As the hot summer temperatures subside, record heat remains
in the forecast for nearly 1,800
restaurants in Placer County as
restaurateurs feel the sizzle of
high fuel prices, skyrocketing
food costs and stiff competition.
In an industry that turns on
butcher-blade-sharp margins
during the best of times, the heat
is definitely on to trim operating
costs and manage runaway food
costs without compromising the
quality their guests demand.
And now, after two years of
absorbing congressionally
mandated minimum-wage
increases, eater ies have to
swallow the biggest increase ever
in Placer County permit fees
levied on food establishments,
which went into effect July 1.
“I think it’s one of the
industry’s worst downturns in a
long time,” says John Lindh, a
local district manager for the
Black Angus Restaurant chain,
which has a restaurant in
Roseville. “Restaurants are
typically the first hit (in a down
economy) and the last to
comeback.”
Owners at eateries throughout
Placer County, both independently owned and chain estab-
lishments, agree this may be one
of the toughest downturns. Most
are seasoned restaurant managers
and have been through these
kinds of dips before, but point to
the triple whammy of a slowed
economy—thanks to the crash of
the local construction industry
and growing fears about the
current economy—combined
with high fuel prices and rapidly
rising costs for food staples,
makes this slump stand out.
“We’ve dealt with these things
independently in the past, but
never all of them at the same
time,” says G. Bric Haley, owner
of the River Ranch Lodge and
Restaurant in Tahoe City and
current board chairman for the
California Restaurant Association.
It was just a few years ago that
restaurants in the county were
flourishing, which brought with
it a boom in new restaurants.
This competition is putting
additional pressure on local
restaurants dur ing the business
downturn. Placer County Health

considered a good investment
return—is taking its toll. The
X-Mex restaurant in Colfax
shuttered its doors last year and
the Downtown Grill in Auburn
filed for bankruptcy earlier this
year. Baker’s Square Restaurant
in the Bowman Area closed
during the summer.
Add in Placer County’s illtimed and unprecedented fee
hikes which will raise fees
between 70 and 90 percent for
restaurants over the next three
years, and a recipe for restaurant
failure emerges. These hikes,
described by some as a tax
disguised as a fee, will be passed
on to customers as owners say
they see no other choice in the
current economic environment.
At the same time, county health
and safety inspections will be cut
in half from two inspections per
year to just one.
Inflation on the Menu
At the heart of it all, say
economists and owners, is the
sliding economy and rising
inflation. “Placer County has
been hit pretty hard because of
the drop in its real estate and
construction markets,” says Ty
Rowe, owner of Bootleggers in
Auburn.
For restaurateurs, it means
more than just the yeast in their
bread is rising. Today’s inflation
impacts every ingredient in their
kitchens, including key commodities such as flour and butter,

the newly re-modeled
building has been filled
with customers looking
to test-drive the new
establishment. “We’re
serving 700-800
customers a day,” says
Welch, an experienced
restaurateur. “This place
is only equipped for
500.” Each day he goes
through 500 pounds of
meat.
While he’s worried
about the economy,
Welch shrugs, “we’re
just thankful to be
surviving.” For the
moment, he has more
immediate problems
coming at him, such as
fixing software glitches
in his new ordering
system and getting his
staff trained on the fine
art of smoking ribs.

spot, reservations are
recommended.

There are other things,
too, that can help.
• Credit cards come
with a higher cost of
doing business, which
gets passed on to
customers, and cost
business owners about
three to four percent
of the total cost of a
meal. Paying for meals
with cash helps
provide eateries with a
higher profit margin
and should be
considered whenever
possible.
• Be as generous as
possible when tipping
food servers. As
business falls, so goes
their tip income.
• If you are not happy
with something at a
restaurant, tell the
owner or manager so
they have an
opportunity to make
things right and keep
your business.

draws near, it’s a sure bet many
restaurant owners will still be

While some restaurant owners
claim they were too busy
running their operations to
attend the county hearings on
the fee hikes, officials say the
process was fair. Still, most
owners are not happy with such
significant hikes during such
difficult times. “There’s no way
any of that cost can’t be passed
on in the current economic
environment,” says Mike
Frampton, owner of The Melting
Pot restaurants in Sacramento

also leads to higher annual costs
for printing up new menus.
At the same time, the invoices
for most ingredients now almost
all come with a fuel surcharge,
which wasn’t there a year ago.
And significantly higher prices at
the pump also impact restaurants
by reducing the number of
tourists moving about on Placer
County highways. “I believe the
number of tourists is down,” says
Browning. “But it looks like local
business is up.”

