The Greater Oak Brook Economic Development Partnership recognizes

grow a robust local economy. As such, the Village of Oak Brook and the
Greater Oak Brook Chamber of Commerce each play important roles in
strengthening commerce in Oak Brook.
The Village of Oak Brook has created a positive, business-friendly

establishing planning and zoning ordinances that help businesses as they
develop properties or move into office or retail locations. The Village also is
moving forward with a plan to modernize its infrastructure and beautify its

The Greater Oak Brook Chamber of Commerce has helped build a synergy

How the Partnership Works
Every company with whom we work is distinctive. No matter their services
or products, core values or size, no two businesses are exactly alike. All
companies require solutions that fit their specific relocation or expansion
needs, as they consider critical growth decisions.
Partnership staff work with site selectors and their clients to inform them
about the community’s business advantages, services, incentives and
amenities — and to introduce them and their clients to key municipal
and business leaders. Based on the corporate client’s interests and needs,
Partnership staff may also arrange for the client to meet with Village of
Oak Brook staff to discuss planning or zoning requirements.
In addition, Partnership staff may arrange for site selectors and clients to
meet with Oak Brook’s Rapid Response Team, which is comprised of the
Village President, trustees and staff, fire chief, police chief, Oak Brook
Park District staff, PACE Suburban Bus representatives, the head of the
Oak Brook hotel committee, the heads of the Oak Brook hospitality and
retail council, and Oak Brook’s corporate leaders. During these meetings,
Rapid Response Team members offer testimonials about Oak Brook’s many
business benefits. The team also learns about and works to address and
support the company’s critical needs and issues for relocation or expansion.
Partnership staff also work closely with Oak Brook’s landlords and brokers
to provide ongoing support and assistance to current tenants. For example,
staff may work with landlords, tenants and local government officials to
meet a unique zoning request. Or staff may work on behalf of a tenant for a
needed road or sign improvement.

Low Taxes
Out of 34 communities in DuPage County,
Oak Brook is ranked number one for having
the lowest commercial and residential
property tax rates. Oak Brook has NO
MUNICIPAL PROPERTY TAX.
Oak Brook’s sales tax also remains among
the lowest in the Chicago region at 7.75%,
compared to, for example, 9.5% in Rosemont
and Chicago. In addition, Oak Brook’s hotel
tax is only 9%, compared to Rosemont’s
13% or Chicago’s 16.4%. Also, Oak Brook

Services & Incentives
The Village of Oak Brook offers a range of
services and incentives to encourage business
relocation here. First, the community has
created planned development regulations
that provide greater flexibility when
processing new development projects. The
village has also streamlined its departments
to provide “one-stop-shop” development
review and permitting. Village staff work
diligently with companies to ensure that
permit or related requests and other
necessary applications are expedited quickly
and efficiently. One new feature is the “Early
Start Permit Process” to get businesses open
sooner.
Incentives
Companies may qualify for village financial
incentives, which include sales tax, permit
fee or other rebates and packages, depending
on the number of employees a company
has, the number of potential jobs a company
brings or creates, the square footage of space
a company leases, or the type of property a
company plans to the develop.
Sales Tax Rebate Agreement
The village may rebate a portion of the
village’s share of the sales tax of larger retail
establishments interested in relocating to
Oak Brook.
Infrastructure Financing Agreement
The village will consider entering into an
agreement to assist relocating companies
with certain infrastructure improvements
(water, roadway and signalization). The size
of the business, its number of employees, the
amount of new investment in Oak Brook,
and the size of the required infrastructure
improvements are factors in determining the
scope of the agreement.
Electricity Aggregation
The village provides an electricity
aggregation program that benefits both
residential and business customers.
Businesses may save 27 to 30% off their

Brook Park District provide relocating and

Through these memberships, employees
