Renewal of the Governance Bodies Towards a Diversification of Port Traffic Key Events in 2014 Summer 2015 Revision of the Strategic Plan Main Actions in 2015 Appendices Composition of the Supervisory Board Composition of the Development Board 2014 Traffic Results The governance of the Port Authority is built around a Supervisory Board, a Management Board and a Development Board. The membership of these bodies, which have a five-year term of office, was renewed in 2014. The Supervisory Board was installed on 20th January 2014 by Christian de Lavernée, the Prefect for the Pays de la Loire Region at that time. Francis Bertolotti was elected Chairman and Jean-François Gendron, Chairman of the Nantes – Saint Nazaire CCI, was elected Vice-Chairman. This governance body decides on the Port Authority’s strategic orientations and exercises ongoing control over its management. It is made up of 17 members divided into four colleges: Central Government Representatives, Representatives of Regional and Local Government, Representatives of the Port Authority’s Personnel and Qualified Figures [cf Appendix 1: Composition of the Supervisory Board]. The Supervisory Board met on five occasions in 2014, to discuss or to deliberate upon different issues, which included: the revision of the Port Authority’s strategic plan, which was adopted in June 2009; the establishment or the development of several firms within the Port Authority’s area of jurisdiction: Sablières de l'Atlantique and Cetra Granulats, for the construction of a new sand terminal located to the rear of the liquid cargo berth at Montoir de Bretagne, Usimer Immo, a subsidiary of STX France, for the provision of a dedicated marine renewable energy facility in Saint Nazaire, Silos de l'Atlantique, a subsidiary of Idéa Groupe and of Granit Négoce, for the development of grain and cereals storage installations at Montoir de Bretagne; voting on a motion for submission to the French Government requesting the examination of the conditions for the reopening of the maritime motorway between Montoir de Bretagne and Gijón, which was suspended in September 2014; the approval of the Port Authority’s budget for 2015; the acquisition of an equity holding in Suardiaz Atlantica, the company which will be operating the future maritime motorway between Montoir de Bretagne and Vigo. Furthermore, on 21st February the Supervisory Board endorsed the proposal by the Minister for Transport, Maritime Affairs and Fisheries to the effect that Jean-Pierre Chalus should be appointed Chairman of the Management Board. This appointment was made by decree of the President of the French Republic dated 28th March. Charged with the executive management and administration of the Port Authority, the Management Board has three members. The two other members in addition to Jean-Pierre Chalus are Francis Bertrand, General Secretary and Director of Human Resources, and François Chevalier, Port Areas, Accesses and Environment Director. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 2/11 Henri-Michel Comet, the Prefect for the Pays de la Loire Region, installed the Port Authority’s Development Board on 20th November. Denis Florenty, the Director of the EDF thermal power station at Cordemais, was elected to the chairmanship. He succeeds in that role Jean-Michel Maillet, the Director of the Elengy liquefied natural gas terminal at Montoir de Bretagne. The Development Board is made up of 30 members, who are divided into 4 colleges: Port Community Representatives, Personnel Representatives, Local and Regional Government Representatives and Qualified Figures [cf Appendix 2: Composition of the Development Board]. It is notably consulted regarding the Port Authority’s strategic plan and pricing policy. Francis Bertolotti Press Conference – 21st January 2015 Nantes – Saint Nazaire Port Jean-Pierre Chalus Denis Florenty 3/11 The total traffic volume at Nantes – Saint Nazaire Port amounts to 26.4 million tonnes in 2014. The contrasting developments in energy-related throughput, as characterized by the progression of crude oil and the decrease in coal traffic, mask the growth recorded for grain and cereals, cement and bulk recycled product cargo. Crude oil imports returned to growth in 2014 (+ 9.6 %) following a previous year marked by the maintenance turnaround at Total’s Donges refinery. The petroleum group is planning on making significant investments in 2015 in order to upgrade its industrial facilities. The overall traffic level for liquefied natural gas stabilized at 1.3 million tonnes (MT). For nearly five years now, international trade exchanges have been impacted by North American shale gas production and by the increased demand from Asia, which have served to reduce the volumes passing through Elengy’s Montoir de Bretagne LNG terminal by three quarters. Coal imports are down 34.5 %. Mild temperatures notably resulted in restricted demand for supplies of fuel to EDF’s thermal power station at Cordemais. The Efforts to Diversify are Bearing Fruit Grain and cereals traffic amounts to 1.4 MT, progressing by 5.6 %. The wheat harvest in Greater Western France was both abundant and of good quality. Exports were driven by the strong demand from North Africa and the emergence of outbound consignments to China. The diversification of dry bulk cargo for the building and civil engineering and general industrial sectors is ongoing. The total volume is in excess of one million tonnes, rising by 3.7 %. Ciments Kercim’s cement factory at Montoir de Bretagne handled 58 000 