SELF-SCANNING STATIONS
Self-scanning stations will be located at the back or immediately outside of the classrooms.
These scanners are like the scanners in grocery stores. Simply use it to scan the barcode on your
badge. Once you hear a beep and see the indicator light on the top of the scanner flash green,
you can be assured your Name, ID and Date/Time scanned was accepted by the scanner. We will
have place cards on each scanner table that indicates which class is currently being scanned.
They will be set up while class is in session.
If you have any questions, ask for one of the technology staff at the registration desk.

BARRY SKINNER, CPA, CGFO,

Deputy Director of Finance
and Accounting
Orange County Comptroller
Barry H. Skinner is the Deputy Director of Finance and
Accounting with the Orange County Comptroller’s
Office. He has been with the Comptroller’s Office since
April 1985. Barry has been an active member of the
FGFOA having served as chairman of the Certification,
Technical Resources, Career Development, School of
Government Finance, and Webinar Committees. He has
taught many courses for the FGFOA and moderated at
many FGFOA conferences and Schools.
Barry received a B.S.B.A from the University of Central
Florida, was licensed as a Certified Public Accountant
(C.P.A.) in 1992, as well as a Certified Government
Finance Officer (C.G.F.O.) in November 1996, and a
Certified Public Finance Officer (C.P.F.O.) in June 2001.
Barry is a member of the AICPA, FICPA, GFOA, FGFOA
and a charter member of the Central Florida Chapter
of the FGFOA.

Award Committee. In 2011-12, Sarah served on the
ad hoc committee that developed the School of
Government Finance “Boot Camp”, in 2012-13, she
chaired the Ad Hoc Student Outreach committee, in
2014-2015 she served on the Committee Participation
Ad Hoc Committee, and in 2014-15 and 2015-2016 she
served as the Board Liaison to the ad hoc Leadership
Committee. Prior to being elected to the Board Sarah
served on the Career Development, Small Government,
Conference Host, and Nominating Committees. She was
instrumental in the establishment of the Nature Coast
Chapter of the FGFOA in 2005 and served as the charter
year president. Sarah has taught sessions for the School
of Government Finance, Annual Conference, CGFO
Review, and sessions at several local chapter meetings. Sarah is also a member of GFOA and has served on the
GFOA Special Review Committee for the Certificate
of Achievement for Excellence in Financial Reporting
program for eight years. of the FGFOA.
Sarah graduated summa cum laude from St. Leo
University with a Bachelor of Arts in Accounting. She earned the designation of CPA in 1997, CGFO in
1998 and CPFO in 2001. She also holds a Certificate in
Supervisory Management from the Florida Center for
Public Management at the Florida State University.

Sarah Koser is currently serving as Interim Finance
Director for the Villages Community Development
Districts, having served as Deputy Director of Finance
since June of 2013. Prior to that Sarah was with the
Citrus County Clerk of the Circuit Court for 24 years,

Linda is currently the Finance Bureau Chief for Southwest Florida Water Management (SWFWMD), where
she oversees the accounting, budget and procurement
functions. The Finance Bureau has 29 employees.
Sarah has been a member of the FGFOA since 1994,
and has been serving on the Board of Directors since
2009. During her time on the Board, she has served
as the Board Liaison to the Certification Committee,
School of Governmental Finance Committee and the
Member Development Committee, and has served on
Prior to joining SWFWMD, Linda served as the Treasurer for OUC, where she was employed for 25 years
and retired in 2014. At OUC Linda oversaw a debt
portfolio of $1.9 billion and an investment portfolio
averaging $500 million. Prior to becoming Treasurer,
Linda served as the Director of Fiscal Services, where

