SAVUNMA SİSTEMLERİ A.Ş.
FNSS Savunma Sistemleri A.Ş. is a Turkish joint venture
company owned 51% by Nurol Holding of Turkey and
49% by BAE Systems, Inc. with facilities located in Gölbaşı,
Ankara, Turkey.
FNSS is a leading manufacturer and supplier of tracked and
wheeled armored combat vehicles and weapon systems for
the Turkish and Allied Armed Forces.
The company was established in 1988 to manufacture 1698
each Armored Combat Vehicles (ACV’s) for Turkish Armed
Forces under a direct commercial contract (1st package ACV15) with the Undersecretariat of Defense Industries (SSM).
FNSS started production in August 1991 at facilities situated
on a total area of 280.000 square meters. The 1st package of
Armored Combat Vehicles (ACV-15) contract was successfully completed in 2000. The 2nd package of Armored Combat
Vehicles contract was signed in 2000 and completed in a four
year period.
FNSS has a full family of Tracked Armored Combat Vehicles
(ACV-15), designed with the necessary mounting provisions
to transform the vehicle into various configurations based on
user requirements. The Advanced Armored Personnel Carrier
(AAPC) configuration forms the base vehicle for all other variants of this family of vehicles. FNSS has developed the ACV-19
family of vehicles which provides higher internal usable volume
and payload. ACV-19 offers the latest developments in high
value vehicle performance while maintaining commonality with
the ACV-15 family of vehicles.
ACVs manufactured by FNSS have been used for thousands
of kilometers by Turkish and UAE army contingencies serving
with the United Nations Peacekeeping Forces in Somalia, Bosnia & Herzegovina, Kosovo and Afghanistan.
After year 2000, FNSS developed a new generation of 6X6 and
8X8 Wheeled Armored Combat Vehicles named PARS, which
in Turkish means Anatolian Leopard. Today, the vehicles employ the latest design and technologies from commercial off–
the-shelf (COTS) which have been Militarized (MCOTS) to meet
the performance and durability of modern military operational
requirements. FNSS has the capability to meet the specific
requirements of its customers by incorporating a variety of
weapon stations and mission systems.
In 2011, FNSS signed a master agreement with its Malaysian
partner Deftech for the development and production of 257
each Malaysian AV8 (8X8) Armored Wheeled Vehicles in 12
configurations. The vehicle is based on the PARS 8X8 WAV
technology.
In January 2007, FNSS was awarded a contract by the Turkish
MoD to design, develop, and manufacture Armored Amphibious
Assault Bridge (AAAB) platforms, which use the main automotive components of the FNSS designed 8X8 PARS Vehicles.
FNSS completed the delivery of 52 AAAB units to Turkish Land
Forces in 2013.
The AAAB project was followed by the design, development,
and production of the Amphibious Armored Combat Earthmover (AACE), which extended the combat engineering capability
of Turkish Land Forces. The delivery of 12 units was completed
in 2012.
FNSS also designed, developed and manufactured a medium weight tracked armored platform named as ACV-30. The
platform is for the Low Altitude Self Propelled Air Defense Gun
System and Low/Medium Altitude Self Propelled Air Defense
Missile Systems, which is being developed for the Turkish Land
Forces.
COMPANY PROFILE

mobility performance, reliability and survivability.
Starting in the mid-1990’s, FNSS realized export projects
for both tracked and wheeled armored combat vehicles and
weapon systems . The Company has extensive experience in
technology transfer to third party countries. This was mainly
gained from the extended localization requirements of export
projects, which was achieved by FNSS’s comprehensive Vendor Base Program.
FNSS owns the quality certifications of AQAP-2110 by NATO,
ISO 9001-2008 by Bureau Veritas, and 4 Star-2012 by EFQM.
FNSS’s vision is to become the number one supplier of land

