INSTITUTE OF SECURITY TECHNOLOGIES „MORATEX” ABOUT US… Institute of Security Technologies MORATEX is research institute supervised by Minster of Interior of Republic Poland. Activity: realization of the scientific studies and developmental works for the elaboration of new technological solutions in range of the individual protections as well as protection equipment. ITB „MORATEX” is also Notified Body No. 1475 for the individual protections. Two accredited research laboratories (by Polish Center of Accreditation and Minster of Defense), four Research Departments. The thrid Laboratory is under construction now. Accreditation No. AB 154 Notification No. 1475 directive 89/686/EEC – Personal Protection Equipment as well as accreditation by Minister of Defense. The laboratory provides testing services to satisfy the needs related with scientific and research activity of MORATEX Institute, for products certification and for customers. The services are concerning: • flat textile products (fabrics, knits, non-wovens) • products coated with rubber or plastics • rope goods • fibrous composites • plastics for personal protection goods making-up • technical making-up • personal protection means 100 research methods. The laboratory uses about Most of them are standardized by European and ISO standards. Ballistic Laboratory Laboratory accredited by Polish Center of Accreditation within the scope of ballistic and impact resistance. Accreditation No. AB 155 by PCA and Minster of Defense. The testing scope covered by the PCA accreditation has been divided into 2 groups: • ballistic tests; • impact resistance tests. For both groups, the testing objects are i.a.: bullet-, knife- and needle-proof vests, helmets, ballistic packets flat samples, impact resistant body protectors. It is the one and only lab in Poland with the workplace ready for determining shock absorbing capabilities of body protectors. The laboratory also has at its disposal the equipment that allows for execution of the tests of fast-changing physical magnitudes. The laboratory periodically extends the scope of accreditation according to the customers' demand. Products Certification Department – Notified Body The Products Certification Department of the „MORATEX” Institute works since 2000, on a basis of the Law of Conformity Assessment. The scope of Department activity used to cover a freewill certification of textile goods in common usage and work clothing, protective clothing and protective equipment. The Department has initiated and maintains the quality system compliant to the requirements of PN-EN 45011 Standard „General requirements for the product certifying bodies”, which ensures professionalism at certification processes. For now, the priority for the Department is conformity assessment of products dedicated for state security among the organizational units being Minister of Interior, ie. Police Guards and the Government subordinated to or supervised by the Headquarters, Border Protection Bureau. The Department applies for the accreditation of Defense and Security from the Minister of Defense. • 3 utility designs applications; • 6 patents applications. The project management processes were adopted for the specific characters of the research and developmental projects realising by the MORATEX, especially in aspect of the END-USERS needs (end-users of the security area: Police, Border Guards, State Fire Service, Government Protections Bureau – BOR). GP significantly activates the scientists competencies and skills of the researchers, especially young of the MORATEX as well as other bodies cooperating within the project consortia - scientific institutions and commercial Partners, which consequently and remarkably increase the probability of achieving the projects’ goals in the scope defined by the End-Users by the economic way (using the risk managements for the optimal project planning and/or implementation of the corrective/preventive optimal realization of the research projects yields the high-value results which find commercial applications. actions). COMPLIMENT OF GOOD PRACTICE WITH PLUSTEX POLICY PRIORITY AREA The GP implemented at MORATEX positively impacted the PLUSTEX policy priority areas: • • • Support of young entrepreneurship and innovative business models (by improving the competency and skills of the researchers as well as the cooperating commercial and scientific Partners), Diversification of production towards high-quality and high-tech textiles and niche products (by the optimal and economical course of the projects and more effective achieving their goals: products, long-terms results), Fostering eco-innovation and social responsibility in the sector (by improving the competency and skills of the researchers as well as the cooperating commercial and science Partners). TANGIBILITY, DURABILITY AND VISIBILITY OF GOOD PRACTICE The implementation of the project management methodology allowed MORATEX for the more effective 3 – 10 Partners.
