This Food Pantry Is Growing In The Right Direction!
Bags of onions, potatoes, cartons of yogurt and watermelons
are going fast at the Word Aflame
Church located at East 96th
Street and Avenue L. The long
line you see any given Friday,
wrapping around the block, is a
sign of dedication and hard work.
For the past month, Pastor
Maureen Rush has been helping
residents in the area by making a
food pantry available every Friday
starting at noon. A Hurricane
Sandy survivor, Pastor Rush
once operated the food pantry
from a tent in her yard at East
100th Street near Avenue L.
She's been running a food pantry,
along with several volunteers, for
12 years, opening her heart and
services to those who need help.
Now she is available at the East
96th Street food pantry, directing
residents and helping distribute
food until there's nothing left.
“The food goes fast, but there
are so many people in this community who still need help,” she
said.

Our City Divided By Court Ruling Over Stop-And-Frisk

According to Police Commissioner
Ray Kelly, the NYPD has taken about
8,000 guns from individuals over the
last decade as a result of Stop-AndFrisk, a policy which allows police
officers to randomly stop individuals,
question and search them for potential
weapons.
The practice has met with heated
controversy over the years – many
residents and politicians stating that
it promotes racial profiling.
While a federal judge this week
ruled that Stop-And-Frisk is an
unconstitutional method of cracking
down on crime, communities across
the city are teetering on different
sides of the spectrum and how the
tactic should be revamped while
remaining effective.
Statistically, in 2012 the NYPD
conducted about 536,000 stops, with
roughly 19,800 officers on patrol and
reports state that the city experienced
the lowest number of murder victims
in over 50 years. The plummeting
firearm death rate was attributed to
police officers stopping random individuals and taking an increased number of weapons off of the streets.
One question that will be raised as
a result of the ruling is whether the
city will become more dangerous –
and whether crime will increase in
the coming years if Stop-And-Frisk
is obliterated.
“What I find most disturbing and
offensive about this decision is the
notion that the NYPD engages in
racial profiling,” Commissioner
Kelly told the public, defending his
officers, a day after the court ruling.
“That simply is recklessly untrue. We
do not engage in racial profiling, it is
prohibited by law, it is prohibited by
our own regulations. We train our
officers that they need reasonable
suspicion to make a stop, and I can
assure you that race is never a reason
to conduct a stop. The NYPD is the
most racially and ethnically diverse
police department in the world.
“In contrast with some societies,
New York City and its Police
Department have focused their crime
fighting efforts to protect the poorest
members of our community who are
disproportionately the victims of
murder and other violent crime – disturbingly so. To that point, last year
97 percent of all shooting victims
were black or Hispanic and reside in
low-income neighborhoods. Public
housing, where five percent of the
city's population resides, experiences
20 percent of the shootings. There
were more stops with suspicious
activity in neighborhoods with higher crime because that's where the
crime is,” Kelly added.
Local elected officials offered
their input on the decision, also
offering suggestions on the longawaited court order.
“Black and Latino communities
throughout New York City have long

Public Advocate Bill de Blasio is
not in favor of Stop-And-Frisk.
And-Frisk program is out of control,” said Congressman Hakeem
Jeffries (NY-8). “We are gratified
that a federal court has now confirmed that deeply-held sentiment.
Stop-And-Frisk is an unjustified
police tactic and unconscionable
form of racial profiling. A court has
now confirmed it to be an unconstitutional
violation
of
racial
profiling...The Mayor and Police
Commissioner should stop their
blind defense of these blatantly
unfair police encounters and begin to
respect the rights of everyone regardless of color.”
Conversely, State Senator Marty
Golden (R-C-I, Brooklyn) said,
“Stop, question and frisk is an effective program which has saved the
lives of thousands of New Yorkers
and keeps our streets safe. We have a
chain of command in the NYPD, and
a system in place to investigate the
actions taken by police officers if
they violate the law. Having the
Justice Department install a monitor
to look over our Finest will do nothing to increase public safety, and
only act as a deterrent on our police
officers to effectively do their jobs.”
The New York Post recently listed
the reforms to the controversial program, including a one-year pilot program requiring patrol cops to wear
body cameras in one precinct in each
borough with the highest number of
stops last year. The ruling would also
call for policies and training to prevent racial profiling and ensure that
cops have “individualized, reasonable suspicion” that someone has
committed or is about to commit a
crime before making a stop.
The Post also noted a change to
the policy would call for a federal
monitor to oversee changes to StopAnd-Frisk and for “town hall-style
meetings in each borough where residents, community leaders, officials
and others can develop additional
‘remedial measures’ to recommend
changes to Stop-And-Frisk.”
Furthermore, the NYPD was
accused of “indirect racial profiling”
by stopping too many blacks and
Hispanics.
City
Councilman
Jumaane
Williams (D-45) has spent many
years speaking out against Stop-AndFrisk, calling for better monitoring
of NYPD patrol practices overall.
“The ruling is not cause for celebration, but rather validation that our
cause has been just. Thousands of
men and women of color in this city
have been wronged - they have suffered the embarrassing indignity of
being physically stopped, questioned
and frisked by law enforcement officers simply because of the color of
their skin. This ruling does not take
away that pain, nor does it mean that
this battle to end this practice is
over,” the councilman said.
Williams, who represents the East
Flatbush community – increasingly
riddled with crimes – added, “The
Bloomberg administration and the
NYPD learned a very old lesson that
most of us learn in our formative
years – the end rarely justifies the
means. Their own COMPSTAT statistics bear out that the current implementation of stop, question or frisk
did little to get guns off the street and
prevent violence.”
“All reasonable people of goodwill want an end to gun violence in
our communities – whether it is a
street corner on Church Avenue or a
school house in Connecticut.
However, as our Constitution makes
emphatically clear, we cannot trample on the civil rights of others to get
the few who endanger us,” he said.
A balanced opinion was offered by
Assemblyman Alan Maisel, who told
the Canarsie Courier that he
believes 95 percent of those who are
stopped and questioned haven’t
done anything wrong.
“Police need to have more specific reasons to stop people in the mid-
dle of the streets,” the Assemblyman
said. “And you can’t discriminate an
entire population. I agree that the
policy isn’t constitutional, but at the
same time it doesn’t have to be elimated completely.”
The political seesaw took another
dip
when
Mayor
Michael
Bloomberg, who is stepping down on
December 31st after 12 years in
office, sounded off against the court
ruling.
“This is a dangerous decision
made by a judge that I think just does
not understand how policing works,”
he said at a press conference this
week at City Hall. “We believe we
have done exactly what the constitution allowed.”
Bloomberg has always defended
the Stop-And-Frisk policy and said
for almost 12 years people have
walked the streets of New York City
“without having to look over their
shoulder.” He also defended his
administration's record on crime
reduction as a result of Stop-AndFrisk.
Almost all of the mayoral candidates spoke out about the policy,
including the disgraced and scandalridden Anthony Weiner, who agrees
with equipping police officers with
lapel cameras to record interactions.
“We should adopt a policy of
focused deterrence that works to target known criminals rather than
whole communities,” said Weiner,
who once represented Canarsie in the
9th Congressional District.
The city’s Public Advocate Bill de
Blasio recently lashed out at Christine
Quinn’s support of the NYPD tactic
and said that under the Bloomberg
administration, millions of innocent
New Yorkers, “overwhelmingly young
men of color,” have been illegally
stopped.”
As controversial as the issue is,
the long-term effect that the ruling will
have on crime citywide now remains
questionable.

