I am writing to protest the sale of Terasen Gas to the US company Kinder Morgan. The sale must be
approved by the BC Utilities Commission which will hold hearings on the sale and so it is still possible
to stop.
My Specific Concern:
We have natural gas as a resource in our province. Why would we sell it to Americans so that they can
control the price of our gas? We need to control our resources within this province. It is very short
sighted of our government to sell off resources that may be critical to our economy and out of our reach.

Subject: Stop Terasen Gas sale to Kinder Morgan
Please stop this insane selling off of our Canadian resources to the U.S. No other developed country in
the world has sold out its resources as Canada has. Where are our leaders?
According to the proportionality clauses of the NAFTA agreement, Canada must ensure that the U.S.
has an adequate supply of energy (oil and gas as well as electricity). We met their needs regarding
Hurricane Katrina, but there is doubt as to whether we would be allowed to do the same should a similar
disaster occur in Canada (Halifax for instance).
The U.S. is continuing to violate the NAFTA rules, currently with softwood lumber, and as such the
NAFTA is a useless piece of paper to Canadians. Please do what is right for Canada and pull out from
the NAFTA.
I look forward to a response to this letter. Thank you.

My Specific Concern:
This is a bad deal for British Columbians.
* In a time when harnessing and transporting energy is becoming more
crucial selling our resources
to an American Company is a foolhardy move
* In a time when we know how important the environment is to us and
our future, selling our resources to a company with the very shaky environmental track record of Kinder
Morgan is recklessly dangerous. They were fined $5 million for their conduct in the Suisun Marsh
case,and repeatedly and unlawfully failed to report spills or breaches in their pipelines. We cannot allow
such blatant disregard and disasters to occur here. It is essential that environment and public health
concerns take precedent over the desire to privatize our resources. * In a time when the US is ignoring
any manner of fair dealing with our softwood lumber agreement the provincial Liberal's willingness to
hand over control of our energy resources to an American Company is appalling.
Please do not approve this deal.

Dear Mr. Hobbs,
Further to my recent e mail submission concerning the Teresan sale I am writing to provide your commission with
an insight into Teresan and it's corporate reputation.
Yesterday, September 25th. I spent a very pleasant lunch in Burnaby with my son's friends; one of whom's father
is now a just retired senior pipeline expert living in Austin, Texas. We discussed the Teresan/BC Gas sale and
the son related to me his father's comments which were: "Why would you ever sell to a company like that, they
have a terrible environmental record even in Texas".
Please act in the best interests of BC and our core need for energy security by halting the sale of our key gas and
water assets.

Plainly it is treasonous for people representing the interests of
British Columbians to put the interests of a foreign country far
above the people of BC.

To Whom It May Concern:
I am writing to you in regards to the news that Kinder Morgan wants to buy Terasen Gas pipeline. I
can’t believe that our government would allow a foreign country to control the supply of gas, which as
citizens belongs to us. I’m sure that their priority would be to supply gas to their customers in the US
and we would be second in line. We should have control of an essential commodity such as gas, not a
foreign company. Not only will they charge more for delivery of gas but also we will be at their mercy.
I am dead set against selling any company or parts thereof that are essential to us.
After seeing the fiasco of Enron I would never want to see us in a position like that. Corporations no
longer have any conscience, only greed and the bottom line, and I for one don’t want be at their mercy.

I am strongly against the sale of Terasen to a US Company (KMI). The US has not been kind
to us on free trade and I’m sure they won’t be fair to us on owing Terasen.
Richard Kinder the Chairman & CEO of Kinder Morgan Inc. and ex-president of Enron Corp
which is George W. Bush’s top career patron according to the Center for Public Integrity.
(See Attached political Contributions) Bush has classified Alberta Tar Sands as the second
largest deposit outside of Saudi Arabia.
A Chinese Company attempted to buy Unocal (U.S. Company) and it was defeated and sold to
Chevron. The US is an energy hog and is attempting to control the world’s energy sources.
Canadians seem to vote for their wallets and in turn can relate to higher gas bills,
layoffs, head office moves and a damper on our economy. David Emerson, our current
federal Minister of Industry was involved in the spin out of BC Hydro gas assets to BC
Gas. He is likely involved in approving this takeover at the federal level because it
falls squarely within his department. He is essentially in conflict because he cannot
fairly represent Canadian interest if he had a hand in orchestrating the gas system
privatization in the first place. The BC Liberals recently lifted all restrictions dating
from the late 1980’s, which restricted foreign ownership to 20%, and the location of
headquarters had to be in B.C.
Does this make sense??