tonnes of imported clinker, a 37 % increase compared to 2013. Recycled scrap metal traffic progresses by 5.4 % and represents a volume of 409 000 tonnes. Processed at the Derichebourg and GDE plants, the consignments of scrap metal were mainly exported to Turkey, Spain and Morocco. Following on from a previous year characterized by a strong increase in volumes, cattle feed traffic stabilized at 1.9 MT. With 45 % market share, Nantes – Saint Nazaire remains France’s leading port for the importation of the ingredients used in the manufacture of cattle feed. Marine sand traffic decreased by 22 %, owing to the economic difficulties in the building and civil engineering sector. This downturn is also a consequence of the transfer, during the year, of the sand terminal previously located at the base of the Pont de Saint Nazaire Bridge to a site upstream of the Montoir de Bretagne multi-bulk terminal. The new facility was commissioned in January 2015. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 4/11 In decreasing by 26.3 %, the ro-ro traffic volume is impacted by the suspension of operations on the Montoir–Gijón maritime motorway. And yet this result masks bright prospects going forward. Launched in 2013 and currently handling consignments of Airbus aircraft sections out of the Mediterranean Basin and exports of Dacia vehicles from Morocco, the Milk Run Med scheduled service is developing fast. There is a ramping up of operations on the long-established Montoir–Vigo link: the Suardiaz shipping line extended its service offer on 21st January with the introduction of a third weekly rotation. Shippers, logistics providers and transport firms are thereby offered greater capacity for their trade exchanges between France and the Iberian Peninsula. The Milk Run Med Service Container traffic amounts to 177 000 TEUs (twenty-foot equivalent units). The decrease in imports in terms of tonnage (- 7.4 %) is linked to the national economic downturn, while exports showed stronger resistance (- 3.4 %). Since the summer of 2014, the MSC shipping line has included Montoir de Bretagne in its service between Northern and Southern Europe. Three vessels provide a weekly call at Montoir out of Antwerp and Le Havre and serving the Ports of Cádiz and Valencia (Spain) and Leixoes and Sines (Portugal). In addition, the CMA CGM shipping line has chosen to make changes to its services between Europe and West Africa and to deploy larger-capacity vessels. This reorganization offers shippers in Greater Western France direct connections to the African Ports of Dakar and Abidjan. The MSC Service Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 5/11 Nantes – Saint Nazaire Port is an industrial facility providing the interface between land and sea. It fulfills a dual role, at one and the same time boosting regional economic development and serving integration between industrial and port-based activities and the urban and natural environment. January – February – March In January 2014, Nantes – Saint Nazaire Port was awarded ISO 9001 and OSHAS 18001 certification for all of its activities and ISO 14001 certification in respect of activities relating to nautical accesses, vessel support services and the harbour master’s office. For several years now, the Port Authority has been committed to a process of continual improvement in the quality, health, safety and environment (QHSE) domain. In February, the CMA CGM shipping line introduced a new weekly container shipping service to Greece and several Black Sea ports via Tangiers Med. In March, Nantes – Saint Nazaire Port validated the principle of a temporary occupancy permit being granted to Idéa Groupe and Granit Négoce subsidiary company Silos de l'Atlantique for the purposes of building grain and cereals storage installations. The Spring of 2014 saw the first consignments of oil carried by OFP Atlantique between the refinery at Donges and the Centre Ouest Céréales agricultural cooperative based in Chalandray (WesternCentral Region of France). Over a nine-month period, nearly 50 000 tonnes transited between the two sites. For the record, Nantes – Saint Nazaire Port acquired a stake in rail service operator OFP Atlantique in July 2013, alongside the Port of La Rochelle and EuroCargo Rail. April – May – June A new oil tanker facility located near the Donges refinery came into service in April. Co-funded by Morbihan Departmental Authority and Vendée Departmental Authority, this facility notably permits cargo to be loaded aboard the oil tanker Anatife, which supplies fuel to the islands off the coasts of Brittany and Vendée. In April, Charles André Group company Transports Baudron located to a 2.1-hectare site at the Montoir de Bretagne ro-ro terminal. The third automative logistics operator to set up operations on this site, Transports Baudron convey new Dacia vehicles manufactured in Morocco to Montoir de Bretagne via the weekly Milk Run Med shipping service. A new inventory of fauna and flora was conducted in April on the 5-hectare site set up by Nantes – Saint Nazaire Port for ecological purposes in an area to the north of the Montoir de Bretagne multibulk terminal. The first results confirm the progressive development of biodiversity. