It was an automated response confirming the receipt of her “purchase ticket” for the product. ”One of our agents will get back to you as soon as possible,” wrote the scammer. The one problem was that the resident never ordered anything from the company, so she believed she was being targeted for a scam. “Why else would they send me a blind email message if it wasn’t a con?” asked the resident. A random search of the Internet revealed scores of similar complaints from consumers across the country. A man in Missouri said he placed an order in July and his credit card was charged. He received confirmation that item was shipped three days after it was ordered, but after two weeks passed, still no shipment. In checking with shipper, USPS, the man was told that there was “no record” of anything shipped by Shopatron. “The bottom line is that I will never purchase anything from a manufacturer that goes through Shopatron,” he said. ••• Joan Stram of Mutual 3 recently foiled a telephone scam attempt by a man who promised to end a perceived problem with her Dell computer if only given a chance. “Just sit down at your computer and follow my instructions,” he said. “But I have an Apple product,” said the resident. Dial Direct, 594-4754 Safety First Helpful tips that can reduce the chances of stovetop fires by Eloy Gomez Safety/Emergency Coordinator Stove top and oven fires are on the rise at an alarming rate in Leisure World. With two stove top fires and one oven fire in less than a week, shareholders are asked to stand by their pans while cooking. Preventing fires is an important part of fire safety so let’s review a few safety tips to help keep your kitchen a safe place. • Don’t store things on top of or near your Eloy Gomez stove top. • Create a safety zone by keeping flammable items like dish towels, paper towels or cereal boxes at least 12 inches away from the stove. Many combustible items can easily ignite if left near a hot surface. • Don’t use your oven as “extra storage” for flammable items like paper or plastic bags, plastic containers, wooden utensils or dish towels. Even if you only use your oven occasionally, that one time could be catastrophic. • Never leave cooking unattended. It only takes a minute for a fire to get out of hand. Don’t leave things cooking on the stove top unattended and check regularly on the things cooking in the oven. • Avoid wearing loose clothes since long and loose-fitting sleeves may catch fire easily. If your clothing catches fire, stop, drop and roll. • If a pot catches fire, don’t panic and never try to move the pan. Instead, turn off the burner and slide a lid over the pan from the side to avoid burns, then let the pan cool down. • Don’t try to put out grease fires with water. This will only make them worse. Adding water to a grease fire can make it spread. • Stay in the kitchen when frying, grilling, broiling or boiling food. If you must leave the room, even for a short period of time, turn off the stove. When you are simmering, baking or roasting food, check it regularly, stay in the home and use a timer to remind you. • If you have a cooking fire, simply get out. She is currently the parliamentarian of the Orange County Democratic Central Committee. Significant property tax hike possible for some for 2017 Many Leisure World residents will see a significant increase in the property tax payment portion of their monthly assessments in 2017. Although under Proposition (Prop.) 13, property values can only increase up to 2 percent per year, if you received the benefit of Prop. 8, a Decline in Value law passed in November 1978, your 2017 tax payments may have an increase of more than 2 percent. Here is how Prop. 8 works. In the wake of the economic downturn in 2007, many homeowners took advantage of Prop. 8 to reduce their property taxes. Prop. 8 allows for a temporary reduction in the assessed value when real estate values decline. Prop. 8 amended Prop. 13 to recognize declines in value for property tax purposes. As a result, Revenue & Taxation Code Section 51 requires the Assessor to annually enroll either a property’s Proposition 13 base year value factored for inflation, or its market value as of Jan. 1, whichever is less. Once a Prop. 8 reduced value has been allowed, that property’s value must be reviewed each year to determine if any restoration of value is warranted. Values determined under Prop. 8 only apply to one assessment year; therefore, as the market recovers, property values can increase more than 2 percent per year, until they reaches the assessed value limit determined under Prop. 13. The two-percenta-year value change limit does not apply to assessments made under Prop. 8. It only applies to the base value set under Prop 13. Here is an example of how 2017 tax payments may result in a higher than 2 percent increase over last year. (Refer to the accompanying table.) For units that have experienced a decrease in base value under Prop. 8, the law allows for the restoration of the base value to the amount that it would have been under Prop. 13 if there had been no Prop. 8 adjustment. This means that if housing prices had fully recovered to pre-recession levels, the unit in the example could have gone from a base value of $79,384 to a base value of $118,114. This is because, if there had not been a Prop. 8 adjustment, and the property value had been adjusted up every year by 2 percent, it would be at a value of $118,114 for the 2016-2017 tax year. In reality, a small number of shareholders have seen a full restoration of their unit value because their initial drop in value was small. Many other shareholders have seen a partial restoration of their unit values. Those shareholders whose units have not seen a full restoration of value will see additional increases in the future, as the market continues to improve and home prices continue to move closer to pre-recession prices. In addition to the 2017 property tax increase, supplemental tax bills will be mailed to hundreds of Leisure World residents whose property tax was lowered as a result of Prop. 8. The bills were sent to shareholders whose property values were lowered after the economy pounded the real estate market