RE: ORAL PUBLIC HEARINGS ON SALE OF TERASEN GAS TO AMERICAN CORPORATION,
KINDER MORGAN
The sale of the utilities corporation Terasen Gas, to the American mega-corporation Kinder Morgan is
not acceptable. BC utilities need to stay in BC and make profit and job creation within the province and
for the benefit of the province, the environment, the social order and the economy of the land the gas is
coming from.
The 800 000 businesses and residents who use Terasen Gas, and all citizens in BC deserve lengthy and
full Oral Public Hearings on the matter and need to be heard. This is not a simple matter that we should
just accept. The other solution is that everyone in the province closes their accounts and gets their gas
cut off. I am sure we could find another way to get the utilities of this province into our homes without
having to sell out to the biggest corportation in the world, the United $tate$ of America. I am very
concerned about the decision not to hold ORAL public hearings regarding the potential sale of Terasen
Gas to Kinder Morgan – of which I am
opposed to because of both the extremely poor moral integrity and the result of total control by selfcentred foreign shareholder interests.
I strongly recommend that you reconsider your decision not to hold a thorough public process involving
lots of DISCUSSION and TIME for research and analyses as to the integrity of Kinder Morgan, and the
potential impacts
that their ownership over BC’s monopolized gas transmission provider could have.

Corporations that will be managing the corporation from within Canada, with Canadian employees.

I am disappointed in the BC government's plans to continue selling off BC Gas, but not surprised. Even
with the appalling environmental record attributed to this company, this is inkeeping with the agenda of
the Liberals (and plenty of others) to privatize everything possible. Why keep control and profits in the
hands of ordinary citizens when there are wealthy individuals out there who are looking for any way to
increase their profits. Just look at how quickly the underfunding of health care and education have
allowed their private sector alternatives to appear palatable to many Canadians.

increasingly aggressive competition for energy resources, it is against
the interests of the people of BC to hand over control of the

Dear Commissioners:
If at all possible, the BC Utilities Commission should reconsider the
sale of Terasen Gas. Canada continues to squander our resources,
while being tied to ridiculous agreements (FTA), which commit us to
guaranteeing the US an ever increasing proportion of our oil and gas,
a proportion that can never be decreased even if Canada starts
running short of supplies.
In general, corporations have an obligation to create profit for
their shareholders. But Kinder Morgan, with it's terrible
environmental record, has no regard for stakeholders.
It is hard to imagine that the Utilities Commission or the BC
Government considered the well-being of its citizens in approving
such a sale.
If I hire someone to manage a store, I don't expect them to rob me,
leave me completely vulnerable, and powerless to protect myself. Why
would the BC government act this way?

I am writing to request that the BC Utilities Commission NOT approve
the sale of Terasen to Kinder Morgan.
My fundamental concern is the reduction this will cause in our energy
security. Whatever undertakings Kinder Morgan might give regarding
continuing free accessibility to the gas resource are likely to mean
little should the US Government require otherwise.
A second reason is that Kinder Morgan's environmental record is very
poor. If we are honest, we must admit there is no doubt that KM will
divert some BC - generated cash flows from maintaining and upgrading
the network serving BC in favour of operations elsewhere, which are
less tangential to their main priority -- serving the US market and
making returns for their (mostly) American stockholders.
Please excerise a modicum of common sense and reject this application.

