WAR CLAIMS DELAY
One of the lingerins tn.~ies of
World War 11 is the way tn which
payment:! to former prisooers of war
have been. de layed. Under the War

prisqners of war in enemy countries
are granted $1 Jor each day of their

Of lhe 1",000 claims received

more claims a.re ex~ed.. since
Filipino soldien mobilized into the
Uruled Statt'S Army also are mtitled
to compensation for their treatmmt
at the hands of the Japanese. Settlements arc: now ruorung at the rate of
2000·;000 claims a month. Even al.
lowing for a doubling of tlie rate of
payment, it is apparent ~ that nearly
fow years will be r~u l[ed to pay
oul the remainins claims.
The delay has resulted from no
negligence on the part of the War
Cairns Commission. Tbe staff has ,
worked. overtime to bring cases up
to date; but it is simply inadequate
to handle tile volume. The appropriation for 19'0 was OtIly '286,000; for 19' I the request of over
one million dollars has been pared.
• by the Bureau of the Budget and
stands at $700,000 in Ihe Senate bill

/
By the end of the· fiscal year 19' 1
(June 30, 1951) it is estimated that
a total of 74,"0 claims will have
been certified to the Treasury Department for payment.
It is QOt possible to accuralely estimate whm the adjudication program wi ll be completed. inasmuch 1$
there is no way of knowing how
much money will be made available
10 the Commission for administrative
expenses for the fiscal year 19'2.
Several of the: recommendations
contained in the Report of the War
Claims Commission hue been intro·
duced by varil)US members of the
United States Senate and House of
Representatives. How~, up until
the present time, DOne of these measures has been enacted into law.
Information supplied to the Com·
minion by the Department of the
Army indicated that there were approximately 140,000 Americlll claimants eligible for benefits under sec·
tions , lOcI 6 of the Act. The r«.
orels on file io the Commission tho.that aj of Ausust 23, 19'0, only
117,362 claims have been received.
It is my peuonal belief that people
who have not yet filed claims are,
for the most part, the widows and
children of deceased former prisoners
of war, and civilian internees who
have not been sufficiently acquainted
with their rights UDder the War
CIaims Act Of 1948, as amended.

'The amount of disability compen·
