long term, professional paid mentor or “Friend” that stays with the child through
high school graduation, forever changing the generational cycle of abuse, poverty, and involvement in the criminal
justice system.
Eckerd continues to be recognized nationally for our strategic plan and organizational transformation, being
recruited by the National Alliance for Strong Families and Communities to serve as a mentor organization to other
nonprofits seeking to transform their organizations. We are frequently invited to speak at conferences and webinars
locally and nationally.
While all of these innovations have occurred, Eckerd has also been focused on impact, as quality is the bedrock of our
organization. Our Eckerd Perpetual Performance Improvement System allows us to regularly monitor and track
outcomes for all of the children and families we serve. The data reflected throughout this report provides a snapshot
of the second chances we are providing. We will continue our focus on quality, as none of the children we work with
chose the zip codes and circumstances they were born into, so it is up to us to give them that second chance at a life
filled with hope and great possibilities.
We are incredibly grateful for your support. Without it, none of this would be possible. We rely on the generous
support that you, our Champions, provide to ensure the children and families we serve have the opportunity to
succeed and that we can continue to fulfill Jack Eckerd’s legacy of innovation.

Last fiscal year, Eckerd provided much-needed second chances to nearly 15,000 children and families — regardless of their life
circumstances. Most of the children we serve are involved with the child welfare, juvenile justice or behavioral health systems, but
we also serve children in need from local communities across America. The common factor among the children and families that
Eckerd serves is that they all are in need of a second chance and the opportunity to succeed.

Solomon and Iyanna
“We have many talents!”
Solomon (Age 12) is a kind-hearted young man who always endeavors to
do the best he can. He has developed an affinity for fishing and being out
on the water. Skateboarding and playing games are his favorite pastimes,
and he’s also a very good artist. If Solomon had the choice of going
anywhere, he would take a whirlwind tour of every fair and carnival in the
world — or just stick to getting his very own bounce house in the backyard.
Iyanna (Age 14) is a sweet and sensitive little girl who loves to care for
younger children and animals, and craves the companionship of a female
role model. She’s a talented writer, especially of poetry, and she has an
uncanny ability to read and relate to other people. She’s a little shy and
introspective, but she loves to have a good chat with her friends. Her ideal
home is one with a mom and maybe a sister or two, where her birthday will
not only be remembered, but will be celebrated in a big way!

Second Chances for Kids
Each Eckerd program meets kids where they are and gives them a second chance at life. A second chance is the chance to break
the generational cycle of poverty, abuse and neglect – it is estimated that the social benefit of breaking this cycle for just one child
is $3.4 million.
Eckerd must continually transform and innovate in service provision to ensure that these kids, our kids, are getting the second
chance at life that they deserve. Eckerd’s mission, to both provide and share solutions, uniquely positions the organization to not
only change the trajectory of the children and families served by the organization, but also impact thousands of other children
and families through sharing proven solutions in practice, systems and policies.

Break the Cycle
In partnership with Friends of the Children (FOTC), Eckerd launched an
affiliate program in 2014 throughout Tampa Bay focused on children
in foster care. Eckerd employs and trains salaried, professional mentors
called “Friends”. In this program, 64 foster children with the least
likelihood of success in life have been paired with these “Friends” who
are committed to them for the long-term, from kindergarten through
graduation. No matter what.
The Harvard Business School Association of Oregon showed that for every $1 invested in Friends of the Children, the community
benefits over $7 in saved expenses the child would have incurred. Helping one child saves the community $900,000. This program
is a unique public/private partnership that will expand in Tampa Bay each year.

of her 5-year-old grandchild.
Her parental instincts had
to kick back in quickly. Aida
is just one of the growing
number of grandparents
who are unexpectedly
finding themselves in a
parenting role again. But
Aida does have a resource at her finger tips called Friends of the Children
| Eckerd. Her grandson Kaden was chosen as one of 64 kids in the child
welfare system in Tampa Bay to have a paid mentor assigned to him through
12th grade through this new program.
“Kaden’s mentor Justin has changed the family dynamic by praising him for
his accomplishments rather than yelling at him like I do when he behaves
poorly,” says Aida. “I forget to look at the positives because it just seems
easier to yell.”

