The Arizona Territorial Company of Rough Riders was established during the fall of 1991 to promote the historical
significance of the old west cowboy lifestyle and traditions.

your own design) or function fire your firearms. We
will also have a chronograph set up to test your ammo.

Cowboys and the Top 16 Cowgirls (plus 4 alternates

ON SIGNAL: With rifle engage the 3 targets with 2 rounds on the center target and then sweep all three targets
from either end with one round each. Stage the rifle vertically on either side of position 1. With shotgun move
down range through the door and engage any 6 shotgun targets. Move forward to position 2 and stage the
shotgun on bale. With pistol engage the 3 right or left side targets, with 2 rounds on the center target and then
sweep all three targets from either end with one round each. Then engage the opposite side three targets with 2
rounds on the center target and then sweep all three targets from either end with one round each. Then engage the
center 3 targets with the same sequence, and repeat.
NOTE: Knockdowns must fall to count as hits. Posse Marshal: Remind shooters to “watch their muzzle direction.”

The Posse System
You have been assigned to a specific color-coded Posse that has
a designated time for each Stage. You will shoot with this Posse
throughout the entire match. Any shooter not maintaining his/
her Posse position at the required shooting time intervals will
be classified as a DNF (Did Not Fire).

This here is to inform all you Winter Range participants and
spectators that your picture may be used by Winter Range or
other publications. If you have objections to this, come and tell
us at the Winter Range booth! Photos remain the property of
Winter Range with all publication release rights. So you should

Scoring Procedures
The main match will be scored on an overall rank basis with
time used to break ties. Computerized scores will be available
for contestants to check against their scorecard. Each shooter
is responsible to report any errors to the scoring staff. As of
9:00 am on Sunday, all computerized scores will be considered
correct and final. Scoring will be raw time plus 5 seconds for
each miss, procedural 10 seconds.
Scoring will be in accordance with SASS Rules. However,
a shooter must complete all scored main match stages to be
eligible for a main match award. In the unlikely event of severe,
inclement weather or any other conditions which may adversely
affect the safety of the match, the WR Board, in conjunction
with SASS Officials, will determine the appropriate course of
action.

ON SIGNAL: With the pistol double tap the 4 large stationary P targets any order, and then the two small hostage
targets with one round each. Taking pistol with you, move to the window where the rifle is staged and make pistol
safe. With rifle engage the 4 large stationary targets once each any order, and place the last round on the small
hostage target. Make rifle safe. Taking pistol with you move to the center window, and make pistol safe. With
shotgun shoot the 6 shotgun knockdowns once each any order. Taking pistol with you move to the opposite end
of the boat (from your starting position) and double tap the 4 large stationary P targets in any order, and then the
two small hostage targets with one round each.

Stop by the Cowboy Fast Draw Association Booth (Up-range of Stages 1-4) on Wednesday or Thursday and
try your hand at Cowboy Fast Draw. You can use your gun (chambered in .45 or .38 only) and holster or we
can provide them. We will supply the wax bullet ammunition. Just sign-in and we will work with you to get
ready to go. You will get 5 shots to warm-up and then take 5 shots that count. Your qualification time will be
determined by your best 3 shots out of a 5 shot round. You can buy additional tries to better your qualification
time for $5.00 (All these funds go to Happy Trails Foundation). There is no limit to how many times you can
attempt to qualify, but only your best one counts. You must have 3 hits per 5 shot round to receive a score.
Every try will get you a ticket and a chance to win a Cimarron Derringer. The more you try, the more chances
you have to win. There will be awards for the top 3 men and women.

1987 and was quickly recognized by museums

1. All SASS Rules apply unless otherwise indicated in the stage description. Basic Winter Range philosophy in
stage descriptions – “if the stage description doesn’t say to do things in certain way, then you can do as you wish,
within the current SASS Rules.” SASS Stage Conventions apply.
2. Order of Engagement: Targets may be engaged in any order, unless stage descriptions indicate a specific
order.
3. Comstock Shotgun Targets: All shotgun targets MAY be re-engaged – “Comstock Rules”. Shotgun targets
may be re-engaged at the end of the shotgun string or at the moment they have been missed.
4. Buckaroos and Buckarettes: need only HIT a knock down target, including plate racks – they do not have to
go down. Alternate targets have been placed for all aerial targets that may be engaged at the shooters discretion.
Misses will be awarded as per normal if aerial targets are engaged and missed.
5. Bonus targets: Bonus targets MUST be engaged, unless indicated as “optional” in the stage description

6. Make long guns safe: On downrange movement stages, long guns MUST be made safe in the provided gun
blocks. Failure to make long guns safe as indicated will incur a 10 second minor safety penalty

7. Long guns may be transported to the next shooting position unless stage description indicates otherwise.

8. Long guns open and empty: must be left open and empty at the end of the shooting string. If you open
and clear the long gun, then place the long gun down and the lever closes, you must return to open it.

