Belleville is a small village southwest of Madison in Dane and Green
County and what makes Belleville unique is the natural beauty,
recreational activities, a school district that focuses on quality
education, businesses that offer employment and products and
friendly, hardworking families who are proud of their heritage.
Recently, Belleville was recognized by Madison Magazine
as the most affordable top ranked suburb and rated
number three top suburb overall in the ranking of best
suburbs.

The village has formed additional committees to look into attracting
businesses and industries to Belleville. With that comes more
opportunities to grow the west side development and ways to offer
more employment opportunities.
“Belleville has a lot to offer whether you are a resident or just
passing through,” said Village President Roger Hillebrand. “We are
a community that offers longtime favorite events like Community
Picnic and UFO Day but we aren’t afraid to organize new events like
the Music Crawl, Lake Fest or Concerts in the Park to enhance what
we have to offer and to bring in other interests.”
Belleville is a community that supports families and businesses.
The newly restored Lake Belle View, the Sugar River water trail and
Badger State Trail are just a few natural areas that are open to the
public to enjoy.
In addition, just north of Belleville, Dane County has purchased
several properties to make the Sugar River open to the public for
fishing kayaking, hiking and canoeing.
“The Sugar River is one of those ‘go-to’ destinations for getting
outside and enjoying nature,” Dane County Executive Joe Parisi
said. “Preserving this corridor means families for generations to
come will be able to fish, camp and canoe in and along the river.”
Construction of a river walk along the Sugar River from Belleville’s
Community Park, through the downtown area and through several
residential neighborhoods to Highway PB west of Belleville where
several businesses including Francois Ford Sales and Service and a
new state-of-the-art UW Health Family Medicine Clinic and future
home sites are ready for future growth.
“The river walk will provide a recreational path for everyone to enjoy
the berm, Lake Belle View and the Sugar River,” said Rick Francois,
member of the Economic Development Committee. “The recreational
possibilities will continue to grow including activities like the Sugar
River Triathlon, which is becoming a favorite by local athletes.”
Throughout Wisconsin, bicycle enthusiasts are increasing in numbers
and Belleville offers easy access to the Badger State Trail and Sugar
River Trail.
“Just south of Belleville the Badger State Trail is home to Stewart
Tunnel,” added Francois. “The tunnel was built on a curve so a
flashlight is helpful in navigating through until you see the light at
the end of the quarter of a mile tunnel.”
Whatever you find to do in Belleville, you will find a small community
with a big heart and lots of activities to add to the experience.

Early Belleville
Library Park
Arriving from Canada in 1842, John Frederick and
family settled near Madison. In 1845, he located
an ideal “mill site” on the Sugar River in Montrose
Township, acquired 240 acres including “water
rights,” and built a dam and saw mill. A hamlet in
section 34 began to develop around the mill and
prompted “Yankee” settlement with a hotel/tavern,
blacksmith, harness maker and general store. Early
land abstracts show that Daniel Webster, noted
eastern orator and land speculator, invested in a
significant number of village parcels.
In 1847, an octagon-shaped school was erected
followed by the formation of Baptist, Methodist and
Presbyterian congregations.
In 1851, the village was platted and named for
Frederick’s native place, Belleville, Canada West.
The 1851 surveyed plat of the village designated
this square as “public ground.” Before the days of
pioneer settlement an early Native American trail
crossed this parcel, leading from a Winnebago camp
in Green County to another camp near Lake Waubesa.
Originally this square was used for picnicking and
occasional grazing of milk cows.
A post office was established in 1852.
In the 1850s and 1860s Swiss, Irish and French
groups acquired adjacent farm lands.
The 1870s and 1880s brought new growth with a
library (one of the earliest in the state), opera house
and railroad.
By 1900, a fire department, high school and
the Ladies Utopian Band were part of this
flourishing village.
In 1887, a “tent city” was erected here for laborers
working on the new railroad.
After village incorporation in 1892, a two-story brick
building was erected in 1894 for use as a village hall
and library on second floor, and fire house and jail on
ground floor. The village constable allowed “hobos”
to spend the night in the jail portion of the building.
Bands of gypsies also camped on the grounds
according to early newspaper accounts.
By 1915, a bandstand and fountain were added to the
grounds. Park events included holiday celebrations,
fairs, political rallies, concerts and free summer
movies.
Village offices and the fire house were relocated in
1923. The library remained until 1978. The first floor
was renovated into a meeting room and museum.
The building and park grounds were placed on the
National Register of Historic Places in 1981.
Today, the park is the picturesque setting for
community events such as the summer concert series.

