We pushed this agenda last year by providing education and advocacy at almost 80 community events, business meetings, and symposia throughout the state. As a result of these efforts, our coalition of like-minded citizens, chambers of commerce, trade associations, businesses, and business leaders grew by the end of 2015 to more than 56,000 coalition members who recognize the positive economic impact this $25 billion-per-year industry has on our state and local economies and how our regulations preserve those economic benefits and balance the needs of the many stakeholders. Instead of the polarized debates of 2014, policymakers, operators and individuals worked together to craft new regulations to implement the unanimous recommendations of the Governor’s Oil and Gas Task Force. While more of the extreme efforts continue to pursue hydraulic fracturing bans, many of the mainstream stakeholders, including Vital for Colorado, continue to work together to develop reasonable and sensible solutions. This is the Colorado Way. Vital for Colorado continues to provide the “voice of business” by reminding stakeholders and regulators about the importance of the oil and gas industry to Colorado’s overall economy. This year, we took our advocacy to a national level by helping to defeat an outdated, 40-year-old crude oil export ban that hampered access to new overseas customers. Thanks to nearly 100 Vital for Colorado business associations and leaders, we encouraged our federal delegation members to lift the ban. We also joined with Our Energy Moment to improve access to our liquid natural gas supplies overseas. As our coalition members know, these opportunities stand to create thousands of jobs and pump more money into our economy. These major initiatives can’t be done without support from you, the 56,000+ members of our coalition. For 2016, we intend to further expand our coalition, improve the quality of our newsletters, refresh our website, and expand our social media presence to better improve our engagement and get you the information you need. Recognize Economic Benefit The oil and gas industry is a key driver of Colorado’s economy. Last year, the industry supported over 213,000 Colorado jobs and more than $25 billion in economic activity, helping make Colorado the fifth fastest growing economy in the U.S. 2. Be a National Leader Colorado is a recognized national leader in energy regulation. We have the most comprehensive and stringent environmental rules in the nation, including rules that require disclosure and ensure the safety and transparency of fracking. environment which allows energy production in the state to thrive responsibly. We Support Responsible Oil and Natural Gas Development and We Oppose Energy Bans and Patchwork Regulations Our coalition agrees with the following seven principles regarding oil and natural gas development and hydraulic fracturing, or fracking. These principles are paramount to a vibrant and successful oil and natural gas industry in Colorado. 3. Maintain History of Safety Fracking has been safely used in Colorado for more than 60 years and more than 90 percent of all wells today are fracked. Fracking is a transformational technology, opening up more than 100 years of domestic natural gas. 4. Rely on Science, Facts & Data Policymakers and the public should rely on science, facts and data to guide discussion, not scare tactics and hyperbole. 5. Integrate Backup Sources Development of natural gas is indispensable to the continued expansion of wind, solar and other renewable forms of energy in the state. Because the wind doesn’t always blow and the sun doesn’t always shine, natural gas is an integral backup energy source—a cornerstone of Colorado’s “all of the above” energy policy. 6. Promote Comprehensive Regulation Colorado should continue to regulate oil and gas development in a comprehensive, statewide manner, rather than a patchwork quilt of inconsistent regulations. A comprehensive and consistent approach to oil and gas development is the best and only way to ensure that Colorado protects our natural environment while remaining an inviting place for current and future energy investment. 7. Dear Members of the Colorado Congressional Delegation, We write to express our support of lifting the outdated ban on crude oil exports. As a state with significant oil production, we strongly urge all members of the Colorado delegation to support this policy, and by extension, support one of Colorado’s most important industries. The benefits to the nation of lifting the crude oil export ban are numerous. According to a study conducted by Englewood-based IHS, entitled US Crude Oil Export Decision: Assessing the Impact of the Export Ban and Free Trade on the U.S. Economy, some of the benefits to U.S. citizens would be: • $746 billion in additional economic investment and an average increase in domestic production of 1.2 million barrels per day • $265 billion in overall savings for consumers, translating into as much as $391 in