California’s revised UAGA brings California
donation law up to contemporary medical, legal,
and bioethical practices and makes California the
20th state to adopt the law. The law was last
revised in 1987.
BY YOLANDA GONZAGA
The revised UAGA helps make the best of
every single donation opportunity by clarifying
legal ambiguities and family dynamics that can
cause delay or stand in the way of an individual
or family’s choice to donate, said Bryan Stewart,
president of Donate Life California, which
administers the state-authorized organ and tissue
donor registry.
We thank Assemblywoman
Lieber and Assemblyman Berryhill for their leadership in bringing California’s existing laws on
donation into one standardized, uniform piece of
legislation that is consistent with other states.

young age of 20. He was an amicable and
kind-spirited man with a jovial personality and
a big heart. Jorge was always willing to lend a
helping hand and easily made friends and was
adored by all who met him. He had the greatest sense of humor and the biggest smile that
always made you forget your worries.
Jorge was a sports enthusiast and he had a
great love for the outdoors and drawing. He
loved playing baseball, basketball and of
course, football. When Jorge was sixteen he
met his mentor and science teacher, Dr.

classmates to run the Los Angeles Marathon.
As expected, Jorge took on the challenge. For
months he would rise at four in the morning to
do his training. He successfully completed the

Minorities Play Critical Role in Donation and Transplantation
PEOPLE OF COLOR ACCOUNT FOR ABOUT
TWO-THIRDS OF ORGAN DONORS AND
RECIPIENTS IN GREATER LOS ANGELES AREA
New data released in July from OneLegacy and Donate Life
California, the administrator of the statewide organ and tissue donor
registry, confirm the critical role that minorities play in the fabric of
organ donation and transplantation in the Southland. Latinos
account for almost half of the donors (47%) in the area, while people of color account for about two-thirds of deceased organ donors
and transplant recipients.
The Southland’s Latino, African American and Asian communities benefit directly from the generosity of their own, with people of
color accounting for almost 80% of kidney recipients. Kidneys represent the organ of greatest need across all ethnicities. Interestingly,
the percentage of multicultural kidney transplant recipients is virtually identical to the percentage on the waiting list, which demon-
Latinos represent nearly half of kidney transplant candidates,
and the proportion of African Americans waiting for kidneys is twoand-a-half times their share of the general population. In addition,
Asians/Pacific Islanders represent 14% of kidney transplant candidates, which is substantially greater than their share of the general
population.
More than two-thirds of the more than 20,000 Californians on
the national organ transplant waiting list are Latino, African
American, or Asian/Pacific Islander.
In the face of the critical need for organ donation, minorities are
three times less likely than Caucasians to sign up as donors with the
state donor registry, according to Donate Life California.
Fortunately, area consent rates among Latinos (66%), African
Americans (46%) and Whites (72%) reached record levels in 2006,
and remain at similarly high levels in 2007.

Riverside County Regional Medical Center Receives Life Bridge Award
On July 25, OneLegacy was privileged to bestow
our hall of fame honor, the Life Bridge Award, to
Riverside County Regional Medical Center
(RCRMC) for their meaningful and extraordinary
impact on organ and tissue donation.
RCRMC has exceeded the Collaborative coversion rate goal (75%) for two years running. In 2006,
RCRMC s 19 organ donors placed them among the
top five in the seven-county greater Los Angeles
area, and their 83% conversion rate was the highest
of any hospital with 10 or more eligible donors.
RCRMC also facilitated the Inland Empire s first
donation after cardiac death (DCD).
The hospital s extraordinary results are due to
close cooperation between the services and departments represented by the team pictured at right,
including the hospital s Donor Advisory Council.
Hospital services coordinator Louis Jackson (far left) and hospital services
supervisor Mike Thomas (far right) present the OneLegacy Life Bridge Award to
Riverside County Regional Medical Center. Representing the hospital are Loyal
Ward, Chaplain; Paul Woodward, Trauma Nurse Manager; Josie Hobbs, ACCU
Nurse Manager; Luis Orozco, Administrator; Louise O'Rourke, OR Nurse Manager;
Kim Baumgarten, ED Nurse Manager; and Douglas Bagley, Director/CEO.