new generation armored
fighting vehicle
OVERVIEW
The vehicle architecture contains protection systems
against mines, rocket propelled grenades and kinetic energy
threats. In addition up to date electronic subsystems are
also integrated together with high performance power pack,
heavy duty suspension and tracks which enables the vehicle
to carry heavy loads such as 105 mm gun systems.
KAPLAN-20 is a new generation armored fighting vehicle that
has the ability to move together with main battle tanks, has a
22-25 Hp/ton power-to-weight ratio, which takes into account
the weight of the communication system and the automatic
transmission.
KAPLAN-20 has a low silhouette, and with its twin 6 road
wheeled tracks, has the ability operate in hot/cold weather
conditions at high speed not only on asphalt and stabilized
highways, but also in soft soil, muddy and rough terrains. The
advanced suspension system, tracks has been designed to reduce vibration and increase road holding. Access to the vehicle
is gained through a personnel door on the ramp or the hydraulic ramp located at the rear of the vehicle. On the top, there is
a wide hatch for personnel and another hatch that has been
specifically designed to maximize the driver’s field of view. The
maintenance and repair of the power pack are performed via
the cabin access hatch and hatches that are at the front of the
vehicle. The two fuel tanks are located at the rear for balance
and are fully-armored and isolated from the vehicle to ensure
the security of personnel.
TRACKED ARMORED COMBAT VEHICLES
9
KAPLAN-20 is one of the very few vehicles that have
amphibious characteristics. Thanks to the two water
propulsion systems located at the rear of the vehicle,
KAPLAN-20 can perform in deep and water current rate.
It can perform pivot turns in the water and even move
backwards. In addition to this, it allows the driver to enter
the water without any preparation.
The hull of KAPLAN-20 is manufactured and integrated using a
ballistic welding technique. The hull is water resistant together
with the hatches and lids are water-proofed via seals. While
the power pack cabin and the expanded driver area are located
in front of the vehicle, the gunner and the commander areas
are located in the middle of the vehicle. The personnel carrier
version can carry 8 troops in the rear, and the turreted version
can carry 6 dismounts.
Survivability systems such as, reduced thermal signature, laser warning system and sniper detection and CBRN protection
systems are also applied the vehicle.
There are also laser-protected glass periscopes that allows the
driver to see outside with wide angle of view which provides,
high situational awareness. Integrated night vision systems is
standard in all variants.
The vehicles structural design enables to improve complete
family of vehicles consist of different variants.

ACV-19 Armored Combat Vehicle
14
OVERVIEW
The ACV-19 (Armored Combat Vehicle) is the general name
for a 15-19 ton class modern high performance vehicles
derived from the highly successful FNSS ACV. These vehicles
have proven themselves with a number of armies worldwide.
ACV-19 offers the latest developments in high value vehicle
performance for internal volume and payload but maintains
the advantages of commonality with ACV family of vehicles.
The differences between ACV-15 and ACV-19 consist primarily
of a longer (stretched) hull (6 road wheels), heavy duty final
drives, more aggressive suspension. The ACV-19 offers more
volume under armor, more payload capacity than ACV-15. This
means that the ACV-19 chassis can carry high payloads such
as greater payload turrets, and still provide the comparable
performance as a standard ACV-15. In addition, it is 90% spare
parts commonality to ACV-15.
The ACV-19 chassis are provided with a unique, space laminated armor system combining steel and aluminum technology
to provide a high level of armor protection against direct KE
threats. Also, the hull provides protection against mines.
The vehicle shall be upgradeable with growth potential.
The vehicle configuration can be tailored in accordance with
user requirements into a true family of vehicles which can
be utilized by cavalry, infantry, MBT’s support vehicles and
artillery.

ACV-15 Armored Combat Vehicle
20
OVERVIEW
The Armored Combat Vehicle (ACV) is the generic designation
for a tracked, diesel engine powered, heavy armored
platform in the 13-15 ton class, capable of performing
combined arms operations with main battle tanks. The
platform design allows integration of different subsystems
for full filling a variety of different roles. The Armored
Personnel Carrier (APC) chassis forms the base vehicle for all
other members of ACV-15 Family of Vehicles.
The ACV-15 is a full tracked (5 road wheels), lightweight, low silhouette armored vehicle capable of high-speed operations on
desert conditions, poor infrastructure, roads and/or highways.
Movement of the tracks propels and steers the vehicle on land.
Access to the vehicle is through a hydraulically operated ramp,
with personnel door, on the rear of the vehicle or through the
driver and commander’s hatches on the top deck. A large cargo hatch cover is provided in the top deck, behind the weapon
station opening. Access for servicing and maintenance of the
power plant, located in the right front section of the vehicle,
is through internal covers and through a cover on the front of
the vehicle. Two armored fuel compartments are located in the
rear of the vehicle for weight distribution and crew safety. The
compartments are separated from the vehicle by armor plate.
The hull is constructed of ballistic aluminum plate. Plate thickness varies on the different planes of the hull to meet ballistic
requirements.
The all welded construction provides a watertight hull, and
hatches, doors, and other openings have watertight seals. The
power plant and the driver’s and commander’s compartments
in the forward area utilize about one-half the space, while a
weapon station opening located on the right middle section,
and the personnel compartment in the rear utilizes the remaining one-half.
FNSS produced more then 2,500 ea ACV-15s for Turkish Land
Forces and Worldwide users.