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 6/11 In June, Cargill started work on building six silos to be used to store unprocessed oil at its Saint Nazaire facility. They are due to be commissioned in February 2015. July – August – September Nantes – Saint Nazaire Port supports the Acrola Association, which sets up a bird ringing operation every year at the East Donges facility with the aim of enhancing our knowledge of the avifauna found on the Estuary. From July to September, a group of ornithologists studied the aquatic warblers, an endangered species of the marsh-dwelling warbler family. In the summer of 2014, the MSC shipping line included a call at Montoir de Bretagne in its service between Northern and Southern Europe (cf Page 5). 17th September saw the suspension of the maritime motorway service between Montoir de Bretagne and Gijón, despite the recognized success in terms of take-up during the four years of the experimental phase of operations. Wolseley Group company ISB, France’s leading importer and processor of forest products, has chosen to locate its regional hub at Nantes Cheviré. The sales agency and industrial production facilities operating under the trade names Silverwood and Sinbpla came on stream in September. By Prefectoral Authority order dated 29th September, Nantes – Saint Nazaire Port received authorization to dismantle vessels at the dry docks in Saint Nazaire. October – November – December In October, a temporary occupancy permit was issued to STX France subsidiary company Usimer Immo for the purposes of building a factory specializing in the manufacture of wind turbine foundations and electric substations for offshore wind farms. Named Anemos, the factory sited at the Saint Nazaire port facility should begin production operations in the Spring of 2015. On 7th November, a delegation from the Port of Qingdao came to visit the Loire Estuary port installations for the first time. The two Ports are determined to step up their trade exchanges and in particular to support economic initiatives, notably in the agri-foodstuffs sector. In November, Nantes – Saint Nazaire Port and Saint Nazaire Tourism & Heritage signed a partnership agreement for the organization of tours of the Saint Nazaire, Montoir de Bretagne and Donges port facilities. Every year, over 7 000 visitors discover the Port of Nantes – Saint Nazaire. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 7/11 On 1st December, French Prime Minister Manuel Valls and Pays de la Loire Regional Authority Chairman Jacques Auxiette signed a record of decisions establishing the framework for the Central Government – Regional Government planning agreement for the period 2015-2020. An essential gathering in the maritime world, the Maritime Economics Forum took place in Nantes and Saint Nazaire on 2nd and 3rd December. Nantes – Saint Nazaire Port was one of the partners of this 10th edition, alongside the Pays de la Loire Regional Authority, Nantes Metropolitan District Council and the Saint Nazaire Urban Area District Authority. On 2nd December, the French Prime Minister officially opened the Alstom Group factories manufacturing alternators and assembling nacelles for offshore wind turbines on the site of the Montoir de Bretagne industrial hub. *** Investments in 2014 Engaged in the improvement and optimization of the downriver port facilities since 2012, the Port Authority invested 8 million euros in 2014 in a number of major development projects, including 5.1 M€ for the construction of ro-ro berth N° 3 and 1.9 M€ for the Montoir de Bretagne centre for industrial and logistical operations. In addition to this, nearly 7 million euros have been devoted to the preservation of the Port Authority’s property and real estate. The maintenance work on the maritime and land-based infrastructures notably involved the implementation of a programme to modernize the mobile works in Saint Nazaire, the refurbishment of roadways or the first tranche of work to upgrade the mooring facilities at the Les Coteaux maintenance facility at Le Pellerin. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 8/11 The French Transport Code provides that each major seaport authority is to establish a strategic plan, which is to be revised every five years. Nantes – Saint Nazaire Port’s strategic plan was adopted in June 2009. The work on updating the plan started early in 2013. The major orientations of the national strategy to revitalize the ports sector were unveiled at the end of 2012. They present the major seaport authorities as the architects of maritime and overland logistical solutions, as the key locations for the establishment of industrial and economic activities generating maritime throughput, as the planners, developers and managers of industrial, port or logistical areas, natural and urban spaces. A Shared Vision At the start of 2013, the Port Authority’s Management Board began the process of revising the strategic plan adopted in 2009. The deliberations were conducted in consultation with the stakeholders in port-based activities on the Loire Estuary, including Central Government, Regional and Local Government (Pays de la Loire Regional Authority, Loire Atlantique Departmental Authority, Nantes Metropolitan District Council, Saint Nazaire Urban Area District Authority), the Nantes – Saint Nazaire Chamber of Commerce and Industry and Nantes Ports Maritime Union. That work informed a series of policy debates during meetings of the Supervisory Board. This iterative approach served to clarify the territorial expectations as regards port-based activities. One Ambition, Three Strategic Orientations In this way, Nantes – Saint Nazaire Port holds the ambition of "becoming a reference port for energy and ecological transition". Three strategic orientations emerge: "Playing a core role in existing and