Volunteers Keep It Clean On East Flatbush Streets
In an effort to beautify parts of East Flatbush, City
Councilman Jumaane Williams organized a community cleanup Saturday and headed out to the unsightly LIRR overpass on East 49th Street and Glenwood
Road. Although approximately 10 volunteers
showed up, the area was cleared of plenty of garbage
that filled numerous bags and natural debris, including vines and weeds – which were removed from
walls and fences on both sides of the road.
“This feels great cleaning up and giving back to
the community,” stated Robert Hogan, who used the
project as a way to show his 14-year-old daughter
Alexis how to help the neighborhood he’s called
home for over 20 years.
“All of the people rant and rave but they’re not
out here,” said Ernest Borno, a 17-year resident of
Glendale Court, who was surprised by the lack of
participants. “You have to be constructive, not
destructive. I wish them luck if they come to the
Community Board 18 meeting. They will not have
a voice.”

Flatlands Area Women’s Shelter Gets Big Thumbs Down

This is what happens when residents do not attend community meetings where project proposals are initially discussed: An angry crowd takes
to the streets in hopes that their
delayed opinions will be heard.
Last week, over 100 hundred residents who live near 4612 Glenwood
Road – where a Women In Need
(WIN) facility will be located – joined
City Councilman Jumaane Williams
to protest the shelter being built.
The anger and frustration of being
“left in the dark” ran so deep that two
separate rallies were held to address
the concerns of the project coming to
the community.
Ground has already been broken at
the site, which will operate under the
auspices of the NYC Department of
Homeless Services (DHS).
Upset that this month was reportedly the “first time” they heard about the
plan for the women’s shelter, residents
and block association representatives
expressed their outrage at the possible
negative changes their community
would undergo once the shelter opens.
“The fact that we weren’t even
informed by the Community Board
when the idea was first presented is
just wrong,” said resident Troy
Thompson, who grew up in the community and lives a couple of blocks
away from the site. “We’re also upset
with the councilman for not bringing
this to our attention sooner – even
though it’s a done deal, we would
liked to have been a part of the
process. ”
The aim, he said, is to approach the
city’s Buildings Department about
possible violations.
Residents also said there are no
work papers or orders posted by the
construction site, which could be
cause for concern.
Williams was upset with WIN representatives as well, telling his constituents that he never received a letter
about plans for the shelter.
“We don’t want it in this location,”
Williams told residents at an exclusive
meeting last Wednesday night. Even
though WIN developers were available for questions and comments,
attendees almost broke out into a
brawl and police officers had to calm
the crowd.
“It just doesn’t fit into the character
of our neighborhood and we should
have had a chance to come out and
make suggestions to the agency.”
Most are concerned about the
potential decline in property value
once the 180-family, four-story building opens up. While the large crowd
was riled up over not being able to
offer input, the councilman said that
he is against the number of families
that will be residing in the Flatlands
area building.
Residents like Thompson are
annoyed with late night construction
and the general, unsightly size of the
proposed building.
Last Saturday, another rally was
held right outside the location and
Williams told the crowd that he now
hopes to at least slow down construction. He also hopes he can convince
WIN to decrease the number of people
housed at the facility.
Many residents were upset at being
shut out of the plan-making process
even though representatives from
WIN made a presentation at the
September 12, 2012 Community
Board 18 meeting (see the Canarsie
Courier, October 4, 2012, “Proposal
Of Area Shelter In Flatlands Section
Discussed”).
An initial discussion about the
site’s future was addressed at a hearing on June 10, 2010. At that time, residents were informed that the proposed building meets the zoning
requirements for that area. Therefore,
the Community Board is not required
to be notified or offer input.
According to District 18 Manager
Dorothy Turano, the 300 square foot
building is an “As Of Right” project,
meaning developers do not have to
take suggestions from the public during the planning and building process.
However, they are generally required
to let residents know what’s coming to
their neighborhood.
“Everything about the physical
structure follows building and zoning
codes for the community, so the
developers don’t need a variance to
change the structural configurations,”
Turano told the Canarsie Courier.
“Our board is strictly advisory when it
comes to any facility being built, but
since this one is an ‘As Of Right’ project, they’re only required to inform
residents out of courtesy,” Turano
said.
She also said that the Community
Board will be vigilant of any problems
and make sure that the organization
abides by the law and has the necessary permits to operate.