Railroad Depot & Stewart Tunnel
In 1886, the Chicago, Madison, and Northern Railroad (later Illinois Central)
started to construct a route between Madison via Freeport, Illinois. This
new line would allow western business expansion into Wisconsin.
Grading between these cities was nearly complete by late 1887, except for
the largest project on the company’s line, the tunnel.
Located between Monticello and three miles south of Belleville, a tunnel
was to be cut through a blue limestone ridge in Exeter’s section 20.
The tunnel was started in late 1886, with construction crews working on
each end. Hand and compressed air drills were used to make holes in the
rock for explosive charges. Many local farmers were part of the crews that
worked day and night shifts.
During construction, contractor James Stewart was killed in a buggy
accident while following the surveyed route. The tunnel was named Stewart
Tunnel in his honor.
On December 1, 1887, the two headings came together. The tunnel was 930
feet long and constructed on a curve.
In February 1888, the first train made its run from Freeport to Madison.
That same year, work also started on Belleville’s prairie-style depot. Two
passenger trains along with local and through freight trains carrying grain,
livestock and other freight became daily occurrences.
Occasional freights continued until 1997. Then the Wisconsin Department
of Natural Resources converted the former rail line into a bike trail. Today,
Stewart Tunnel is a highlight of the Badger State Trail. Make sure you bring
a flashlight!

The Belleville Police Department was established in 1953. Today, in addition to the
Chief, there are four full-time officers, one part-time officer, and two part-time clerks
serving the Village in Dane and Green Counties. There is patrol staff on duty most days
from 6:30 a.m. to 3:00 a.m. A mounted patrol unit was added in 2013.
The Department participates in many county- and state-wide networks and initiatives,
including a criminal information exchange network, Crime Stoppers, drunk driving and
underage alcohol enforcement, pedestrian and school zone safety projects, and National
Night Out, which is a community-police awareness raising event held throughout the
nation to promote involvement in crime prevention activities.
Locally sponsored events include Police Citizens Academy, Walk Your Child to School
Day, a bike safety event for children, Shop With a Cop, and an annual drive-up drug
disposal event. In 2014, the Department installed a drug disposal bin for citizens to
drop off unwanted prescriptions and over-the-counter medications.

The Belleville Fire Department was established in 1912. The
Fire District includes the Village of Belleville, townships
of Montrose and Exeter, and small parts of the townships
of Brooklyn and Oregon. Currently there are 35 volunteer
firefighters headed by a volunteer Fire Chief. The fire station,
located at 33 East Main Street was originally constructed in
1961 and expanded to its current size in 1991.
Annually the department responds to 110-120 calls including
grass/brush fires, structure fires, and EMS assists. Helping
keep our community safe is our number one priority.

Belleville Area EMS was established in 1976. The EMS District
includes the Village of Belleville, the Town of Montrose
and portions of the Towns of Exeter, Oregon, Brooklyn and
Primrose. There are currently 40 volunteer EMT’s and drivers,
headed by a volunteer Director. The EMS Building, located at
480 River Street, was constructed in 2001.
Belleville Area EMS responds to approximately 350 calls annually
including medical emergencies, motor vehicle accidents, citizen
assist and Fire Department assists. Providing quality emergency
medical services id the top priority of Belleville Area EMS.