Dear B.C. Utility Commissioners,
It cannot be in the interest of the citizens of British Columbia to sell control of our gas
pipelines to an American company----especially in light of the very poor environmental record
of potential buyer, Kinder Morgan. Please say a clear & strong "NO!" to this deal right now.
As you are probably well aware [recently reported
http://thetyee.ca/News/2005/09/13/Kindermorgan/] this company was recently issued a
corrective action order by the US Department of Transportation's Pipeline and Hazardous
Materials Safety Administration. This order points out "recent accidents indicate a widespread
failure to adequately detect and address the effects of outside force damage and corrosion.
This failure has systematically affected the integrity of the Pacific Operations Unit." It focuses
on eight more severe accidents out of the 44 Kinder Morgan has experienced over the last two
years. This included the Suisun Marsh diesel spill, which leaked 70,000 gallons of fuel into a
Northern California marsh. According to the order, the cause of that spill was a 14-foot section
of corroded pipe that was not identified as requiring repair.
My much stronger and deeper concerns are centered on American
government policy consistently putting "America First." Most recently this has been very
clearly demonstrated by U.S. failure to recognize the NAFTA ruling in Canada's favour for
refund of U.S. softwood lumber duties . Furthermore, recent hurricane damage in southern
U.S. has put the spotlight on effects of energy shortages. With energy supplies deemed
strategic, there is an extremely high likelihood that Kinder Morgan---as an American company--could easily be forced by an Executive or Congressional order to give priority to serving
its American customers.
Please make sure majority control of Terasen stays in Canadian hands. You
Commissioners are supposed to put the best interests of citizens of B.C. first and foremost in
your decisions. Please do not knuckle under to corporate or B.C. government lobbying in
favour of selling off Terasen for immediate massive dollar profits--- put ahead of the interests
of the general consuming B.C. / Canadian public.

I would urge the BC Utilities Commission to reject the Terasen deal and
protect the interests of BC citizens. Once the Terasen's pipelines are
under the control of Kinder Morgan, we will have lost control of another of
our valuable natural resources.
Canada is running out of natural gas. At current production volumes and
with remaining gas reserves, Canada has less than ten years of natural-gas
production remaining. It is clearly not in the best interest of BC
citizens to give away the control of this dwindling resource.

Selling off our natural resources for short term gain is sheer folly. In the long run we will be left
with nothing. The United States may be interested in buying our resources, but it is worth
noting that when the Chinese government attempted to buy an American oil company, the

Canada has already lost enough of the rights to our own energy resources
and security through agreements such as NAFTA. Already most of our natural
gas goes to the U.S.A. Only a fool would lose sight of the fact that if we
sell off our gas company to an American corporation that prices will
skyrocket and we will face shortages here in this province.
Not only that, but Kinder Morgan has a history of bad environmental and
safety standards. Do we need a company like that to set up shop here in
BC? I think not.
It is past time that the governments of Canada and BC started representing
the citizens of this country rather than foreign corporate interests.
I would appreciate a response, and not through a form letter.

We are strongly opposed to the sale of Terasen Gas to Morgan Kinder of the USA.
Terasen Gas has a monoply on the sale of gas in BC. The ownership and control of our natural gas
resourses should stay in BC, Canada, for the benefit of Canadians. The sale of Terasen Gas to Morgan
Kinder is wrong because Morgan Kinder has a terrible saftey record, a terrible environmental conscience
and a lack of concern for anyone other than themselves and their profits.
Selling our Canadian Heritage to Morgan Kinder of the USA is paramont to being a traitor, of the worst
kind, to Canada. What are you going to sell next, Vancouver Island? BC?
Your actions prove you are not Canadian, your interests are not Canadian, and you should not have the
ablitity to make a decision greater that whether or not you should take a shower.
Discusing "taking a shower", we are also concerned as to the Water Rights that Terasen Gas owns and
will also go to Morgan Kinder of the USA. Under the NAFTA Agreement, once the water is exported to
the USA, there will be no way to stop the drain of our Canadian Water Resources.
Don't make the same mistake as the "Sale of BC Rail" Look at the screwing the citizens of BC are taking
with the crossing of the railway.
BC is NOT for sale, our BC Rail was NOT for sale, our GAS is NOT for sale, we do NOT want to ge
governed by the USA. WE want to remain Canadian and we want to control our Canadian resouces.
Proud to be Canadian, not proud of our Government.