9. Long guns may be staged in, near or at the positions indicated, vertically or horizontally, unless stage
description indicates otherwise. Long guns staged horizontally on bales, boxes or counter tops must have at
least the rear of the trigger guard over the horizontal surface. Revolvers must have the entire firearm over
the horizontal surface. All stage conventions apply.
10. Round/Casing left on carrier and last firearm used on stage is a long gun: Once the shooter arrives at
the unloading table and releases control of their long guns, a live round, empty casing or shotgun hull left on the
carrier or magazine will incur a minor safety penalty.
11. Unloading / Loading on the move: Firearms may be loaded and unloaded on the move as per SASS rules
regarding “safe for movement”.
12. Unloading Officer: All unloading tables will have an unloading officer designated to clear all firearms before
each shooter leaves the unloading table. This may be the previous shooter or a posse member as designated by
the Posse Marshal.
13. Dry Firing: There will be no dry firing (the act of raising the firearm to a firing position, pointing, cocking and
pulling the trigger, so as to fire it) at the LOADING tables.
14. Transporting long guns: Long guns will be transported to and from the firing line, empty with actions open,
muzzles vertical. Long guns with soft cases or “socks” that are visible in guns carts must also have actions open.
15. Re-Shoots: will only be given for timer malfunctions, RO interference or prop/timer malfunctions, once the
first round has left the barrel.
16. Re-Starts: Bad or fumbled starts may be re-initiated provided no rounds have left the barrel. This may only
be allowed if the shooter can complete the re-start immediately keeping the delay to a minimum. Technical issues
with firearms at the start should be addressed at the unloading table to as not to cause delays on the firing line.
Multiple re-starts for the same shooter on multiple stages will not be entertained by the RO

and shoot the 4 shotgun targets. Make shotgun safe. From position 3 with pistol shoot the back P target once,
and then the front three P targets in a continuous Nevada sweep for the remaining 9 rounds starting on either end.
Repeat the sequence.
NOTE: Shooter may move with the shotgun with an empty round under the hammer and action closed, or with
the action open, chamber empty, with a live round on the carrier. Knockdowns must fall to count as hits.

17. Saying lines: Shooters must make a good faith effort to say initiating line correctly, but no penalty will be
incurred for incorrect lines.

18. Pistols: Pistols shall start from, and be returned to, leather (holstered) at the beginning and end of the
pistol string, unless the stage description states otherwise.

19. “Down Range” procedures: are necessary only in shooting bays with more than one stage. If movement
down range is required, ‘Down Range’ will be called by the RO. When the shooter has finished the stage and
moved to the unloading table, and shooters at the unloading and loading tables have stepped back from the
tables, the RO. on that posse will raise the Orange Flag. When all posses have raised their flags, down range
movement may commence. No gun handling or activity at the tables shall be conducted while Orange flags
are up. When all movement down range has ceased, Orange flags may be lowered and shooting continued.
Down Ranges on single stage bays shall be conducted by the RO for that posse, flags are not required.

firearms safe, move to the unloading table, and ground all firearms.

21. Spotting: Spotters must position themselves so as to clearly see the targets being engaged, and move
if necessary. Spotters MUST SEE A MISS, and any doubt will be given to the shooter. To remind all shooters

Spotters are reminded that spotting is an extremely important job in operation of a posse, and that some
targets do not “ring” when hit as most do. Therefore, the absence of sound does not necessarily indicate the
target has been missed. Spotters must SEE A MISS; anything less than that, or if the spotter has any doubt
in their mind, they must call a HIT.
22. Scoring and Awards: Scoring will be in accordance with SASS Rules. However, a shooter must
complete all scored main match stages to be eligible for a main match award. In the unlikely event of
severe, inclement weather or any other conditions which may adversely affect the safety of the match, the WR
Board, in conjunction with SASS Officials, will determine the appropriate course of action. Errors in scoring
must be brought to the attention of the scoring coordinators as soon as possible. The deadline for addressing
these errors is SUNDAY, at 9:00 AM.