BLASER PARK
Blaser Park is a neighborhood park on
the north side of town that features two
soccer fields, a shelter, and playground
equipment.
COMMUNITY PARK
Community Park is nestled between
the northern and southern portions of
the residential districts, and is nearly
completely surrounded by Lake Belle
View, providing a spectacular setting
for all types of activities. Enjoy a quiet
walk, observing wildlife or breathtaking
sunsets over Lake Belle View. Recent
improvements have been made to
the ball field, backstop fencing, and
new lighting. The park hosts many
family picnics, weddings and family
reunions, and is the site of the annual
Community Picnic weekend in August.
GREEN VIEW PARK
Green View Park, at the southeast end
of the village, is a neighborhood park
with a shelter and play structure.
LIBRARY PARK
Library Park is located in the center of
town, and is populated with beautiful,
mature oak trees. It features a gazebo,
fountain, and National Landmark “Old
Library” building, which hosts public
meetings. The park also hosts Fall
Festival, a unique opportunity for the
entire family to celebrate the end of the
growing season.
VETERAN’S MEMORIAL PARK
Veteran’s Park is located between the
pedestrian bridge and River St along
the proposed Riverwalk. It features a
Memorial Stone and a picnic table to
enjoy the beautiful Sugar River.
SHAMROCK PARKS
NORTH AND SOUTH
Both Shamrock Parks are great places
for hiking, snowshoeing, hunting, and
fishing. Located along the Sugar River,
this area marks the future home of the
Riverwalk.
SUGAR RIVER PARK
Sugar River Park is a 14-acre parcel
on the east side of town. It features
two soccer fields and a small ball
diamond that provide needed athletic
facilities for our growing youth athletic
programs. Playground equipment, a
shelter, restrooms and picnic tables
provide a great place for family picnics
and reunions.

BADGER STATE TRAIL
Fitchburg to the Illinois Border

The Badger State Trail is part of the Ice Age Trail System and
extends from Fitchburg, Wisconsin to the Illinois border. One
highlight is the Stewart Railroad Tunnel (Exeter Tunnel) just
south of Belleville. The tunnel is 930 feet long and a flashlight is
recommended. The Village of Belleville caters to bikers and there
is plentiful parking and shopping opportunities.

Extending from the Minnesota border to Lake Michigan, the State
trail spans more than 1,000 miles.

the tunnel was constructed in 1887 for the Chicago, Madison and
Northern Railroad.

Following an abandoned railroad line from New Glarus to
Brodhead, the trail features 14 trestle bridges.
State Trail Passes are required for people ages 16 and older

MILITARY RIDGE STATE TRAIL
Dodgeville to Madison

40 miles long, the trail connects Dodgeville and Madison, and
borders Governor Dodge and Blue Mound State Parks.
Notable for being the only curved tunnel of its type in the state,
Stewart Tunnel is the centerpiece of the Badger State Bicycle

later shared a structure on Church Street with the Presbyterians and Adventists. In 1895, the
congregation purchased a lot where the Grace United Methodist Church stands today on the
corner of Pearl and Harrison streets, and began construction of a “church of their own.” It is

