The Mobile Command Post was deployed to provide support to officers in the field. Officer Brandon Smith is entering the final phase of field training. This phase includes traffic enforcement and self-initiated activity. Officers in the later stages of training are expected to begin performing with little guidance from their training officers. Here, Officer Smith is conducting a traffic stop at the 8th Street on ramp to I-10. Voeltz Officer E. Babcock The pictured motorcycle was taken for evidence after being involved in several Felony Evading incidents in the City of Banning. Officer Babcock ended one of the pursuits to ensure the safety of the community, due to the rider exceeding 100 MPH. Officer Babcock then conducted a follow-up investigation and later located the motorcycle and rider. The rider was taken into custody for Felony Evading and booked at the Larry D. Smith Correctional Facility. Felony charges have been filed against the rider by the Riverside County District Attorney’s Office. Officer Bennett presented a Powerpoint presentation to show how to alleviate traffic issues at Banning High School. As a result of the presentation, the Banning Police Department and Banning Unified School District came up with a plan to resolve the traffic issues that will go into affect November 1, 2009. BPAL Kids celebrated Labor Day at The Banning Village Market with an oldold-fashioned BBQ. The BPAL kids danced and enjoyed each other’s company during the BBQ which was held from 10 a.m. to 4 p.m. BPAL kids sold sold roasted corn, hot dogs and nachos and raised $218. The funds raised from the BBQ were spl split between the BPAL Soccer team and BPAL Ballet Dancers who participated. Folkloric The Youth Art Café is a joint venture between Starbucks of Banning and BPAL. The Youth Art Café is designed to inspire local youth to participate in positive activities such as arts arts & crafts, crafts, music, dance and sports. Starbucks and BPAL are honored to provide such a venue for our young artists. Each month, month, the Youth Art Café will feature a different theme. Selected artwork will be displayed on the newly installed shelves. shelves. On Friday, September 18, 2009, California State Senator John Benoit visited the City of Banning. Senator Benoit met with Chief Purvis who was accompanied by some of our awesome BPAL Kids and Directors. The meet-and-greet was held at the Elegant Affair. Also in September, BPAL teens, Nikole Gregg, Daniel Gomez, Brenden Burke and other Banning High School students formed the new “BPAL TLC” club on campus. BPAL TLC, which stands for “Teen Leader Club,” will extend the BPAL program to high school students and allow them to participate in free sports and activities. 20 students signed up for the BPAL TLC which meets at lunchtime every other Tuesday. On Friday, September 18th, BPAL TLC held an on-campus fundraiser by selling fresh fruit cups for $1. BPAL TLC was one of 15 clubs that participated in the “Club Rush” event. Club Rush is held four times a year and is a way for campus clubs to promote their clubs and raise money for youth activities. BPAL TLC raised $77 which will be used for a future field trip. Mrs. Tate and Ms. Riddle’s students enjoy the G.R.E.A.T. Program. Many of the students participated in the Youth Art Café and decorated their own Starbucks cup as an art project. It’s Back-to-School time for the Banning Unified School District, and that means it’s going to be another G.R.E.A.T. year for about 800 middle and elementary school students. For the fourth consecutive year, the Banning Police Department has received federal grant funds from BJA (Bureau of Justice Assistance) which allows the Banning Police Department to collaborate with the Banning Unified School District and deliver the G.R.E.A.T. Program to students. The G.R.E.A.T. Middle and Elementary School Program is designed for fourth through seventh grade students. Detective Monte returned to Coombs Intermediate School in September and rekindled his relationship with the incoming sixth-graders. This school year is unique, because this group of students were Detective Monte’s G.R.E.A.T. students when they were in the fourth grade. At that time, Detective Monte instructed them using the Elementary Curriculum, which consists of six lessons. The Elementary School curriculum introduces students to the dangers of gangs, drugs and violence. The Middle School curriculum consists of 13 lessons and although the objectives are the same, the level of instruction is a bit more advanced. The goal of G.R.E.A.T. is to help youth avoid gang membership, violence, delinquent behavior, resist negative peer pressure, and develop a positive relationship with law enforcement. Life-skills are taught in the classroom as students participate in small and large group discussions, brainstorming, roleplaying and other class activities. Detective Monte engages students with his personal insights regarding the positive things they can get involved with and the pitfalls they are currently faced with. The G.R.E.A.T. program meets students at their level and allows them to make the best decision based on education, not feelings. During the 13-lesson program, students learn the truth about gangs, drugs, violence, bullies, internet safety and