23. Disputes or appeals shall, whenever possible, be handled on the posse by the Posse Marshal. The chain
of authority for further disputes or protests shall be the “on duty” Match Range Officers. The next and final
authority shall be the Range Master /Match Director or his deputy. The RM/MD may at his discretion form a
committee of 3 TGS and proceed per SASS rules. Disputes or appeals must be registered with the Posse
Marshal before the posse leaves the stage where the issue or incident occurred. The dispute shall be heard
and processed as soon as practically possible by match officials. Any disputes or protests brought to the Posse
Marshal or any match officials after this time will NOT be entertained.
24. Show courtesy to the posse ahead: Posse members should not crowd the posse ahead, and should not
move into the stage area until vacated by the previous posse.
25. Interpersonal conflicts / rude or inappropriate behavior: Any other behavior than that of a true cowboy
/ cowgirl will not, under any circumstances, be tolerated. In the unlikely event that any shooter demonstrates
such behavior they will be ejected from the match immediately and without question.

Winter Range’s 20th Anniversary celebrates The Rough Riders. Not the
present day volunteers that organize and run Winter Range, nor the initial
volunteers that began Winter Range twenty years ago. No, we celebrate
those original Rough Riders that volunteered to defend this country over
one hundred and ten years ago during the Spanish-American War.

The First United States Volunteer Cavalry Regiment was one of three
volunteer regiments raised in 1898 and the only one to see action. When
Colonel Leonard Wood became commander of the Second Cavalry Brigade
during the campaign, the regimental command fell to Teddy Roosevelt and
it became known as “Roosevelt’s Rough Riders”

This battle-cry was heard throughout the country and was result of the
incident described below:
The Maine was only a second-class battleship. However, it was the
largest ship ever to enter Havana harbor. To the Cubans, it was a floating
American fortress right in their capital city. When the battleship Maine was
mysteriously blown up in Havana Harbor, two hundred fifty-four seamen
died, and fifty-nine sailors were wounded. Eight of the wounded later died.
The Navy conducted an investigation into the cause of the disaster, but it
never discovered who was responsible for the explosion.
The American press, however, had no doubts about who was responsible
for sinking the Maine. They declared that it was the cowardly Spanish.
William Randolph Hearst’s New York Journal even published pictures.
They showed how Spanish saboteurs had fastened an underwater mine to
the Maine and had detonated it from shore.

“Cowboys in Uniform”
The Rough Riders were called “Cowboys in Uniform”. They were made
up of hunters, prospectors, cowboys, gamblers, Buffalo soldiers, American
Indians, police officers, military veterans and college boys. They were all
able bodied horsemen that knew how to shoot. Most came from the Southwest
and were selected because they would be operating in a hot climate that the
men would be used to. It was said “The difficulty in organizing was not in
selecting, but in rejecting men” because so many answered the call.

“The Crowded Hour”
Roosevelt coined this phrase to describe the charges up the San Juan Heights
and its aftermath. If one reads any account of Rough Riders, it’s readily
apparent that TR loved his regiment and was extraordinarily proud of them.
He openly puts their valor and acts of courage above his own and clearly
was a leader in every sense of the word.

Epilogue
“On the morning of September 15, 1898, the regimental property including
all equipment, firearms and horses were turned back over to the United
States government. The soldiers said one last good-bye to each other and
the United States First Volunteer Cavalry, Roosevelt’s Rough Riders, was
disbanded at last. Before they all returned to their respective homes across
the country, Colonel Roosevelt gave them a short speech that commended
their efforts in the war, expressed his profound pride and reminded them
that, although heroes, they would have to integrate back into normal society
and work as hard as everyone else. Many of the men were unable to gain
their jobs back from when they lost them before leaving for war. Some, due
to illness or injury, were unable to work for a long time. Money was donated
by a number of wealthier supporters of the regiment and used to supplement
the well-being of the needy veterans, many of whom were too proud to
accept the help”

After graduating from Harvard Medical School Leonard Wood took a position
as an Army contract physician in 1885. He was stationed at Fort Huachuca,
Arizona . Wood participated in the last campaign against Geronimo in 1886,
and was awarded the Medal of Honor, in 1898, for carrying dispatches 100
miles through hostile territory and for commanding an infantry detachment
whose officers had been lost.

“It’s the Gatling’s Men, our Gatling’s”
After the regiment took Kettle hill they paused and observed the assault on
the San Juan Heights. They began to fire on the Spanish in their trenches
near the San Juan block house. As the infantry charged the hill Lieutenant
Parker directed his Gatling’s onto the block house and the surrounding
trenches. “It was the only sound which I ever heard my men cheer in battle”
said Roosevelt. At this time six regiments were intermingled on Kettle Hill
and Roosevelt was the senior officer as several Colonels had been wounded
or killed in the other regiments. He then directed these troops to attack the
block house on San Juan Hill.

as much for his accomplishments outside of the office of President as in.
Suffering from asthma as a child, he conditioned himself with exercise and
hard work to overcome it. At Harvard he was on the Boxing team. He was
the youngest member to be elected to the state legislature and wrote his first
book at the age of 24. He became Police Commissioner of New York and
then Assistant Secretary of the Navy. He is the only person in history to win
both the Noble Peace Prize (the first American to do so) and the Medal of
Honor.