annual household savings • Average increase in annual GDP of $73 billion • Reduction of net petroleum imports between one and two million barrels per day • Government revenue of $1.3 trillion between 2016 and 2030 One notable finding from the report is “the additional crude oil supply would lower gasoline prices by an annual average of 8 cents per gallon.” By providing more oil to the world market, the United States would further stabilize global supply, which would, in turn, help to insulate hard working Americans from the supply whims of OPEC. With the international marketplace, not the U.S. marketplace determining American gasoline prices, additional crude oil exports will have a stabilizing effect on gasoline prices as those increased oil supplies put downward pressure on the world marketplace and reduce price volatility for refined petroleum products. Taking into account the dramatic increase in domestic oil production—the United States has surpassed Saudi Arabia and Russia as the world’s leading oil and natural gas combined producer—lifting this outmoded policy would lead to increased production, more American jobs and economic growth. The nation’s geopolitical interests are best served by providing a more stable market for international allies and trading partners. Providing U.S. crude exports to our allies and trading partners weakens the power of unstable and unfriendly nations to manage crude oil supply, to dictate prices and to use their oil as a lever against our allies to the detriment of our nation’s international interests. We represent a broad coalition of business, civic and economic development leaders along with thousands of Coloradans from across the state. It’s a powerful motivator. It’s why we fund defense and intelligence to keep us safe from those in the world who don’t share our values and wish us harm. It’s why we lock our doors at night to provide confidence and comfort for our loved ones. It’s the motivation behind keeping us from exporting crude oil. We need to take care of our own first and insulate ourselves from the vagaries and volatility of an unpredictable global market. It is this thinking that led to the creation of the 1975 Energy Policy and Conservation Act, which, among other things, established the ban on crude oil exports. United States oil production seemed to be in permanent decline, and ensuring that United States citizens had the energy we needed was indeed a noble cause. But something amazing happened in the last 15 years as the U.S. oil and gas producers seized technology and mounted a remarkable comeback. Combining the technologies of horizontal drilling and hydraulic fracturing, the U.S. unlocked oil and natural gas previously thought impossible to extract, and did so in remarkable quantities. Whereas as recently as 2005, we imported more than 60 percent of our oil (much of that from OPEC), just last year we imported less than 30 percent, much of that coming from our North American allies. We have even become the leading combined oil and natural gas producer in the entire world, surpassing Russia and Saudi Arabia. The shale revolution in the United States has changed the global dynamic of energy production, yet despite this change, our archaic policy of prohibiting crude oil exports remains. It’s not like energy exports are an alien concept to the United States, either. Exports of refined products such as gasoline and jet fuel are allowed, yet the prohibition on crude oil remains. Why? As you consider that question, think again about protection as a motivator. We have our supply shored up, and no doubt access to additional markets would spur more activity and technological leaps forward from oil and gas producers, further ensuring U.S. prosperity and energy security, but what has happened with the shale revolution in the United States has not happened all over the world. 10 | VITAL FOR COLORADO An opinion piece in the Wall Street Journal this year from former Secretary of Defense Leon Panetta summarizes the precarious nature of many of the world’s leading energy producers. Civil war in Libya, a poorly managed economy in Venezuela, continual unrest in Iran, and, most notably, Russia’s overwhelming supply dominance over Europe. Russian gas accounts for more than 25 percent of supply in all of Europe, with many countries in Eastern and Central Europe exceeding more than 50 percent. Providing our allies with alternative supply decreases the leverage of unstable and unfriendly nations while diminishing financing for acts of aggression, such as Russia’s activity in Ukraine and Syria. Since the shale revolution has galvanized not only our economic, but our national security, we owe it to our allies to provide them the same level of protection. Often when we think about security, we think only about military activity and how best to manage violent conflict. What we should think about more are ways in which our abundance can decrease the power of unfriendly nations while emboldening the confidence