The minutes from Community
Board 18’s June 2010 meeting stated
that WIN’s services “are supplemented with child care for children, and
education and employment services
for adults. The typical length of stay at
their facility is six months. The agency
will construct a large building of small
studio apartments projected for com-
pletion in approximately one year
from construction date.”
The facility will have security guards
24/7 and there will reportedly be a 10
p.m. curfew for young residents. WIN
is a not-for-profit agency that has been
providing housing and help to homeless families since 1983.

Giving Back To A Community That Seems To Be In The Dark
Telling It

I
celebrated my birthday on August 6th. I'm not
going to announce my age – if you think I'm
under 30 years old, let's stick with whatever
number you've conjured up this year. Instead of
making a big deal about my big day, I decided that
I'd give back to my community and set up a booth
for the Canarsie Courier at the 69th Precinct's
National Night Out Against Crime.
Some people might see community service –
especially on their birthday – as a waste of professional time. Besides, I could have been out getting

drunk out of my mind – only to have to be up and
alert for nine hours straight the following day to put
the paper together. Of course, I've tried to do community outreach at civic meetings. Handing out my
business card and encouraging residents to come to
us with stories, complaints and updates is just one
of many ways I made myself available. You would
think, with all of the complaints residents have, that
more people would want to come forward about
things that “aren't being done.”
What's funny – more like observational funny,
not 'haha' funny – is when someone pulls me aside
or takes a good 20 minutes to tell me a potential
story and then NOTHING HAPPENS. Sometimes,
at meetings, people don't want to make a scene and
talk about their grievances face to face, understandably. Other people act as though meeting me
was the best thing that happened to them all week –
yet I never hear from them in the midst of their 'networking.'
For National Night Out Against Crime, I handed
out a free copy of our fine publication, along with
a free pen and my business card. When I told
passersby that they could call me about any complaints they have – about any story ideas they may
want to present, many seemed genuinely interested.
Let's get real! Free information doesn't always
generate or spark interest, but in a community
where everyone says “nothing gets done,” I am
probably naïve for expecting residents to come in
by the droves with ideas such as Hurricane Sandy
survival stories (Lord knows we've been deficient
in those articles even though plenty of Canarsiens
are still suffering).
For me, the best part of being at the National
Night Out was seeing familiar faces I usually don't
connect with during the summertime – and it's
always like being with family. However, the news
business isn't about catering to those who already
expressed themselves a million times – it's about
getting insight from fresh minds or those who
haven't spoken up about their gripes. A couple of
potential ideas surfaced from attending the event –
including a story about two Canarsie brothers who
want to share their love of reading with the community.
On the flip side, I was upset. While standing at
the post for about three and a half hours, some residents looked up at our banner and asked, “What's
this?” and picked up our paper – obviously for the
first time. Not everyone HAS TO know about the
Canarsie Courier, but it just goes to show you (and
me) who's 'in the know' in this community. Some
came over to me and asked if there's an admission
fee for the National Night Out – and where do they
pay. Really? If you're attending an event, you
should know something about it! I bet half of the
residents who went to the National Night Out don't
even know how many years the event has been
going on – and they don't know why it even takes
place (just so you know, the event takes place
nationwide and this was its 30th year).
If you ask me, I think it should be renamed –
locally – to National Night Out Against Ignorance.
It's one of the only times during the year where
those who know so little about their community
will come out in droves for free stuff and attempt to
care about their surroundings. Until I'm proven wrong,
Canarsiens will receive a less than satisfactory
grade for inadvertently 'fighting crime' by showing
up to something they were clueless about to begin
with.

Mayoral Candidates Come To Canarsie

Affordable housing, education, and
healthcare were some of the main topics addressed at a special mayoral
forum on Wednesday, August 7th.
Held at the Hebrew Educational
Society (HES), located at 9502
Seaview Avenue, Canarsiens got their
chance to listen to six of the candidates
in the hotly contested race.
The nearly three-hour event was
hosted by community organizer Jamie
Rivas-Williams and moderated by
69th Precinct Community Council
President, Roxanne Persaud. The format gave the candidates a 10-minute
platform and included questions from
community clergy and the audience.
First up was Republican frontrunner
Joe Lhota. Lhota, most recently the
Chairman of the Metropolitan Transit
Authority (MTA), touted his many
years of managerial experience. He
discussed creating good-paying jobs,
the public school system and quality of
life issues. Lhota said he is in favor of
charter schools and believes teaching
is a calling rather than just a job. He
advocated for developing and evaluating teachers.
He came up with a possible plan to
build new affordable housing by
acquiring former MTA land that isn’t
currently being used. He also said
there is a possibility that 35 post
offices will close.
The funniest moment was when
Lhota mentioned he has never seen as
many potholes in NYC before and
went on to say the potholes disrupted
his texting. Persaud quickly reminded
the lone Republican that texting and
driving was not only dangerous but
also illegal. Lhota clarified he does not
text and drive but texts while he is
driven by someone else. The exchange
drew laughs from the crowd.
Bill Thompson took the floor next.
Thompson, who has been endorsed by
the Thomas Jefferson Democratic
Club, expressed his thoughts on why
he should be the next mayor.
He said his plan for affordable
housing included building 70,000 new
units. Thompson went after New York
City Housing Authority (NYCHA) and
its Chairman John Rhea. The mayoral
candidate discussed his recent
overnight stay at a NYCHA apartment
and described the deplorable mold
conditions. “We need investment in
NYCHA and we need to treat the residents like citizens and neighbors,”
Thompson said.
While answering an educational
question
from
the
audience,
Thompson said, “When you get sick,
you don’t go to a mechanic.” He
stressed education should focus on
comprehension and analyzing versus
memorization.
Thompson spoke of his years of
service and his position at the former
Board of Education. He took the
opportunity to address the low test
scores, blasting the Bloomberg administration and Education Chancellor
Dennis Walcott. “We need educators,
not managers,” Thompson said.
While the crowd waited for the next
candidate, City Councilman Lew
Fidler answered some questions.