woman, was booked on charges related to fraud, identity theft, and

a message that we don’t appreciate that stuff being brought into
our neighborhood.
Sept. 12 A 39-year-old woman and a 44-year-old man, both
from Sacramento, were arrested in Old Town when their romantic
night in the foothills turned into an alleged drunken bar-crawl.
They were booked into the county clink for allegedly being drunk
in public.
Between Sept. 9 and Sept. 14 Auburn Police Department
arrested six individuals for allegedly dr iving while under the
influence of alcohol. Now you know, and as G.I. Joe would say,

A Wisconsin High School became suspicious of a 33-year-old
student (recognizing that she looked too old to be a teenager) but
were ultimately convinced by the woman’s immaturity. It would
seem that she was so anxious to relive her youth and be a cheerleader that she allegedly stole her own daughter’s identity to

The fifth annual Art and Wine Gala hosted by the

Surpassing the expectations of
organizer Christa Darlington, the
Sierra Foothills for Obama organization raised a cool $26,000 at its
fundraiser Sept. 14 to support
Barack Obama’s and Joe Biden’s
bid for the White House. More
than 200 supporters from
Roseville to Grass Valley attended
the $75-per-person event.
“It was phenomenal,” says
Darlington. “All the momentum
of this grassroots organization is
coming to fruition.” The event
was held at the Auburn home of
Andy and Shana Laursen, and
featured the Rick Donaldson
Blues Band.

to go to Nevada and canvass
there in the hopes of turning that
red state blue this coming
November. “The numbers are

Miss Teen Auburn Crowned
The sixteenth Teen Miss Auburn
was crowned on Saturday, Sept.
13 at the DeWitt Theater in
Auburn. Savannah Young, a 15
year old Junior at Placer High
School, and daughter of Susan
Sanders-Young, walked away
from the event with top honors
which included a $1,000
Scholarship Bond. Savannah will
spend the next year promoting
her platform, Placer Grown
Agriculture, as well as
volunteering her time at charity
events and fundraisers throughout
the community. Joined by her
royal court, she will look forward to spending many
hours enriching her community and serving as an

As a director of the Auburn
Chamber of Commerce, I
participated in an all-day
“Strategic Planning Conference
2009” last Saturday designed to
examine and prepare for change
in Auburn. In one workshop, the
audience was broken up into
three groups and we were asked
to answer this question, which I
paraphrase: What are the top
three non-business problems
facing Auburn, and how can they
be solved?”
Most of the issues raised by the
group are obvious and pressing:
How do we deal with handling
waste-water and rebuilding an
aging sewer system? How does
the community keep pace with
the rising costs of running the
city? How do we handle
burgeoning growth and the
resulting increase in traffic in our
community? How do we create a
unique identity for Auburn to set
us apart from our neighbors?
Then one participant offered
this: “Gangs. . .we’ve got to do
something about gangs.”
I’ve lived and worked in this
community for eight years, and
while I have observed groups of
kids hanging out in the parks,
kids skateboarding on the streets
and occasional acts of graffiti and
tagging, there is absolutely no
evidence that we have a gang
problem in Auburn.
So, I asked my fellow panelist:
“What makes you say that?”
The answer didn’t surprise me
one bit. This person is a member
of the Downtown Rotary Club
and he was in the audience
during a presentation by
Auburn’s Chief of PoliceValer ie

community’s alleged “gang
problem.”
Since I was not present at the
Rotary luncheon, I can’t
comment on the substance of
Chief Harris’ overview, but I did
sit through a similar dire warning
issued by an Auburn police

same: “Gangs. What Gangs?”

The federal government’s
abject failure to control our
borders, enforce the immigration
laws and the spreading infection
of political correctness in our
universities (“America is an
imper ialist, racist, patriarchal and
greedy country,” says the
taxpayer-funded professorate) has,
over the last several decades,
resulted in the steady erosion of
the once distinct idea of American citizenship. Illegal aliens
have become merely “undocumented.” Some candidates for
federal and state office want to
force hard-working citizens and
taxpayers to subsidize the cost of
health insurance for illegal aliens
in addition to the free public
education that we already
provide. Requiring that school
children in America learn English
they say is demeaning to other
cultures. Ensuring that our
precious right to vote – and
thereby change the direction of
government policy – is reserved
for American citizens is deemed
racist. Are we becoming less a
country and more like a cafeteria
in which anybody from around
the world can simply line up and
grab some goodies?