“Let My Men Through Sir!”
The Rough Riders charge up Kettle Hill (called that because a huge iron
kettle used for sugar refining was on the top) is an amazing story of grit
and fortitude. Roosevelt, the lone horseman, led his command up the hill
without orders because they were receiving a withering fire from the hill
and it appeared that no regiment forward of them wanted to move. He led
his troops through the regulars who then fell in behind and they charged up
the hill. There is controversy as to which of the units, the Rough Riders, the
Ninth Regulars, or some men of First Regulars actually made it to the top
of the hill first. Five Troop Guidons were planted atop the hill.

“Allyn Capron”

Described by Roosevelt as “the best soldier in the regiment. In fact, I think
he was the ideal of what an American regular army officer should be.” The
fifth in line in his family to serve in the army, his father was also serving as
a captain during the war. During the campaign, the farthest forward unit of
Capron’s troop, commanded by Sergeant Hamilton Fish II, ran into some
Spanish gunfire on the hill. Capron rode up and found a dead Cuban scout
and Sergeant Fish lying in the middle of the road. Bringing up his troops
and leading them into action, Capron was shot by a Spanish soldier.
Brought to the rear by a Rough Rider, Capron died. He was highly praised
by his commanders, including Roosevelt and was awarded a posthumous
Silver Star in 1925.

Loved by the members of Troop A, William Owen “Bucky” O’Neill had
a theory that an officer ought never to take cover - a theory which was,
of course, wrong, though in a volunteer organization the officers should
certainly expose themselves fully, simply for the effect on the men; our
regimental toast on the transport running, ‘The officers; may the war last
until each is killed, wounded, or promoted.’ As O’Neill moved to and fro,
his men begged him to lie down, and one of the sergeants said, ‘Captain,
a bullet is sure to hit you.’ O’Neill took his cigarette out of his mouth, and
blowing out a cloud of smoke laughed and said, ‘Sergeant, the Spanish
bullet isn’t made that will kill me.’ A little later he discussed for a moment
with one of the regular officers the direction from which the Spanish fire
was coming. As he turned on his heel a bullet struck him in the mouth and
came out at the back of his head; so that even before he fell his wild and
gallant soul had gone out into the darkness.

“Don’t Swear - Shoot”
This quote from Colonel Woods during the Battle of Las Guasimas served
to calm the troopers during their first action in Cuba. Both Capron and
Hamilton Fish died there and Lieutenant Thomas had taken command of
L Troop. He was then wounded in the leg and Lieutenant Day assumed
command. Most of L Troop were from the Indian Territory (Oklahoma)
and it was a “mixture of cowboys, Indians and half-breeds”. Roosevelt
praises many of the American Indians (Native Americans) in his book and
it was remarkable to see Indians and Indian fighters fighting for the same
cause.

Among the wounded was a non-combatant, a correspondent named Edward
Marshall. The newsman had been shot in the back and no one expected him
to survive his wound. Struggling to remain conscious, the correspondent
insisted on ignoring his pain to dictate his account of the battle at Las
Guasimas and record it for the newspapers back home. For a time he was
paralyzed from the waist down ,however he recovered sufficiently yet finally
lost a leg to the injury.

“Thomas Isbell”
“A half-breed Cherokee under Hamilton Fish, was among the first to shoot
and be shot at. He was wounded no less then seven times.” These wounds
occurred over the span of a half-hour and he declined to leave the firing line.
Finally the loss of blood forced him to retire to the rear.
Tom Isbell was involved in a shoot out one time, and was in part saved by
a fellow named Heck Thomas, a U.S. Marshal. This is the same man the

START: At the right window with rifle in hands (holding with both hands), loaded with 10 rds. Two revolvers
loaded with 5 rds each, holstered; Open, empty shotgun staged on box/desk at position 2.
ON SIGNAL: With rifle engage R1-R5 twice each for 10 rds. Move through the side door to position 2 and
make rifle safe on the box/desk. With revolvers engage 10 knockdowns (both plate racks - “P”). Taking shotgun
with you move to position 3 and through the window engage S1-S4. Then engage the shotgun make-up target
(SM) if necessary. Make shotgun safe.
NOTE: Plates must fall to count as hits (except for Buckaroos/Buckarettes). Plates left standing may be made
up by engaging shotgun make-up (SM) the appropriate number of times, after the shotgun targets have been
engaged.
