PARIS LA DÉFENSE OPEN CITY INTERVIEW PARIS LA DÉFENSE OPEN CITY INTERVIEW WITH HUGUES PARANT, CEO OF EPADESA In what way will the 2025 strategic project be key for the development of La Défense Seine Arche? Our “2025 strategy” sets a course and strives to meet simple goals: how can we maintain the appeal of Paris La Défense? How can we enhance its strengths in the context of world competition? How can we improve the lives of those who live or work here? Diversifying uses, opening La Défense up to its environment, implementing the ecological and energy transition in La Défense Seine Arche, etc. These are but a few of the motivating and unifying themes we are pursuing. We must transform this vast area, managed by EPADESA alongside local communities, into a cohesive city, and bring the city to life. EPADESA is developing nearly one million m² (over 10 million sq. ft.), of which only 30% will be used for offices. We are at a major turning point. Where do the La Défense Seine Arche development projects stand today? Rarely in the history of these projects has the public authority in charge of moving them forward been so committed and involved in so many ways. Owner-investors in La Défense, 45% of which are international, have fully embraced the priority 02 placed on renovating existing buildings. There are many “green field” programs, but we only authorize them when they contribute to breaking down barriers and opening the area up to neighboring cities. Each of these initiatives gives us the opportunity to breathe life and modernity into the area by pursuing excellence in terms of energy and climate, making the entrances to our skyscrapers lively and welcoming spots, supporting Defacto’s efforts to “re-enchant” public spaces above and below the pedestrian platform. And the results are already visible. We have also begun work on a project that, in a few years, will provide La Défense with that breath of fresh air it needed to start moving forward once again. To the west of the Grande Arche, around the Arena, the NanterreUniversité station and the future Les Groues transport hub, EPADESA is developing nearly one million m² (over 10 million sq. ft.), of which only 30% will be used for offices. We are at a major turning point. What are the opportunities? There have never been so many. First because the business district was around three decades before its competitors, and also because 45% of buildings are more than 25 years old. This is actually great for La Défense! It makes for INTERVIEW ONE STRATEGY, 5 OBJECTIVES many opportunities to re-structure property, and each initiative offers the chance to instill quality and modernity. International asset managers are on the right track: the past two years witnessed record high investment volumes in La Défense. This demonstrates not only the investors’ confidence in the ‘sustainability’ of the project, but also underscores the ‘liquidity’ of its market. Simply presenting opportunities is not enough to attract investors with a planetary vision. Profitability and return on investment are also essential. From this point of view, La Défense offers excellent performance, especially given the trend of declining vacancy rates observed since the end of 2014, and which will continue until 2019. Formulating a shared strategic vision over a 10-year period is thus an important step forward when it comes to generating confidence in La Défense. Proving that we keep our promises is another essential aspect. Finally, making the Grand Paris project a reality represents another leap forward. This is a great opportunity for Paris La Défense, which can only benefit from this new energy. In return, the business district will provide the project with additional and unique strengths: a brand, a wave of momentum and unparalleled status. Clearly, the arrival of the RER E and metro line 15 in the Les Groues district will strengthen the site’s appeal. Lastly, Les Groues is not the only project and the site is part of a series of other major operations.