Aida believes there was a change in Kaden from the first day Justin began
working with him. She even credits Justin with Kaden’s ability to write his
name. Justin has been mentoring Kaden for about a month and in that short
timeframe even Aida feels the positive impact of Justin’s mentoring.
“A child you show faith in
will have faith in himself,” said Aida.
“Justin showed me that in
how he treats my grandson.”
The dynamic has shifted in the family household and now when Kaden has a
bad day at school Aida reminds him that he was good in other ways.

a single mother of 4 trying
hard to make it on her own
and give her children the
life and family stability she
never had. When she falls on
hard times, she returns to her
Eckerd family at the Eckerd Community Alternatives office in Largo.
Fundamental Impact
As a leader in innovation, Eckerd has identified the most critical unmet needs
of children in the foster care system. Upon first entering the foster care system,
children have urgent needs related to this transition. They often leave their
homes with what little possessions they have thrown in a garbage bag. And, as
they grow and mature, they have other critical needs that are not met by state
programs. A privately funded program of Eckerd | Raising Hope - includes three
distinct programs to meet all these critical needs:
Rooms of Hope - “Shop for free” stores located in child welfare facilities that provide emergency clothes and supplies for
children. Children enter the cheerful Room of Hope needing essential clothes, shoes, toiletries and school supplies that
they were not able to take with them when removed from their homes. Children walk out of the Room with pride and
dignity, carrying their duffel “bag of hope” to take with them as they continue on their journey in the child welfare system.
“When I did not have anybody to
help me, you were there,” Rochelle stated
when speaking of Raising Hope.
Opportunities of Hope - Tutoring and extra-curricular activities that support education and normalcy, giving the children
every opportunity and advantage as their peers who are not involved in the foster care system.
Futures of Hope - Mentoring, life-skill development and entrepreneurial training to support a brighter future as our youth
transition to adulthood.
2014 Impact Stats
The 3 older girls needed winter clothes when the weather turned so cold,
and Rochelle was not working due to her pregnancy. The young mother
contacted Eckerd, and arrangements were made for her to come to the office.
Upon entering the Room of Hope, the girls were amazed at all the clothing
on the shelves, along with school supplies, hygiene items and shoes. The
girls were able to “shop” in the cheerful room and pick out items they wanted
to wear. Raising Hope was able to provide all 3 young girls with warm outfits,
jackets, new underwear, socks and shoes. The girls walked out of the Room
of Hope proudly wearing their new Buccaneer cheerleader outfits and

in showing off their new outfits to everyone they saw. Their mother called
Raising Hope “a life saver” for the help her children received.

When the new baby boy was born into the family, Raising Hope was again
contacted to assist the family with needed items by the social worker. A new

Eckerd provides second chances in all programs but many youth still need additional support as they pursue their dreams.
To help young people who’ve faced adverse childhood experiences have the chance to make those dreams a reality, Eckerd
provides Success Awards.
Success Awards help youth who are or have participated in an Eckerd program to pay for transitional needs as they become
successful adults. This might include a suit for a job interview, a laptop for college, or even a used car to help in pursuing
education or employment. The Success Awards program provides up to $5,000 for vocational and educational pursuits of
financially needy youth between 12 and 24 who demonstrate a commitment to educational and career improvement. Success
Awards give these youth a chance to pursue their dreams and helps them overcome the odds to live positive, productive lives.

Brittany (Age 12) Bursting with enthusiasm, Brittany is always ready with a
smile and a laugh. She has a wonderful, fun-loving spirit, and tries to make
sure everyone around her is happy. She has a beautiful voice, and absorbs
every kind of music there is. Brittany is in her element when she’s in front of
a crowd, and she easily engages an entire audience with her outgoing and
funny charm. She does really well in school, and especially likes science.
When she grows up, she’d like to either be a singer or a teacher, and with
her can-do attitude it’s clear that she’ll be able to do whatever she puts her
mind to.
The best atmosphere for Brittany is an active, two-parent home with lots of
encouragement and love to go around, who will also be open to helping
her maintain a relationship with her biological brother.

Fostering Education
Only half of children in foster care graduate high school. This lack of basic educational achievement significantly increases their
likelihood of unemployment, homelessness and involvement with the criminal justice system. Children in foster care need
committed, supportive guidance from people who care, and that’s exactly what Eckerd’s Fostering Education does.
The Fostering Education Program is a partnership between Eckerd and the Tampa Bay area public school systems. This innovative
program brings specialized Guidance Counselors into middle and high schools to work with students in the foster care system.
Counselors are state certified and have extensive child-welfare experience allowing them to identify and pursue solutions specific
to this unique population. In place since 2010, the program has achieved excellent results.
In the 2005-2006 school year, approximately 13% of high school seniors in foster care earned their diploma or GED. By comparison,
the 2013-2014 data showed that over 84% of the seniors in this program earned their high school diploma or GED.

Jeremiah (Age 11) - is a sweet and sensitive little boy with a big,
compassionate heart. He loves to care for animals, especially the chickens
and cats he has at home, and he takes pride in being responsible for
them. Jeremiah also has a very mathematical, logic-loving mind, and he’s
fascinated by the inner workings of machines. He likes to take things
apart to see how they work, and then figure out how to put them all back
together. He spends his free time reading, or playing football, and he’d
really like to take a trip to Busch Gardens someday.

