GENERAL RULES AND REGULATIONS
The Van Buren County Fair Association is a non-profit organization under direction of an all volunteer board of directors. The
Van Buren County Fair Association will not be held responsible
for any personal injury or property damage of any kind whatsoever received on the fair grounds or in connection with the fair. All
persons attending and participating in fair events do so at their
own discretion.
All fair arena events will charge $2 gate admission for persons 6
years and older, unless noted otherwise. Proceeds go to the Van
Buren County Fair Association and help cover expenses associated
with the fair. The Van Buren County Fair would not be possible
without the sponsorship of many local businesses and individuals.
Please remember to tell our sponsors you appreciate their support
of the fair.
Most entry forms may be filled out thirty minutes prior to an event
during registration. Entry forms may also be picked up before the
fair at the Van Buren County UT Extension office.
The Van Buren County Fair Association reserves the right to
change any rules and regulations that they see fit. All communications hould be addressed to the Secretary of the Fair Association,
P.O. Box 449, Spencer, TN 38585.
EXHIBITS
Every animal and article upon the grounds shall be under the control of
the Association and subject to the rules of the director/superintendent of
the department. Every precaution will be taken for the safe-keeping of
exhibits and animals. However, the Association will not be responsible
for any loss or accident that may occur.
Unless otherwise noted, and excluding livestock, all products exhibited
must be produced by the exhibitor on the farm or in the home in Van
Buren County during the past year. Previous winners are ineligible.
Registration papers on animals entered as registered animals must be
submitted at the time the animal is entered.
Only one member of the same family may enter an article under a given
number in any class other than 4-H, and then only if they are carried on
as projects, excluding livestock.

Outdoor Meat Cookery
Saturday, July 30th, 2016
Cooking starts at 1:00 pm. Judging begins at 3:00 pm.

Guidelines:
Entry Fee: $5.00
• One person team
• Meat: Beef
• Contest must provide two (2) fresh, uncooked, meat items:
one for the display platter and another for sampling. he retail
cut is the participant’s choice; however, the cut must be prepared withing the time limit. The cut can be marinated prior
to the contest. Contestants should be prepared to state a degree
of doneness (rare, medium rare, medium, medium well, or well
done.
• Preparation and cooking time limit is two (2) hours. The
contestants are required to turn in the prepared meat at the end
of the stated cooking time. Contestants will submit only the
prepared meat cut to the judges: no additional items (drinks,
vegetable, etc.) should be submitted to the judges.
• The contestants should provide a copy of any recipes used
to the judges. Sauces and marinades may be commercial or
personal recipe.
• Barbecue grills, chaarcoal, starters, grilling supplies, table
set-ups must be provided by the contestants. Grills with or
without hoods may be used. Also, aluminum foil may be used
to construct a windscreen or hood.
• Each contestant will be provided a food preparation area no
bigger than a 10’x10’ space. Grills and tabletop display may be
outside of the 10x10 area.

• Theme development:
»» Table used should be no more than 48 inches in diameter,
square or circular.
»» A theme should be chosen and present (i.e. Luau, Tailgating, etc)
»» Creativity will be worth extra points
»» Decorations on table cannot exceed 36 inches above the
table.
»» Decorations or display items should not be below the table top or on the ground. Table covering may extend below
the table top.
• Platter presentation:
»» Juice drippings should be wiped from platter.
»» Meat should be the focal point.
• Contestant appearnce:
»» Must be neat and clean.
»» Must have on an apron and head covering ( heair net or
cap)
»» Long hair must be pulled up or worn under head covering.
»» Closed toe shoes.
»» No loose clothing

Rules and Regulations
1. Open to TN Residents only 9-21 yrs of age.
2. Barn Space first come first serve.
3. No bedding provided, no straw allowed.
4. Must have official certificate of veterinary inspection signed by accredited
veterinarian to accompany animal.
5. No animal that shows clinical signs of infections of communicable diseases
shall be allowed to enter or remain on premises.
6. All trucks and trailers will be parked in designated area.
7. Immediately upon arrival check in at livestock table with health papers.
8. Wash area may be unavailable .
9. All breeds require 8 head to make a show.