how important it was to show up and
vote at the primary and possible
runoff. The next arrival was Sal
Albanese. The former teacher spent
most of his 10 minutes discussing his
plans for early intervention educational programs. He felt there was not
enough emphasis on educating infant
and toddler children saying, “I think it
is political malpractice.”
Albanese stated he favored starting
a teacher residency program saying it
usually takes about seven years to
become a good teacher. He discussed
low test scores and said other countries, such as Finland and Canada,
used tests as diagnostic tools. He proposed his plan for affordable housing
saying he favors overhauling
NYCHA. He said he wanted to work
with non-profit developers and would
lobby Washington D.C. for additional
Section 202 funding.
Albanese suggested a moratorium
on foreclosures across the city, including Canarsie. He said he would leverage the city’s influence to work with
banks. Albanese, who is also an attorney, said he favors a civil legal aid to

Comptroller, John Liu, grabbed the
microphone and discussed his qualifications. Liu, who was recently denied
matching funds by the Campaign
Board, discussed water bills and the
NYPD’s Stop And Frisk practice.
Liu maintained his pledge to “end,
not mend” the controversial policing
practice if he is elected. He echoed a
familiar campaign line saying, “I
believe the city (New York) has lost
some of its potential.” Liu advocated
raising the minimum wage to $11.50.
When asked what he would do for
Canarsie post-Sandy, Liu responded
he felt City Hall had turned too
Manhattan centric. He said, “City Hall
needs to pay attention to the outside
boroughs.”
He went on to discuss the catch
basins and flooding that plague
Canarsie streets. Another question
dealt with the escalating water bill
increases. He called the increases a
“back-door tax” saying water rates
shouldn’t be in excess and should only
keep up to maintain the infrastructure.
The next hopeful was Bill de Blasio
accompanied by his wife, Chirlaine
McCray. de Blasio, who is currently
the Public Advocate, spoke directly to
Canarsiens about his history with the
community fighting for change at P.S.

Don’t Know What To Read? Local Brothers’ Blog Helps You Decide!

Reading isn’t usually on a youngster’s list of
favorite things to do. However, two Canarsie brothers
are trying to change the way teens feel about picking
up a book. Matthew and Bryant Blackburn started
their own blog in June and they’re hoping that it
inspires Canarsiens to take up a love for reading.
Their blog is called Tsundoku Reviews and is
published through Wordpress.com – a popular blogging web site. A “tsundoku” is a Japanese pun, which
is used to describe what happens “when a person has
so many unread books that they begin to pile up,
and encroach on such intimacies as desk and hard
drive space.”
The Blackburn brothers, who live on East 84th
Street and grew up here, hope that their blog will
not only inspire more people to read, but that it will
help narrow down the quality of books they choose.
“We mostly enjoy reviewing fantasy books,”
said Matthew, “but we publish one review per week
and it could be of any genre that young people find
interesting.”
The duo even has staff that reviews books and
they currently have eight blogs published. On the
blog, their “tsundoku” scale is listed as follows:
Top of the Pile: The cream of the crop, the books
that bring a smile to your face just mentioning them.
The books you can’t stop talking about, writing about,
or dreaming about, to the point where your significant
other begins to wonder if you’re cheating on him or
her. Ratings: 8-10
Middle of the Pile: The book that is perpetually
on your reading list, but maybe you don’t always
get to. A book that is satisfying, but not life changing–the ordinary joe of books that is always nice to
have around. Ratings: 4-7
Bottom of the Pile: The book that you won at
the ‘Secret Santa’ at work that feels more like a bag
of coals than a present. The book that keeps you up
in a cold sweat at night thinking how could I have
ever read such garbage. Ratings: 1-3
“It’s not just rating a book – it’s also an in-depth
discussion about why the book is highly recommended,” said 20-year-old Matthew, who is a rising
senior at Princeton University.
Bryant, who is 13 years old, spends an average
of seven hours a day on the blog, taking suggestions
for reviews and making sure each entry has a graphic that attracts readers’ attention.
The blog analyzes characters, along with the
positive and not-so-positive parts of the selected
novel.
“We’re not just saying a book is good or bad,”
Bryant noted. “It’s a more thorough opinion that will
help people decide if it’s a book they really want to
read.”
The Blackburn brothers also have a prestigious
educational background. Matthew attended P.S. 115,
then Philippa Schuyler and the Collegiate School
For Boys High School. Bryant is currently attending
Bryant and Matthew Blackburn.

enrolled since kindergarten.
Matthew says his favorite book is the fantasy fiction novel series, “The Wheel Of Time” by Robert
Jordan. Bryant’s favorite read is “My Sister’s Keeper”
by Jodi Picoult.

On Flatlands Avenue
A late model Chevy Impala was
heading west on Flatlands
Avenue on August 9th when it
hit a woman crossing the intersection near East 89th Street
about 7:30 in the morning.
Witnesses said the woman, who
survived her injuries, was
thrown into the middle of the
street – where several passersby tried to help her until paramedics arrived. The driver of the
Impala remained on the scene.

Rainy Remsen Road
Summer downpours cause slick road conditions, which may have
been the reason for an accident, which occurred at approximately 3:40
p.m. on Thursday, August 8th. Eyewitnesses gave different accounts
of the collision on Remsen Avenue and Glenwood Road. Apparently,
a Lexus was heading east on Glenwood Road when a Honda SUV
drove through a red light while heading north on Remsen Avenue, hitting the passenger side of the Lexus at the busy intersection. The
Honda jumped the curb and plowed into the gate of the Remsen
Playground, which is next to P.S. 114. One thing is for sure – it’s a
good thing school is NOT in session.