Eckerd Rapid Safety FeedbackSM
is being replicated in four
states and New York City.
After an unprecedented series of 9 child homicides in less than 3 years, the
Florida Department of Children and Families contracted with Eckerd to manage
the child welfare system in Hillsborough County to improve the quality of child
welfare services. To reverse this disturbing trend, Eckerd developed an innovative
approach utilizing data analytics to identify those cases with the highest probability
of serious injury or death and a targeted quality review process to ensure that
critical safety practices are being performed well. Eckerd Rapid Safety FeedbackSM
provides real-time feedback to case managers and supervisors on their highest risk
cases allowing for immediate adjustments in case practice to ensure child safety.
Building on the success of Eckerd Rapid Safety FeedbackSM in the Tampa Bay area,
this innovative approach to child safety is being adopted by four states (Alaska,
Maine, Connecticut, and Oklahoma) and the City of New York. It has also been
identified as a promising practice by the Federal Commission to Eliminate Child
Abuse and Neglect Fatalities.

Dontrell and Reanna
“We want a kind and caring family!”
Dontrell (Age 9) takes pride in helping others and is kind and caring. He
likes PE best and enjoys playing football, but he’d like to be a police officer
when he’s old enough. Dontrell loves ice cream and would rather not have
macaroni and cheese on his plate. He loves singing along with the radio,
watching Sponge Bob Square Pants and playing with his friends. He’d like
to have a family that would let him have a dog and room to play.
Reanna (Age 13) A future veterinarian, Reanna enjoys her science classes
best when she can focus on learning about the natural world. She has a
hamster now but would love to have a rabbit someday too. She enjoys
watching Victorious and listening to Katy Perry and Justin Bieber. She
enjoys spaghetti but will pass on hummus and Nilla Wafers. Reanna would
like a kind and active family who solves problems by talking them out.

Kevin’s
Second Chance Story
When Kevin walks on
campus at the University of
South Florida this summer,
he knows he will be the first
of his large family of more
than 30 brothers and sisters
to attend college. But lately
being first to accomplish big
things is a trend he is setting.
He’s also the first youth to
receive his GED through
Eckerd’s Project Bridge
program in the Tampa Bay area, which helps facilitate the transition for young
people who are returning to their home communities after completing time in
a Florida Juvenile Justice residential program. The program is halfway through
its second year in Central and South Florida, with a 5 year contract from the
Florida Department of Juvenile Justice.
Eckerd Project Bridge
Youth leaving juvenile justice residential programs are often sent back into
society without a proper support system, and end up being re-arrested for a new
crime within 12 months of release. In 2011, the Department of Juvenile Justice’s
official recidivism rate for youth exiting a residential program was 61%. Eckerd
has developed an innovative program utilizing community partners to provide
transitional services to boys and girls ages 11-21 reintegrating back to their home
communities from juvenile justice residential commitment programs in Central and
South Florida.
The Eckerd Project Bridge Program offers mentoring, education, vocational or
employment services, transportation and life skills training to help these youth
achieve stable and successful lives and avoid re-entry into the criminal justice system. These services have cut the recidivism rate
nearly in half from 61% to 33%. The program costs only $69.47 per youth each day. In comparison, the cost of incarcerating a
youth can run as much as $216 a day.
Kevin is a tough kid from an even tougher background. His father is currently
serving a life term in prison. His mother has also been in and out of prison,
which has left a hole in Kevin’s life that he filled with more than just teenager
misbehavior. At 14, Kevin was convicted of his first charge—Petit Theft—
Trespassing. He began to hang around negative, criminal gangsters and
people on the streets. Things continued spiraling after Kevin saw his little
brother get shot. He started carrying guns for protection, which only led to
more trouble and arrests.
Outcomes
99% of youth remain crime free during services.
77% of youth remain crime free for at least one year after services.
After his nearly year and a half in both juvenile detention and adult jail, Kevin
came to Eckerd Project Bridge, where he earned an OSHA certificate, opened
a bank account, completed driver’s education, became employed for the first
time and earned his GED.
100% of youth tested obtained their GED.
Kevin is now 18 and has been on probation, locked up, or under Department
of Juvenile Justice supervision for the past four years….until December
19th when he stood before the Judge to hear his fate. The Judge not only
terminated Kevin’s court ordered supervision, but came down from the bench
to give him a hug.

For Kevin, the juvenile justice system is behind him, but one of his most
important long term goals is to help kids who came from where he was and
that’s why he shares his story. Kevin told his social worker, “I want to be a