81 Southland Hospitals Honored for Achieving
Organ, Tissue Donation Benchmarks
30 HOSPITALS ACHIEVE NATIONAL GOAL OF
75% ORGAN DONATION RATE
OneLegacy honored 81 Southland hospitals for their performance in support of organ and tissue donation at June’s Celebrating
Our Partners Donation and Transplantation Conference and
Awards Ceremony.
The awards reflect the success of the partnership between
OneLegacy and area hospitals energized by the national Organ
Donation and Transplantation Breakthrough Collaborative, an initiative launched by the U.S Department of Health and Human
Services in 2003 to save and enhance thousands of lives annually by
spreading best practices to the nation’s largest hospitals.
Thirty hospitals achieved donation conversion rates of at least
75% over twelve consecutive months during the 23 months ending
April 30, more than double the number that achieved the benchmark
during a comparable period a year ago. In addition, fourteen hospitals achieved conversion rates of 65% to 74%, double the number
that achieved this second-tier threshold last year. Donation conversion rates represent the percentage of actual donors out of all eligible donors.
In addition, 24 hospitals were recognized for their extraordinary
support of tissue donation, providing life-saving and life-enhancing
gifts of tissue donation to the community. Honored hospitals either
referred six or more recovered tissue donors through the first four
months of 2007, or were among the leaders in complying with
guidelines to refer potential donors within one hour of death.
Also recognized were 24 hospitals which facilitated donation
after cardiac death (DCD).
Representatives of the 30 hospitals achieving a 75% conversion
rate celebrate in unision.

commitment to both fitness and
academic excellence was admired
and respected by his peers. Jorge’s
marathon pursuits were featured in
the Los Angeles Times (dated
March 1, 2002) and his accomplishments were recognized as a
beacon of motivation for all youth.
Throughout his childhood and
early teens Jorge always expressed
a strong interest in one day becoming a policeman. He was an active
student and cadet in the Police
Academy Magnet Program at
Dorsey High School. He joined the
football team and made major contributions to the team’s winning
seasons.
Jorge’s compassionate side came to light when he was in the 10th
grade. When he told me, I want to become an organ donor, I did
not take it seriously. I thought, like always, he was playfully kidding
me. In the 11th grade during the school’s annual Red Cross Blood
Drive, Jorge donated blood and when he arrived home, he said,
Mom, I already registered myself to donate my organs.
On January 22, 2006, my life changed forever. He was admitted
to the hospital fatally wounded. On January 27, 2006, the doctors
declared him brain dead. It was then a nurse approached me, and
talked to me about donating his organs. I remembered what Jorge had
told me a year earlier. I found his California ID where I knew he had
placed the organ donor sticker. I realized right then that I had to
honor his wishes.
I agreed to donate his organs, allowing Jorge to make a valuable
difference in the lives of others. By donating his organs and tissue,
even in death Jorge continues to make a difference by giving hope
and life to others. OneLegacy made all the arrangements necessary
to fulfill the desire and wishes of my son.
Since my eight-year-old niece, KayCee, was born, Jorge was her
big brother. He took this nurturing role seriously and he would be
so proud to know that KayCee carries on his values. Like Jorge,
KayCee has become a big sister to Jorge’s children, and a very caring granddaughter to their grandma. KayCee is proud of her big
brother Jorge. She keeps him in her prayers and knows that Jorge is
now her guardian angel .
Message to Adults 50+:
Don’t Rule Yourself Out!
Research across the country reveals that a significant percentage of DMV customers 50 and older are ruling themselves out of
being designated donors, thinking that their age or medical conditions make them ineligible to donate.
In fact, there are relatively few conditions that automatically
rule out a potential organ or tissue donor, with HIV/AIDS and
metastasized cancer being two of the more common conditions.
Diabetes or ineligibility to donate blood do not automatically prohibit someone from donating organs and tissues.
In the greater Los Angeles area, in the first six months of 2007,
26% of organ donors were age 50 and older, 9% were age 60 and
older, and two were in their seventies. Among tissue donors, 67%
were age 50 and older, nearly half were age 60 and older, and 18%
were in their seventies, while the average age was 53.
The bottom line: if you want to help others, sign up on the
Donate Life California Registry online or through the DMV and
leave it to the medical professionals to determine whether or not
you can be a donor upon death. Until then, rest assured that your
decision to donate will be honored.
made me the happiest woman in the world. Many times I said it to
you. Jorge, my heart only knows pain for losing you but at the same
time I am so proud of you. Jorge, you unselfishly gave the gift of life
to others and hope to some. Because of your generousity and other
priceless things you did while you were alive, you are a hero . I do
not want to say goodbye to you but instead see you soon.
It is a powerful message that donors like my son give the rest of
us. A single donor makes the difference in the lives of many. Let’s
honor him and all of the organ donors by following their example
and make a commitment to donate our organs and/or tissue.