Entry: Participants must be 18 years old or older to enter the contest.
Participants must sign a waiver stating that the Van Buren County Fair
Association and sponsors will not be liable in the event of loss or injury
to persons or property. Participants should arrive 30 minutes early for
registration.
Safety: Everyone must remain outside the roped off area except judges
and operators. Participants must wear eye protection. Participants are
encouraged to wear earplugs and chaps.
Rules: All saws must have a factory serial number. Participants may run
any fuel except in Classes 9 & 10. Time will start when the chain touches
the log and stops when the chain comes out of the log. Participants must
make a clean cut. The block must fall off to qualify for winning. If the
chain comes off, participants may put it back on and cut again within a
five minute time limit. The 1st place winning saw of any class may not
move up to compete in other classes. Two different people cannot run
the same saw in a class. In Classess 1-7, all modifications are legal except
racing pipes. Class 11 is open to everyone who does not enter Classes
1-10. In Class 11 everyone will be using the saw that is to be given away.
The participant with the fastest time in Class 11 wins the saw. The judges’
decisions are final.

General Rules and Regulations:
1. Contestant must be a resident of Van Buren County or attend
school in Van Buren County. If the physical address of the contestant is not within count lines, the Fair Association will contact
the school system to verify enrollment. Any contestant found to
misrepresent this information will be disqualified, lose entry fee,
and surrender all winnings to the Fair Association.
2. Contestant’s age is determined by age on the day of the pageant.
3. Previous 1st place winners in each Fairest pageant are ineligible to compete again in that age group. They may compete again
when they are eligible for the next Fairest pageant.
4. There will be a $20 entry/sponsor fee. Sponsors may be parents, grandparents, other relatives, and businesses. Sponsors will
be announced the night of the pageant.
5. Applications and the $20 entry/sponsor fee should be brought
to the rehearsal by Sunday, July 24th at 2 pm. Contestant are not
required to be at rehearsal but should have the entry fee and application turned in by the rehearsal. Applications turned in later will
incur a $10.00 late fee. Applications and fees may be mailed to
P.O. Box 449, Spencer, TN 38585.
6. Contestant will be judged on natural beauty, personality, and
poise.

7. Judges will reside out of county and be of no relation to any
contestant.
8. Judges’ decision will be FINAL.
9. Pageant wear will be accepted at all Fairest Pageants. Little
Miss and Junior Miss are permitted open dress attire.
NOTE: Fairest of the Fair pageant contestants must adhere to
these rules and regulations. The Fairest of the Fair pageant has
additional rules and regulations to comply with state requirements.

Littl Miss Fairest 1st & 2nd Runners Up: Sash, Trophy

In the event of rain, pageant will be held at the Van Buren
County High School Auditorium.

Fairest of the Fair Pageant @ 8:00 pm
Contest open to girls 16 to 20 years old (See rule #2 below.)
Additional Rules and Regulations:
1. Contestant will appear in long formal pageant wear.
2. Contestant must be 16 years of age by the day of the pageant
and cannot have reached her 21st birthday by December 31, 2016.
3. Contestant must not be nor have ever been married.
4. Contestant must not have a child nor have ever been pregnant.
5. Contestant must not have committed a felony.
6. Contestant must be and have always been of the female gender.
7. Miss Congeniality will be voted on by her peers. In the event
of a tie the 2014 Fairest of the Fair will make the deciding vote.
8. Fairest of the Fair winner must attend the fair every day or
event of the fair. She must wear sash (crown is optional) and she
must dress as becoming a role model and fair representative.
9. Fairest of the Fair winner must attend at least 5 fair functions in
the upcoming year as determined by the Fair Association.
10. If winner fails to go to Nashville to compete in the State
Pageant, she will forfeit her title, crown, sash, and any gifts received.
The 1st Runner-Up will receive all the honors and awards.
Note: Fairest of the Fair contestants must also comply with the
General Rules and Regulations for Fairest pageants on the preceding two pages.