No doubt about it, the School District of Belleville benefits from
the resources and expertise of local businesses, organizations, and
local government. And the number of partnerships is increasing.
The district’s mission is The School District of Belleville is
committed to providing all students with quality, personalized
learning that prepares them to meet current and future challenges
and opportunities of the 21st century.
With this mission in mind and now, more than ever, it is important
for schools, organizations and businesses to look into forming
collaborative partnerships because the trend is to provide more
with less financial support.
Establishing systems that create partnerships, enhancing
communication throughout the community and offering the public
trust in the districts transparency has been a priority since a new
superintendent was hired
For the schools, it is a win-win situation for staff and students.
“These partnerships provide opportunities for our students to learn
and discover their talents and interests,” said Superintendent Pam
Yoder. “For our staff, the possibilities make them think outside of
the box.”
In January, Cate Machine and Welding donated a CNC mill to the
high school. The mill is valued at approximately $15,000. It will
help the district launch another Project Lead the Way course,
Computer Integrated Manufacturing.
The Cate family is hoping that their partnership with the school
district is replicated by other area businesses
“We wanted help students get into trades and the workforce
because the future of our business relies on their interest and
training,” said Steve Cate. “If we don’t give students opportunities
to learn what they like to do and how to do it, we, as a society,
will continue to limit ourselves with the growth and the work ethic
of our workforce.”
Tech ed teacher Ed Neumann and Cate will teach students how to
program and make the best use of the machine.
Cate Machine and Welding also is a partner with our school-tocareer program, allowing students to job shadow at their shop, as
well as taking on one paid student position per year.
Currently, the school district has 24 students working and learning
at area businesses. There are three students who are completing
course work and job shadowing for child care teacher certification
and five students who are taking on-line courses and participating
in clinicals at the New Glarus Nursing Home for certified nursing
assistant certification.
The district school to career coordinator is currently exploring a
health care partnership with the UW-Health Belleville Clinic.
Recently, plans for a mechanics class offered at the new Francois
Sales and Service facility were announced.
“We are pleased and excited to work in partnership with the
Belleville schools,” said Rick Francois. “By adding a course to the
Project Lead the Way curriculum, we add more opportunities for
students and staff and we strengthen our long-term relationship
in the community.”

Founded in 1970 by Paul Cate, Cate Machine & Welding is a job
shop with full service ability in machining, welding, fabrication,
and repairs. “We strive to produce a quality product and service at a
reasonable price. We want each of our customers to enjoy working
with each person at our company.” They do a majority of their work
in agriculture, automotive, dairy, exercise, and construction industries.
Cate is deeply rooted in the community with 10 of 18 employees
having graduated from Belleville High School. They also try to give
at least one work apprenticeship opportunity per year. Cate generously
donated a machine to the school district to enhance the learning of the
students. Cate gives discounts to the village, schools, fire department,
and police department.

The Belleville Senior Center is a human resource center for
senior citizens that uses planned activities to keep seniors
engaged and healthy. They make food for Meals on Wheels
to deliver to people in the community and other communities
like Montrose and Verona. They coordinate a variety of
services for senior citizens and their families including:

and is the oldest senior center in Dane County. They have a strong relationship with the community and the
school district; Executive Director Amanda Peterson graduated from Belleville Schools.
Borland’s
Borland’s, founded in Belleville in 1951, is known for their fish,
which won Q106’s radio contest for Best Fish Fry in the Madison
Area. Borland’s is heavily involved in the community; supporting
the school and athletic programs, local sponsorship, as well as
having family roots in the town. “Our goal as a business is to give
a quality product at a price people feel is fair.” Borland’s buys their
ingredients locally (Burreson’s and Millers).

Burreson’s is a local grocery store that offers
bakery, deli, meat case, fresh produce, dairy,
and liquor. “Our goal is to serve Belleville and

Blanchardville 1996 and moved to Belleville in
2009. Along with the deli and bakery, Burreson’s makes in-house

The Village of Belleville has three departments and a
community-owned utility, and is a collaborative partner in
shared EMS and fire districts. If you are unsure about where
to direct a question or comment, feel free to give us a call
at (608) 424-3341 or stop by Village Hall. You can also
email us at [email protected]. We also have a
lot of information on our web site about resident services
under Frequently Asked Questions, including information
about garbage, recycling, and leaf collection.

Who is the Village Board?
The Board of Trustees meets the first and often third
Mondays of the month at 6:00 pm at Village Hall, 24
West Main Street. The board has seven members called
“trustees,” one of whom serves as Village President. All
trustees are elected at large for two-year terms annually
in April, on a rotating basis. Agendas are typically posted
on the web site the Friday before the meeting, and are
posted around the Village. Everyone is welcome to attend.

How Can I Get Involved?
The Village of Belleville is seeking residents interested in
serving on village committees or Village Board or as election