I am writing to express my concern with the potential sale, now being considered by the BC
Utilities Commission (BCUC), of Terasen Gas to Kinder Morgan, a US company.
I am deeply concerned that the sale will have very negative ramifications economically,
politically, and environmentally based on what we have seen through NAFTA, the softwood
lumber dispute, and the current state of affair and leadership in the US. We do not want to
lose control over yet another resource in this current geo-political world we live, where each
card we hold allows us that much more ability in directing our own affairs based on the values,
perspectives, and interests we hold dear.
I ask you to investigate, consider carefully, and to act in Canada's national interest long-term
and the interests of BC citizens by putting a stop to this deal by rejecting the Terasen sale.

As a proud British Columbian, I am tired of seeing our resources being exploited by the Americans. As
an open market, goods should be able to be traded at fair market prices for the better of the local,
provincial and federal economies. In the past we have seen our Provincial government sell off or
privatize profitable ventures, BC Rail, BC Hydro, Liquor Distribution, just to name a few, when will it
stop? Two years ago we supplied California with both hydro and gas during their shortage on the
understanding that we would be compensated for it later. We are still waiting. We cannot, as Canadians,
allow more of our public companies to be sold to American firms for the benefit of the short term dollar
and sacrifice our own nations commodities. Since Canada has failed to move into manufacturing of
goods and is content to be a supplier of the raw resources to produce these goods, it is up to all of us as
Canadians to protect little of what we have left, our resources. Stop the sale of Terasen.

The decision regarding the sale of Terasen Gas is now being considered by the BC Utilities Commission
(BCUC).
If approved, the seventh largest corporation in BC will be sold off to Kinder Morgan, a US company.
Please stop the sale of Terasen to Foreign hands if not we all might as well be living on Hans Island.
This is a strategic resource for Canada, and it would be a crime not to step in and stop the sale.
If the Americans are so concerned with the priority of Energy security, WHY aren't we.

My Specific Concern:
We have to retain as much control over our own natural resources as we can. Why would we give more
power to an already greedy nation who doesn't care who they step on to get what they want!
This shouldn't be that hard of a decision for anyone who has BC and/or Canada's well being in mind.
Are we being represented or sold out?
I wonder what will be left for my kids and their kids?
We need politicians with spines!!

I am appallled that our provincial government is prepared to sell contorl of our energy resources to a
foreign country. It is only a matter of time before American Homeland Security will require that our
resources be diverted to the U.S.
Because Taresen owns water rights this sets a dangerous precedent under the NAFTA agreement.
This transaction must be stopped.

SALE OF TERASEN GAS
Dear Commissioners,
I am writing to you to implore you not to approve the sale of Terasen
Gas to Kinder Morgan and to exercise your powers of sober second
thought to deny the application in the interest of common British
Columbians. We must retain Canadian control of our remaining energy
resources, especially the dwindling natural gas reserves. We must be
able to establish a domestic price, free of the competing US demand
which can only drive costs upward. This is a critical time for energy
and we must play our part strategically to conserve and retain
control of our own.
The Commission is the best opportunity for the public to be heard
along with other experts who do not favour this sale. Please call for
full public hearings and disregard the artificial deadline of Sept.
29 so that the shareholders can vote on the sale. All British
Columbians need to be heard on this, not just the financiallyinterested parties.
Thank you for your consideration of this letter and I look forward to
updates on your proceedings.

I am registering my disapproval as a citizen and fear for the future if
the takeover of Teresen Gas goes ahead. I live in the Cariboo, and gas
is a necessity of life.
We were told several years ago to convert to gas, it was better, cleaner,
safer and cheaper...
Now, the cost is jumping again. Now, we have to live with the fear that
our "neighbour" will eat up all the energy, and then once they have that,
they will try for our water next.
"Good Neighbours" are helpful, not harmful, and I believe the gas takeover
will only be the beginning.
Please listen to the public - you will be getting a lot of emails, letter etc,
from a concerned and educated public.

After the soft wood lumber fiasco, is it not obvious that our american
neighbors have nothing else in mind but their own interests? It will be
the downfall of l Canada to be selling all of our precious resources to
satisfy an ever ending obsession on the part of the american government
for energy security.
Mr. Campbell is betraying our province. What about taking care of our
energy needs first? Canada 50 years from now??? I shudder to think!
Might as well annex to the US now so that we can have some of what we
are about to loose...