emerging sectors", "Delivering high-performance port-based industrial facilities" and "Driving a shared policy for the sustainable development of estuarine port areas". The sectorial orientation focusses on the issues of business intelligence, commercial prospection, traffic development and new logistical and industrial operations. The industrial performance orientation concerns the organization of port transit activities in conjunction with the local ecosystem, as well as nautical and overland accesses and the inland waterway, rail-based or intermodal service offer. Lastly, the sustainable development orientation covers at one and the same time the densification of industrial and logistical areas and the management of natural spaces. The Next Stages The revised strategic plan will be submitted for consideration by the Port Authority’s Development Board, by the Loire Estuary Scientific Board and by the Environmental Authority of the General Council for the Environment and Sustainable Development. It will be adopted by the Supervisory Board in June 2015. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 9/11 Nantes – Saint Nazaire Port is planning to invest nearly 37 million euros in 2015. This investment programme notably includes the adaptation of infrastructures in line with industrial and logistical requirements, as well as the upkeep and modernization of property and real estate. At the end of 2012, Nantes – Saint Nazaire Port announced a programme of investment relating to four major development projects: the creation of a centre for industrial operations, the setting up of a logistics hub for the offshore wind power sector, the extension of the container terminal and the construction of a ro-ro berth. Extending Capacity at the Downriver Facilities With the new sand cargo berth now operational on a site next to the liquid cargo berth, the Montoir de Bretagne ro-ro terminal is moving downstream. Ro-ro berth N° 3 is being built at a location immediately upstream of the Pont de Saint Nazaire Bridge. The work is being carried out by EMCC-ETPO. This new facility, which will be commissioned at the end of 2015, and the new organization of the ro-ro terminal together represent an investment of 15 M€, 3 M€ of which are being provided by the European Union. Work can now start on the extension of the general cargo and container terminal, to occupy the space left vacant following the relocation of the ro-ro terminal downstream. Worksite operations will begin in the summer of 2015. Thanks to this extension, the terminal will notably be able to receive container ships of up to 320 metres in length and with a volume of between 6 000 and 8 000 TEUs. Part of the quay will also be used for the handling of heavy-lift cargo consignments, the offshore wind turbine nacelles and generators produced by the Alstom factories to be specific. In Saint Nazaire, work is soon to begin on the development of a logistics hub for the construction of the wind farms to be located off Guérande and Ile d'Yeu and Noirmoutier Islands. The groundwork will start in March 2015 with the demolition of the blockhouses built during WW2. This stage will be followed by the reinforcement of the quays of the Louis Joubert sluice dock. It is expected that the logistics hub will be delivered by the end of 2016. Developing the Multimodal Offer Nantes – Saint Nazaire Port is continuing to develop its port-based rail infrastructures. One project aims to build an additional 1 000 metre length of electrified track at the Le Priory sidings at Montoir de Bretagne, in response to changing traffic requirements, notably at the multi-bulk terminal. This operation is being conducted in partnership with the Pays de la Loire Regional Authority, the Loire Atlantique Departmental Authority and the Saint Nazaire Urban Area District Authority at a cost of 4.5 M€. Press Conference – 21st January 2015 Nantes – Saint Nazaire Port 10/11 Nantes – Saint Nazaire Port is studying plans to introduce an inland waterway transport service by barge between the Saint Nazaire, Montoir de Bretagne, Le Carnet and Nantes port facilities. A multicustomer, multi-sector service, the legal and financial arrangements for which remain to be finalized, has been defined in collaboration with the area stakeholders concerned, notably the Pays de la Loire Regional Authority and Nantes Metropolitan District Council. It could come on stream by 2017. Upkeep and Modernization of Port Property and Real Estate The programme for the upkeep and modernization of the Port Authority’s property and real estate is continuing in 2015, at a cost of 10 M€. On the Le Pellerin site, work on upgrading the mooring facilities will be carried out over 3 years and will see the delivery of a new pontoon in the Spring of 2015. Three will be put in place between now and 2016. The Saint Nazaire company Mécasoud is responsible for carrying out the work. A major maintenance operation is also being undertaken on the floating dock. Nantes – Saint Nazaire Port is continuing with the programme to modernize the mobile works in Saint Nazaire, notably with the upgrading of the electric substations and the restoration of the caisson of dry dock N° 1. The Port Authority is beginning work on refurbishing certain buildings, notably those made available to French port dredging group GIE Dragages Ports and to ship repair firm Eiffel Industrie Marine. Other work concerns the oil tanker berths at Donges or the Montoir de Bretagne and Saint Nazaire electricity networks and sewerage systems.