Assemblywoman Vies For Husband’s City Council Seat

The wife of a prominent Brooklyn politician wants
to prove that behind every great man, there’s a great
woman.
Assemblywoman Inez Barron, 67, is running for
the Canarsie, East New York and Brownsville City
Council seat currently held by her husband,
Councilman Charles Barron (D-Brooklyn), and is
looking to add a “woman’s touch” to her husband’s
term-limited position.
“I think the councilman’s accomplishments have
been so significant and great that I want to continue
and build on that,” Inez Barron said. “My husband
is very supportive because he knows we share similar visions and aspirations for the improvement and
growth of our community and he knows that’s the
record I’m moving on.”
Charles Barron, known for his championing of
racial justice during his time with the Black Panthers
and advocacy of economic development for the
impoverished, has represented some of Brooklyn’s
most troubled areas for over 12 years at City Hall
and has six candidates vying for his seat.
Community leaders Chris Banks, Sean Henry,
Nikki Lucas, Regina Powell and John Whitehead are
all looking to replace Charles Barron, but the
Councilman believes his wife, who has served the
state legislature for over five years, is best qualified
for the position.
Critics of Charles Barron have charged him with
nepotism, possibly due to his support for his wife’s
candidacy, and claim the Assemblywoman seeks to

“People want a WalMart. It would open jobs in
the community,” candidate Regina Powell said in an
interview with the New York Daily News. “There are
no jobs in the community for young people. My
community is suffering.”
Throughout his tenure, Charles Barron has
expressed his dismay for large-scale urban development and corporatization of business in the area.
And while Inez Barron hasn’t outlined her plans for
economic development in Canarsie, East New York
and Brownsville, she is rumored to want to follow a
similar path.
For now, the Assemblywoman is focusing on her
campaign and continuing to garner votes.

Assemblyman Maisel: Stronger Traffic Laws Will Help Keep Brooklyn Families Safe
I’m always looking for ways to improve traffic
safety to minimize car crashes that can lead to serious
injury and even death. This year, I helped pass vital
legislation that will crack down on dangerous driving practices to help prevent tragedies.
Leandra’s Law, which honors Leandra Rosado,
who was killed while she was a passenger in a vehicle
driven by an intoxicated driver, was passed in 2009.
The law made it an automatic felony to drive drunk
with a child 15 years old or younger in the car. It also
required that ignition interlock devices – breathalyzers
that must be passed in order for a car to start – be
installed in vehicles owned or operated by convicted
drunk drivers. However, recent statistics reveal that
up to 70 percent of those convicted of a DWI crime
failed to install the ignition interlock device, in some
cases giving ownership of their cars to a friend or
relative to avoid doing so.
To increase compliance with interlock installation,
I helped pass a law that increases from six months to
one year the time period that the interlock must be
installed following a drunk-driving conviction (Ch.
169 of 2013).
The law also requires offenders who claim they
do not own a car and will not operate any vehicle
during the one-year period to do so under oath in
court. These are necessary steps to strengthen the historic Leandra’s Law and help prevent drunk-driving
tragedies. This law took effect July 26th.
I also took steps to combat distracted-driving crashes
by increasing penalties for operating hand-held devices
while driving – particularly talking on a hand-held

114. de Blasio discussed the controversy surrounding the closure of Long Island College Hospital. He
chastised the Bloomberg administration for remaining silent on hospital closures – urging voters to
take a stand and voice their concerns.
“We can’t ask people to be farther and farther
away from healthcare,” de Blasio said. “All boroughs are created equal but you wouldn’t know it
under Bloomberg,” he concluded.
Lastly, and certainly not least, was Anthony
Weiner. The former Congressman who resigned
due to a sexting Twitter fiasco in 2011 took command of the room. Weiner joked that he felt the
next mayor should be the person who had visited
the HES auditorium the most. (As a former
Congressman who represented Canarsie, Weiner
visited HES several times.)
Weiner defended his campaign saying he is the
only one to unify Republicans, Democrats and the
newspapers who have all banded together calling
for him to quit the race. He continued to champion
his ability to stand up to the scrutiny and even
admitted he was an “imperfect messenger.” He continued to tell the crowd he believed ideas were the
most important thing to voters and pledged not to
cave in to pressure. Weiner also addressed the
“Grandpa” controversy. (Weiner allegedly called
Republican candidate George McDonald
“Grandpa” at another mayoral debate hosted by the
American Association of Retired Persons.) Weiner
defended himself saying McDonald needles him at
many events. McDonald apparently tells Weiner,
“What should I tell my granddaughter when she
asks me about…?” Weiner says he playfully started
calling McDonald “Grandpa” and the media picked
up the comment out of context.
The primary is Tuesday, September 10th with the
potential runoff scheduled for October 1st. The
general election is November 5th.

to at least $50 and up to $150 for a first offense, and
the maximum fine jumps to $400 when an individual
violates the law three or more times within 18 months.
Another new law, which took effect July 1st requires
the suspension of probationary and junior drivers’
licenses for operating hand-held devices while driving (Ch. 91 of 2013). These new laws arrive in conjunction with an increase in license points for drivers
who violate hand-held device laws.

