So what do you really know about French
Lick besides it’s a small town in Southern
Indiana with a unique name? Here are some
answers for future trivia questions you’ll have
to make up on your own.
• French Lick was originally a French
trading post built near a spring and salt
lick. Well that explains a lot.
• French Lick was famous across the

• It also had casinos and attracted famous people such as boxer Joe
Louis, composer Irving Berlin and Al Capone. • The Chicago Cubs and Chicago White Sox held spring training in
French Lick from 1943-1944 because of war time travel restrictions.
• Pluto Water, a best-selling laxative of the first half of the 20th century, was bottled there.
• Franklin D. Roosevelt announced his intention to run for president at a National Governors’ Convention held at the French Lick
Springs Hotel.
• The town is famous as the birthplace of NBA great Larry Bird,
AKA: “the Hick from French Lick”.

The Professional Development Committee has put together a great
program and we’ll have many opportunities to learn and increase our
areas of expertise.
Sam Glenn will be our Keynote Speaker. He is an energetic and funny
speaker as well as a talented artist. Sam will create a huge chalk masterpiece while he presents to our group. Sam is the author of over 15 books
with interesting titles like “Who Put a Lizard in my Lasagna?” and “Butt
Prints in the Sand – No More”. He will engage and inspire us through
the use of art, humor and attitude. I hope you are able to join us for the
opening session on Thursday morning.
I look forward to seeing all of you in French Lick in a few weeks. Joe

School Boards Association, sent the following message to superintendents and school board presidents regarding the ISBA Management Survey.
The link below is an updated 2016 Management Survey showing 231 corporations responding out of a possible 289 or 80%. Responses to the survey are up this year over previous years and
thanks to everyone for providing this quick key personnel and
school benchmark reference data for use by superintendents and
board members alike. Rather than printing hard copies, we provide
the data in the excel format to facilitate easily sorting the data by
any of the column criteria. Just click on any of the arrows in Row 8
on the worksheet to get a menu of sort criteria for that column.

The 2016 IASBO Annual
Meeting will be the 70th consecutive year that the school business
officials in this state have come
together to learn and network. The first annual meeting was
held in the Memorial Union on
the Purdue University campus. Ralph Muller of Gary was the
first IASBO President. Deane
Walker, State Superintendent of
Public Instruction, was the keynote speaker. The registration fee
for the first meeting was $2.00. A
pretty good deal even back in the
forties. There were four sessions
at the first meeting: Problems of a
Purchasing Agent, Miracle Color
in the Classroom, Maintenance
and Operation of Public School
Plants, and School Finance and
Accounting as Affected by New
Legislation. Some things don’t
change.
There is no record how many
attended that first annual meeting, but it is for sure that IASBO
has grown substantially over the
years. With active members,
non-members, retirees, guests and
exhibitors, there will be close to
1,000 people attending the 2016
French Lick meeting. We have
definitely come a long way in
these past seventy years. But, it
was those individuals in 1946 who
saw a need for school business officials to meet and learn from each
other. We all are indebted to that
first group of pioneers for creating
such a vibrant organization.
This issue of the InterCom has
the agenda for the 2016 IASBO

70 years – that is quite an
achievement. Those individuals who came together right after
World War II had a vision for
an organization to serve school
business officials. When IASBO
moved to Ball State University
in the mid-1960’s Paul Nesper
as IASBO’s Executive Secretary
moved forward with that vision.
In 1984, I was named Executive
Director and since that time with
the help of many wonderful Board
members and staff we have strived
to enhance the vision. Indiana
ASBO is a viable and vibrant
organization that is definitely the
voice of school business management for the State of Indiana.
For those of you thinking about
this, I was not at the first IASBO
Annual Meeting. My first Annual Meeting was in 1972. Don’t
worry, I won’t ask how many of
you were not born in 1972. I look
forward to seeing many of you in
French Lick.

Advocacy Opportunities
at the Federal Level

IASBO is pleased to be part of the expansion of ASBO International’s advocacy role at the Federal Level. They are working
to raise awareness with leaders at the Congressional Level and
with the Administration about the role of school business officials
(SBO’s) and establish the organization as a reliable resource for
information about issues that affect school districts.
Just as IASBO relies on members in the field to become the “face” of the school business official perspective
in state level advocacy efforts, the same is true for ASBO International. SBOs at the local level are best suited to
describe the effects Federal legislation and funding affects districts and the students they serve.
To help SBO’s become more knowledgeable about pending Federal legislative and regulatory issues, ASBO
has teamed up with the American Association of School Administrators (superintendents association) to jointly
host a legislative advocacy conference in Washington, D.C.

 Internal Control Standards: School Corporations Over 2,000 ADM- Ryan Preston,
Supervisor of Audits, State Board of Accounts, Tyler Michael, Asst. Supervisor of Audits, State

Indiana statute states that the State Board of Accounts shall define the acceptable minimum level of
internal control standards for school corporations. The standards shall include the following: (1) Control
Environment; (2) Risk Assessment; (3) Control Activities; (4) Information and Communication;
(5) Monitoring. After June 30, 2016, the school board of each school corporation must define minimum
internal control standards as defined by the State Board of Accounts. This session will present the various
aspects of the internal control standards and their implementation. Since this issue impacts school
corporations differently based on the size of the office staff, this particular workshop will speak to
corporations with over 2,000 students.


Employee Handbooks: A Complete Review - Michelle Cooper, Esq., Lewis & Kappes
This session will focus on: (1) handbook policies that are legally essential for school corporations; (2) how
to structure your reduction in force policy applicable to your teachers in light of the Madison Consolidated
decision; and (3) pitfalls and mistakes to avoid when developing and implementing handbooks.

 Accrual Accounting (A114) – Tim Armstrong, Consultant, Educational Services Company
The course will compare and contrast cash and accrual accounting and explore strengths and weaknesses
in each method. Students will learn to read, understand, and explain the difference between Income
Statements and Balance Statements prepared under the accrual-basis vs. the same types of reports
prepared under the cash-basis accounting. Students will discover why the terms Owner’s Equity, Retained
Earnings, Profit, Prepaid Expenses, Accounts Receivable, Accounts Payable, Capital, Net Fixed Assets and
the relationship between Assets, Liabilities and Owner’s Equity are important to the businesses who use
accrual accounting. Students will learn how revenue and expenditures are recorded in accrual-based
accounting vs. cash-basis accounting and the importance of recognizing the value of fixed assets and real
property. This course will help participants to be able to communicate with various organizations such as

 Collective Bargaining Strategy & Law (HR114) – Susan Traynor Chastain, Esq.,
Lewis & Kappes
The course will review Indiana law associated with collective bargaining, the role of IEERB and its rules and
procedures, collaborative bargaining, mediation, fact-finding, strike plans, bargaining strategy, grievance
procedures, and current issues. In addition, the goal of the course will be to review Indiana law and court
cases regarding bargaining and/or meet-and-confer agreements related to classified staff. Participants will
learn which employees are covered by rights under the law, and the appropriate employment and
dismissal procedures. The course will demonstrate how to appropriately structure employee handbooks,
job descriptions and letters of employment. Fair Labor Standards and unemployment rules and
regulations will be studied.
