ETA attacks a Magistrate of the Supreme Court. The Magistrate, the chauffeur and the bodyguard died, then after the driver of a EMT bus died. 66 people were injured in the bus and surroundings. The SAMUR set-up a PMA and evacuated in 1 hour all injured to different hospitals. PLATERCAM is not activated. • 24 December 2003. Two ETA terrorist are arrested in Hernani and San Sebastian they had left two backpacks (50 Kg of explosives) in a train to Chamartín Railway Station (Madrid). They were set to explode at 15:55 in the Railway Station. Police aborted the massacre. • 29 February 2004. The Guardia Civil arrest in Cañameras (Cuenca) a terrorist commando (2 people) in a van loaded with 560 Kg. of explosives. Their aim was to detonate it in the “Corredor del Henares “ area (working area near Madrid). According to TEDAX the potential for destruction was the total collapsing of all buildings in an area of 60 m. The safe area for people was about 1.500m. RAILWAYS LINES AFFECTED Map of Railway lines Three trains left Alcala de Henares (where terrorist put the backpacks with more of 100 Kg ) to Atocha Railway Station in a 15 minutes interval. The other train came from Guadalajara Trains Departure Destination Time of Departure Explosion TIME SCHEDULE Madrid, 11 March 2004, 07:39. Three bombs explode in a train coming from Alcalá de Henares at 500 meters of Atocha Railways Station. Few seconds after 4 bombs explode in another convoy already in the Station. Few minutes later 2 other explosions shatter the Pozo del Tío Raimundo Railway Station. In Santa Eugenia, another explosion blast another train. In less than three minutes 10 back-pack bombs have exploded Madrid. It was in rush hour when thousand of workers and students commute daily from Corredor del Henares to downtown Madrid. BASIC STRUCTURE OF THE RESPONSE TO ANY EMERGENCY. • In Spain in any emergency the first administration to respond is the Municipality. In case its resources are not sufficient the regional administration takes over. A Centre of Operational Coordination is set up (CECOP). • There are three levels for any emergency: – Level I. The Authority (Comunidad Autonoma) faces the emergency with its own resources. – Level II The Authority request Central Government resources.representative of State Administration (G.D. Civil Protection, Police, Armed Forces if needed) sit in the Coordination Centre. In this case the name Changes to CECOPI. (Integrated Operacional Coordination Centre) . The Authority in charge is still the Regional one. – Level III. National Interest, Declared by the Minister of Interior. All necessary national resources came into play. Coordination the Minister of Interior or the Authority designated by him. Action Groups (IN SITU) • Search and Rescue. Firefighters with searching dogs or equipment for detecting persons under debris, cutting and elevation tools etc . • Health. According to the extend of disaster either Mobile Intensive Care Units or Mobile Hospitals, PMA . In any case missions are triage , stabilisation of injured persons and evacuation to hospitals already pre-established • Public Order. Isolate the area, set-up evacuation ways, sanitize the area and evacuate people. • Legal Judges to allow for removal of corpses. Scientific police for ID. • Logistic concentrate the less affected persons, assistance in first need, information on administrative aspects. • In case of attentat: • Secure and inspect the DZ. • Begin the police work to identify the authors, searching for proofs etc.. ACTIONS OUTSIDE DISASTER AREA • Activate the pre-assigned hospitals. Prepare for operating room, Establish operational groups. Prepare the Emergency area. Set-up of forms for affected persons. Evacuation of patients to other hospitals if they cannot be send home. • Public Information Information on the situation, advise to the population request for society support if needed. Cooperation with media, facilitating the access to Disaster zone as much as possible • Support to victim and their family. Set up of contact points and facilities for these persons. Preparing measures to facilitate any administrative actions that they have to take • These measures are included in the Civil Protection Territorial Plan of the Municipality or the Region (Autonomous Community) PLATERCAM (I) Aim to cope with any situation of disaster o public calamity in the CCAA of Madrid By establishing the administrative framework to : • Face any Civil Protection emergency that can threaten the region of Madrid • Coordinate all resources and services available in the CAM and other public administrations according according to the needs of the PLATERCAM and their availability • Able to integrate with the territorial plans of Municipalities of Madrid and Higher