better decision-making behind the wheel to help save

Little Old Canarsie - The Next Generation: The Dutch Buy Manhattan

When I was a young
boy, many an hour was
spent fishing off of
Canarsie Pier. Most of
the time I went home
empty-handed but with a
trove of stories I picked
up from some of the old
timers, like John Denton,
who hung out at the pier.
The stories were almost
always about the bygone
days in Little Old
Canarsie.
Since grade school,
we heard the story that the Dutch bought Manhattan
for $24 worth of trinkets. The story told around the
pier was a little different. When I wrote down the
story for a fourth grade assignment, my teacher at
P.S. 272, Mrs. Splanger, wrote on my paper, “Good
Imagination” and in big red ink, “Not Factual-REWRITE!” Since 1961, academic opinion has swung
in the direction of the old timers of Canarsie.
The way I heard it, the Canarsee Indians were
members of the Lenape Nation and controlled all the
land we know today as Brooklyn and Queens. In the
spring and fall, they would load log boats with fish,
oysters and clam shells. They would sail through the
Narrows, between Brooklyn and Staten Island,
around to the island of hills, translated from the
Lenape language as Manhattan. On the island, the

Canarsee Indians would trade their goods for beaver
pelts and venison.
As the story went, a Canarsee Indian trading
party was at what is today Battery Park, repairing
their boats for the journey home. A group of white
men came up from the shore. What appeared to have
been the leader extended his hand and in it were
shiny pieces of glass, a small knife and 60 Dutch
guilders ($24). The two parties did not understand
each other’s language. The Indians conferred among
themselves and came to the conclusion that the
strangers were offering them gifts in exchange for
safe passage onto the island. The Canarsee Indians
accepted the gifts, stepped aside to let the strangers
pass and set off for home. The party of Dutch
explorers went onto the island and wrote the history
we all learn in school.
In the years between 1641 – 1664, there were a
number of wars between the Dutch and the natives
over the land we came to know as New York.
Further proof of the misunderstanding exists in a
1641 letter written by New Netherlands Governor
Willem Kieft to the authorities in Holland, pleading
for arms and reinforcements to remove the Indians
who continued to hunt and live on the land.
On March 29, 1849, a coalition of New York
Tribal leaders wrote a letter to President Zachary
Taylor. In that letter, they spelled out their version
of the New York land deal. They wrote, “Previous
to your arrival into our vast Continent, our Ancient
Prophets had a Vision and Revelation in regard to
your coming. They did not understand fully the
meaning of it, whether it was to be the almighty himself or a fellow man.”
The vision of the Prophets was one year before
Henry Hudson and the ship, The Half Moon, arrived
in the waters of modern New York. The leaders’ letter went on to describe how when the natives first
saw the ship, they thought it was a great water fowl.
When they saw men with blue eyes disembark and
approach, they were convinced these were the gods
the prophets foretold. They concluded that the man
with gifts in his hand was their leader and the
almighty himself.
In time, the natives came to realize these people
from faraway were not their gods. The Tribal leaders

help in finding a missing female who resides within the confines of the 61st Precinct. Norma James is a 69-year-old black
female, whose residence is reportedly 3549 Nostrand Avenue,
Brooklyn. Norma James was last seen at the B44 bus stop
located at the corner of Avenue V and Nostrand Avenue on
Monday, August 12, 2013 at approximately 1310 hours. She is
described as being 5'5" tall, weighing 200 lbs., with a large

was last seen wearing a gray skirt, green shirt and gray shoes.

Army Pvt. Cadell Polydore has graduated from
basic combat training at Fort Jackson, Columbia,
S.C. During the nine weeks of training, the soldier
studied the Army mission, history, tradition and
core values, physical fitness, and received instruction and practice in basic combat skills, military
weapons, chemical warfare and bayonet training.
Polydore also took part in drill and ceremony,
marching, rifle marksmanship, armed and unarmed
combat, map reading, field tactics, military courtesy, military justice system, basic first aid, foot
marches, and field training exercises.
The soldier is the son of Joan Charles of East
87th Street, Brooklyn.

Beach: Moving
Racing To Rebuild A Storm-Struck Community

Since the first day Superstorm Sandy barreled
through Gerritsen Beach (October 29, 2012), friends
and neighbors reached out to help one another
despite struggling with their own storm-damaged
homes. Many say that there is no other community
like Gerritsen Beach – where everyone is so willing
to lend a helping hand. Various volunteer organizations have also made a tremendous impact in helping
residents move forward. Recently, a unique group
of athletes banded together to do their part in the
recovery effort – and it all started the day the New
York City Marathon was canceled.
The New York City Marathon was scheduled for
November 4, 2012 – just days after Superstorm
Sandy claimed over 100 lives in the U.S. and left
many New Yorkers homeless. After a huge public
outcry, Mayor Michael Bloomberg canceled the
marathon. On November 4th, scores of marathon
runners carried backpacks filled with supplies and
delivered them to storm victims around the city,
including hard-hit Staten Island, the starting location
of the marathon.
Fueled with a desire to continue helping communities recover from the storm, Race2Rebuild was
formed by a group of runners from all different
walks of life – lawyers, public relation specialists
and athletic directors, among others. Besides being
athletes, the group has something else in common –
a desire to rebuild communities – so they donate
their skills, and their time, to restore homes that
were destroyed by Superstorm Sandy.
Race2Rebuild is totally volunteer-driven and
their goal is to raise as much money as possible to
rebuild storm-ravaged neighborhoods. Founder and
President, Sarah Hartmann believes that a team of
athletes can come together to help a community
through racing. In a collaborative effort with
Rebuilding Together (a national safe and healthy
housing organization that believes “Community
Starts at Home”), the two organizations are making
a difference in storm-battered areas throughout the
New York area.
Race2Rebuild funds Rebuilding Together’s disaster relief projects through racing. Race2Rebuild athletes participate in an athletic event and raise money
for a Rebuilding Together Sponsored Family, who
are present at the finish line. Later, those same athletes volunteer to rebuild the home of a Rebuilding
Together Sponsored Family.
On June 6th, over 500 volunteers from
Rebuilding Together spent the day in Gerritsen
Beach renovating 10 homes and three community
areas (see “The Gerritsen Beach Community Gets A
Facelift – In Just One Day, Canarsie Courier,
6/13/13). But the work was not completed on that
day. On July 14th, 14 Race2Rebuild athletes participated in The Aquaphor NYC Triathlon – and raised
$30,000 for the continuing Gerritsen Beach recovery
effort.
One of the runners is Tara Costa, a finalist from
the popular reality TV show, “The Biggest Loser.”
Costa says her experience as an athlete volunteer
was a positive one. “As a Long Island native, I am
proud to be a part of the Race2Rebuild team. It is
important to me to give back to my New York area
community, while engaging in my passion for fitness
at the same time,” said Costa. “These athletes believe
that their races can make a difference and help the
community recover by supporting Rebuilding
Together and I’m so happy to be part of it.”
On July 27th, the athlete volunteers continued the
work that was started on June 6th. They helped to
rebuild one home and the Gerritsen Beach Volunteer
Race2Rebuild Team working on the Vollies Hall.