Flu Season is Coming: Help
Stay Healthy with a Flu Shot
It’s time for a flu shot for
anyone who wants to reduce
their chance of getting the flu. A
plentiful supply of the vaccine is
available from health care
providers and local retail establishments.
Placer County’s Health and
Human Services Depar tment
will once again sponsor low-cost
flu clinics for those in the risk
groups identified below. These
clinics are conveniently located
in a number of Placer County
communities. One clinic,
scheduled for Thursday, Oct.16, is
a drive-through clinic and will
be available from 9 a.m. to 1 p.m.
at the Gold Country Fairgrounds

Disease Control and Prevention
and California Department of
Public Health recommend that
the following groups receive flu
vaccinations:
• Adults aged 50 and older.
• All women who are or will be

and other chronic care
facilities.
• Healthcare workers with direct
patient care. New state law
requires acute care hospitals to
offer vaccine to all employees
free of charge.
• Individuals with underlying
chronic medical conditions.
• Individuals who live with or
care for an elderly individual, a
child less than five years of age,
or a person with chronic
medical conditions.
Children younger than nine
years of age getting a flu vaccine
for the first time will need two
doses of flu vaccine. This year in
addition to flu injections, Placer
County has available for those
who meet medical guidelines,
limited amounts of vaccine in
intranasal form.

County’s flu shot clinics is
available on line at
www.placer.ca.gov. Residents can
also call the County’s flu hotline
at (530) 889-7161 to hear a
recorded message. Flu shots cost
between $10 - $20 based on
income. There is no charge to
MediCare members with Part B

cards and who are not enrolled in

World Run Day, a charitable

place on Sunday, Nov. 9 at

In 2007, the World Run Day
began to emphasize the event as
a “virtual run” where local runs
are held and the participant’s
registration information and
results posted online. Last year
more than 2,500 runners
participated worldwide.
Registration fee is $15, with all
proceeds from the Auburn World
Run Day events benefit the
Breast Cancer 3-day Walk in San
Diego later in the month. Each
runner receives a World Run
Day T-shirt, a bib number and a
certificate for completing the
run. Deadline to reg ister for the
run is Oct.15.

jumpstart a novel arts contest
where every entrant is a winner,

Rawlings says the Auburn Arts
Contest will no longer continue.
“We are very proud of the
work we have done,” says
Rawlings. “We introduced the
concept of a contest in which the
categories are unlimited and
launched a beautiful book.
Everyone is a winner.”
Rawlings believes that with
the “present economic hard
times,” contestants would no
longer be willing to pay the
entry fees. “The project is just
not financially viable,” he says.
Rawlings adds, however, that he
and partner Jane Roach will
continue to promote books,
music and art in other ways
through their publishing company, Sierra Dreams Press.
Water Outages and Fees
Placer County Water Agency
(PCWA) officials announced this
year’s annual canal maintenance
outage, where ir rigation and
water transport canals get cleaned
and repaired, will last four weeks
beginning Oct. 19. The agency
also sent out letters reminding
customers that fees are expected

Lincoln’s Pain in the Ash
Placer County will sponsor a
community forum Sept. 25 to
discuss the Gladding Fire, the
fast-moving blaze that consumed
960 acres and destroyed six
residences and 10 outbuildings in
rural Lincoln. Placer County
Supervisor Robert Weygandt,
who represents the District 2
area, will be on hand to discuss
recovery efforts now under way.
“I have lived most of my life in
the Lincoln area, and I had never
seen anything like the Gladding
Fire. The community meeting
will be a good opportunity to
talk about the lessons learned
from the fire and continue our
education about things residents
can do to help protect their
homes from wildfires.” Residents
impacted by Sept. 1 fire are being
urged by city officials to obtain
clean-up guidelines to ensure
public health. The forum will be
held at 7 p.m. in Mount Pleasant
Hall at 3333 Mt. Pleasant Rd.