she oversaw an annual operating budget in excess of
$700 million and an annual capital plan of $149 million,
revenue forecasts, financial analysis, all areas of the
cash management function, and managing the debt
and investment portfolios.
Linda holds a Certified Public Accountant (CPA)
license, as well as Certified Treasury Professional (CTP)
license and an MBA from the University of Central
Florida. Linda is a charter member of the Reliable
Speakers Toastmaster Club and was the club’s first
Competent Communicator, Competent Leader and
Advanced Leadership Bronze recipient. Linda serves
on the Board of the National Association of Black
Accountants, where she was a charter member.
KIMBALL ADAMS, CPA
Director of Finance
City of Largo
Kim has been the Finance Director and Chief Financial
Officer for the City of Largo, Florida since February
1987. Largo is a full-service city located in Tampa Bay
with a $125 million budget and 850 employees. Largo
has received the GFOA’s Certificate of Achievement for
Excellence in Financial Reporting for its Comprehensive Annual Financial Report since 1990 and has also
held the GFOA’s Distinguished Budget Presentation
Award for over 25 years. Kim became a Florida CPA in 1981. He earned a BA
in Business Administration in 1980 and a Masters in
Accountancy in 2012 both from the University of South
Florida. He also earned an MBA from Colorado State
University in 2001. Prior to joining Largo, he was an
accountant and external auditor for seven years with
two CPA firms in Pinellas County.
He is a member of the AICPA, GFOA, FGFOA and was
the first president of the FGFOA Gulf Coast Chapter. He
has served on and chaired several FGFOA committees
and has been a speaker at GFOA, FGFOA and FCCMA
seminars. In 2004, he was selected as the first Florida
League of Cities Municipal Finance Official of the
Year and has been a part-time adjunct instructor of
accounting at USF, St. Petersburg, since 2009.

Kim and Bonnie were married in 1990 and have two
daughters and one grandson. Kim is active in his
church and has served as Congregation President three
times over the past 25 years. He enjoys tennis and
occasional SCUBA diving.
KEN BURKE, CPA
Clerk of the Circuit Court
and Comptroller
Pinellas County - CCC
Ken Burke has served as the Clerk of the Circuit Court
and Comptroller for Pinellas County, Florida, since
his election in 2004. As an elected Constitutional
Officer, Ken serves as the Clerk of the Circuit and
County Courts, Recorder of Deeds, County Auditor
and Clerk and Accountant to the Board of County
Commissioners. Since his election, Ken has effectively
managed all courthouse records, a local budget of
approximately $43 million and about 550 employees.
Ken grew up in Pinellas and attended school and
college locally. He is proud graduate of St. Petersburg
College and the University of South Florida where he
received his Bachelor of Science degree in Accounting. He is also a Florida Certified Public Accountant (CPA). Prior to his current position, Ken gained a wealth of
experience as a law firm administrator and through his
long record of civic involvement.
In addition to being a member of the FGFOA, Ken
has served on the Board of Trustees of St. Petersburg
College, was elected to the Association of Community
Colleges (ACCT) Board of Directors in 2001, served as
Chair of the Association in 2005-2007 and in June 2011,
served as President of the Florida Court Clerks and
Comptrollers. He was also elected by his fellow Clerks
to the statewide Clerks of Court Operations Corporation
(CCOC), was appointed to the Florida Supreme Court’s
Standing Committee on Fairness and Diversity and to

Nicole is the Organizational Development Manager for
the City of Boca Raton and has worked in municipal
government for over 20 years. As the Organizational
Development Manager, Nicole is accountable for
the efficiency, effectiveness and coordination off
multiple City Teams. Included are the LEAN process
improvement team, Special Event teams, employee
development teams, awards and recognition teams as
well as being the Emergency Manager for the City of
Boca Raton.
Nicole worked to develop, coordinate, and implement
a cultural shift in the City of Boca Raton to a culture
where “everyone is a leader;” training employees
on the soft skills of Supervision and leadership at
every level. Nicole is a regular speaker at the Florida
Government Finance Officers’ Conference, focusing her
sessions on Effective Communication, Team Building,
Leadership Development, and Employee Motivation.
She has lead team building workshops for large and
small organizations including Bank United, the office
Depot Foundations and the Palm Beach County Clerk
of the Court. Nicole is also an Adjunct Instructor for the
John Scott Dailey Institute of Government where she
teaches Effective Communication, Listening Skills, and
Service with Principles. Nicole has a passion for the
training and development of individuals. Continuing her desire to allow everyone to find the
leader within them, Nicole has also volunteered as a
program leader for Landmark Education and, leading
“Transformational Programs” specifically designed to
assist people to “live the powerful lives that they love”.

John McKinney has been in his present position as
Assistant City Manager for Edgewater since December
2015. Prior to that he was Edgewater’s Finance Director
since early 2008. Altogether, he has over twenty years
of Governmental Accounting experience. John graduated from the University of Central Florida
with a BS in business administration in accounting and
graduated from Stetson University with a master in business administration in finance. He is a Certified Government Finance Officer and is eligible to sit for his CPA.
John has been very active with the GFOA, FGFOA
and both the Space Coast and Volusia/Flagler FGFOA
local chapters. John is a GFOA special reviewer for the
CAFR certificate program, has served on the FGFOA
Technical Resources Committee, CGFO Committee
and Small Government Committee. He has served as
the Chair on both the CGFO Committee and Small
Government Committee. In 2014 he was elected to
a three-year term as a FGFOA Board Member. On
the local level he has served as the Secretary and
Treasurer of the Space Coast FGFOA Chapter and was
the Founding member of the Volusia Flagler FGFOA
Chapter where he served as the President.