Rules:
1. Contests are open to boys and girls.
2. The entry fee is $15 to compete.
3. Contestant’s age is determined by age on the day of the pageant.
4. Contestant MUST be a resident of Van Buren County. Custodial
parent or legal guardian of contestant MUST ALSO be a resident of Van
Buren County. If parent has joint custody, the child must reside in Van
Buren County six months of the year. Director’s determination of this
qualification to compete is final. Any contestant found to misrepresent
this infomation will be disqualified, lose entry fee, and surrender all winnings to the Fair Association.
5. Contestant must wear dress attire. No Pageant Wear.
6. Previous 1st place winners are ineligible to compete again until they
reach the next age division.
7. Contestant are not required to be at rehearsal. Applications should

2. Pet Show is open to amateurs. No entry will be judged that has
been in a Professional Ring.
3. Any page person may show pets in any class, except those that
state differently.
4. Pets should be registered 30 minutes prior to the event. Pick up
registration applications at Van Buren County Extension Office or at the
event.
5. Owners and exhibitors of an animal must be residents of Van Buren
County 60 days prior to the show or be a land owner in Van Buren
County. Proof of ownership may be required.
6. Child and pet judged on how well the pet walks on a leash, does a
trick, or is bonded to child. Equally important is cleanliness and good
health of pet.

REGULATORY SERVICES - ANIMAL HEALTH
SUMMARY: LIVESTOCK HEALTH REQUIREMENTS FOR FAIRS AND EXHIBITIONS
I GENERAL:
A. All stalls, pens, chutes, etc. located on the grounds of fairs and exhibitions
shall be thoroughly cleaned and disinfected with a disinfectant approved by
USDA, APHIS between each scheduled fair or exhibition.
B. All livestock (except poultry) which enter fairs and exhibitions shall be
ac-companied by an official veterinary health certificate with individual permanent identification or sufficient description to identify each animal. Certificates
for this purpose shall be valid for ninety (90) days from date of issue. (Tennessee
livestock only – out-of-state certificates are valid for thirty (30) days from the
date of issue)
C. No animal showing clinical signs of infectious or communicable disease shall
be allowed to enter or remain on premises of fairs or exhibitions. It shall be the
responsibility of the manager of each event to assure prompt removal of such
animals.
II LIVESTOCK AND POULTRY ORIGINATING WITHIN THE STATE OF
TENNESSEE
[Certificates of Veterinary Inspection Valid for a Period of Ninety (90) Days]
A. SWINE: All swine which enter fairs and exhibitions shall be accompanied by
an official veterinary health certificate with individual permanent identification
or sufficient description to identify each animal.
B. CATTLE: All cattle which enter fairs and exhibitions shall be accompanied by
an official veterinary health certificate with individual permanent identifica-tion
or sufficient description to identify each animal.
C. POULTRY: (1) Sponsors of poultry shows or exhibitions shall notify the
Tennessee Department of Agriculture at least thirty (30) days prior to show or
exhibition.
(2) All poultry assembled at shows or exhibitions shall be accompanied by evidence of a negative test for Pullorum-Typhoid within ninety (90) days; or be
tested on-site for Pullorum-Typhoid prior to exhibition following strict bi-osecurity procedures; or originate directly from a flock which has been certi-fied as
Pullorum-Typhoid Clean under the Tennessee Poultry Improvement Plan.
(3) Poultry found not to be in apparent good health shall be removed immediate-ly from any show or exhibition.
D. HORSES & OTHER EQUIDAE: Horses and other Equidae six (6) months
of age and older must have a negative Equine Infectious Anemia test within the
preceding twelve (12) months.
E. SHEEP (1) All sheep imported into or through Tennessee shall be accompa-nied by an official health certificate and be in compliance with 0080-2-1-.02,
and Title 9, Code of Federal Regulations, Part 79.1 through 79.4. (2) All sheep
that move within the state, with the exception of wethers under the age of 18