Memorial Training Hall, which serves as the training
hall for the Gerritsen Beach Volunteer Fire
Department (“Vollies”).
The Vollies Hall, located at 43 Seba Avenue,
served as a relief center immediately following the
hurricane, providing three meals per day for those
affected by the storm, as well as clothing, supplies
and a warm place to go. The goal of the
Race2Rebuild team was to make the building safe
and healthy. As such, the inside of the hall was renovated and a new fence and storage shed were added
to the facility.
The basement and garage of Mary Wernersbach’s
Dare Court home was destroyed by Sandy.
Wernersbach is a retired NYPD detective and lives
with her husband William Lauer and their three sons.
She recalls six to seven foot surges of water that
came up to the staircase leading from the basement
of her childhood home. “I really didn’t think it
would stop but we had to stay put and hope for the
best. Then, the water just stopped about a few feet
from my first floor. It just came so fast that we had
no time to even jump in the car and get away.”
Wernersbach’s brother Joey lived in the basement
apartment but was displaced until recently. Thanks
to the Race2Rebuild team, Joey was able to return to
his apartment. During their last visit, the team renovated his living space – they performed a massive
cleanup, painted and installed new appliances,
including a new washer and dryer.
Hartmann describes Race2Rebuild’s experience
in the close-knit community. “We feel privileged
and honored to be a part of the rebuilding effort
there. We are also grateful for our working relationship with Rebuilding Together. We love the Vollies

East 91st Street Block Party – Bigger and Better!
East 91st Street (between avenues K and L) held their Annual Block Party on Saturday, August 3rd – and this year’s event was bigger and better
than ever! The block’s theme is Fun, Frolic, Food and Festivities – and lots of festivities on the block there were! Neighbors celebrated and had a
great time with friends and families and young kids showed off their various talents. Everyone enjoyed a wonderful steel pan band. There was dancing in the streets, musical chairs, hula hoops and a great big funhouse! Block residents were honored to have Assemblyman Alan Maisel and
President of the 69th Precinct Community Council, Roxanne Persaud, join them in an effort to bring their block and community together. Hazel King,
President of the East 91st Street Block Association, would like to give a special thank you to all of her neighbors who gave so much of their time

The H.E.S. Hurricanes Swim Team Finishes The Year Strong
On August 7-10, 2013 in Richmond, Virginia, the
Collegiate School Aquatics Center held the annual
Eastern Zone Long Course All-Star Championships,
where the top swimmers from the northeastern states
competed. Team New York Metropolitan brought
their best 165 swimmers in the 9-10, 11-12, 13-14
and 15-18 age groups from 80 teams in the entire
state. One of the Hebrew Educational Society’s
(H.E.S.) own swimmers, Nick Radkov, the top 10under swimmer in N.Y., made the team and qualified
in six individual events and four relays. Nick who
just turned 10 in April competed with swimmers that
are nearly 11 and still managed to medal and place
top 10 in six events. It was a fast meet with 30
records broken and amazing swims, Nick Radkov
made this meet due to his strong work ethic and
desire to be the fastest swimmer. With the short
course season looming, Nick has his sights and goals
set to win the next Junior Olympics and Zone championship meets. H.E.S. Head Coach Vlad Frenkel
was chosen as one of the 10 coaches to represent
team Metro at this meet. Coach Vlad was responsible for preparing and lead the 11-12 boys age group
in their races. With the largest group totaling 27
boys, Coach Vlad supported and cheered each
swimmer and had many first place finishes and per-
sonal best times from his swimmers. “It was a great
meet and a highlight in my coaching career. I got to
see Nick in all his swims at this meet and support
him and also had a chance to coach and give advice
to the best swimmers in N.Y.,” said Coach Vlad
Frenkel. The H.E.S. Hurricanes is a team with 50
total athletes and every year we manage to have at
least one swimmer make the N.Y. All-Star Team. We
will continue to work and develop our athletes
through hard work and bring out the best in each one

The Canarsie Courier is on a quest to see how many potholes and
sinkholes have gone unattended to in the community. It seems like
every week we’re finding another unsightly – and hazardous – hole in
the road where hundreds of vehicles pass on a daily basis. The latest
addition to our collection was found on East 98th Street near Avenue
K, where a three foot deep sinkhole hasn’t even been cordoned off by
the city. Inside the pit, the street has clearly eroded and caved in. We
don’t know what the Department of Environmental Protection is using
to fix our streets – but we’re sure they’re on quite a ‘hole-iday!’

Question: How will you be spending your time
for the remainder of the summer?
In the 19th century, most of Canarsie east of Rockaway Parkway was marshland. In 1704, the
Vanderveer family built a small house and a tidal grist mill on the west side of Fresh Creek
(known as Vanderveer’s Creek in those days). The mill, which burned around 1750, was rebuilt by
Vanderveer’s widow. Her grandson, Charles Boerum Vanderveer, operated the mill until his death
in 1879. Operational until about 1900, Vanderveer’s Mill survived until about 1915. The
Vanderveer House still stands at 106-20 Flatlands Avenue and is one of the oldest homes in
Canarsie. It was moved from its original location, slightly closer to the mill, near Avenue J. The
Vanderveers cultivated 100 acres of farmland until about 1900. Today the building is home to
IMC Media Corp.