Binh Nguyen is the Manager of Lake County’s Office
of Budget. His responsibilities include planning,
implementing, and guiding county-wide financial and
budgetary functions. Prior to his current role, Binh was
a Financial Advisor at Orange County Government for
eleven years.
Binh has an undergraduate degree in business administration from California State University-Fullerton, and a

Shannon Ramsey-Chessman is the Chief Operating
Officer of Finance for the Clerk & Comptroller’s Office
in Palm Beach County. She first worked for the Clerk’s
office from 1997 to 1999, returning to continue her
career with the office in 2006. She has held a variety
of positions in the finance division including manager,
director and now chief officer.
Her nineteen years of diverse public sector experience
also include careers with Palm Beach County’s Office
of Financial Management and Budget and the 15th
Judicial Circuit. Shannon is a Certified Public Accountant and a Certified Government Finance Officer with a Bachelor of
Business Administration degree from Florida Atlantic
University. She is a graduate of the 2011 class of Leadership Palm
Beach County, a member of the Florida Institute of
Certified Public Accounts, and is a member of the
Government Finance Officers Association, serving as
a State Representative for Florida. Additionally, she
is a member of both the state and local chapters of
the Florida Government Finance Officers Association;
serving as a past-president of the local chapter and on
the board of directors for the state chapter.
Shannon grew up in Palm Beach County and lives in
Loxahatchee with her husband Noel and their four

Jamie Roberson is currently the Chief Financial Officer
for the Osceola County Property Appraiser’s Office in
Kissimmee, Florida.
As the Chief Financial Officer she is responsible for the
Accounting, Budget, Payroll, and the Human Resources
functions within the office. Prior to joining the Property
Appraiser’s office, she was a Senior Accountant for the
Osceola County Board of County Commissioners. This
position was a supervisory position that was responsible
for Debt Administration, Operational Analysis, Cash
Management and General Management functions within
the Financial Services Department. She has been working in Osceola County Government for almost 14 years. Mrs. Roberson graduated from the University of South
Florida, where she earned a Bachelor of Science degree
in Business Administration from the USF School of
Accountancy. Mrs. Roberson is a Certified Government
Finance Officer (CGFO) and has been a member of the
local, state, and national chapters of GFOA since 2002. She served as President of the Central Florida Local
Chapter FGFOA for three years from 2011-2014 and is
currently serving her first term as a Florida Government Finance Officers Association Board Member.
Mrs. Roberson is a married mother of four. She serves
the community by serving on the Kissimmee Friends of
the Park board as treasurer and is the Team Administrator for two Osceola Predator basketball teams.

Marilyn Rosetti is the Deputy Auditor General for
the Information Technology Audits Division of the
Florida Auditor General. She is responsible for
information technology activities of the Auditor
General, including management of all IT audits, IT
support for other audits, internal IT resources, and
attestation examinations for the Florida Education
Finance Program. Marilyn has been employed by the
Auditor General for 30 years. She is a graduate of the
Florida State University and is a CPA.She is a member
of the FICPA State and Local Government Committee,
Association of Government Accountants, and the
FGFOA Big Bend Chapter.
JEANNIE GARNER
Executive Director of the
FGFOA
Jeannie Garner is the Sr. Director of Insurance and
Financial Services at the Florida League of Cities,
where she has been since 1994. She oversees all
aspects of the administration, including reporting
to the Board of Directors. The department provides
insurance and financial services for local governments
in Florida. As Sr. Director, Jeannie is responsible for the
overall management, supervision and administration
of these services – Florida Municipal Insurance Trust;
Florida Municipal Construction Insurance Trust; Florida
Association of Counties Trust; Florida Municipal
Investment Trust; Florida Municipal Pension Trust
Fund, and the Florida Municipal Loan Council. These
were created to provide local governments with costeffective and quality services specifically designed for
them. Jeannie has served as the Executive Director
for Florida Government Finance Officers Association
(FGFOA) since 2001. She is a graduate of Leadership
Florida, Class XXXII. Jeannie currently serves on the
Board of NLC-RISC. Jeannie is also a former chair
for the NLC Public Finance Consortium. A native of
Birmingham, Alabama, she graduated with a bachelor