level Civil Protection Plans The organisation and operational aspects needed to have enough capability to: • To coordinate the support from other administration as well as the transfer of functions to the Central administration in case of National Interest and to continue coordinating, according to the directives received its own resources in that case. • Support actions of Municipal Civil Protection Plans • Support other CCA mainly in the vicinity of Madrid It was approved in 1993, as a Territorial Civil Protection Plan PLATERCAM (II) Risks identified: • Slope movements • Meteorological and climatic • Industrial • Transport and circulation • Risks associated with satellites • Collapse of buildings fires and explosions • Risks associated with the great communication infrastructures of the CAM • Water contamination • Accidents in lakes, rives and mountains • Risks associated with human concentration • Problems with aliments and essential products • Epidemics • Risks associated with terrorism Other Plans (special) that may affect the CAM • Floods • Chemical • Transport of dangerous goods • Forest fires PLATERCAM (III) Coordination and Management Coordination Committe Director of the Plan CECOPI Advisory Group Information Advanced Command Post Law and order Intervention Health National Interest Technical support Logistic The Response in M-11 In the case of 11-M the first information was received in 112 at 7:37. Further communications indicated it was a multisided attack so a Crisis cabinet was set-up, chaired by the Minister of the Interior with high level representatives of the Department of the Region and the Municipality, the Delegate of the Government in Madrid etc... Level III of Civil Protection Territorial Plan of the Community of Madrid was declared The Minister, in the frame of the National Civil Protection System assigned to the responsible (Consejero) of Justice and Interior of the Community of Madrid the coordination of health actions putting under his command all resources of different administrations and organisations. A reception area for the family of victims and a morgue was setup in the installation of the Fair of Madrid (IFEMA) Operational Groups • Law and order under Ministry of Interior coordination of all police forces • Health Under Community of Madrid support of SAMUR. Central Defence Hospital • Care to victims and relatives under Ministry of Interior and Ministry of Justice • Intervention Group Under Madrid Fire-fighters • Support group :Central administration Interior,(TEDAX), Public Works (National railway system) • Logistics: Interior, Mobilize IFEMA, and organise ID of corpses Health Operations SAMUR • SAMUR operation is based on the deployment of Advanced Life Support Units (Mobile Intensive Care Units) (USVA)and Basic Life Support Units (USVB) (Almost ICU) • Fast Intervention Units (VIR) • Mobile Hospitals PMA. • Once the patient is stabilized they are evacuated to hospitals . The USVA and USVB have a direct link with pre-established hospitals to inform of the patient vital statistic and situation Deployment of SAMUR Units • • 3 PMA (Pozo Tío Raimundo. Sta. It was a first time experience. INFORMATION TO PUBLIC • In Madrid calls were answered through 112. • Calls coming from other provinces through a 902 operated by Red Cross • In the first 2 days 21.000 call were answered average waiting time was 22 sec. • Of these 6100 were passed to psychologists which were available in the Communication Centre HANDLING OF CORPSES • The Judges of the Audiencia Nacional were the first to be on sites. • All judiciary activities in Madrid were cancelled on 11-M • Mobilisation of the 82 forensic experts and 15 auxiliary professionals of the Community of Madrid. Still with Psychologists and priest support – Only two relatives may enter to ID the Body. • More than 70 priests and 300 psychologists were available. • All administrative matters were handled in Building 6. The relatives received all proper documents (Civil Register, death certificate), without having to be involved. • Temperature of Building 8 22º C and comfort conditions. Building 6 8ºC • No access for media in order to respect the relatives • Media outside the Buildings • Access Control SOME DATA AND FIGURES • In the first hours more than 5600 operatives were mobilized. • Reaction of Madrid was outstanding. • Support teams came from more than 6 provinces. • Support to relatives • Unified list of injured. • 46 Persons were not Spaniards. The Government decide on 12-M to give to them and direct relatives the Spanish nationality or to legalize their situation by according the legal resident statute • Under the auspices of the Ministry of Health A Commision for assistance and follow-up of the affected persons was created.