Giving Youths A Taste Of The Legal System
Over 400 young people who participated in the
Summer Youth Police Academy, in Manhattan
North, Staten Island and Brooklyn South, celebrated the end of their six-week session this week.
The Youth Police Academy provides those participating in the program with lunch and uniform shirts.
The Youth Police Academy is a program which
holds sessions five days a week. The Academy opens
at 8:30 in the morning and dismissal is at 2 in the
afternoon. Students will attend classroom sessions
with lectures, role-plays and topical demonstrations
by police officers in the areas of law, behavioral science, drug prevention and gang resistance.
Field trips to a Police Department facility or a
City park are also part of the curriculum.

• To enhance responsible citizenship.
• To provide positive interaction with police officers and to educate young people about the challenges and responsibility of police work.

The youth academy, in its 18th year this season,
was expanded to serve 1,200 youth from all five
boroughs. The program is run by the Community

For the second time this summer, multiple people were shot
while a house party was taking
place in East Flatbush.
According to reports, an altercation took place near 395 East
48th Street early Sunday morning
and four party-goers were injured
after a man allegedly opened fire.
At the time, the suspect, described
as being in his 20s, was wearing
a black bandana around his face
when he approached the group.
All of the victims are expected
to survive, but there is a growing
concern about what should be
done to curtail violence that takes
place when crowded house parties
are held.
On June 30th, two armed men,
24-year-old Tyrone Brown and
25-year-old Parris Peterson, fired
multiple shots at a crowd attend-
ing an East Flatbush house party
after being denied access to the
party. The shooting took place on
East 52nd Street and nine people
were injured. The shooters were
arrested on July 2nd and face
assault, criminal possession of a
weapon and reckless endangerment charges.
City Councilman Jumaane Williams held a press conference
shortly after the June 30th incident
to speak out against gun violence
in the 67th Precinct and to ask
for a more proactive approach to
violent parties. Williams, who is
the co-chair of the Council’s Task
Force to Combat Gun Violence,
said that he was grateful that more
serious injuries were not suffered
as a result of the senseless shooting but that his primary reaction
was anger that the shooting even
took place.
“Guns have no place in our
community, let alone at a party,”
the councilman said.
The councilman displayed a
flyer advertising a house party
where there is an admission fee,
which is considered illegal. He is
looking into legislation that would
call for any person holding a gathering of more than 40 people or
more at a residence to notify their
local community board and police
precinct three days in advance.
He is also considering penalties
and fines for those who do not
notify officials of their parties.
“We will not stand idly by while
irresponsible individuals attempt
to take innocent lives. Elected
officials and churches are uniting
to consolidate resources that can
assist homeowners in keeping
them safe,” the councilman continued.

New Campaign Educates Parents About Asthma And Schoolchildren
More than 140,000 children in New York City
public schools have asthma and, as they prepare to
go back to school, the Council of School Supervisors
and Administrators (CSA) and Children’s Health
Fund are launching a subway ad campaign to try to
make a healthier school year. Launching today, the
ad campaign is a reminder to parents to return critical medical paperwork to the school.
All parents should ensure that the Emergency
Contact Card and the Comprehensive Medical
Examination form on file at their child’s school are
up-to-date. And for kids with asthma, a critical document is the Medication Administration Form (504
or MAF), which provides parent/guardian consent
for children to get needed medication during the
school day and must be filled out by a child’s health
care provider.
Asthma creates one of the most common medical
disruptions in classrooms across the city, and it is
estimated that more than 12.8 million school days
are missed by students across the country due to
uncontrolled asthma. When an elementary schoolage child has an attack in a public school, the child’s
504 form on file at school authorizes school personnel to provide the proper medication so the student
can get back to the classroom and back to his or her
education with minimal disruption.
“If a child has a severe asthma attack at school,
our hands are tied if we don’t have the 504 form on
file. Our only recourse is to call 911, and that is trau-
matic not only for the child, but also for classmates,
the teacher, and others in the school,” said Ernest
Logan, president of CSA. “As an educator in the
NYC system for more than 25 years, I saw this happen time and again. Administrators and supervisors
in our schools want to work with parents to make
sure that we are ready to help their children in the
event of a medical crisis.”

This month Children’s Health Fund and CSA are
also reaching out directly to health care professionals, asking them to take an extra moment to ensure
parents understand how important these forms are
for their child’s well-being in school.
Recognizing uncontrolled asthma as a significant
problem in the classroom, CSA contacted Children’s
Health Fund to explore solutions last spring.
Children’s Health Fund was embarking on its
EVERY CHILD A CHANCE campaign to ensure
children are healthy and ready to learn and welcomed the opportunity to collaborate. Along with the
subway ad campaign, CSA is collaborating with
Children’s Health Fund on additional initiatives in
the year ahead including research already underway
to understand the larger impact of health barriers to
learning.

through the end of September.

Tips For Preventing Heat-Related Illness
The best defense is prevention.
Here are some prevention tips:
•Don't drink liquids that contain alcohol or large amounts of sugar. These

Exposed To Poisonous Plants On The Job? Be Prepared At All Times
Those who have come in contact with poisonous
plants should:
•Immediately rinse skin with rubbing alcohol,
specialized poison plant washes, degreasing soap
(such as dishwashing soap) or detergent, and lots of
water. Rinse frequently so that wash solutions do not
dry on the skin and further spread the urushiol.
•Scrub under nails with a brush.
•Apply wet compresses, calamine lotion, or
hydrocortisone cream to the skin to reduce itching
and blistering.
• Oatmeal baths may relieve itching. An antihistamine such as diphenhydramine (Benadryl) can be
taken to help relieve itching.