Months that are produced for slaughter only, including for change of owner-ship,
shows, fairs, expositions or slaughter shall be permanently, individually identified
by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through
79.4.
F. GOATS (1) Goats imported into or through Tennessee shall be accompanied
by an official health certificate and be in compliance with 0080-2-1-.02, and Title
9, Code of Federal Regulations, Part 79.1 through 79.4.
(2) Goats imported into Tennessee for immediate slaughter to an approved
slaughter establishment or to an approved livestock market for sale to a slaughter establishment shall only be required to have a transportation document and
be in compliance with Title 9, Code of Federal Regulations, Part 79.1 through
79.4.
(3) All registered breeding goats, goats that have been commingled with sheep,
goats for exhibition and dairy goats that move within the state, including for
change of ownership, shows, fairs, expositions or slaughter shall be permanent-ly,
individually identified by a method approved in Title 9, Code of Federal Regulations, Part 79.1 through 79.4.
G. CAMELIDS: Camelids must have an official veterinary health certificate as
provided in Rule 0080-2-3-.01 (1).
H. CAPTIVE CERVIDAE: Captive Cervidae must have an official veterinary
health certificate as provided in Rule 0080-2-3-.01 (1).
III LIVESTOCK AND POULTRY ORIGINATING OUTSIDE THE STATE OF
TENNESSEE
Livestock and Poultry entering fairs and exhibitions from areas outside the State
of Tennessee shall be subject to current Tennessee import requirements. Please
contact the state veterinarian’s office regarding questions or recent changes to
these rules. These interstate requirements are summarized as fol-lows:
A. ALL SPECIES (except poultry): Official Certificate of Veterinary Inspec-tion
valid for thirty (30) days.
B. CATTLE: Certificate of Veterinary Inspection and additional requirements as
follows:
(1) Tuberculosis: No requirements except from states having a tuberculosis culture positive in the last 12 months.
(2) Brucellosis: Test eligible cattle - Intact male or female cattle eighteen (18)
months or older. (Vaccinates and non-vaccinates)
Certified Herds - No test requirements.
Class Free States - No test requirements.
Class A - Negative test within 30 days.
C. SWINE:
(1) Breeding Swine: (a) 30 day negative test for pseudorabies, or
(b) Originate from Qualified Negative Pseudorabies Herd, or
(c) Originate directly from a herd in a Stage V (Pseudorabies-Free) State, and (d)
If four (4) months of age or older: (1) Negative test for brucellosis within thirty
(30) days, or (2) Originate directly from a Validated Brucellosis-Free Herd, or (3)
Originate directly from a Validated Brucellosis-Free State. (2)

Feeding Swine: (a) 30 day negative test for pseudorabies, or (b) Originate from
Qualified Negative Pseudorabies Herd, or (c) Originate from Pseudorabies
Monitored Herd, or (d) Originate from a herd in a Stage III, IV, or V state in the
National Pseudorabies Eradication Program.
D. HORSES AND OTHER EQUINES: Animals six (6) months of age or older negative equine infectious anemia (Swamp Fever) test within twelve (12) months.
E. POULTRY: Originate directly from a Pullorum-Typhoid Clean Flock, or be
accompanied by evidence of negative Pullorum-Typhoid test within ninety (90)
days.
F. SHEEP (1) All sheep imported into or through Tennessee shall be accompa-nied by an official health certificate and be in compliance with 0080-2-1-.02,
and Title 9, Code of Federal Regulations, Part 79.1 through 79.4.

as follows: (1) Brucellosis: Same requirements as for cattle.
(2) Tuberculosis: (a) All cervidae shall originate in herds which have had a negative herd test for tuberculosis within twelve (12) months with a USDA approved
single cervical test and individual imported animals shall be negative to the single cervical test within thirty (30) days of entry; or (b) Animals not originating in
tested herds as described above must test negative to two (2) single cervical tests
at least ninety (90) days apart, the second test conducted not more than thirty
(30) days prior to entry.
NOTE: (Contact an accredited veterinarian for further details of import rules).
IV Fair association or exhibition or management shall inform exhibitors of the
rules of this chapter, and shall notify the State Veterinarian or his agent of any violations. Exhibitors shall present evidence of compliance with this chapter to the
State Veterinarian or his agent upon request. These rules constitute a minimum
legal standard and in no way restrict the right of fair and exhibition managers to
establish additional or more stringent requirements.