in 2007-08 and have been reassessed at higher values for the 2016-17 tax season. The tax bill will cover the increase in assessed value for the six months from July 1-Dec. 31, 2016. The county’s tax year is July 1, 2016-June 30, 2017. The supplemental bill will cover the first half of the tax year. The increase in monthly tax payments will cover the second half of the year. Before the meeting, nine members were awarded degrees of doctor, bachelor and master degrees of weight loss. Larsen has committed herself to counting carbohydrate grams in food. She keeps herself on a restricted count of carbs from a low of 120 to a high of 170. She does a number of exercises at home. Larsen finds her plan fairly easy to follow, and has set a short term goals of a 10-pound loss. During the meetings the weight recorder mentions the short term goal successes. Larsen keeps a glass of water by her kitchen sink and when she finds herself wanting to snack, she drinks the water. Billie Beveridge, a returning club member, has committed herself to a 50-pound weight loss. She counts calories (1,200) to lose excess weight. Beveridge was loser of the week after droping four pounds. Wa-Rite is a support club for ladies in Leisure World that want to lose excess pounds. The OCWD is now in the process of building 17 injection wells and three monitoring wells along the flood control channel west of Leisure World and east of the Los Angeles Department of Water and Power’s Haynes Generating Station. The purpose of this project is to beef up the barrier, which protects the groundwater basin that provides 75 percent of the water supply to 2.4 million people in north and central Orange County. Injection wells pump mostly highly treated reclaimed water into surrounding sand aquifers to prevent saltwater intrusion into the groundwater basin. Saltwater intrusion will continue unless the additional injection wells are constructed, experts say. The work is expected to be completed next fall. Some nearby residents said they felt an occasional, but perceptible, vibrating, like “a low rumble,” during the Leisure World drilling. Mark said the greatest noise and vibration impacts are felt during the actual drilling, and once the boreholes are drilled, impacts will greatly diminish. Drilling penetrates approximately 100 feet a day, and more than double that when drilling round the clock. The depth of the remaining boreholes to be drilled along the Los Alamitos Channel is 50-380 feet. So, any possible vibrations will likely last for a half day to two days, depending on the depth of the well. The vibrations are not widespread and may only be felt close to the well drilling site, Mark said. To reduce construction noise at each well site along the flood channel, sound walls have been installed between the equipment and the Leisure World community. Twenty-four-hour construction will be intermittently required to protect the integrity of the well boreholes and expedite fieldwork at that site. She left this world surrounded in love by her six children. She was known for her humility and kindness, and generously shared her teaching and music skills with her community. Carol lived most of her young life in Santa Monica. On a summer day in 1953, she met her future husband, Bruce, at the high school pool. Bruce immediately and forever fell in love with Carol. They married in 1958. Carol completed her bachelor’s degree in music and earned her teaching credential at Mt. St. Mary’s College; she subsequently earned her master’s degree in reading, and taught for nearly 20 years. Throughout her adult life, Carol was the church organist and music accompanist. After her retirement and the loss of her husband, she found joy as a musician for the Leisure World community, where she made many dear friends. She was happy to share her musical talent and at one point, was the pianist for five bands. Carol is survived by her six children Mary (Alex), Bruce, Lisa (Stephen), Patricia (Robert), William, and Amy (Jon); and 14 grandchildren: Kathryn, Christopher, Alexandra, Candice, Nicholas, Joshua, Andrew, Caroline, Claire, Jeffrey, Meghan, Jenna, Gabriella, and Luke and five greatgrandchildren. She is preceded in death by her husband Bruce, and her son, John. Pastor Gil Moore, Redeemer Lutheran Church gave her last rites. She will be greatly missed by friends and family, especially Paul Bushnell, her companion since 2008. They were very close from the time they met. Gloria and Paul enjoyed cruises to Europe, Alaska, the Caribbean and Mexico. Dancing on Friday and Saturday nights at the Elks in Garden Grove was her favorite past time. Gloria’s favorite dance was Mambo No. 5. Gloria was born in the Kubis family on June 29, 1933, in Los Angeles, California. She is survived by her younger brothers Rod and Ron and older sister Mary. Gloria often said the best part of her marriage to Fred Harre was her three beautiful daughters, Ailene, Kathleen and Chris and her son Mark who survived her. She raised her family in Rossmoor and later moved to Cypress for a few years. CERT Training exercises build confidence The Leisure World Community Emergency Response Team (CERT) meets from 1-3 p.m. on the first Friday of the month for training exercises at Conference Room B in Building 5. In September the group exercise was rescuing a victim from under a GRF Cushman cart. Phil Mandeville, Mutual 11, organized the session. Shareholders who took part in the exercise were Mandeville, Phillip No, Sage Collum, Sonia Sera, Peggy Lynch, Midge Bash, Jana Rogers and Van Vonburg. Eloy Gomez, GRF safety/ emergency coordinator, attended the session to make sure the trainees were safe. The exercises are designed to help eliminate mistakes and prepare trainees for real-life situations. CERT educates individuals about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhoods or workplaces following an event when professional responders are not immediately available. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community. A five-week CERT training class will begin in LW on Sept. 30. The classes are held on Friday from 8 a.m.-noon in Clubhouse 3, Room 9. Students must attend all five sessions to be certified.