Whenever someone says ’yes’ to donation, it’s something we
celebrate, said OneLegacy CEO and Executive Vice President
Tom Mone. It’s a very rare and special opportunity to leave such
a remarkable legacy. The choice to donate life makes a tremendous difference in our community - it saves lives, strengthens
families and helps our community.

Donate Life California Registry Passes 2 Million Mark
More than two million Californians have signed up to become
organ and/or tissue donors on the state’s Donate Life California
Organ & Tissue Donor Registry, doubling the state’s number of
designated donors in only eight months. The ongoing surge in registrations is due predominantly to the ability of Californians to
sign up as donors at the same time they apply for or renew drivers
licenses or I.D. cards at the Department of Motor Vehicles (DMV)
through a program that began July 1, 2006. This year, 97% of
Donate Life California’s signups have come through the DMV.

but rather to the rarity with which the opportunity to donate organs
presents itself. Only one in 100 deaths results in a patient being
domestic partners, grandchildren and close friends who exhibited
special care and concern for the deceased individual.
The new law also affects the family’s donation decision. When an
individual does not leave an advance directive, the new UAGA allows
majority rule, rather than unanimity, among a class of available family members (such as children) of the decedent to make an anatomical gift decision.
In addition, the revised UAGA maintains ethical standards and
continues the prohibition against the same physician being involved
in both the treatment of the potential donor and the recovery of
organs, while ensuring that the most qualified professionals are
involved in the actual recovery of donated organs. The legislation also
maintains existing law requiring county coroners to cooperate with
organ procurement organizations to maximize the opportunity to

Donate Life California Registry Passes 2 Million Mark
More than two million Californians have signed up to become
organ and/or tissue donors on the state’s Donate Life California
Organ & Tissue Donor Registry, doubling the state’s number of
designated donors in only eight months. The ongoing surge in registrations is due predominantly to the ability of Californians to
sign up as donors at the same time they apply for or renew drivers
licenses or I.D. cards at the Department of Motor Vehicles (DMV)
through a program that began July 1, 2006. This year, 97% of
Donate Life California’s signups have come through the DMV.

presents itself.
The legislation also
maintains existing law requiring county coroners to cooperate with

commitment to both fitness and
academic excellence was admired
and respected by his peers. Jorge’s
marathon pursuits were featured in
the Los Angeles Times (dated

Jorge, you are my Eternal Love . When you were born, you

Jorge was a sports enthusiast and he had a
great love for the outdoors and drawing. He
loved playing baseball, basketball and of
course, football. When Jorge was sixteen he
met his mentor and science teacher, Dr.

classmates to run the Los Angeles Marathon.
As expected, Jorge took on the challenge. For
months he would rise at four in the morning to
do his training. He successfully completed the
marathon and his dedication, persistence and

a big heart. Jorge was always willing to lend a

always made you forget your worries.