Armored Amphibious
Combat Earthmover
OVERVIEW
AACE is an amphibious, armored, tracked, combat
earthmover to be used for preparation of the river banks
in crossing over operations. It is capable of performing
bulldozing, rough grading, excavating, hauling, and scraping
operations. As compared to standard work machines, AACE
has the capability to take in ballast from the soil ground to its
ballast canister when necessary and discharge it at the end
of the operation. In standard work machines, the dozer blade
is swinging while the vehicle is stable however in AACE it is
fixed to the vehicle. With its superior hydraulic suspension
system, the front side of AACE can be lifted down or up and
by this way its blade or ballast canister can touch and access
the ground. As a result, more efficient shoveling and plowing
can be performed. These activities can also be performed
while the vehicle is mobile.
One of the most important features of AACE has is that it is
amphibious and has the capacity for 2 crews. Besides, AACE
has modern electronic systems like day and night cameras,
multi-function LCD monitor and air-condition. The hull of AACE
was designed as aluminium by taking into account its floating
requirements and ballistic protection at the same time. Its hydraulic power and power transmission systems were equipped
with modern equipment and tools and by this way the vehicle
has higher maneuver capability and performance.
At AACE’ powerpack assembly, A full automatic transmission
is coupled with diesel engine. AACE can move 45 km/h speed
on land and can reach to the operation area together with other
military vehicles without the need for transportation up to. It
can travel safely in river streams up to 1.5 m/sec with 360°
high-maneuvered capability through its 2 water jets.
AACE was manufactured as a local development and manufacturing type project of FNSS for meeting the requirements of
Turkish Land Forces.

CLAW Medium Calibre Turret System
56
OVERVIEW
The system is designed and developed by Turkish companies;
FNSS & ASELSAN as a medium caliber turret solution to
wheeled and tracked armored vehicles.
FNSS Savunma Sistemleri A.Ş. and ASELSAN has completed
the first example of the CLAW Remote Controlled Turret (RCT)
which has developed as a joint venture for the home and export
markets. The ability to locate a weapon system almost entirely
on top of a vehicle hull with virtually no intrusion to the hull can
be a major advantage. These systems also enable the gunner
to be located anywhere inside the hull providing additional flexibility. This approach led the way for the remote weapon stations and later to remote or unmanned turrets.
Remote or unmanned turrets are fairly new players in the arena of weapon systems as alternatives to conventional turrets
and remote controlled weapon stations. They can be considered as a hybrid design combining the non-intrusion of remote
weapon stations with armor protection and reachability of the
conventional turrets.
Development of the CLAW RCT started in 2008 with the first
example being completed in early 2011 and this was shown in
public for the first time in May 2011. The project was internally
funded by both companies.
The CLAW RCT is suitable for installation on a wide range of
tracked and wheeled armoured fighting vehicles (AFV) as original equipment or to enhance the firepower of older platforms.
The first example of the CLAWs RCT is armed with the RHEINMETALL Italy 25 mm KBA dual feed automatic cannon which is
provided with 210 rounds of ready use 25x137 mm ammunition in two separate compartments for HE and AP. The empty
cartridge cases and links are ejected outside of the turret for
main and secondary armaments.
WEAPON SYSTEMS
57
The 25 mm KBA cannon has a maximum cyclic rate of fire
of 600 rounds/minute and the gunner can select single shot
or burst modes of fire. A 7.62 mm MG3 machine gun (MG) is
mounted co-axial with the 25 mm KBA cannon on the right side
of the CLAWs RCT and this is provided with 400 rounds of ready
use ammunition. The gun is electromechanically cocked from
the user interface within the hull.
A key feature of the CLAW (or Pençe in Turkey), is that
ammunition for both of these weapons can be reloaded from
within the platform under full armour protection.

OVERVIEW
The sustainability solution meets all of the M113 Family of
Vehicles for mobility upgrades with the only differences in
the specific mission modules required by a variant to meet
its mission. Therefore, M113 variants will all be based on
a common mobility platform providing significant saving
in logistics such as spare parts inventories and a common
maintenance policy.
The FNSS solution is the lowest cost alternative that fully
meets the requirements for a modern reliable M113 FoV’. FNSS
M113A4 is based on common subsystems with Malaysian ACV
Adnan, Turkish Army’s standard ACV and United Arab Emirates
ACV 350 Dhabyan vehicles. This configuration significantly improves ease of operation, safety, reliability, performance and
durability over the M113A1 and A2.
M113A4 delivers significant improvements on mobility and
survivability compared to older M113 FoV’ consisting of modern diesel engine and automatic transmission. Reliability and
durability have been greatly improved with the installation of
the FNSS developed ACV power pack.
This improvement in reliability and durability ensures that
during operational deployment, there is a minimum of downtime for the vehicles, thus, releasing valuable maintenance
personnel for other tasks. This also guarantees maximum
time for operational deployment by the user. This modernized
M113A4 FoV provides the user, a reliable simple to operate vehicle with an operational service life of 15-20 years.
The solution closely matches the ACV vehicles that have been
tested several times between -20 to +60 °C weather conditions and all terrains. In addition, the M113A4 has undergone
a full desert mobility testing and which was successfully completed covering over 2000 miles in the summer of 2005.
The configuration of FNSS ACV and M113A4 is NATO certified,
qualified by the original M113 vehicle manufacturer and in
service with the Turkish, U.A.E, Bahrain, Philippines and
Malaysian Armies.