conflict resolution. Students enjoy the G.R.E.A.T. program as they meet the challenges of today. The students are encouraged to be a positive part of their family, school and community. Many of the students are already involved in positive programs such as school clubs, Boys & Girls Club, B.P.A.L., city sports, martial arts, music, dance, arts, and other youth-centered activities. SAN GORGONIO SPECIAL OPERATIONS GANG TASK FORCE Detective Brian Callahan Graffiti located at Lyon’s Park during the month of September. During August and September, the amount of gang graffiti has increased dramatically due to the current hostility between the East Side Banning Sapo’s and members of the 18th Street Latin Boyz. On 09-03-09, two members of the East Side Banning Sapo’s attempted to shoot two members of the 18th Street Latin Boyz in the 500 block of East Repplier Street. The 18th Street gang members were not injured. The investigation is continuing. On 09-08-09, members of the gang task force were called by the Banning Police Department to assist in an attempted murder that occurred in the 4500 block of Hillside Drive. The investigation is ongoing and no suspects are in custody at this time. On 09-11-09, members of the Coachella Valley Violent Crimes Gang Task Force (Region I) assisted the gang task force by providing eight additional officers to work in the City of Banning and Beaumont in response to the heightened levels of hostility and confrontations between East Side Banning Sapo and the 18th Street Latin Boyz. On 09-25-09, members of the gang task force went to the City of Coachella to assist with their gang suppression operation. Approximately 60 officers were involved in the suppression which consisted of probation/parole compliance checks and patrol suppression. Seventeen arrests were made during the operation; 15 felony arrests and 2 misdemeanor arrests. We are continuing to see posturing between 18th Street and Sapo’s, which will undoubtedly result in more violence in our city and the surrounding areas. September was the anniversary of the stabbing death of Anthony Morales, who was stabbed by 18th street gang members and subsequently died from his injuries during the PowWow at the Morongo Indian Reservation. This was the third year the team participated in the event. The Emergency Tactical Unit had one training day this month where the team performed their quarterly physical fitness qualifications. Each team member ran 1.5 miles under 12 minutes, completed ten pull-ups, completed 50 push-ups under 2 minutes and completed 50 sit ups under two minutes. ETU is committed to the safety of this community. With our training, knowledge and experience, we are prepared to respond to emergency situations throughout the City and assist other department members with high-risk calls, incidents and operations. Mobile Command Center Operations September 2009 Over a four-day period, 9-21-09 to 9-24-09, night shift patrol teams held their briefings in the Mobile Command Center at the Sun Lakes Country Club. Briefings throughout the City give residents an opportunity to interact with our officers and enables our department to be more visible in the community. Sun Lakes residents enjoyed our presence and appreciated the tours they were able to take of the Mobile Command Center. Banning Police Department Citizen Volunteer Program Volunteers Dick Morris and Jim Ray at the Banning Police Department. During the month of September, our volunteers logged in over 70 hours of volunteer time, which included training, patrol, front counter service and special events. Our volunteers participated in several events including the Cool Summer Nites and the Desert Edge Challenge 5k run/walk. The volunteer program proudly welcomes two new volunteers, Gene Bonnelli and Cynthia Holmes. Gene and Cynthia will be assisting our records personnel with front counter duties. Banning Station’s Recycling Program Banning Police Department’s new 2009 Chevrolet Tahoe Hybrid is the first full-sized Hybrid SUV in America and can operate in three ways- electric power, engine power or both. With an EPA rating of 14-15 MPG, the 1998 Ford Expedition was used by the department prior to the new Tahoe Hybrid. The Banning Police Department’s newest fleet vehicle was delivered in early September and is still on its first tank of gas. Eventually, it will require a fill-up of gasoline, but thanks to the two-mode Hybrid engine system, the Tahoe Hybrid is the most fuel-efficient full-sized SUV in its class. The Tahoe Hybrid gets an EPA estimated 21 MPG/city and 22 MPG/highway. For comparison, the Tahoe Hybrid gets the same MPG as a standard four-cylinder Toyota Camry which has an EPA estimated 21 MPG/city. The 2009 Chevrolet Tahoe Hybrid is the first full-size SUV hybrid with a state-of-the-art hybrid system using GM’s all-new Electrically Variable Transmission (EVT). GM’s advanced EVT is combined with a 300-volt nickel-metal hydride Energy Storage System, which work in concert with the standard 6.0-liter V8 Gen IV gasoline engine with Active Fuel Management and late intake valve closing technology. The new hybrid system allows the Tahoe Hybrid to drive at up to 30 mph on electricity alone and allows the engine to operate in its more economical V4 mode for longer periods.