and security of our allies. Lifting the ban on U.S. crude oil exports can serve a powerful tool in achieving this dual purpose. This is why I was proud to be a part of the coalition of 90+ co-signers, headed by Vital for Colorado, of a letter sent to the Colorado congressional delegation encouraging their support of the repeal of the crude oil export ban. A bevy of nonpartisan organizations have conducted studies touting the economic benefits of lifting the ban, but they rarely touch on one of the most powerful reasons we should support overturning this well-meaning, but ultimately counterproductive, prohibition. Protection. Providing protection to our allies should motivate us to lift this outmoded ban and help us come closer to realizing our goal of a more secure world. 2015: A YEAR IN REVIEW | 11 Letter to COGCC August 11, 2015 Colorado Oil and Gas Conservation Commission 1120 Lincoln St., Suite 801 Denver, CO 80203 Dear Honorable Members of the COGCC, As business and community leaders from around Colorado, we are writing to deliver a simple message: keep driving forward on the Governor’s Oil and Gas Task Force’s recommendations. Thanks to bipartisan leadership from Governor John Hickenlooper and key Republicans in the legislature, a ballot showdown was averted last year. As part of the deal to withdraw anti-energy initiatives, the Governor empaneled a diverse group of representatives from local government, civic groups, environmental interests, agriculture and the energy industry to review Colorado’s oil and natural gas regulations. Already widely viewed as the toughest in the nation, these regulations were further strengthened by the task force, which found additional ways for local communities, operators and the state to collaborate before oil and natural gas development even begins. After an exhaustive and deliberative process, that included substantial public input and hundreds of hours of deliberation, the task force made the strongest, most comprehensive energy regulations in America even tougher. 12 | VITAL FOR COLORADO State regulators then held another 11 meetings over the last month to receive further input from local officials and community members in how best to implement these recommendations. Now that year-long, thoughtful, balanced and deliberative process has come to end. We urge you to put pen to paper and finish the job of Governor Hickenlooper’s task force by implementing these recommendations. Colorado’s economy is strong, and we in the business community want to ensure that the business climate remains stable and reliable. Drafting these rules to implement the task force’s recommendations will help keep the industry moving and support Colorado jobs. Building the coalition The Vital for Colorado team will continue its drive to add both breadth and depth to our coalition. Special emphasis will be given to gaining the support of (a) organizations and associations that have not yet signed the pledge and (b) high profile business, civic and political leaders and other luminaries from all corners of the state. We’ll also look to expand our membership and pledge presence among mineral and royalty owners and contractors that support the industry. In 2015, Vital for Colorado organized, or helped support, approximately 80 events and presentations in conjunction with Coloradans for Responsible Energy Development. We’ll continue to maintain a robust presence amid a changing landscape. Expanding the membership We want to create a vibrant, exciting organization with a sense of cohesiveness and participation among our more than 56,000 coalition members; build vision of the importance of “belonging” to the coalition; and increase communication geared toward fostering a common message. Overall, the goal is to expand and animate Vital’s membership through meetings, educational events, targeted activities, and more frequent and consistent communications to its membership, which will build cohesion and raise Vital’s profile. We’ll also look to capture the success of 2015’s marquee event, “In It Together,” that featured Colorado Governor John Hickenlooper and United States Senator Cory Gardner, by developing a new, high-profile opportunity. Vital can also bind the coalition by being a high functioning liaison for numerous business groups, trade associations and chambers of commerce by closely coordinating with partners on briefings, educational events, and other areas to mobilize collective members. Build a robust digital community In 2015, we expanded Vital’s online presence and bolstered its outreach efforts by building a more engaging website and reaching out to members via email. We’ve also added more social media channels to reach coalition members and potential members. In 2016, we’ll look to maximize and expand the followers through these social media avenues. In 2016, we want Vital for Colorado to continue to grow its coalition of supporters and continue to voice support for responsible energy development across the state.
